decking out their homes instead of those iconic floats for a fabulous new spin on the celebration. we certainly do say good morning, america. hope everyone had a wonderful weekend. oh, this monday morning. this is what it looks like right outside our studio here in times square. you can see the snow still coming down right now. the monster storm hitting the city and affecting tens of millions overnight. >> robin, it's still strengthening right now along the coast. at least 19 states on alert. new york and new jersey have already declared states of emergency. a live look at our "gma" plow camera. the trucks are out in full force in east rutherford, new jersey. nearly 4,000 plows and salt spreaders have already been deployed across the state. >> something else we want you to take a look at -- this is in chicago. what are you looking at? you're looking at a lake.

yes, that's lake michigan. that city, chicago, that area getting hit with their second snowstorm in less than a week. >> our team is out there braving the elements for us to bring you the very latest on this powerful and potentially dangerous storm. ginger will start us off here in manhattan with the very latest. good morning, ginge. >> reporter: these streets will not have any travel on them. that's how big of a deal this is. in new york city we've already had close to seven inches of snow. we just had to get to 10 1/2 to get to the biggest snow storm. a lot of places will be close to two feet north and west of heefheere. went weather advisories from blue ridge, georgia to maine. new hampshire you're advised to stay indoors. major impacts, hazardous travel.

you could see visibility reduced. a lot of the snow started out light. you get a gust of 30 to 60 miles an hour, you'll have big time problems. we'll move the storm out mostly tomorrow. we'll still have wrap-around snow showers that add to the totals, which should end up 12 to 24 inches. let's go to rob in philadelphia. >> we're getting that mix right now in philadelphia, ginger, a city that you love as much as i do. this is just gorgeous stuff. we got the liberty bell, independence hall, so much history wrapped up in the city of brotherly love. we got a couple, 3 inches of snow on the ground. that coastal low is beginning to take shape. we'll see much more snow pile up. the roads, though, i got to tell you, are not good. so many iterations of the storm from california to the midwest and now the northeast, it's become one big cross-country headache. overnight, a winter whiteout. plows out in full force, trying to keep up with the massive amount of snowfall expected through tuesday.

>> we might be stuck. >> reporter: drivers braving the treacherous road conditions while others are forced to pull over and wait it out. in ohio, cars spinning, trying to get traction any way they can. this man jumping on the back of a bumper of that suv helping the tires dig in. traffic backed up for hours after a fatal wreck there. the nor'easter could bring blizzard-like conditions to new york and new jersey, both declaring a state of emergency. the big apple halting covid vaccinations, even for those with scheduled appointments. >> the last thing we want to do is urge or seniors to come out in a storm like this. we're rescheduling monday appointments for vaccines. >> reporter: the coast guard using an ice cutter, slicing through five-inch ice that built up. snow emergencies are also in effect for boston and philadelphia. more than 250 wrecks reported across virginia.

this fire truck flipping over, fortunately no serious injuries there. chicago now digging out from just under a foot of snow, their second snowstorm in less than a week. these officers out to help stranded drivers, teaming up to push their own suv back on the road. and north of the storm in minneapolis -- this terrified woman rescued after falling through the ice, trying to save her dog. that's just frightening, frigid stuff. so glad that she's okay. for the kids having a snow day to day, if you're going out on a lake or river, make sure that ice is safe. here in philadelphia, they are not really having a true snow day, telling the kids they have to work from home virtually as we do in our new world. if they do get out in play they'll have more than this here. close to a foot of snow, if that happens, just as much as we got in 2016. george, back over to you.

>> i don't want to rub it in, rob. my kids here in new york have a snow day. sorry about the kids in philadelphia. the new jersey governor has declared a state of emergency. stephanie ramos is live now in paramus. good morning, stephanie. >> reporter: george, good morning. you said it, new jersey under a state of emergency, crews have been out all night spreading salt on the roads. there's 7,000 tons of it right here. officials are warning there could be up to 2 feet of snow across the state of new jersey and right now, authorities are concerned about power outages. about a hundred power outages across the state of new jersey, but officials are urging people to charge their cell phones and reminding people not to go near any downed wires during or after the storm. officials say they're expecting heavy snow, conditions, coastal flooding and high winds across the tate of

of new jersey. george? >> we want to go to gio at the airport where the storm is causing delays. >> reporter: it is very snowy and quiet right now. that's because most of the flights have been canceled. we're looking at more than 800 cancellations in and out of the new york area. 75% of the flights at jfk have been canceled, 70% of newark. what does that mean for vaccine deliveries? we reached out to fedex and u.p.s. fedex has 15 meteorologists watching the storm right now and have contingency plans in case of delays. robin, that big headline right now, the vast majority of the flights here have been canceled in and out of the new york area. >> all right, gio.

