mike nicco. mike, there's more rain today? >> yes. i am seeing the chamber of commerce of danville their first meeting they swore in their new membe members. then i drove downtown. it was packed. it was nice to see. rain on the way. we have the last storm for a while. we're going to try to squeeze as much moisture as we can. especially this evening through tomorrow. light to moderate rain. scattered downpours. before the rain gets here, you can see it's well to the north. it's going to be a pretty mild day. here's the way it breaks down. it's about 50 in san francisco under partly cloudy skies. gh 5ou 7:00. warmer than average by noon. mid 50s at the coast to low 60s. increasing clouds. that's when the showers get going in the north bay and by 7:00, the steady light to moderate rain i>> thank you, mi.

education is a key focus for us at abc 7 as we are heading back to the classroom in one area for the first time since march. amy holyfield live at blossom field elementary with more. >> reporter: as part of the safety plan, they'll have rumors and zoomers. half of the kids will be in the classroom at one time while the other half will be at home watching on zoom. and then they will rotate that throughout the week. this just comes three weeks after parents here held a protest calling for schools to reopen. they got word schools would open today. it was a surpris for some. a happy one for some. this is the district that was just recently at the center of a vaccine controversy. san jose's good samaritan hospital offered the vaccines to hospitals raising concerns about

jumping the line. more than 60 teachers signed up for the shot. the health department is now investigating and the hospital is conducting an internal review. no word yet on when middle and high schools here will reopen. today is a big day for elementary schools. abc 7 news. several key co-vid metrics indicate the spread is slowing in california. the positivity rate is 6.7%. that's the lowest point for the 7 -day rate since the end of november. it's a good indicator of the virus within the community. hospitalization icu numbers are falling. the state reported just under 19,000 new cases on friday. this morning we're hearing from the president of moderna. he's answering questions about the impact of the new variants. jobina is live at the desk with the new interview.

>> reporter: this morning we're hearing from the president of moderna. he says that vaccine distribution is in good shape. the usfc graduate says moderna has had a good partnership with the biden administration to deliver millions of doses. what the company is doing now is ing athe new vnts that ty areot. heacnes look like they work against all the emerging strains. that's good news. but there are a couple and you mentioned one, obviously the south african one is of some concern. it looks like it could hide from the vaccine a little better than others. our approach is to develop a booster vaccine so if the south african variant or another is a concern, we'll be able to offer a way to identify that, prevent it from hiding from the vaccine. >> when asked of delaying the second dose to get more people vaccinated, he says there isn't enough data that shows that one dose is enough to be immune from the virus and coming up, on gma

develop and distribute co-vid vaccines. they're far apart on details like direct payments to americans. democrats indicating they're ready to move ahead, even without bipartisan support. we h them, we'll have to do it on our own. >> co-vid relief has to pass. >> reporter: health fear another surge of the coronavirus is on the way. new and more dangerous variants spreading, quickly to more states. january now in the record books as the deadliness month yet of the pandemic. >> we're in danger of running out of the vaccines we have. >> reporter: several states seeing long lines at vaccination sites but in other areas like new york city, vaccines in stock but not enough people showing up. nationwide, the cdc says states have administered only 31 million of the 50 million vaccines they've received. for some, like deborah, a complicated process for appointments might be to blame. >> it's been awful.

i have never gone through anything like this in my lifetime. >> and tonight the cdc's mask mandate will take effect that requires face coverings on public transportation. tsa will have the power to enforce the mandate at airports across the country. in washington, abc news. somebeloved bay area attractions are opening back up. many families are trying to recapture a glimpse of life before the pandemic. the san francisco zoo reopened to the public over the weekend after the state's stay at home order was lifted. online ticket reservations are required and tickets go on sale today for the oakland zoo's reopening this wednesday. glowfari resumes on friday. >> it's just aen the malls and the staff. that's not the complete picture for us. we're thrilled to have our community get to come back and enjoy the animals. and zoo. >> yes. so as for the future, great

america in santa clara is planning to reopen may guidelines allow. >> and visitors have returned to tah tahoe. sierra reached capacity within minutes after opening saturday and sunday. the resort is limiting how many people can be on the slopes because of the pandemic. that meant they had to turn away some people. the resort says more snow will help. >> we're hoping for even more terrain to open up so we can continue to allow more people to come up with us. >> the sierra at tahoe has a first come first m were thrilled with the conditions. >> we have fresh powder. it's the best time and especially when it's sunny. >> this was the first weekend hotels and short-term rentals were able to accept guests since the stay at home order was lifted. they've got another foot to two feet of snow coming starting at 6:00 this evening through about 4:00 wednesday morning.

