napa. it might not be as cold as it was yesterday in parts of the bay area. certainly along the coast. that's allowing for 13 degrees of warming. so anywhere from 30 to 40 mile upper elevation winds. that's why we're looking at temperatures some places in the 50s this morning. by 9:00, 40s and 50s noon time. near 60 for most. but by the time we get to the afternoon, we will have reached 70 degrees in parts of the east bay and south bay. 4:00, we're in the mid 60s to the missed 50s at the coach. a few more clouds tonight. cooler for sunday and tracking rain into next week. liz. >> thank you. a devices u.s. supreme court has listed california's covid related ban on indoor worship at churches. but the high court ruled the state can cap indoor service at 25% of the building's capacity. the state can limit singing and

chanting at services. the court's three liberal justices dissented. fema is getting ready to open up mass vaccination site necessary two cities. luz is part of on our vaccine team. she spoke to officials about their choice of oakland and what they have plannered. >> in the war against covid-19, fema is deploying its active duty seniors membervice members. >> we are going to draw on a variety of agencies to bring vaccination staff, medical personnel, and support staff. >> fema's plan is to open the first mass vaccination sight in the open coliseum and the second site of the campus of california state university in los angeles. >> why oakland? >> several factors that were important in determining oakland. one, a large eligible population and looking at the communities that needed vaccine.

representative lee is pushing for more fema vaccination >> in the south bay, levi stadium is transforming into the biggest vaccination site. the site is scheduled to open early next week thanks to a new partnership. right now, the plan is to serve 5,000 people a day. the end goal is to ska up to 15,000 a day once more vaccines become available. >> all of that effort is undermined by our ability to pro cure the number of vaccines that we know that we can get administered every day. vacciney appointment only to health care workers who work or live in santa clara today, a clinic will open this weekendulnerable

vaccination. it is being held in berkeley. these appointments only vaccinations are available for people in this 75 plus age group seeking their first dose. vaccinations will take place through monday, february 8th. you can make an appointment online. and we are tracking vaccine shipments and distributions here in california. so far, nearly 62% of doses delivered have been given out. check the progress anytime on our vaccine tracker, available at abc7news.com. san quinnon state prison has been fined more than $421,000 for its coronavirus outbreak. this is the largest fine cal osha has handed out for pandemic related violations. staff did not have the proper training or protective equipment to interact with inmates who had covid-19. cal osha found that staff who had been exposed were not offered proper services like testing, contact tracing and medical referrals. a state report this week cited more than 2200 cases and 28

correspondent mary bruise has the details. >> with job growth puttering and millions of americans suffering, president biden calling for swift action on his covid relief plan with or without republicans. >> i'm going to act. i'm going to act fast. i'd like to be doing it with the support of republicans. but they're just not willing to go as far as i think we have to go. >> the house voting to approve the plan overnight with vice president harris casting her first tiebreaking vote. >> the senate being equally divided, the vice president votes in the affirmative. >> the nearly $2 trillion proposal includes $160 billion for vaccinations and testing, help for small businesses and for most americans, $1,400 direct payments. and on that, biden made it clear he will not budge. >> i'm not cutting the size of the checks. they're going to be $1,400, period. >> he is willing to reduce the

number of americans that qualify for the checks, but republicans are pushing back at the overall steep price tag. and they say the president isn't interested in real negotiations. >> it looks like you're pushing your agenda with the disguise of wanting to interact and doing it 100% with the way you want to go. >> nearly 18 million americans are now claiming some form of unemployment and more than 350 million people, including one in four children, are going hungry. >> what republicans have proposed is to either do nothing or not enough. this is an approach that will come with a cost, more pain for more people for longer than it has to be. >> mary bruce, abc news, the white house. and californians who lost their unemployment benefits late last year will have to wait even longer to have them extended. sacramento lawmakers were told a potential delay in payments is due to an outdated computer system. many people's claims ran out in

late december, despite a federal extension. the edd now says they will have to wait until at least march 7th. california's great place program which has delivered more than 9 million hot meals to seniors duri pandemic is ending in some bay areas cities. today will be the last day for the program in oakland and next week in san francisco. the program was first launched in april of last year with the help of fema. the program has been able to keep going until 2340u. it's kept some restaurants from closing. in san mateo county alone, the program supports 630 local restaurants. just a pretty day yesterday. and, again today, although cold this morning. >> certainly. we're looking at numbers up in the 30s in the north bay, liz. right now, we're downtown where numbers are in the mid 40s going into the mid 60s today. so, yes, well above average,

may have to find a new place to house a convicted sexual predator due to be released from prison. on thursday, officials notified residents in the emerald hills area of redwood city that michael cheek was to be released there. the backlash was swift. >> there are so many children and seniors, we've got a group home with very vulnerable people, lots of schools and cafes and things. it's not an appropriate placement. >> now the homeowner of the house where cheek was supposed to live tells abc news she is rescinding her offer. cheek was convicted in both 1980 and 1981 sexual assaults. a jury later determined cheek to be a violent sexual predator. neighbors can weigh in by contacting police or the san mateo county sheriff's office. the wife of a man killed as a result of a multi car accident is speaking out now and sharing her pain. abc 7 news anchor dionne limb brings us this exclusive interview in which the widow says this tragic crash did not have to happen. >> wearing her husband's jacket, she spoke of moving to san francisco. their kal dream started two weeks ago.