the massive storm is delaying vaccine deliveries. eva pilgrim joins us from a mass vaccination site at fenway park opening this morning with more on the race to vaccinate and the new mask mandate from the white house. good morning, eva. >> reporter: good morning, robin. yes, fenway is opening up an hour earlier this morning at 8:00 to try to get the vaccinations in before this winter storm. they're telling people with afternoon appointments to come in the morning if they can to avoid that weather. this as there's a new federal order that says masks are no longer optional in some places. mask mandate, starting today, masks will now be a requirement on public transportation, from airplanes to taxis and ride-shares. a new biden administration order taking effect tonight. this as the urgent race to vaccinate continues. thousands lined up at mass

vaccination sites this weekend in dallas cars stretched for miles. some people turned away due to high demand. >> this is not a vaccine. >> reporter: anti-vaccine protesters temporarily shutting down dodger stadium, blocking the entrance slowing down vaccinations. the mostly maskless group slowing down vaccinations. and now, all eyes on a third vaccine. the johnson and johnson is 85% effective at preventing severe cases and 100% when it comes to preventing hospitalization or death. the vaccine could be available by the end of this month and the company is aiming for 100 million doses by june. meanwhile, promising data coming out of nursing homes. according to the cdc, 3.5 million vaccines have been given to staff and residents in long-term care facilities. >> i just feel relieved. i feel like we're turning a corner. >> reporter: according to the

center for medicare and medicaid center, covid cases have steadily drop a sign that the vaccine is making a positive impact. and here, the plan today is to try to get everyone vaccinated as many people as possible before 1:00. they tell me there's no hard out when they close today. they're going to watch the weather, i quote, this is new england we know the weather sometimes makes things harder but we find a way. guys? >> true that. all right rk, eva, thank you. coming up in our next half hour, an exclusive live interview with the president of moderna about its vaccine, george. >> that's right. we go to washington now and the latest over the covid relief package. president biden is pushing a nearly $2 trillion proposal. a group of republican senators has made a counter-offer. about a third of the size. the president will meet with those senators today. our senior white house correspondent cecilia vega has the latest. >> reporter: those senators will be here at the white house later this evening, it came after that group of ten sent the president

a letter, he picked up the phone and called susan collins and invited them here for this meeting. republicans have said that the president's nearly $2 trillion plan is basically too high, especially given that congress passed this $900 billion package back in december. george you mentioned those numbers, let's take a look, there are some areas of common ground, both want to see $160 billion for vaccine distribution. they agree on about $4 billion in food assistance for families. that price tag the big one is the major sticking point, republicans want to see this more in the range of $600 billion, not nearly $2 trillion that president biden is proposing. and the white house is also pushing for those $1,400 stimulus checks. republicans want those to be at $1,000 and they're targeted to lower income families. they're also opposed to that $15 minimum wage that the house is pushing. we're expected to get some details on this republican proposal later today. >> the impeachment trial for former president trump begins

next week. over the weekend another big shakeup with his legal team. >> reporter: a big shakeup, there was this major disagreement on how to proceed with the arguments, the lawyers wanted to go with basically what we're hearing from so many republicans on capitol hill, they say impeaching a president post-presidency is unconstitutional. the president wanted them to argue his baseless claim that the election was stolen. we are just a week out, give or take by a few days for this impeachment trial. the president is now bringing on two pretty experienced trial lawyers, david schoen and bruce castor. both have experiences in high profile cases. castor was a d.a. he made his name for not prosecuting bill cosby. he was later sued by one of cosby's accusers. >> all right, cecilia vega, thanks very much. t.j.? we're following a lot of other stories this morning, one reddit user sending a coded

message for the little guys to keep it up. rebecca jarvis tracking this for us. >> reporter: the mania continues in january. gamestop stock up more than 1,600% costing some hedge funds more than $20 billion in losses. this morning all eyes on an epic david and goliath many wondering if amateur traders have set their sights on a new target, silver. the price of metal jumping. last week the new guys banding together on social media buying stock in companies amc and game stop whose shares soared 400%.