that's when the winter storm warning is. they're going to have a little bit late tonight of a wintry mix. and you can see it turns heavily, especially around 6,000 feet, and then it drops do toeans passes could get hour. back at home, we're looking at temperatures anywhere from 3 to about 9 degrees cooler than average outside of the north bay. east bay first. some of the super commuters coming through. you'll experience low to mid 40s in the trivalley and mid to upper 40s under a partly cloudy sky. most of us are partly cloudy this morning on the low end of 41. on the high end, san francisco. and also pacifica around 50 degrees. here's a look at what's going on with your activity planning. it's poor if you're heading up to the sierra. the rest of us get outside and enjoy what little dry weather we're going to have for the next couple days. in fact, most of us will be dry during the daylight hours. it's the north bay. light to moderate rain.

two people accused of attacking a private invest day gourmet have been trying to steal his camera. he was dragged in front of his home suffering a head injury. the 76-year-old has been taken off life support. he is still unconscious. family members say he is not expected to survive. two men have been arrested. wh caravan protesting the oy death personally brought traffic to a standstill. the cars eventually drove into san francisco. this was the latest protest in an 8 -month long campaign.

this morning there was concern on two bay area college campuses because ofsurge of casl now there are complaints over santa clara university students have parties. there was a huge frat party with about 200 people, and it was days after they cancelled plans to bring students back to campus for housing and in-person classes. >> people tend to forget the severity of the situation. and so i think that's why a lot of students have tried to remind their peers that hey, this is not a joke. >> in a statement the university calls the party a, quote, bla tent disregard for health directions. it's threatened sus uc berkeley is isolating some students who may have been exposed to covid-19. the school's online dashboard shows that 44 people tested

positive on saturday. and that's about 3% of the tests that were analyzed. all residential students have been notified and told not to attend indoor gatherings. first it was gamestop, then bed bath and beyond. this morning amateur stock traders have a new focus. jobina, what's going on? >> all right. overnight these amateur investors began targeting precious metals, sending silver futures soaring. it's just really incredible here to watch. at one point silver was up 8 % at a 5-month high. the #silversqueeze was trending. this comes after a tumultuous week on wall street. shares of struggling companies like gamestop soaring. wall street hedge funds who bet against the companies lost billions. >> i had never thought i would invest in stocks casually like that, but i saw the opportunity and down loaded the app on my

phone and did it. >> reddit investors are criticizing the online brokerage robinhood which plans to limit the trading of eight stocks today to only one share per customer. >> jobina, because we're only a week into this and they're already making a movie based on this wall street drama. reports say that an author is writing a book about the day traders and mgm bought the rights to the film. he started shopping the book around last week and mgm picked it up friday. he wrote the book that the social network is based on. the working title for this book? "the anti-social network". >> and just like the internet, a texas woman could not get enough of cold bernie at the inauguration. so she decided to put her crocheting skills to use. look at this. she turned the viral bernie sanders image into a doll.

to town on that. great job. here's a look from the east bay hills. about 50 degrees. a mild morning under a partly cloudy. clouds and breezes increase and temperatures are mild this afternoon before the showers start to roll in, especially afternoon, evening hours and they'll taper just a little bit tonight. not a lot. some foggy areas to develop. but with the cold front kind of stalling, it's going to be mild again tonight. weekend, sunshine just about everywhere. and temperatures well above average. wait until i show you what's coming. for today, along the coast that's where we have the best chance of 50s and in the north bay where the rain moves in first. the rest of us low to mid 60s. tonight, mainly 40s in the north bay where the clouds open up a little bit more. 48 in morgan hill. the rest of us around 50 to 53 degrees. another comfortable night tonight compared to average. here's a little twist in what's going to happen wednesday. this is our most aggressive computer model short-range.

