snow today. >> but the damage is done. pennsylvania declaring a disaster, new jersey seeing power outages with 30 inches of snow. >> new york city announcing mass transit service will resume this morning, and in massachusetts winds gusted up to 60 miles per hour. this morning, a state of emergency across much of the northeast as a slow-moving monster storm buries the region. some areas receiving up to three feet of snow. in new jersey, cement trucks have been outfitted with plows to help keep up with snow removal. >> do not go out, and if you're out right now and you don't need to be out, safely find your way home, lock the door, sit on the couch and stay home until further notice. >> reporter: along the new jersey shore, severe flooding, a major threat as high tides and ten-foot waves slammed the coast and drivers also finding streets submerged in queens, new york. >> it's not over.

we got a long way to go. stay off the streets. >> reporter: in connecticut a dramatic rescue after police say a driver doing doughnuts lost control of his truck sliding into the water. the two people inside pulled to safety. at the airports in the region more than 1,600 flights canceled. abc's gio benitez earlier at jfk airport. >> we are feeling some very strong wind gusts here at jfk airport, and you can see that runway packed with snow. nearly every flight canceled today in the new york area. more canceled tomorrow and that also may affect cargo flights carrying vaccines. >> reporter: in the meantime, others having fun in the winter wonderland. >> those famous "rocky" turned into a sledding hill. this snow covered dog needing some warmth but that well-known naked cowboy in times square not missing a beat. definitely not approved weather gear there. it was the snowiest day in five years and another storm crossing the country. we'll have the forecast in five minutes. now to the other big story, this morning the battle over

president biden's nearly $2 trillion covid relief bill we're learning more about his meeting last night with republicans in the senate who want a smaller deal. abc's faith abubey is here with the very latest. faith, good morning. >> reporter: hey, good morning, mona. president biden and ten gop senators met yesterday for nearly two hours. when they pa f arica, no dt. this morning possible progress productive, cordial two-hour meeting with the president and the vice president. >> reporter: republican senators emerging from a meeting in the oval office where they and the biden administration agreed to hold more negotiations on covid. >> it was an excellent meeting and we're very appreciative that as his first official meeting in the oval office the president

chose to spend so much time with us in a frank and very useful discussion. >> reporter: white house press secretary jen psaki echoing collins' description calling it a substantive and productive discussion. bill cassidy sounding more upbeat. >> i consider it a success. there's common ground. as the president said, we're united in our concern for the american people. >> reporter: both sides were calling for two different bills. biden's proposal costs $1.9 trillion. the republican plan, about one-third of that, and while the white house wants $1,400 direct payments to most americans, republicans want to limit the checks to 1,000 and send them only to lower income but there is some common ground.

like biden republicans want $160 billion for vaccines, testing and help for small businesses. in the meantime, some positive signs in the fight against the virus. the number of people in the hospital has dropped by 10% or more in 38 states compared to last week. but less than 8% of the u.s. population has been vaccinated. at dodger stadium one of the largest vaccination sites they're averaging 8,000 shots per day but say they could give out thousands more if they had the supply. >> it's painful to see that when you know you can be getting those vaccinations in people's arms. >> reporter: doctors are predicting another surge as more contagious variants of the virus take now, now confirmed in 35 states. the white house is urging health care providers not to hold back second shots. >> there are no doses that are hanging around. a dose that's available is going to go into someone's arm. >> reporter: at nursing homes the cdc found only 38% of workers accepted the vaccine when first offered. even that's ramped up, health officials stress the need for testing. the white house is now spending more than $200 million on this

on stage for decades. he was 95. now time for a look at your tuesday forecast. this is turning into a new england storm as far as the snow goes as we head into tuesday morning, especially north of boston, but there will be snow flying all around the northeast all day on tuesday with winds as well. as we head into tuesday afternoon, the heaviest of the snow will be w b wednesday morning. that's when the storm really winds down. as far as total snow, three feet or more in portions of the poconos and the catskills, a foot and a half in new york city but most of that has already fallen. boston to portland, you're in that 6 to 12-inch range and looking ahead, monitoring closely what's going to happen super bowl weekend. could look at another nor'easter for some of these same cities. i'm accuweather meteorologist
