county. not as prolific as our last storm. a little fog in the north bay with a light northerly wind. so could slip over into the san francisco bay as we head through the morning commute. it's about 46 degrees in san francisco. low 40s at 7:00. definitely colder this morning. below average this afternoon thanks to the cloud cover, low to mid 50s. ly the time we get to 4:00, just about any chance of wet weather is almost over. put the umbrellas away this evening. let's switch gears and get over to jobina and talk about that fire. >> crews are on the scene of this fire in san jose. the fire department says an abandoned building at bascom and forest avenue. northbound bascom is closed between san carlos and nagley avenues. it's not clear yet how the fire started. we'll keep you updated as new information comes in. kumasi. this morning people living

in one san francisco neighborhood hit hardest by covid-19 can now line up to get the shot. this is the city's first vaccine clinic based on zip code. amy hollyfield has more on the new drop-in clinic. >> reporter: the cities worry the most vulnerable may not come to the pharmacy or go across town to the mass vaccination site, so they're going to bring the vaccines to the neighborhood. as you said, this is the first vaccine site based on zip code. it is in san francisco's bayview district. residents with the zip code of 94124 or 94135 can get the shot. the infection rate in the bayview is 10%. that's why the city decided to target the area, and those who got vaccinated say they are so grateful. >> it's getting serious and it's scary. i'm quite glad they have put it in the neighborhood where afro americans and latinos live so that we have a chance to save

our lives. >> reporter: the site on keith street will offer 200 shots a day seven days a week indefinitely. those who received the shots say they are so relieved after nearly a year of worry about this virus. live in san francisco, amy hollyfield, abc 7 news. >> thank you, amy. the setup is under way for a new vaccination site at san francisco's mascone center. this will be the city's third site along with the bayview location and the one at city college. it could open as soon as this week. appointments are required, but this site is open to anyone who's eligible to receive a vaccine. son know ma county board of supervisors chair wants the county to take the lead on helping residents to make vaccine appointments i. comes after a website glitch led to thousands of appointments being canceled. this is new video inside a vaccine clinic in roaner park.

a website let people 65 and older sign up for appointments, but right now the county is only vaccinating people 75 and up despite the governor's recommendation. the county is apologizing for the confusion. >> we do need to keep this site open for folks 75 and older. unfortunately we did have to cancel some reservations and leave those slots open for the older citizens. >> the county's goal is to vaccinate more than 400 people every day. there is encouraging new information this morning about the effectiveness of astrazeneca's covid-19 vaccine. data from the uk shows it drastically cuts transmission of the virus. jobina, we also know there's new data on the dosage. >> yes. this new data, which is not peer reviewed yet, could prove uk's strategy is a way to get more people vaccinated. youths of oxford researchers found it was effective when the second dose was spaced out 12

weeks, that's 30% more effective than when it's given four weeks later. it shows it lowers transmission rates and protects people from serious injury and death. abc's george stephanopoulos asked dr. anthony fauci about the study and what we should do in america this morning on "gma." >> that's a different vaccine, george. you've got to be careful because you're dealing with different vaccine platforms. the data that we have for the vaccine that we are giving out right now from moderna and pfizer, the data we have are solid for 21 days with pfizer for the second dose and 28 days. we know just from immunology in general that a little flexibility on either end of that is not going to be a big deal. >> astrazeneca's vaccine isn't yet available in the u.s. the fda hopes to review data from a clinical trial later this month. you can see that full interview with dr. anthony fauci on "gma" right here after "abc 7

mornings." california's latest covid numbers are showing improvement, although there is still concern about these new variants. here is abc 7 news anchor dan ashley. >> in some cases mutations can affect the way a treatment works, the way a vaccine works or even causing someone to become sicker. >> california health director, dr. mark ghaly says the state is seeing more than 1,000 mutations of california's west coast variants, both of which have been detected in the bay area. coupled with that concern, encouragement. >> we predict that fewer than half of the people in hospitals today will be in hospitals 30 days from now. >> reporter: dr. ghaly says the covid icu rate is down 14%, the 14-day positivity rate declined over 30%. >> we're in this moment of vaccinating our communities, seeing the trends come down.