high resolution and it's one of our newest ones. we're still trying to learn the nuances, but this one is bringing us one more chance of wet weather wednesday. that's something we're going to have to keep an eye on. i'm not completely sold on it, but here's the potential. if it does materialize, anywhere from a tenth of an inch to possibly a third of an inch. so right now, we're going to go with most of the other models saying it's going to dry out on wednesday. so we've got a one for today. a one in a lesser chance tomorrow with cooler temperatures and then wednesday we're going dry. look at the temperatures ramp up. low to mid 60s. that may be a little bit below where we actually end up this weekend. there is a potential for a few 70s. we're going to go from winter weather to almost spring in a week. pretty impressive. all right. thank you, mike. coming up next, seven things to know this morning. >> it's being called the martial plan for mom. the call to give stimulus checks for women with children and how the pandemic ties into this.

happening again. and snow emergency. 110 million americans in the path of a monster storm this morning. the big cities preparing for harsh winter weather. >> good morning. welcome to monday, february 1st. your rent is due. >> no reminders. before we get to the stories, we'll check in with mike for a look at the forecast. good morning, mike. >> good morning. i can't wait until you guys talk to ginger. if she's going to be in the middle of the snow. that will be pretty awesome. it's something i'm keeping an eye on. we'll talk about it in the next weather hit. for now, an eye on what's happening closer to home. that's the jex chance of weather. it rolls in later on today and lingers through at least tomorrow. right now you can see it's well to the north. and it's staying up there right now. so in the p.m. hours today through tomorrow, we have light to moderate rain. we're going to have breezy southerly winds that keep us pretty mild with temperatures. and we're going to have a slippery evening commute, especially in the north bay and tomorrow morning a sippery commute for all of us.

that's the biggest issue out of the storm. here's a look at walnut creek, 44 looking south on a dry 680 as you head toward 24. temperatures mid 40s to upper 40s. mid 50s to low 60s noon to 4:00. showers steady in the north bay at 4:00. the rest of us get it in the evening. this is a one on the storm impact scale. not expecting anything outside of slippery commutes. let's get to reggie for the top story of the day. >> thank you. a south bay district sent elementary school kids back to the classroom. it's exactly what the governor was hoping for. if he thinks the rest of the state's districts are going to follow suit, it looks like he's about to get schooled. education is a focus in our effort to better the bay area. we are live losgatos. >> reporter: schools here

opening. most california schools are still closed and the california teacher's union just issued a letter to the governor expressing concerns about his reopening plan. the union says kids should not be brought back to the classroom until the number of covid cases goes down and teachers are vaccinated. under newsom's plan, some schools are allowed to open even if their county is still in the restrictive purple tier. but the teacher's union does not like that idea. here in los gatos, the classrooms won't be full. they'll have rumors and zoomers. some kids in the classroom. the other half at home. this is for elementary th will beopchools will open. live in los gatos. >> thank you, amy. public school enrollment has gone down during this pandemic. according to the department of education, enrollment dropped by more than 150,000 students for

this current school year. education advocates say one reason could be that parents are waiting to enroll their kids in kindergarten until they can resume in person classes. there's also a higher rate of students dropping out because of the difficulty of online learning. there's a hearing on the education budget tomorrow and the financial impact. as vaccines continue to roll out across california, local officials are urging economies to provide data that proves equitable distribution in the state. latinos are the demographic with the highest number of cases in california. a reporter spoke with experts about possible solutions. >> reporter: zoom has become one of the vital tools community group latinos is using to inform this demographic about the covid-19 vaccine. >> we had about 70 members of latinos who live in berkeley, u orter: iorey cbat vacroportionately impacte

this virus. latinos make up 39% of the population. and 55% of california's covid-19 cases. this doctor is one of the sub investigators for the johnson & johnson vaccine trials. based on the data you're collecting, do you believe latinos should be prioritized when it comes to vaccine distribution? >> yes. and the reason is because they are in the frontline, the people in services. >> reporter: he is also urging county officials to strategically prioritize vaccine distribution within the highly impacted neighborhoods. >> the infections, if we don't control the infections -- >> reporter: as vaccines roll out san francisco supervisor matt introduced legislation calling for vaccine data by

