covid surge. a live look from our abc 7 roof camera. it's quiet now in the bay area, but rain is moving in later today. good morning. this is monday, february 1st. we'll start by checking in with meteorologist mike nicco. >> thank you, reggie, kumasi, jobina. thank you for joining us on this monday morning what's going to be a wet monday morning and a storm on our impact scale and going to make our evening and morning commute tomorrow slippery and breezy conditions around 15 to 30 miles per hour going to make it pretty mild today. right now the storm is getting its act together north of us as you can see on live doppler 7 and as we head through the morning it's mild out there, mid 40s to near 50 like we can see in walnut creek looking down 860 towards 24. mid to upper 80s. you can see low 60s for noon for the rest of the afternoon hours. our bay and inland

neighborhoods. by 4:00 the steadiest of the rain in the north bay, 7:00 sliding start and starting to rain on the rest of us. a more detailed look coming up next. to kumasi for the first story of the day. >> thank you, mike. education, of course, is a key focus for us here at abc 7 as we work to build a better bay area. elementary students in the los gatos school district are heading back to the classroom for the first time since march. abc 7 news reporter amy hollyfield live with more on this. good morning amy. >> reporter: good morning. as part of the safety plan they will have roomers and zoomers. half of the kids will go to the classroom today, the roomer, the other half will at home watching on zoom and then they will rotate that from day to day. just three weeks ago, parents in los gatos held a protest calling for schools to reopen. they just got word last week that schools would open today. a bit of a surprise for them. this is the district that was just recently at the center of a

vaccine controversy. san jose's good samaritan hospital offered the vaccine to teachers in los gatos raising concerns about jumping the line. more than 60 teachers signed up for the shot. the health department is investigating and the hospital is conducting an internal review. no word yet on when middle school and high school kids will return to the classroom here in los gatos, but a big day here for elementary schoolchildren. reporting live in los gatos, amy hollyfield, abc 7 news. new at 6:00, miscommunication is being blamed for allowing 9,000 ineligible people to sign up for covid-19 vaccinations in sonoma economy. an error on an invitation only website said people 65 and older could schedule a vaccination. that link got shared on social media and all appointments into early march got filled. right now the county is only giving shots to people 75 and older. appointments for everyone below

the age of 75 are getting canceled. gavin newsom has opened vaccinations to 65 and older some counties have restrictions because of supply. several metrics indicate that spread is slowing in california. the positivity rate is 6.7%, that's the lowest point for the seven-day rate since the end of november. the positivity rate is a pretty good indicator of the transmission of the virus within the community. hospitalizations and icu numbers are also falling and the state reported just under 19,000 new cases on sunday and this is below the daily average for the past two weeks. january was the deadliest month since the pandemic started with more than 93,000 people dying. as we begin this new month, president biden wants to ramp up vaccinations and get financial relief relief millions of americans. jobina is at the live desk with more on the road ahead. >> thank you, reggie. today president biden will meet with gop lawmakers to discuss

this relief package. republicans are challenging the president to consider a $600 billion package. it's less than a third of the $1.9 trillion bill he has called for. both sides agree on spending $160 billion for vaccine development and distribution, but they're far apart on details like direct payments to americans. democrats say they're ready to move ahead without bipartisan support. >> if we can't move forward with them, we'll have to do it on our own. >> covid relief has to pass, there's no if, and or buts. >> reporter: new and more dangerous variants are spreading to more states. nationwide the cdc says states have administered only 31 million of the 51 million distributed. some beloved bay area attractions are opening back up and many families are trying to recapture a glimpse of life before the pandemic. the san francisco zoo reopened to the public over the weekend