for the hedge funds betting against those so-called meme stocks, staggering losses. a source familiar with top investment firm melvin capital telling abc news the hedge fund lost 53% on its investments in the month of january. they're not alone. now investors closing watching robin hood the trading app with 13 million users at a median age of 31. those reddit investors criticizing robin hood which plans to limit the trading on eight stocks today to just one share purchase per customer. >> i'm going to take my business somewhere elsewhere they won't put on restrictions. >> reporter: the chaos drawing the attention of the federal regulators. in an op-ed published in "usa today" robin hood ceo writing the moves to limit trading was

building a better bay area for a safe and secure future, this is abc7 news. >> good morning, reggie aqui from abc7 mornings. for the first time since the pandemic started, it's back to school. the loss gatos school district will reopen today. half the students will be in the classroom, the other half on zoom. they're going to rotate from day to day. just three weeks ago parents held a protest calling for schools to reopen. we don't know when middle and high schools are going to be back. and not everybody's on board with this. the california's teacher union is saying not so fast to governor newsom's latest plan to reopen all schools. they issued a letter saying students should not go back until covid cases decline and teachers are vaccinated.

hi, welcome back. let's take a look at our impending storm. it's still to our north, and it's a 1 on the storm impact scale. it comes in later today and lingers in through tomorrow with light to moderate rain and breezy conditions out ahead of the rain. you can see the green's light, the yellows and oranges in the north bay, moderate. the rest of us have a rogue shower. and tonight it becomes scattered. then it kind of stalls. and that's what's going to lead to more rain tomorrow. our first push of rain today could be anywhere from a tenth of an inch to a half an inch in the north bay. wednesday's trending a little bit, but we haven't put a storm impact scale on it just quite yet. ahead on "gma," the president and moderna live with the latest on the vaccine rollout and ramping up production. we'll have another abc7 news

know she's tracking the latest path the for us. good morning again, ginger. >> reporter: this storm is amping up. it was a fine flake. it's getting more dense. that will impact travel here. we're talking about a foot to two feet. one of the biggest snow storms most folks have seen in five years. you can see the heaviest in the parts of the hudson valley and eastern pennsylvania. with the wind and everything else the sierra is no stranger to this type of snow in the last week or so. more is coming your way. that's a new storm bringing one to two feet. that one starts to move across the country. wraps over the great lakes. definitely going to see heavy rains on the bottom side of that, a little bit of mix in appalachia, up through the hudson valley, you could see more snow. that's the problem with these storms. even chicago had 10.8 inches,

their biggest storm in five plus years. this just really feeling like february. let's head back in to you, george? >> okay, ginger, thanks very much. we turn now to the pandemic and the urgent race to vaccinate so many americans right now, more than 25 million people have received at least one vaccine dose out of the nearly 50 million shots distributed. we're joined by dr. stephen hoge, president of moderna. they produced one of the vaccines being administering across the u.s. good morning, doctor. thanks for joining us. we're in a race now to get as many vaccines to as many americans as soon as possible. is there anything more moderna can do to ramp up production? >> absolutely. we're doing it as fast as we can. one of the big challenges is this has moved from a science exercise to an engineering one. there are many steps in making a vaccine you have to plan for and as you ramp-up production you run into bolt bottlenecks.

you need to develop solutions. we've been doing that around the clock since the vaccines were first approved. that's why you've seen this steadily, hopefully progressive increase in vaccines being delivered. our intention is to keep working that problem until we get as many vaccines to the american people as needed. >> is there anything you need from the government right now, you need from president biden? would the defense production act help at this point? >> at this point, a lot of the logistical bottlenecks that we're running into are problems that we can solve on our own. we've had partnership from the administration throughout and have been able to work with them if there are any supply chain gaps, any small things we need, we've been able to ask for and they've arranged access relatively quickly. >> the variants are multiplying across the globe right now the uk variant the south african variant. you're trying to develop a booster to combat one of the variants. what difference will that make?

what more needs to be done to address the variants in a race for the vaccine? >> that's a great question. it's important to put context around this. couple of months we didn't have anything but hope that vaccines will work. we've got two authorized vaccines that look excellent, and perhaps more on the way. they can control the variant and help us beat back this pandemic. but as we follow the data in the pandemic what we see some of the new emerging strains are better at hiding from those vaccines. right now, the vaccines look like they work against all of emerging strains. that's the good news. but there are a couple, like the south african that's a concern because it looks like it could hide. our approach is to develop a booster vaccine so if the south african variant or any other becomes a concern, we can prevent that from hiding from the vaccine.

