the south bay. i'll show you that in a second. here is what to expect for the rest of the day. showers heavy, pock yet ets of burn scar flood threat, we already had one debris flowrms. let me show you what's going on now. you can impressive looking radar. this might be bright banding. that means the level where the temperatures are freezing is about 5,000 feet. this could be hitting some hail, and that's why it looks so intense. underneath it, it will drop some really big fat drops and be moderate to heavy rain. and that's what's going to cause some ponding on the roadways. south of the san mateo bridge, we see the biggest issue. here is a look at 101 and 880 in san jose. moderate to heavy shower now. look how

rough 5:00 this evening. once we get to that, ydaer fy. so the heaviest of the showers is now through about 4:00. kumasi, reggie? >> mike, thank you. salinous, crews were cleaning up after 20 homes got damaged in a mudslide. in santa cruz county, evacuate orders were lifted some residents in boulder creek feeling like they really dodged a bullet. >> stayed up to midnight, went to bed, woke up at 1:30, cats and dogs pouring down. i haven't really -- been a while since we had a rainstorm that good. >> santa cruz county officials want r wants residents to know conditions can change quickly. we're waiting for more information about how many people are still without power in the bay area. at last check, more than 4,000 were still in the dark. some outages marked in green,

affecting a few dozen customers. the orange outages are impacting anywhere from 500 to 5,000 homes and businesses. many san francisco businesses are finally reopening today. reopenings in the economy is something we are following closely as we work to build a better bay area. san francisco's now back in the purple tier, which allows for things like outdoor dining and indoor salon services. abc 7 news reporter amy hollyfield live in san francisco y? reporter: hi, good morning. i pulled the heat lamps out again, right? not all outdoor dining areas have a cover and there is rain and cold in the forecast. not ideal weather for outdoor dining. residents -- restaurants have been closed for more than a month. so many owners tell us they are excited about this, take-out business is not enough. they need customers to come in. but this all happened pretty quickly, the governor suddenly announced this on monday, that reopening outdoor dining would be allowed. so there is a mad dash to get supplies and bring employees back in.

but the announcement also came just when the rain arrived. >> we have been scheduling our business around the weather. and outdoor dining is great, b system on the water front. we have great bay views and stuff, but of course the rain impedes that to an extent, so we're going to hold off on the first day, the thursday, and shoot for friday sun and w can really do what we know how to do. >> reporter: he also has lost some of his staff. he can't track down two people, he thinks that they have left san francisco. so it is not as easy as you might think to just reopen. so although they are happy, some need a little more time, they need better weather. so even though it is allowed today, you might not see all restaurants reopening outdoor

on instagram, julian glover tv. president biden will turn his attention to affordable healthcare this cou healthcare. this could help people without healthcare during this pandemic. >> the president is set to sign a pair of executive orders to strengthen and also restore the affordable care act and medicaid. the plan includes opening a special enrollment period amid the pandemic, allowing more people to sign up for healthcare coverage. the department of health and human services is expected to open a three-month enrollment period from february to may 15th. will also reverse an order that bans funding to international nonprofits that offer abortion services. this afternoon following the president's announcement, we're expected to hear from the executive director of conrad, california to open a special enrollment period for people who

are unensured right now. a cash infusion from a federal coronavirus relief package. the bay area's metropolitan transportation commission says b.a.r.t. will get more than $103 million. muni is getting nearly $44 million. $20 million is going to the golden gate bridge highway and transportation district. and cal train is getting 6.9 million. there are normally filled with a quick snack, soda or protein bar, but new vending machines at the airport are filled with covid-19 tests. we told you this was coming a couple of weeks ago and here they are. oakland is the first airport in the country to debut them. the vending machines sell take home saliva kits for $130 to $150. you return the saliva sample through the mail, and you get results on a mobile app. coming up, an i-team investigation into a napa county supervisor who got a covid-19 shot before it was her turn.

and we're tracking some moderate to heavy rain in areas that usually don't receive it. that is down in th you're looking at 1 01 and 880, moderate shower coming down right now. the leading edge of the lighter rain is just now getting close to the bay bridge. you can see it is definitely wet from rain overnight. but some light rain falling right there. definitely no ponding on the bay bridge yet. it is possible as this storm system moves to the north, as you can see, future radar, our best chance of heavy showers this morning into the early afternoon hours. and then watch the tapering as we head into the evening, and overnight hours as the storm system finally moves on. we'll wake up tomorrow morning with a few leftover showers, lowering snow level, so some dusting of snow on hamilton and you see by the time we increasi sunshine before high clouds start to come in and bring us a slight chance of rain in the north bay over the weekend,

san jose now. and a live look outside at that rain. this is yrom mike very wet conditions, so please take your time. kumasi? >> thank you, jobina. new at 6:00, the storm system that is passing through the bay area is also bringing heavy snow up north in reading and caused problem on the road.. this white pickup truck slammed into a red one and then kept sliding down the road, hitting several cars before finally coming to a stop. a witness recorded this video on tuesday. the driver was going too fast, and at that point, hitting the brakes just wotoing to help. oh. that is scary. that happened to me and my friend, but losing control in the snow when i lived in colorado, it is the scariest thing. >> it is. that's happened to me before too. and i don't miss that driving at all. >> no.