providers, demographic and zip code. >> to create a more comprehensive plan. it would also include ensuring there's more transparency on data. >> reporter: out of the nine bay area counties, only two counties published distribution data by race and ethnicity. a super visor is hoping a second vaccine site in san francisco opening as soon as this week will help. >> a big site here in downtown, ultimately there's saying the moscone site will be able to give up to 5,000 a day. >> abc 7 news. the city of los angeles is setting up a protest zone to prevent this from happening again. about 50 protesters temporarily shut down the mass vaccination site at dodgers stadium. a posted social media described it as a scam pandemic and urged people not to wear trump attire. protesters carried signs that

read turn back now and take off your mask. one woman was outraged. >> it's deeply a problem. it should be considered criminal in my opinion. >> no one was arrested. a new mask mandate requires everyone wear a mask in public transportation. the rule has been a requirement in the bay area, but this mandate impacts travelers across the country. and it goes into effect late t airplanes, buses, trains, subways, taxis or any ride share vehicle. the cdc says it has the right to enforce through criminal penalties but hopes people will follow voluntarily. a monster storm barrelling toward the east coast bringing snow and ice. jobina joins us with more on the powerful nor'easter. >> hi, reggie. yes, this storm is going to

impact 110 million americans from philadelphia to new york. they are all in the storm zone. new haven, connecticut. a look at what's going on. for some areas it's the biggest snow storm in years. a state of emergency has been declared in new jersey. snow emergencies are also in effect in philadelphia and boston. nearly 1,000 flights in the region have been cancelled.ing today and covid vaccination appointments are being rescheduled. city and state leaders are asking people to please stay home. please make to the maximum extent you humanly can, make alternative plans. >> we're not even hoping for the best. we're preparing for the worst. >> reporter: in washington d.c. -- >> conditions were most pleasant further down the coast. hundreds of people had a massive an this is the cutest video of it all. a giant panda at the national zoo melted hearts with the snow day.

of morning. that's all right. caution as we head into the evening hours with slippery and breezy conditions from the one storm. let's time it out. you can see yellows and oranges. that's moderate, maybe even a slight downpour. the green is light. and there's some rogue showers ahead of this. definitely the steadiest of the wet weather moving to the north bay and staying there through the afternoon hours. once we get into the evening, the rest of us will get our chance at it. in fact, the storm system stalls to the south. that means we're going to have a south westerly wind. the santa cruz mountains, east bay hills receiving more rain out ofns we head into tuesday evening, it's just about over. let's look at your rainfall amounts. anywhere you see green, that's more than an inch. north bay mountains, santa cruz mountains. the rest of us a quarter to a half inch. a possibility for one more chance of rain before spring

election victory for the national league for democracy. overnight the military just basically tore up the rule back. they should release senior government officials and others unlawfully detained. leaders are being detained at the capitol. the white house says president biden has been briefed on the situation and opposes any attempt to alter the outcome of recent elections. >> thank you, jobina. an 84-year-old man died after a horrific daytime attack in one of san francisco's neighborhood. we want to warn you the video that we have obtained is disturbing to watch. san francisco police say the suspect antoine watson attacked the senior. this was thursday morning. it's not clear what may have motivated this attack. but the victim was taken to the hospital for life-threatening injuries and died on saturday. police arrested the 19-year-old suspect yesterday along with a woman who was with him.

sf pd is asking for anyone with information to call their anonymous tipline snchblt business owners in china town are concerned after a series of robberies and attacks. many of these are targeting women and seniors. they have talked to at least 20 business owners in the past two weeks attacked themselves or have seen it happen to customers. karl chan says the increase in crime is keeping shoppers away during a time when the neighborhood is suffering because of the pandemic. he's urging people to speak up. >> what we're seeing is only a fraction of what has happened in chinatown. many of them are not willing to -- they feel by reporting it, nothing has been happening. but i have been -- we have been trying to encourage them please, report ncidents. >> there's a news conference to ask for more resources like cameras and police patrols. we are launching a special

this is odd. in the south bay a san jose man is being held on felony animal abuse charges. police say he attacked a day care's pet tortoise. the 40-year-old is accused of piercing the outer shell of the 65-pound tortoise. vets say the tortoise also suffered other injuries when lightbulbs were thrown at him. officers say he went on a rampage at the play and learn school on masser avenue saturday destroying property and then viciously attacking the animal. vets say the tortoise will recover. >> the future looks good. we don't know how the shell is going to heal up, but we'll try to harden it and make it hard so the kids can enjoy him again.