>> how do you develop anecdotes, a way to address variants that you don't know much about? >> the sequencing information what the variant looks like that's one of the great advances that's happening in science globally associated with the pandemic. we know what it looks like, it looks like a close proximate of the virus. what we're allowed to do because of our technology is copy and paste that information into our vaccine cassette and start adding it to the vaccine so that your immune system when you get the vaccine will be able to identify the variant. >> all that will take time. in the meantime, we could be facing these emergency situations, some experts suggest delaying the second dose to get more people the first dose. is that a good idea? >> well, at this point, as a scientist and physician, i focus on what the data says. the data we have from clinical trials shows that two doses is excellent in protecting against covid-19. ultimately that's the only

regimen we really studied. it's possible one dose would provide some benefit, but we don't have any data to prove that at this point. as moderna, we try to stick to the data and the science we have. public health officials have a complicated choice to make, in a limited supply environment, how do you protect as many people as possible? our responsibility as a company is to stick to the data. >> you're also asking the fda to increase the number of doses that can fit in a vial from 10 to 15. what difference will that make? do you expect it to be approved? is there a bottleneck there? >> that's a great question. one of the bottlenecks we have identified. as we ramped up production, what we've identify is that one of the big bottlenecks is getting those doses into a vial. it's not actually making the vaccine. it's getting it into the vials themselves. there are capacity constraints in how many vials that can get filled.

one of our proposals is actually put more doses in the vial, instead of 10 doses, put 15, ultimately that might relieve that bottleneck. hopefully then it the bottleneck moves someplace else and we tackle that one. but ultimately, we need to talk to the fda and make sure they're comfortable with that approach. >> we know the vaccine prevents people from getting seriously ill. what do we know about the moderna vaccine preventing transmission of the virus? >> what we do know from the phase 3 trial when we did look at the rate of infections, asymptomatic infections in people in the first month after receiving the first dose of the vaccine, there was about a two third reduction in the rate of infection, which is really what's important relating to transmission. so we're quite hopeful, after one dose, we're quite hopeful after two doses we may do better than that. if that's true for our vaccine

and others we may see the pandemic slow down even dramatically. >> try to set expectations for everybody. when do you expect enough people here in the united states to be vaccinated enough to create herd immunity? >> it depends on what you think herd immunity needs to be. if you assume 50% to 70% of the population, we're working hard ourselves and the other manufacturers to make sure that's a possibility, really late spring, early summer, it will depend upon the delivery of those vaccines, that's something that states are leading the way, as well as americans deciding they want to receive the vaccine. we're optimistic by the middle of the year we'll be able to achieve those numbers. >> thank you for your time this morning. >> my pleasure. >> t.j.? stay with us here on "good morning america." coming up, how moms are banding together after millions were forced to leave the workforce due to the pandemic. inside the call for the marshall plan for moms. also, we're counting down to super bowl sunday.

story but it's a story about love. and it is beautifully shot and you and john david the chemistry comes jumping off of the screen. how did you hedgely get into the role, because it is deep, really deep. >> you know, this is a movie that i essentially asked to be made while we were in quarantine. we just had a lot of creative discussions. we talk almost every day. i think through that, you know, he kind of came with this concept of "malcolm & marie" and began writing and he would write pages, ten pages at a time, call me and we'd discuss it. the only person in his brain he could think of when he was beginning to write this character was john david washington, so he wrote it for us, we're also both producers and financiers, it's our baby in

that way, we did it all together and did it the safest way possible and we all did it really as a family, i mean, it was such a collaborative experience, something i've never really been able to be adept with a script so i think that kind of closeness and that experience sharing and those conversations that we all shared while creating this thing i think contributed heavily, you foe, that chemistry, you know, we're all in this together in a very literal way. i'm so grateful for john david. he's such a talent. i mean, i couldn't have been able to go to those places without that partnership. >> we're seeing that scene there, the scene at the beginning he's eating some macaronien enand cheese. >> listen, i'm sorry. i apologize in advance. >> all right, let's turn for a