after the state's stay-at-home order was lifted. on-line ticket reservations are required and tickets go on sale today for the oakland zoo's reopening on wednesday. glo lantern festival resumes on friday. >> when it's just the animals and the staff that's not the complete picture for us. we're thrilled to have our community come back and enjoy the animals and enjoy the zoo. >> as for the future, great america in santa clara announced it plans to reopen on may 22nd, as long as state and local guidelines allow. three sonoma county transit agencies will resume fare collection starting today. sonoma transit, santa rosa city bus and petaluma transit added protective barriers to reduce exposure at the front of the vehicles. juniors college and youth can ride for free with a valid i.d. and veterans ride free of charge on city bus and sonoma county

transit. two people accused of attacking a well-known san francisco private investigator may have been trying to steal his camera. hollywood. good morning. let's take a look at neighborhood temperatures at about 6:09. 44 through 49 through most of the south bay. los gatos and also cupertino around 50 to 51 for some of our milder temperatures. most of us in the low to upper 50s, bodega bay 50 right now. future radar and yellows and oranges, those are some of the moderate to even a light chance of a downpour. the green is the lighter rain. you can see it's mainly in the north bay through the afternoon hours. there will be a few rogue showers out ahead of that for the rest of us but the southerly breezes and mild temperatures are our biggest story outside of the north bay rain. you can see it move in during the evening hours and lose its forward momentum as it stalls

campus for housing and in person classes. >> people tend to forget the severity of the situation and so i think that's why a lot of students have tried to remind their peers that hey, this is not a joke. >> in a statement the university calls the party a, quote, blatant disregard for health directives and it has threatened suspension and $500 fines. uc berkeley is conducting contact tracing and isolate something students who may have been exposed to covid-19. the school's online dashboard shows 44 people tested positive for covid on saturday and that's about 3% of the tests that were analyzed. all residential students been notified and told not to attend indoor gatherings. first it was struggling companies like gamestop and bed, bath and beyond. overnight amateur traders turned their attention to a new type of stock. here's meghan. >> this morning, wall street gearing up for another

unpredictable week involving amateur investors who are now targeting precious metals. silver futures soaring overnight up 8% at one point, a five-month high with the #silversqueeze trending. it comes on the heels of a tumultuous week spurred by a fight between professional investors and an army of online day traders. those retail investors banding together over social media platforms like reddit to buy stock in struggling companies like game stomach and amc causing their share prices to surge. wall street hedge funds who bet against those companies losing billions. one hedge fund down 53% in january. >> it's a really weird time we're living in. i had never thought i would invest in stocks casually like that, but i saw the opportunity and demoed the app on my phone and did it. >> reporter: the reddit investors criticizing online brokerage robin hood which plans to limit the trading of eight

stocks today including gamestop, amc, blackberry, express and nokia to only one share per customer. they claim robinhood, which markets itself as a champion of small investors is favoring wall street titans over small time traders. >> to put the power in everyone's hands. >> reporter: experts say the free trading app got in over its head and couldn't come up with the capital required after the gamestop trading spree. >> there's absolutely nothing unusual or nefarious about what the -- how the regulatory rules are kicking in and requiring robinhood to put up more capital. that's all totally normal, standard. >> over the weekend robinhood's ceo says the trading restrictions are only temporary. abc news, san diego. just like the rest of us, a texas woman apparently couldn't get enough of the cold bernie meme at the inauguration so she put her crocheting skills to

use. tobey king turned the viral bernie sanders image into a doll. she says she came up with the idea after memes of the 79-ya 79-year-old vermont senator blew up. it took her about 7 hours to brow crowe shay the bernie doll and she put the doll on ebay for charity and someone bought it for $20,300 and ebay pitched in matching the sale price so now more than $40,000 is going to meals on wheels. love to see that. >> that's cute. >> it is. the detail was extraordinary and congratulations meals on wheels and thanking her for doing that too. let's get through the weather because i want to get to ginger on time and i want to see what she's dealing with this morning. they have a huge snowstorm in the northeast. back here we have our own rain to talk about and we're looking from the east bay hills to the partly cloudy sky and pretty mild. temperatures about 50 degrees. clouds and breezes will increase today and during most of the daylight hours it's going to

