that we want to get to. the pentagon will deploy more than 1,000 troops to assist with the vaccination effort and will start in california. solano county opens their first large scale clinic as does san francisco and berkeley. all as the state's winter wave begins to retreat. >> new proof of things easing as the state's hospital surge order has now ended. the order was rescinded because of improving conditions around the state. that means hospital can resume elective surgeries and similar

standards of care. > live to levi stadium. chris. >> reporter: ama, good evening. county officials are trying to make it clear to the state that they have the infrastructure in place to vaccinate more people, and this new partnership is a prime example. >> in santa clara county, levi stadium could soon be the largest mass vaccination site in the state. but that comes with a caveat for now. >> all of that effort is under mined by our ability to procure the number of vaccines that we know could be administered every day. >> the county has done a good job and is hopeful that state officials will send more of it soon. >> collaboration is the key to getting us out of the pandemic.

>> the site will officially serve 5,000 people a day. stadium staff will work with th statistics. >> we are go to need to get roughly 75% or more of the u.s. population immune to covid-19 before we will really get to that magic point of herd immunity and transmission of the disease will decrease. >> reporter: like other vaccination sites managed by santa clara county, eligibility will remain limited to health care personnel that work or live in the county and those 65 and up. >> the federal government is increasing allocations by 20% and have reason to believe that ours will increase also. so, we are watching that very

closely. >> reporter: county leaders work to ensure no time is lost. >> i am told you will be able to go inside the stadium to get your vaccine. appointments can be made starting next week. >> chris, thank you. santa clara announced at the end of january they would be a mass vaccination site. officials say it might have felt slow but people -- >> health officials say that the mass vaccinations are only available to eligible county

residents. health care workers, first responders and those over the age of 75. saturday's event, appointments are required. >> this is an awesome day. this is a light at the end of the tunnel day. particularly for our elderly set, 75 plus. the hardest hit folks in our community. >> a drive through opened up this morning. those 75 and older who must first make an appointment. and today's opening was official for city workers who call this a turning point in the pandemic. >> we have been emotional all week and are feeling optimistic

think i can do that. >> in oakland, laura anthony, abc 7 news. >> san jose has 42 new police officers. the recruits graduated today and have a unique distinction. the longest running recruit class they ever had. recruits were in training for 12 months, a year. 13 speak a second language and 10 are women. the mayor thanks the grads for signing on to the challenge during this great transition. >> union workers at san francisco schools say they will not return to the classrooms until they are tested and vaccinated. it comes two days after the city schooled their own school districts. we reported that to you the other day. the unions say they are not very far apart in their negotiations

with the school district. >> you are right. we heard that before. i have been hearing that for some time. every time that i ask how negotiations are going. both the school district and school board were sued by the city has helped to accelerate things. this was the first full blown press conference that i recall at the unions, and the school district issued a statement saying they expect to provide a response to the proposal today in an effort to reach an agreement. at 8:00 this morning several unions presented part of their demands for the san francisco unified school district. >> we will need the district to have access to testing and vaccines. when they are in place we will be readied to get into our classrooms and our schools. >> reporter: currently san francisco is in the highest purple tier. vaccinating teachers and staff would be required only if they

were in the red tier. if the city goes down to the moderate orange tier no vaccinations would be needed to return. there were more conditions that were laid out today. >> what we really need is updated ventilation systems, ppe, robust and reliable testing and contract tracing. vaccinations. >> so, let's go over those conditions. ventilation systems at the elementary schools. here is what the district told me. >> we checked the working condition of every window in an elementary classroom here at san francisco unified. >> what about the protective gear? >> we had movers come in and socially distance all of the desk, install and set up teacher stations, hand sanitizer. fill the pumps.

>> reporter: the district has all of the ppe needed for the first few waves of kids to return. the district has said that it will test students, teachers and staff on a regular basis and in terms of cohorts, 14 students is the maximum in a classroom. >> trying to keep the same group of students and adults together as possible and avoid mixing. >> some of the union members toured in the summer and early fall and have not been i since. perhaps s they do. >> what will it take to get to that orange tier? there are two important factors, the caseerate and the positivity ready. san francisco's positivity rate now is good enough to be in the orange tier. when it comes to cases, we need
