americans are in the storm zone, as a power nor'easter barrels up the coast. for some areas, it's the biggest snowstorm in years. >> putting everyone on alert, please make to the maximum extent you humanly can make alternative plans for monday right now. >> reporter: forecasters are warning about treacherous conditions across much of the northeast through tomorrow. facing blizzardlike conditions. up to 2 feet of heavy snow along with potential power outages along the coast. >> it's going to be the duration of this snow as far as the snow amounts go. we haven't seen the coastal low develop. look at how slow it moves. strong winds, coastal flooding. northwest of that low, heavy precipitation, not ending until late in the day on tuesday. >> reporter: new york city public schools are switching to remote learning. covid vaccination points are road crews are spreads salt.

major development in the battle over president biden's $1.9 trillion covid relief plan. republicans have proposed a smaller plan with fewer people getting stimulus checks and now the white house is responding. abc's faith abubey joins us from washington. faith, good morning. >> reporter: good morning, mona. as lawmakers work to get more stimulus checks to americans, republicans are now testing the president's commitment to bipartisanship. this morning the first big test facing president biden who campaigned on the promise of unity. inviting a group of senators this week after they proposed a more targeted covid relief package. the republicans' bill is $60 billion, far less than biden's $1.9 trillion plan, which calls for direct payments of $1400 to most americans, critics say that amount is too generous. >> could have a family with three kids making almost 300,000 bucks a year getting a check, and many of these people have

had no impact from covid. some are struggling. let's focus on those who are struggling. >> reporter: the republican bill calls for $1,000 stimulus checks and eligibility threshold. >> treating tax dollas if they're tax dollars not just money to spend, putting it where we need to come out of the pandemic. >> reporter: senate majority leader schumer already pushing back, telling the new york daily news, quote, they should negotiate with us, not make it a take it or leave it offer. with a majority in the senate, democrats can advance their plan with or without republican help. >> we're in a unique moment of economic crisis and it's one that calls on all of us to work together with the speed that we need to put a comprehensive response in place. >> reporter: in the meantime, the deadliest month of the pandemic has come to a close, more than 90,000 lives lost in january. as new concerns emerge about mutations of the virus. the highly contagious variant

first discovered in england has now spread to 32 states. the vaccine less effective against the south african variant already found in maryland and south carolina. doctors in israel said a man who previously recovered from the virus has been reinfected with the south african variant. one expert is sounding the alarm on on a looming wave of infections here in the u.s. >> the surge that's likely to occur with this new variant from end is going to happen within 4, 16 weeks. if that happens, we'll see something like we haven't seen yet in this country. >> reporter: the cdc says nearly 50 million doses of covid vaccines now have been distributed. only 30 million administered. >> in advance of this surge we need to get as many one doses and as many people over 65 as we possibly can to reduce serious illness and deaths that are going to occur over the

weeks ahead. >> reporter: critics of that idea say there's not enough data on the safety of delaying the second dose. meanwhile, the u.s. military saving doses after pausing a controversial plan that would have vaccinated prisoners at begguantanamo bay. tonight, the c., dc's mask mandate will take effect. requiring face coverings on all public transportations. tsa agents will have the power to enforce this mandate at airports all across the country. mona. >> faith, thank you. former president trump has hired new lawyers after his impeachment defense team quit just days before the trial. sources say trump wanted the lawyers to focus on election fraud, but the team planned to argue trying a former president is unconstitutional. his new attorneys are david schoen and bruce castor. castro is a former district attorney in pennsylvania who

decided not to charge bill cosby in a 2004 sexual assault case. a serious blow to democracy. myanmar's army has staged a coup. the country's leader aung san suu kyi has been detained. the military has declared a state of emergency, claiming election fraud. the white house has warned the u.s. will take action if today's events aren't reverse. more anger on the streets of russia, police detained 5,000 people sunday as protesters demanded the re opposition leader and putin critic alexei navalny. some protesters were beaten with clubs. abc's julia macfarlane reports they were undeterred. >> reporter: this show of defiance is different. bigger than anything we have seen in recent years and it spread across 11 time zones from siberia to the capital of moscow, where navalny is conducting from his prison cell the biggest threat yet to his leadership. >> navalny is calling for another protest tomorrow. when he faces a court hearing. a developing story from