feel pretty nice. low to mid 60s. hours will move in from the north bay as we head into the evening hours and they will lingering during the afternoon hours and fog will form, southerly winds continue as the front falls apart and this weekend we're looking at a sunny sky and warmer than average temperatures. for today, we've got mid to upper 50s along the coast and from santa rosa northward where the rain is going to be falling that will keep you cooler. the rest of us around 60 to 66 degrees with increasing clouds. tonight 40s up in the north bay where the clouds will open up a little bit and 48 in morgue hill. the rest around 50 to 53 degrees when we start to commute on slick streets tomorrow morning. here's a look at what is trending to be a little bit wetter wednesday. this was going to be an inside slider but the models are starting to push the storm a little bit closer to us and you can see it roll through and it will bring us some healthy light to moderate showers and maybe a brief downpour if it comes to fruition. we still have a couple days to

watch that. rainfall amounts are not going to be as impressive as today's storm. a tenth to possibly a quarter of an inch, maybe isolated areas in the hills up to half inch. today and tomorrow a 1 and those temperatures drop significantly tomorrow as cooler air moves in. mid to upper 50s. 60s return wednesday with the chance of wet weather. haven't put a storm impact scale on it yet. 60s for all of us friday. mid to upper 60s as we head through saturday and sunday. at the same time we're getting rain, they're going to be getting snow in tahoe, another foot or two possible and speaking of a couple feet of snow, that's what's happening in the northeast. i want to send it back to you twice and can't wait to hear your talk with ginger. >> we're checking in with her and it looks snowy. you're in manhattan, right, ginger? >> i am. that's columbus circle behind me there. this is snow blowing in my face for the last three hours or so. but we've had it for longer than

that. we've just now heard that mayor de blasio saying those streets that you see have to be free of cars, nonessential travel banned. we've already had 6 to 7 inches here in the park and this is only about a third of the way through. so a lot of folks are going to end up with more than a foot some people closer to two feet of snow. this is a big one for us. we haven't seen a snowstorm like this in five years or so. so i think we'll easily get to that level. i also want to bring you pictures from the vaccine rollout and you know that a snowstorm like this stops school for those who were supposed to go to school today and, of course, it impacts icy roads, but what about people who are supposed to get the vaccine today? the rollout has been derailed in seven states because this storm is not just here in new york city. it is impacting folks from georgia up to maine. we're going to be talking to moderna's president this morning and moderna's president is going to share with us some of the answers to all of the questions about new production and their rollout plans. and then on top of all of this,

of course, it's a snowy february 1st and we've got a super bowl just six days away. i didn't know that until earlier this morning. kind of forget that it was even february, but you know this is one of the last events we can say unprecedented for because last year's super bowl we didn't know all this pandemic stuff, so we're going to see what nfl is planning to do to keep their players and their fans safe and then, of course, you got to talk to tom brady, whether he wins or loses, what's he going to do. lots of questions to be answered. lots of snowflakes to still fall. reggie and kumasi. >> it is beautiful and my nieces live just a few blocks from where you are right now and i can't wait to see the pictures of them in the snow. this is their first big snowstorm ever. >> so sweet. my boys are up at our house so i wish i could play with them, but i'm going to be playing an doing tv in central park today. >> it is beautiful there, ginger. all right. all right. go these are real people, not actors, who've got their eczema under control.

the abc 7 storm impact scale. today's storm is level one. that means light rain and keep an umbrella handy and drive safely. track today's storm on the abc 7 news app. download it now. >> the majority of our rain during the daylight hours will be in the north bay. the rest of us will get it when the sun sets. it will head over to the sierra about 2:00 in the morning to 6:00 wednesday morning, one to two feet above 6500 feet of lake level will have several inches of new powder. donner pass looking at about 16, kirkwood looking at 19 inches and that is very healthy and still much needed. once we get pasts that, though, just like our forecast, the sun comes out and it starts to get warmer than average. reggie? >> thanks, mike. visitors have returned to tahoe. sierra at tahoe reached capacity within minutes after opening saturday and sunday. the resort is limiting how many people can be on the slopes because of covid-19.