napa county has run out of covid-19 vaccines. there are questions of distribution after the i-team discovered that 42-year-old county supervisor belia ramos got a shot despite not qualifying. >> did she have any pre-existing condition that would have allowed her to jump to the front of the line? >> i'm not aware of that, i couldn't speak to that because of hipaa, but, no. >> ramos told dan noyes she wasn't available for an interview, but in a facebook video, she says she was at a vaccination center to record a public service announcement, and received a leftover shot. which is allowed. however, an official from the california vaccine advisory

committee says ramos should have refused. >> if i was in her shoes, that's what i would have said, how can you offer it to me, we have a 90-year-old out there that hasn't been vaccinated yet. how do we get it to that person? >> she said she's helping to persuade people on the fence about getting the shot. new at 6:00, facebook says it will stop promoting political and civic groups. permanently. ceo mark zuckerberg made the announcement during an earnings call on wednesday. zuckerberg stopped recommending the groups to users in october ahead of the u.s. presidential election, and that move was made after a study found facebook pointed users to extreme political groups. after the insurrection at the capitol, multiple members of congress wrote to zuckerberg directly. so many people started working at home during the pandemic, and now a new study reveals the trend could be devastating to the city of san francisco. jobina is tracking this growing trend of companies going

virtual. jobina? >> thank you, kumasi. as part of the economic impact of employees working from home because of the pandemic, so this is what they're finding. the survey commissioned by tech trade group sf city warns that tech departures and higher taxes could cripple san francisco's economy. employees working remotely has already affected the city's real estate market. 63% of tech companies surveyed are reducing or planning to reduce office space. the vacancy rate in the city has risen to 16.7%. that was by the end of last year. that's the highest level it has been since 2005. 36% of tech companies expect their half or more of their workers to work remotely. more than half of the companies say regulations, taxes, as well as policies are factoring into their growth plans moving forward. reggie? >> that's depressing. hopefully rumors of -- animal lovers, do you think your dog

best chance of the showers, downpours and thunderstorms and it starts tapering this evening and i got a treat for you this weekend, i found some dry weather. >> thank you, mike. parts of the north bay burned by the lnu complex fire and glass fire are under a flash flood watch. rain was expected to fall throughout the night, and abc 7 news reporter ansar hassan is joining us live in st. helenia with what it looks like now. ansar? >> reporter: kumasi, good morning. it is not raining right now, but the bulk of the rain has already passed. but a flash flood watch is still in effect until 4:00. of course the big concern the burn areas here in napa and sonoma county, like this, already small branches and puddles from the rain along the road. showers and isolated thunderstorms are still in the forecast for today, which could trigger mudslides or flash flooding. napa county issued an evacuation warning to advise residents within fe imcted areas to be on alert. some local residents say they

welcome the rain, we need the rain, but they know it may leave a mess. >> fires and everything, three months ago, and we have been praying for rain since september and august. now it is here. and it is a great thing. >> there is nothing there, just moon scape, the water is just going to run down the hill. >> reporter: according to napa county, there are road closures near calistoga. cal fire tweeted out a warning, six inches of moving water can knock you down, two feet of water can sweep your car away. some good advice to adhere to this morning. reporting live, ansar hassan, abc 7 news. the santa cruz mountains to monterey, further south, there are concerns about flooding -- flash flooding this morning. abc 7 news reporter will carr is in salinas where residents are de mudslides. >> reporter: after a record-setting wildfire season, californians have been hoping for rain. with this atmospheric river, we have gotten so much so quickly

it has been slylike twisting a shower head on full blast. all of this slow flflowing dow this driveway, mudslides damaged about two dozen homes in this area. everyone has been evacuated here. some have decided to stay and fight and you can see what they have done to fortify their properties lining them with the sandbags. the big concern is the mud and everything else that comes with it, including boulders and big rocks and even trees that can come flowing down into the properties. millions of californians are under a flash flood watch and we could get up to seven more inches of rain before this is all said and done. in salinas, california, will carr, abc 7 news. months after being ravaged by wildfires, parts of sonoma county covered in rare snow. n hillsburg. charred trees and the burn scar of the wall bridge and glass fires last year stand out compared to the white snow on the ground. residents say they haven't seen snow in the county for a long

morning, but throughout the day. we have got the flash flood wash that continues for -- i'm concerned about the santa cruz mountains more than the north concern, twoor hillsloge to uine north bay. that's 5:00. still a risk of debris flows and mudslides, we already had one near scotts valley this morning. here say look at the north bay. light rain, a little bit of a heavier push around bodega bay. nothing like what we're seeing in the south bay, which is actually a lot more intense than what is reaching the ground because there is a lot of ice in the storms and it reflects moret dar. we're still getting moderate to heavy downpours south of the san mateo bridge this is where it is going to stay for the better part of today. you can see around 680, as you head from san jose to milpitas and both of the bridge, the dumbarton bridge, more so than san mateo bridge, waves and waves and waves of light to moderate rain. the boundary will set up in that

area, it is set up in that area, that's where it is going to stay. but we'll still get some rain up in the north bay, that's why you're under the flash flood watch. not getting as much as we're going to see in the south bay because you are closer to the atmospheric river. by the evening hours and overnight, there will be one last push, scattered showers tomorrow and then watch the increasing sunshine as we head into the afternoon hours. it is going to be a nice break. it will last through the weekend. i'll show you that in the accuweather seven-day forecast. how about the commute? >> the commute is really picking up. we have more than 60 incidents reported by the chp. the bulk of them focussed in the south bay, specifically in san jose. we want to bring you to a live picture now looking at 1 01 in san jose and the rainy conditions there. a number of spinouts, finally, yes, we're seeing people slow down, ear was watching and cars were flying through. as we bring in our south beach camera to give you an overall look of the bay bridge, the chp is telli iing us they're report

roadway flooding affecting one lane. and then the maps now, because we had a number of problems out there, i want to start with one in milpitas, this is still causing a backup on westbound 237 on the zanker road off ramp, a car went off the roadway, spun out, speeds are down to 20 miles per hour. sig alert in pleasanton cleared. the speeds have been impacted there. if you're traveling westbound, out of pleasanton, into dublin, speeds dropping to around 16 and 12 miles per hour.
