tonight, people owe officials confirm they are sending a team to open a mass

vaccination site in oakland. we'll tell you why they chose the east bay city. outdoor dining setups like this have been incredibly popular during the pandemic. but how long will they last? one local lawmakers is introducing a bill to answer the question. winter warmth for the weekend. the temperatures coming up. abc 7 news at 11:00 starts now. >> announcer: now from abc 7 live breaking news. and that breaking news late tonight a divided u.s. supreme court lifted california's covid related ban on indoor worship at churches. >> but the high court ruled the state can cap indoor services at 25% of the building capacity. the state can limit singing and chanting at services. the courts threeib justices dissented. the lllenges brought by two southern california churches. >> i think all the stars were aligned but there is a commitment to make sure as we fight for resources they are targeted to where they are most needed.

tonight federal help on the way to the mass vaccination site set up at the oakland columns up. >> it's part of president biden's nationwide plan to get americans vaccinated. luz pena is part of our vaccine team and spoke to fema officials about the choice of oakland and what they have planned. >> reporter: in the war against covid-19 fema is deploying its active duty service members this month. >> we are going to draw on a variety of agencies to bring vaccination staff, medical personnel, and then support staff. >> reporter: fema's plan is to open the first mass vaccination site in the oakland coliseum. and the second site on the campus of california state university in los angeles. why oakland. >> several factors were important in determining oakland. one a large eligible population. and also looking at the communities that needed vaccine. >> reporter: fema officials confirm the goal is to vaccinate

6,000 people seven days a week. and the dose also come from the federal government. now 2.6 miles from the comes yum is one of the covid-19 hot spots in oakland. the fruit veil district. >> february 16th, the columns number opens up. drive in or walk in. fremont high school. >> this council member says that normalizing covid-19 testing helped reduce hesitancy among latinos and black. >> our neighborhood is ready and willing by the emails i get and phone calls. and by people showing up to the testing site. >> representative barbara lee believed that vice-president harris pushed for oakland to be among the first harris sites. >> i know vice-president harris well and i'm confident she weighed in. >> with over 75,000 covid-19 cases in alameda county, representative lee is pushing for more vaccination sites.

>> we should have the sites throughout the state. >> in san francisco, luz pena, abc 7 news. in the south bay levi stadium is transforming into the biggest covid-19 vaccination site. the massive site scheduled to open early next week thanks to a new prrnltship between the 49ers and santa clara county. right now the plan is to serve 5,000 people a day. the end goal scaling up to 15,000 a day once more vaccines become available. >> all of that effort is undermined by our ability to procure the number of vaccines that we know that we can get administered every day. >> vaccines at levi stadium will be available by appointment only, to health care workers living or working in santa clara county and residents 65 and older. we are tracking vaccine shipments and distribution here in california. so far nearly 62% of doses delivered have been given out. you can check the progress any time on the vaccine tracker available at abc 7 news.com. as you know, outdoor dining and parking lot sidewalks and

sweeping new bill to help restaurants and night life. >> one of the things it will do is to make permanent, allowing restaurants to serve meals and drinks in park lets and parking lots and other outdoor spaces. >> among other things it would allow open container zones and streamline the liquor listen process for businesses filling empty story fronts. >> let's not put them through years of permitting. make it shorter. >> the goal not just to have thriving businesses but to allow californians to enjoy themselves too. >> this could be a renaissance after koevrd is done. >> reporter: in oakland, matt boon, abc 7 news. tonight president bide isn't turning up the pressure on congress to move quickly on his economic relief bill. and he has made it clear. we won't wait for republicans to get onboard. with job zbroegt sputteringen a millions of americans sivrpg we called for

>> so, the original ride is called the matterhorn. we added the "alpine escape." people see it online, and it looks big, but when you actually stand next to it, and you realize just how much work has to go into a project like this, it sort of takes your breath away. >> it is kind of fun to call and say, "yeah, we need a ton of steel, literally." that was cool. >> i would compare it a lot to the old barn raising they used to have back in the day. it's a lot like that. bring a whole bunch of friends together drawing up plans. >> there was a lot of trial and error. the yeti -- he wasn't in the original plan. and then, eventually, i just thought, "if we're going to all this trouble, we might as well have the yeti." he "pluses the ride," to quote walt disney. >> and i said, "hey, you know, my brother matthew, he could probably print you guys a head, like, a 3-d print, so we could actually design our own monster." and michael's immediate response was, "well, if we can do that, why wouldn't we do that?" >> my "this is awesome" moment was when i rode it for the first time because for me that was when everything came together.

>> during the night, the ride sort of takes on a life of its own. we designed a full-on fireworks-projection show, similar to how disneyland has the lights projected on their castle, and we projected a light display straight onto the side of the mountain, with full music track. that was definitely a fun way to wrap up the whole experience. i couldn't have imagined 2020 turning out like it did. i don't think anybody could have, but i definitely think this made 2020 a lot better for all of us. it's not just the finished project. it's the journey that led to the end of that project. and all the great stories and all the great moments, especially during covid, where it's so hard to have any sort of fellowship, it really felt like, "wow, we all did this. we all pulled this off." it's defina e-in feeling.r thinon sto build an even longer roller coaster, this time modeled after disney's big thunder. >> there's a lot of great memories, joyful moments that i will remember forever. i'm looking forward to the next one. ♪ ♪