and that meant they had to turn some people away. the resort is hoping that more snow will help. >> we're hoping for even more terrain to open up so that we can continue to allow more people to come up and recreate with us. >> sierra at tahoe has a first come, first served policy. a lot of other resorts accept reservations. those who did get on the mountains were thrilled with the conditions. >> we have fresh powder. it's the best time, especially when it's sunny? this was the first weekend hotels and short-term rentals were able to accept guests. mcdonald's is bringing back spicy chicken nuggets and the mighty hot sauce. both of the items made their debate last september and it was the first flavor introduced to the mcnugget since introduced in 1983. the nuggets are breaded with a tempora coating made with cayenne and chili peppers and combines crushed red peppers, spicy chilies and savory garlic.

this is abc 7 news. now at 6:30 as one local school district welcomes back some students for in person learning today, the california's teacher association is calling for more protection before reopening. >> our intention is to keep working that problem until we get the vaccines out to as many as are needed. >> the president of moderna talking about the challenges the company is facing when it comes to vaccine rollout and making sure the vaccine can fight covid variants. we're looking at live doppler 7 today. you can see some green north of the bay area. mike is tracking when that is

going to hit later today. >> good morning. it's monday the 1st of february and before we get to those stories we want to check in wit mike for a look theat our forec, which ranks a 1 on our storm impact scale. >> that is correct. hi, everybody. thanks for joining us this monday morning. let's go right to live doppler 7 and the cold front is what i'm watching. the area of low pressure spinning behind it that's going to push it through our neighborhoods. mainly this afternoon through tomorrow, with light to moderate rain. breezy conditions out ahead of the rain coming in from the south and slippery commutes this evening and also tomorrow morning and to a lesser extent tomorrow afternoon and evening. here's a closer look. live doppler 7 out of eureka shows some of the yellow and green out there, the green being light, yellow being moderate. here's the way our day unfolds, mid to upper 40s, milder than average. we'll see increasing clouds and stay in the mid to upper 50s at the coast while the rest of us hit the low to mid 50s thanks to the southerly breezes.

4:00, steady to light rain in the north bay, 7:00 it's easily moving into the rest of you are neighborhoods. i will show you an hour by our look at the future radar and how much rain to expect in your neighborhood coming up next. a south bay district is send something elementary school kids back to the classroom today. it's exactly what the governor has been hoping for. if you think the rest of the state's public districts are going to be the same later this month looks like he's about to get schooled. amy hollyfield is live for us in los gatos this morning. amy? >> that's right, reggie. some is elementary schools here in los gatos are reopening today, but most schools in california are still closed and the california teachers union wants to keep it that way for now. just issued a letter to governor gavin newsom expressing concerns about his reopening plan. the union says kids should not be brought back to the classroom until the number of covid cases

goes down and teachers are vaccinated. under newsom's plan some schools would be allowed to open even if their county is still in the restrictive purple tier. here in los gatos the classrooms won't be full. each day they will have roomers and zoomers. some kids will be in the classroom while the other half is home watching from zoom and then they will rotate that throughout the week. no word yet on when middle school and high schools will reopen here in los gatos but the elementary school kids are coming back today. live in los gatos, amy hollyfield, abc 7 news. >> thank you. public school enrollment throughout california has gone down dramatically during this pandemic. according to the department of education enrollment dropped by more than 150,000 students for this current school year. education advocates say that one reason could be that parents are waiting to enroll their children in kindergarten until they can resume in person classes. there's a higher rate of students dropping out because of the difficulty of learning

