when he was asked why blew shield was chosen and if they were favor frd their political support of him in the past, he said this. >> we had partnership with blue shield that was developed by a team of experts. >> health insurance has a bad name in general. blue shield of california has good reputation, credibility. >> reporter: uc berkeley public health expert says unlike the state blue shield has the technology and infrastructure to keep track of the vaccines. >> public health and infrastructure has been underfunded for decades and therefore we need relationship with the private sector. >> reporter: blue shield says they plan to introduce their new network later this month. kate larson, abc 7 news. >> governor newsom says tonight all had of the key covid metrics for the state are moving in the right direction. cases going down and vaccinations going up. the state got 1 million doses this week and announced a pilot program in oakland to help speed up distribution. >> equity is the call of this m.

>> the oakland colosseum will soon be transformed into a mega vaccination site. as a result vaccinations will expand to phase 1b tier 1 starting next in alameda county. >> the whole idea is to speed up efficiency, maintain an equitable lens in terms of the application and distribution of the vaccine. >> once it opens seenjures years and up and those and thoso workers will be able to receive their vaccines. existing resources in alameda county will not change. >> this is truly additive from our fellow partners. >> reporter: the site will be operated by the state in partnership with the federal government. it's part of an effort by the biden administration to establish 100 vaccination sites nationwide in the president's first 100 days in office. now the target date for the

colosseum site to open is february 16th. the state says anyone can use the site regardless of where they live as long as they sign-up for an appointmentew tn. >> education is a big part of building a better bay area. in a move that local legal experts are calling unprecedented, the city of san francisco is suing its own school board for failing to implement an in person plan for learning. >> reporter: san francisco city hall is quiet no longer. city attorney dennis herrera is suing the city's own school district for failing to implement a reopening plan. san francisco mayor london breed did not hold back about it on wednesday. >> distance learning is not good enough. this is offensive and completely unacceptable. >> the district approved the reopening plan in mid-november. both the mayor and city attorney criticized i merely a plan to m,

saying they instead focused on other things. >> during that time the school board has alienated parents focusing on 44 of our schoolsological while there wasn't a plan to reopen those very same schools. >> reporter: only six san francisco schools have been approved for reopening. the superintendent spoke on wednesday emphasizing the fact their teachers have yet to be vaccinated. >> we've had spread level go up, go down. we've told vaccinations would be at 2 million a day and those dates have not happened. >> reporter: as for cities suing their school district, it's a move that is rare. >> that's the first of its kind as far as i know. >> i think this is meant to signal that the city side of things, the city and county side

of things is along the side of come on, it's time to reopen already. >> reporter: parents we spoke with wednesday did not hesitate to give their thoughts on the situation. >> if anyone thinks a 6 or 7-year-old can learn to read or write over zoom, they're kidding themselves. >> reporter: now the city attorney will file an emergency court order next week which force the school district to inn reopening plan immediately. j.r. stone, abc 7 news. >> some new developments tonight one day after oakland silty counsel approved extra pay for workers there was a lawsuit against it. the california's grocers association today filed suit saying the mandate violates city and state laws. oakland placed a $5 an hour increased hazard pay increase to grocery stores. the grocery stores it'll either pass it onto consumers,

to employees or hours or even close. oouks cities say it cuts the spread of the virus. a single vaccine dose was 76% effective at protecting against the virus for up to three months. that protection increased to 82% with a second shot given after a new longer 12-week interval. the city also suggests the vaccine can reduce the spread of covid after one dose. an infectious disease expert we spoke with at stanford says that's huge. >> this is really positive step in the direction of potentially getting enough immunity in our global and national populations that the virus may become less transmissible over time because people will be less infectious. >> if approved the oxford astrazeneca vaccine will likely

be rolled out in the u.s. later this year. statewide about 60% of doses to california have been administered. pg&e is a terror to the people of the state of california. those powerful stern words by a federal judge today during a probation hearing as the company is under criminal investigation for the deadly zogg fire. >> reporter: the judge actually spelled it. pg&e has been a terror, t-e-r-r-o-r to the state of california. i really wish i could play that tape for you but federal courts ban recording even when it happens on zoom. so instead we have to make quotes. your conscience out to hurt that four people the fact this tree was left standing, the tree prosecutors suspect of blowing onto this pg&e power line spiking the zogg fire last

september. >> i lost everything in 45 minutes. >> zack mccloud's wife and child were two of the four victims. my heart sinks, the judge said, thinking about the people who died in this fire and others. good ordinary citizens like that mother and child who died in the zogg fire on account of pg&e's recklessness. pg&e has a legal duty to trim trees that could hit its lines and spark a fire. you did not do it, the judge said. he pointed to these photos from a pg&e inspection before the zogg fire. it was reckless, maybe criminally reckless to have left that tree leaning. it was looming over a 60 degree angle over the line. pg&e wouldn't admit wrongdoing or admit the tree should have been removed. what happened to the mccloud family was beyond tragic and we need to figure out more to to

she made history, the first woman ever to be sworn in as u.s. treasury secretary. and tomorrow janet yellin, the news making exclusive breaks tomorrow only on abc's good morning america. in the south bay a social media post led to the arrest of a man with a loaded gun at a san jose mall. police say they got a tip from the santa cruz county sheriff's office than a man was livestreaming on snap chat and talked about shooting up valley fair which is really popular mall. officers say he had a, quote distinct appearance and purple hair color. no one was hurt. the mall was never closed. new developments. frustrated and fed up by a series of thefts the owner of an electronics store is closing two san francisco locations indefinitely. robbery this afternoon at the beta store in hayes valley. this security video shows a

we did have a few showers in the north bay earlier this morning but that was pretty much it. here's the shift in the pattern. gusty offshore winds are beginning to develop. it's a north, northeasterly wind. that's going to dry us out even more and we're going to start to see the warming trend. hawkeye is 32 so just keep that in mind. the recent rain obviously alleviating the fire danger because we have the fuels. 40s and 50s the temperatures right now. those winds helping to keep that atmosphere stirred up. if the winds die down it's going to be even colder. here's a look at our sutro tower camera. gusty winds in the hills overnight tonight. chilly morning with patchy fog and looking at sunny and warmer days friday through sunday. temperatures in the morning, they will drop down to the 30s and 40s. but they could have been lower if the wind wasn't present. i think friday morning is going to be even cooler. tomorrow afternoon 67 in san

francisco, san rafael and 60 in concord, 69 degrees in livermore, and will still be breezy in the hills. as you take a look at friday's temperatures they're going up into the mid and upper 60s for the warmest locations. by saturday we're talking 70s for some of our inland valleys. i know it's unbelievable. and as we head into sunday temperatures dial back just a little bit, but it is going to be warm for this time of year. fast forward to next week because the storm track you will notice is staying well away from the bay area this year and may see a few snow showers at times, but other than that taking you right on through february 13th right now, no rain in sight for the bay area. that could change because it is winter, so just keep that in mind. snow pack is at 70% of average. if you're thinking about going up there to enjoy some fresh powder it's going to be a nice sunny streak thursday through friday and cold mornings. cold here the next couple of