understanding of how important it is that young people in this city grow up in a place they feel safe. >> a swearing in ceremony will be held on monday. he replaces former chief ann kirkpatrick who was ousted from the department last year. a man survived a week stranded in the snow in the sierra after his gps led him astray. harlin earls was driving last month when his gps led him to an unplowed road. he lost cell phone service. but instead of panicking, earls used camping supply toes cut wood and build a fire. he melted snow into drinking water. when the storm finally stopped, earls hiked to an area where he called for help. wow. now, sunday will be super for football fans as well as some of the nation's biggest restaurant chains. the agriculture department says super bowl is second only to thanksgiving as america's largest eating holiday.

dominos is likely to sell 2 million pies and it's interesting to note that while most restaurants have struggled during the pandemic, that hasn't been the case for places that sell pizza and chicken wings. sales actually grew by double digits. it is sort of comforting i suppose to have something like the super bowl happening. it is kind of like we're living living room in normal times. >> almost. temperatures well above average yesterday. we saw some 70s. and san jose today, we should be in the upper 50s to near 60 and we're running 30% to 40% near average in terms of rainfall. so as we look at live cop ler 7, a big i ridge of high pressure dominates the west coast. numbers are cold from santa 30.

notice numbers in the south bay to near 70 degrees. so we are going the be warm today. so that is warmer than yesterday. and as we look at the next several days into next week, we do cool down. a couple of systems would like to visit us by the end of next week. we can hope that it's not until thursday, a more significant system wants to move into the pacific northwest. we would see the tail end of it. at this point, still not looking hde our way. comparing this year to last year, we're awfully close in the northern sierra. 69% of average. central sierra doing better at 75%. and you see overall looking at about 69% of average. and southern california, not

vaccines. so when those things are in place, we will be ready to get into our classrooms and our schools. >> currently, san francisco is in the highest purple tier, vaccinating teachers and staff would only be required if san francisco were in the red tier. meaning the spread of the virus is substantial. but if the city goes down to the more moderate orange tier, no vaccinations would be needed to return. there were more conditions laid out. >> what we really need is updated ventilation systems, ppe, robust and reliable testing and contact tracing for staff and students, small stable cohorts of students in classrooms and vaccinations. >> so let's go over those conditions. ventilation systems at the elementary schools. here is what the school district told me. >> we did a window inventory. we checked the working condition of every window in an elementary school classroom here at san

francisco unified. that's over 55,000 windows across 1600 classrooms. >> and what about the ppe? >> we had movers come in and socially distance all the tefks, install and set up teacher stations, install hand sanitizer, fill the hand sanitizer pumps in each single classroom. >> the district says it has all the ppe needed for the first wave of students who will retu, ools so far have been cleared by the health department to reopen. the district has said it will test students, teachers and staff on a regular basis. in terms of cohorts, 14 students is the maximum in a classroom. >> trying to keep the same group of students and adults together as much as possible over the course of the day and avoid mixing. >> some of the students say they toured the schools in the summer and early fall. they haven't been invited since. perhaps it's time that they do if they to be convinced that schools in san francisco are as safe as the district says they

are. in san francisco, abc 7 news. students at san francisco's lowell high school are calling for changes ahead of a board of education meeting next week. students gathered to denounce recent racism and anti semantic attacks. the messages were posted to a virtual bulletin board following a school lesson about racism. lowell's black student union wants teachers to take cultural sensitivity training and for all students to complete a course in ethnic studies. the school board plans to vote on tuesday whether to drop allowel's requirement over the complaints about racism. sayingore than thank you. those who have been on the front lines of the pandemic can access classes at no cost. more on the bay area university that is stepping up to help. and here is a live look outside. the sun is start to go come up this saturday morning. it's 6:39. pretty looking out over the bay bridge.

santa cruz. 40 in morgan hill. kneads winds blowing all night long. up in santa rosa, napa numbers. 36 by the delta. look at livermore with that wind blowing, up to 47. here is a look at the south bay. sunny and mild today. above average for february. cooler weather trends continue into next week. it could come in by about a week or so. ieths nothing but blue sky out there. a nice day today. clouse move in overnight. and we'll see that wind shift, a few high clouds. that will allow for slightly cereal conditions.

near 70 again for many locations bringing san jose and livermore above average. oakland and redwood city, about 8 degrees above average. so if you want to hit the coast today, low 60s from ocean beach to half moon bay. beautiful day today with the light winds. we will look for that shift tomorrow, though. so we'll see the clouds and temperatures from the low 60s replaced with the upper 50s. so a cooler day down at kelly's cove. santa cruz, some sun, mid 60s. but that water temperature, ouch, 52 degrees. so here is a look at the cooler next week. we're going to get that high pressure ridge flattening. and then a few systems trying to undercut that ridge, not making much progress into the middle of the week. but as we get into, say, wednesday and thursday, this is when we're looking at a stronger system to the north. hopefully this will hold together and right now we'ret eail en of this system. but, obviously, things change between now and then. and if that is the case, then within a week or so, we would be

francisco's furry residents can unleash their energy in the city's largest fenced dog park. the renovated golden gate dog park training area opens today on the west end of t park. the makeover includes brand new agility equipment, a pet drinking fountain, improved fencing and synthetic turf and a special spot for smaller dogs. for the humans, new picnic tables, benches, a community message board and dog waste bag holders are there, too. the california state national resources agency funded the bulk of the $2 million renovation and city leaders said the park is simply possum. you see what they did there. oh, the dogs look very happy. lisa, your dog likes to run. >> yeah, but he doesn't listen so he would run and run and run. good morning, everyone. 7:08 is the official sun ride setting as 5:39. we've got 30s on the peninsula