online. tomorrow a subcommittee will hold a hearing on the education budget and the financial impact. this morning we're hearing from the president of moderna. he's answering questions about vaccine delays and the impact of the virus variants. jobina at the live desk with more on this exclusive interview. jobina? >> thank you, reggie. so the president of moderna, dr. steven hogue, is saying this morning that vaccine distribution is in good shape. the ucsf graduate says moderna has had a good partnership with the biden administration to deliver morgan hiillions of dos. they are looking at new variants popping up and developing booster shots. >> the vaccines look like they work against all of the emerges strains. there are a couple and you mentioned one the south african one, is of some concern because it looks like it could hide from the vaccine a little better than others. our approach at moderna is to develop a booster vaccine so that if the south african

variant or any other variant becomes a concern we'll be able to offer a way to identify that and prevent it from hiding from the vaccine. >> when asked if delaying the second dose to get more people vaccinated, dr. hogue says there isn't enough data right now that shows one dose is enough to be immune to the virus and coming up at 7:00 on "gma" dr. hogue explains how they are going to be ramping up production. "gma" comes right after "abc 7 mornings" at 7:00. >> thanks, jobina. as vaccine continues to roll out across california local officials are urging counties to provide data that proves its equitable distribution. data shows latinos have been disproportionately affected by the pandemic. it makes up 55% of the state's covid cases. some doctors say latinos should be prioritized when it comes to getting vaccinated. >> the reason because they are on the frontline the people in services, they are the people

who have a low socioeconomic means. >> san francisco's supervisor haney introduced legislation calling for vaccine providers. of the nine bay area counties only contra costa publish by race and ethnicity. los angeles is setting up a protest zone. about 50 protesters temporarily shut down the mass vaccination site at dodger stadium saturday. a post on social media described it as a scamdemic protest. jessica rivera was outraged. >> it's deeply problematic. it should be considered criminal in my opinion. >> police did not arrest anyone and the vaccines started up about an hour later. there's a new mask mandate that requires everyone wear a mask while using any form of public transportation. the rule has already been a requirement here in the bay area but this mandate impacts

travelers across the country. it goes into effect late tonight. masks have to now be worn in airplanes, busses, trains, subways, taxis or any ride share vehicle. the cdc says it has the right to enforce through criminal penalties, but is hoping that people will follow this voluntarily. 110 million americans bracing for a powerful winter storm set to bring blizzard like conditions with it. for some areas it will be the biggest in years. you're looking at a live picture of roads in new haven, connecticut. new jersey declared a state of emergency, snow emergencies are in effect in philadelphia and boston. nearly 1,000 flights in the region have been canceled and new york city public schools are switching to remote learning today and covid vaccination appointments are being rescheduled. city and state leaders are asking people to stay home. >> please make to the maximum extent you can, make alternative plans. >> we're not even hoping for the

best. we're preparing for the worse. >> reporter: in washington, d.c., the first significant snowfall in nearly two years. >> conditions were more pleasant farther down the coast. hundreds of people had a massive snowball fight at the national mall in d.c. and this giant panda going down backward. that's my favorite moment of the snowfall so far. >> yes. mine too. definitely mine also. he looked like he was having so much fun. >> that was cute. >> that was. all right. let me elaborate a little bit and you can see from the north georgia mountains through the north carolina mountains, can't wait to see the pictures from my wife's cousins of what they're experiencing, all the way up to maine, winter weather advisories and storm warnings and the white in the mountains stretching up to almost southern maine right now and that will continue to move up and dump feet of snow for those folks.

winter wonderland. us we're a little bit cooler this morning than yesterday morning. in fact, on the peninsula we range from 40 in redwood city to 51 in pacifica and also in daly city and low 40s to around 50 about everywhere else from 41 san ramon and los gatos at 50. a look at your commute planner all has to do with being wet during the afternoon and evening hours especially in the north bay. this morning's commute no issues whatsoever. future radar, we've got green light, yellow, moderate, even some orange, maybe a brief downpour in the north bay through 5:00. the rest of us a rogue shower or two is possible with the gusty southerly winds and mild temperatures but during the evening you can see the system roll if and it loses forward momentum and stalls over the south bay. it's not an atmospheric river. the rainfall amounts we can handle that without any flooding. the rest of us will get a quarter to half inch out of the

