th and ta towards landnd weaken like yesterday. so the heaviest rain so far is down across the southern half but you notice it is already starting to migrate. when you have reds in there that is means there is going to be some heavy downpour. ponding on the waterways. it also means there is frozen precipitation in there too. that is definitely going to melt into big, fat drops before it reaches the ground below 4,000 feet. up in the north bay light, scat coming up your way. i want to emphasize on the day planner, these showers migrate north bringing downpours throughout the day. by 4:00 we'll start to lose a little bit of the intensity and coverage and by 7:00 we'll see a significant tapering leading to that dry day tomorrow which i'll talk more about in a minute. >> thank you, mike. look at this in salinas.

roads turned into rivers last night. as crews were cleaning up after more than 20 homes were damaged in a mud slide. and santa cruz county, evacuation orders have been lifted. and some residents in bolder creek are feeling like they dodged a bullet. >> went to bed and woke up like 1:30 and it was cats and dogs pouring down. i haven't really -- it's been a while since we had a storm that good. >> officials want residents to know condition kansas change quickly and follow evacuation orders as much as possible. in shasta county a close call for one woman when strong winds caused this tree to fall and crush her rv. luckily the massive tree landed on the other end of the rv away g. m sandra gutierrez and her dogs and we started sliding down and laid there until everything stopped.

allowing for things like outdoor dining and indoor salon services. amy hollyfield has more. >> reporter: good morning kumasi. rain and cold in the forecast is not ideal weather for outdoor dining. restaurant owners say they do need the business. takeout just wasn't cutting it. it wasn't enough for them. but they are worried about the weather and they also say this all happened pretty quickly so some of them just might not be able to open today as they are now allowed to do. the governor just suddenly announced monday that reopening outdoor dining would be allowed so there is a mad dash to get supplies for reopening, heat lamps, tarps because of the weather. and even gather to be staff again takes effort. >> it's tough. you know. so yesterday we contacted all our staff, you know. and i think we got, you know, are 5 out of 5 kitchen crew

the president is set to sign a pair of executive orders designed to restore and strengthen the affordable care act and medicaid. including a special enrollment period amid the pandemic allowing more people to sign up for healthcare coverage. the department of health and human services is expected to open a three month enrollment from february to may 15th. and booinld will reverse an --.. following the president's announcement the executedive director is expected to make an announcement about a special enrollment for people who are uninsured. well snow is coming down in the sierras. many people appear to be heeding the warnings to stay off the roads last night. chain controls in effect for some areas. officials warned of possible whiteout conditions overnight. drivers are encouraged to delay any travel through that area

until at least tomorrow. >> yeah. they still have the winter storm warning for the western slope and the blizzard warning and avalanche warning continues. it is going to be a couple of days before it is going to be safe to travel in the high country. for us it is not going to be very safe to travel this morning. urban and road flooding is my biggest concern. very high. and behind that is debris and mud slides, and small stream flooding, downed trees and power lines. it will be locally breezy like it was yesterday in some of these heavier rain, i think we've shaken up most of the weakness in the trees and power poll poles so far. the north bay and the santa cruz mount and diablo range under this flash flood watch and that goes through this afternoon about 5:00. notice the north bay kind of quiet. pockets of light rain but significant rain falling down across the santa cruz mountains now. in fact rainfall rates up to nely 2 and 1/4 inches per

hour. they are moving about 35 miles per hour but that gives you an idea about how heavy the rain and how likely there could be flooding in the santa cruz mountains. dumbarton bridge and stanford we've got rates about an inch and a quarter. that is where the urban flooding comes in. this morning's community in the south bay going to be significantly more difficult than yesterday because of the standing water. look at future radar. that migrates to the north. by noon we're seeing a tapering. we'll keep the waves of showers through the evening hours. and as you head into tomorrow morning there will be a few leftover showers. but by the time our commute ends we're done. we'll take a look at the rainfall amounts up next. hi jobina. >> hi mike, thank you. good morning everyone. so i was just looking at something on my screen here. we do have roadway flooding reported by the chp.

super commuter coming through highway 4 or the altamonte pass. increasingly more intense rain especially 580 and across the dumbarton bridge or going across the san mateo bridge it is going to be really dicey if it is not already because only soft heaviest downpours are over those bridges or moving there right now. and the heaviest in the santa cruz mountains right now and that is why imie afraid there is going to be more debris floes through the morning commute. about another half inch through the day today, up to an inch in higher elevations and southwest-facing mountains. and then as we head towards friday morning by the time it is all said and done we'll be up to about three quarters of an inch and that is what puts us into a two. showers and downpours, temperatures about 54-57 degrees. 30s tonight. patchy fog while the rest of us are in the 40s.

and a quarter inch per hour and that means a lot of localized urban flooding out of this system. possibly a few small streams could also flood. let me show what it looks like. 101 and 880 in san jose. you can see how heavily the rain is coming down and hoffman slower people are driving than numberal and that is great news. north bay, still the flash flood watch with the south bay. so far you are just having light rain. concerned about the santa cruz mountains the next hour or two for more debris flows like we saw this morning near scott's valley. this is the big deal today. waves of shors mratingnd even t possible today with small hail and even more intense rainfall and some locally gusty winds. the heaviest of the storms are going to be from now through the early afternoon hours and you can see a tapering as we head into the evening hours. and we'll finally be raid of this storm tomorrow morning.

show you that coming up on future radar. here is kumasi for the news. right now parts of the north bay burned by the lmu complex fire and glass fire are under that flash flood watch. rain is expected to fall throughout the night. abc7 news reporter anser hassan joins us with what it looks like now. >> reporter: it is not raining right now but the bulk has already passed but the flash flood watch is still in effect until 4:00 tonight. the big concern, the burn areas in napa and sonoma county like this. already you can see small branchs and puddles from the rain along the road. showers and isolated thunderstorms are still in the forecast for tonight, which could trigger mud slides or flash flooding. napa county issued an evacuation warning to advise residents within the impacted areas to be on alert. the concern for those who live here another disaster like flooding or a mud slide just creates more issues.

and that debris flow gets to you. thankfully up in the north bay it is pretty quiet. the santa cruz mountance. already a debris flow earlier this morning about 4:24 and with rainfall rates over 2 inches we could have more. and the heavy rain inundating the entire south bay. you are not getting left out of this one. you are going to get a lot more rain than most of us today. and ponding on roadways, also on the dumbarton bridge, 101, possibly 280 and all the way across the dub barton bridge. union city. all are going to have standing water the next couple of hours because of that heavy rain and that is my biggest concern followed by debris flows and mud slides and slight chance we may see small stream flooding because that is an awful lot of water to try to evacuate in such a short time. this migrates north so all of us are going to have waves of showers and localized downpours, thunderstorms possible. locally breezy conditions but look at this.