>> at last check more than 3.3 million doses of covid vaccine have been administered in the state. that's 63% of the state's available supply covid case numbers in some counties are now below the state's threshold for reopening schools. that means in-person classes can reassume at all public k through 6th grade schools. higher grade levels will return when the counties leave the purple tier. foster farms is vaccinating workers at its plant in fresno as it tries to ward off another outbreak. an outbreak in september at its livingston plant sickened about 400 workers died. nine of them died. foster farms plans to vaccinate

a thousand workers. oakland leaders have approved hazard pay for grocery store workers, but san jose leaders reached a stalemate last night on a similar proposal. the california grocers association has criticized hazard pay saying it will lead to higher food prices. up to $400 a year for a family of four. they raised questions about the economic impact and ordered city advisers to come back next week with more information. >> increasing wages may cause unintended consequences in the form of grocery stores being closed in communities that cannot lose a grocery store. >> if approved, san jose's proposal would give grocery store workers an extra $3.00 an hour. oakland approved an additional $5.00 an hour. the oakland zoo is reopening today. you have to reserve tickets online. the nighttime lantern festival resumes on friday. hopefully it will be nice, mike.

right? >> it's definitely going to be chilly, that's for sure. it's definitely going to be drier. that's the trend we're heading in. for today, that's the biggest story. then we're going to have warm afternoons. we talked about how much colder it's going to be this morning. from seven in san carlos to 21 degrees cooler in napa. in the east bay we've got mid to upper 40s on highway 4. comfortable through pittsburg, antioch. look at the san ramon valley, mid to upper 30s. wouldn't be surprised if frost will form around danville, san ramon. definitely in the north bay around san jose and napa. we'll keep an eye on the potential for freezing fog. 39 in mountain view. low to mid 40s into the south bay. your activity planner, caution

you can pick up your toothpaste and get a covid shot in the same place. cvs stores in san francisco, solano and sunnyvale will be getting the shot. the federal government is going to start shipping directly to pharmacies across the country in an effort to speed up the vaccination process. this is a shift from the health care centers and mass vaccination sites we have seen. instead, the biden administration is moving towards smaller, more localized settings. walgreens and cvss in california are two of the pharmacies getting the vaccine. cvs as centered 82,000 doses beginning next thursday. you can book appointments starting on tuesday. walgreens will start giving the shots out next friday. it is available for those 65 and older. the cdc says it will monitor the program and make sure pharmacies are administering the shots efficiently and fairly. live in san francisco, amy hollyfield, abc 7 news.

>> thank you, amy. california is showing improvement when it comes to covid numbers. there are concerns that variants could lead to another surge. california's 14-day positivity rate is at 7.2% which is down from 9% one week ago. we are also seeing a nearly 29% drop in the number of people going to the hospital in the last two weeks. state health officials say the west coast covid-19 variant has over 1,000 total mutations. so there's some concern about whether that is making people sicker. california health director dr. mark ghaly says the state is getting $1.7 billion in unanticipated federal funds for covid response and vaccinations. he says california will begin to collect race and ethnicity data on who has been vaccinated. >> -- track our ability to reach communities of color, communities that have been disproportionately impacted, we have to have that data. we're working on it with our local partners to make sure we

have as accurate as you can -- >> dr. ghaly says the state's equity framework may include money for targeted outreach efforts and payments to providers to bring vaccines to communities of color. thousands of people in sclera county have to reschedule their vaccine appointments. that's because kaiser permanente didn't get a delivery of doses. a spokesperson confirms they had to turn away more than 5,000 people last week. the company says the appointments were made based on previous vaccines deliveries from the state and county, but it just didn't pan out. appointments for people 75 and up will be rescheduled as soon as possible. in less than a week, former president donald trump's second impeachment trial is set to begin. we're getting a glimpse of the legal arguments his lawyers plan to make in his defense. >> reporter: good morning, the legal breathe coming just two hours after house impeachment managers detailed the case

happening today, a 19-year-old accused of attacking and killing an 84-year-old man is scheduled to be arraigned. we want to warn you that the video abc 7 news has obtained is difficult to watch. san francisco police say that the suspect antoine watson attacked the senior along fortune nah avenues last thursday morning. it's not clear what may have motivated this attack. the victim was taken to the hospital for life-threatening injuries and died on saturday. police arrested the 19-year-old suspect on sunday along with a woman who was with him. pg&e headed to federal court for a probation hearing over the deadly zog fire near redding. prosecutors suspect pg&e sparked the fire. the utility shut off power lines that day, but not the one located where the fire started. an investigation found pg&e

what's next? doesn't seem like it so far. all right. so a lot of people are asking how are we doing rainwise, did january really help us? we weren't even average for january. we had the one atmospheric river. even that didn't get us to where we should be for january. we really haven't made much ground on our rain here. we're still anywhere from half of what we should need to only about 42%, maybe 32% of where we should be. we're missing a whole foot of rain in santa rosa. here is our next storm. it's a colder one. definitely mountain snow and valley, light to moderate rain around eureka and crescent city. for us it's coming in, but mainly into the north bay, and after the morning commute and ending before the evening commute. most of us, our coolest afternoon. chilly nights coming, frost and fog, absolutely, with mild afternoons through at least sunday. our next storm arrives monday. doesn't offer much rain, but it does definitely bring our temperatures back a little closer to average.