the armed forces. jobina is breaking down everything going on from the live desk. jobina? >> thank you, kumasi. myanmar's army has declared a national state of emergency for one year following the coup. the move came after myanmar's generals complained of fraud in the november 8 thd election citing unproven evidence. the country is back to full military rule ten years after they implemented parliamentary elections. it occurred the day the new session was set to begin. >> this is our worst nightmare come true. what we had was a resounding election victory for the national league for democracy and overnight the military tore up the rule book. myanmar's military should release aung san suu kyi, senior government officials and others unlawfully detained. >> so aung san suu kyi and other leaders are being detained at the capitol. president biden has been briefed on the situation and, quote, opposes any attempt to alter the

outcome of recently elections. >> business owners in chinatown are concerned after a series of robberies and attacks. many of these are targeting women and seniors. the president of oakland's chinatown chamber of commerce says he's talked to at least 20 business owners in the past two weeks who have been attacked themselves or had it happen to customers. carl chan says the increase in crime is keeping shoppers away during a time when the neighborhood is suffering because of the pandemic. he's urging people to speak up. >> what you're seeing is only a fraction of what has happened in chinatown. many of them are not willing to -- nothing has been happening, but i have been -- we have been trying to encourage them, please, report the incidents. >> chan is holding a news conference this week to address the incidents and ask for more resources like cameras and police patrols. now to your morning money report. chief executives of the exxonmobil and chevron corporations are considering a

"the wall street journal" report she spoke about combing the companies after the pandemic hit. oil and gas demand was decimated and both companies experienced financial hardship. the deal would reunite the two largest branches of the john d. rockefeller's standard oil monopoly. if they merge, the company would be the second largest oil company in the world. now let's take a live look at the new york stock exchange as trading gets under way this morning. we're up about 173 points. let's look live at how gamestop's stock is is doing. it's trading around $300 a share. last week an army of online day traders bought shares which drove up the prices. a wall street hedge fund that bet against the company lost billions. overnight, these amateur investors began targeting precious metals, sending silver futures soaring. at one point silver was up 8%. that is a five-month high. and the #silversqueeze was

the rest of us around 60 to 66 degrees. a 1 on the storm impact scale. you saw yellow and orange in that system, this afternoon in the north bay. not as much tonight but we will be a 1 on the scale. we'll be left with slippery conditions for tomorrow's morning commute especially early and low to mid 50s. now, here's the outlier. we have what's supposed to be an inside slider but recent models, high resolution models are starting to back it towards us a little bit more so we could have a chance of rain wednesday. we'll keep an eye on that and if we get it it will be less than out of this system. a tenth to a quarter of an inch, third to half in our higher elevations. a 1 today. cooler tomorrow with that 1 starting to taper. the possibility of wet weather wednesday and then look at thursday, 58 to 64. everybody in the 60s friday and low to even possibly upper 60s this weekend. 70 it might be there. we'll definitely know as we get closer. we're front loading february with a lot of rain but in the middle parts not much. reggie? >> mike, thank you.

in the south bay, a san jose man is held on felony animal abuse charges. police say he attacked a day care's pet tortoise. 40-year-old george robles is accused of piercing the outer shelf this 65 pound tortoise named michelangelo. the vets say the tortoise suffered other injuries when light bulbs were thrown at him. officers say roebls went on a rampage at the play n learn saturday destroying property and viciously attacking this animal. vets say he will recover. >> the future looks good. we don't know how the shell is going to heal up, but we'll try to kind of harden it with poxy to make it hard so the kids can enjoy him again. >> michelangelo is on painkillers and he will be at the vet hospital for the near future. let's look at another animal rescue. firefighters saved a young border kollie after he took a tumble down a cliff above maverick's beach yesterday. crews used ropes to reach 8
