high pressure building into the west coast. you can see nary a cloud. nice and sunny. 60s in the city, right now, 47, 48 in mountain view. east bay hills camera, nothing but blue skies. average highs today are above 12 degrees where you should be in livermore. right now, 49, going to 70 today. good recovery from freezing temperatures this morning. overall, compared to 24 hours ago, we already have a lead on the temperatures. that's going to aid in the warmup today. light winds, numbers in the 60s going through the afternoon to near 70 in santa rosa. we'll talk about a few more clouds for sunday, slightly cooler, and rain chances arriving next week. >> thank you. new developments, the archbishop of san francisco responded to a u.s. supreme court ruling that lifted california's covid related ban on indoor worship at churches.

states can cap indoor services at 25% of the building's capacity. and the state can limit singing and chanting at services. the court's three liberal justices dissented. legal challenges were brought by two southern california churches. a statement said this is a very significant step forward for basic rights. the decision makes clear we can now return to worshipping safely indoors without risk of harassment from government officials. fema is getting ready to open mass vaccination sites in two california cities. abc7 news reporter is part of the team and spoke to fema officials about the choice of oakland and what they have planned. >> reporter: in the war against covid-19, fema is deploying active duty service members this month. >> we are going to draw on a variety of agencies to bring vaccination staff, medical

personnel, and support staff. >> reporter: the plan is to open the first mass vaccination site in the oakland colosseum. and the second site on the campus of california state university in los angeles. why oakland? >> several factors were determined. a large eligible population, also looking at the communities that needed vaccine. >> reporter: fema officials confirm the goal is to vaccinate 6,000 people seven days a week. and these doses will come from the federal government. now 2.6 miles from the colosseum, one of the hot spots in oakland, fruitdale district. >> you can drive in, walk in. freeman high school opens next week. >> reporter: normalizing covid-19 testing helped reduce vaccine hesitancy among latinos

and blacks. >> our neighborhood is willing and ready by the emails and phone calls, people showing up to the testing site. >> reporter: representative barbara lee believes vice president harris pushed for oakland to be among the first fema sites. >> i know vice president harris well, i am confident that she weighed in. >> reporter: with over 75,000 covid-19 cases in alameda county, representative lee is now pushing for more fema vaccination sites. >> we should have these sites throughout the entire state. >> reporter: in san francisco, abc7 news. the massive vaccination site scheduled to open next week thanks to partnership between the 49ers and the county. the plan is to serve 5,000 people a day. end goal is to scale up to 15,000 a day once more vaccines are available. >> all of that effort is undermined by our ability to

procure the number of vaccines that we know that we can get administered every day. >> vaccines at levi's stadium are available by appointment only to health care workers that live and work in santa clara county and residents 65 and older. happening now, drive through covid-19 clinic is open targeting vaccinating seniors in the east bay most vulnerable to hospitalization. it is held at golden gate fields race track in berkeley. 15 appointment only vaccinations are available for people in the 75 plus age group seeking the first dose. vaccinations will take place through monday, february 8th. you can make an appointment online. we are tracking vaccine shipments and distribution in california. you can see nearly 62% of doses delivered have been given out. check the progress on the vaccine tracker, available rat

abc7ne.c. meantime, san quentin state prison fined more than $421,000 for the coronavirus outbreak. the largest fine cal osha handed out for pandemic related violations. inspectors found staff didn't have proper training or protective equipment to interact with inmates with covid-19. they also found staff that were exposed weren't offered proper services like testing, contact tracing, medical referrals. state report cited more than 2200 cases and 28 deaths among inmates at san quentin. outdoor dining and parking lots, sidewalks, parklets helped numerous bars and restaurants stay afloat during the pandemic. as matt boone explains, new legislation could soon make fixtures permanent. >> reporter: the tent in the parking lot of honor kitchen and cocktails is such a hit with

commer customers, the manager says they have no plans to take it down. >> you can enjoy bay area weather. i think the tent we put out, we're going to keep this going. >> reporter: at shake well in oakland, the owner says the outdoor parklet is the key to future success. >> having the space, serving alcohol out there is essential for our recovery, even when we have people in the dining room. >> reporter: they got the free permit to build it frommal made a county and were banking on keeping it open indefinitely. >> adding extra number of seats with patio will help usury coup rate. >> reporter: now the state representative wants them to keep it, proposing a sweeping bill to help restaurants and night life. >> one of the things it will do is to make permanent, allowing restaurants to serve meals and drinks in parklets and parking lots and other outdoor spaces. >> reporter: among other things, it would allow them to create open container zones and streamline the liquor license

process for new businesses filling the empty store fronts. >> let's not put them through years of permitting, let's make it shorter. >> reporter: the goal is not just to have thriving businesses but to allow californians to enjoy themselves, too. >> this could be a renaissance after covid is done. >> reporter: matt boone, abc7 news. and president biden says struggling families can't wait for lengthy bipartisan negotiations. biden is making news about whether his predecessor, donald trump, should continue to receive intelligence briefings. abc reporter has the report from washington. >> reporter: overnight, president biden taking aim at former president trump, days before his impeachment trial is set to begin. in an interview with cbs, biden doesn't think his predecessor should get intelligence briefings because of erratic behavior.

>> what value, what impact does he have other than the fact he might slip and say something. >> reporter: this as the clock is ticking on capitol hill as congress works to help millions of americans amid a faltering economy and devastating pandemic. >> so i'm going to act, i'm going to act fast. >> reporter: president biden calling for swift action on the nearly $2 trillion plan with or without republican support. >> i am going to help the american people who are hurting now. >> reporter: at the core of the package, $160 billion for vaccinations and testing, and help for small businesses, as well as a $1400 direct payment to many americans. the house is pushing forward with biden's plan after senate approval. the way the bill is framed, they don't need any gop votes. >> they're not interested in doing the hard work it takes to build consensus. >> reporter: the president making it clear, the payment amount is nonneglect oeshable. >> it will be $1400, period. >> reporter: the dismal jobs report only adding to urgency.

nearly 18 million americans are claiming some form of unemployment, and more than 50 million people, including one in four children, are going hungry. for some, the next round of relief can't come soon enough. months after getting covid, tony bowens is recovering, hasn't been able to work. >> the hardest part has been trying to get by every day, so you're looking and now looking for work, a lot of jobs are gone because places are closing. >> reporter: with the house passing the budget resolution, the next steps begin. congressional committees are working to get a bill on the president's desk before jobless benefits expire march 14th. new developments, californians that lost unemployment benefits late last year will have to wait longer to have them extended. 7 on your side team is tracking problems with the edd for months. sacramento lawmakers were told

potential payments delay, many ran out in december. the edd has to wait until march 7th. it is unclear how many unemployment recipients will be effected by the issue. california's great place program, which delivered more than 9 million hot meals to seniors in the pandemic is ending in some bay area cities. today will be the last day for the program in oakland, and next week in san francisco. the program was first launched in april last year with help of fema, the program has been able to keep going until now. it also kept some restaurants from closing. in san mateo county alone, the program reports 60 local restaurants. let's do a check outside as we head to break. >> looks pretty out there. we were out earlier, i thought it was freezing. this afternoon, we'll enjoy very mild air. look at san francisco there, it is 50 degrees.

welcome back. on the peninsula, police are looking for a man suspected of robbing a bank. happened yesterday at 11:00 a.m. at bank of america in the carlmont shopping center. the man said he was armed with a gun, demanded cash before he ran from the scene. anyone with information is asked to contact police. on the peninsula, law enforcement officials may find a new place to house a convicted sexual predator due to be released from prison. they alerted residents of redwood city that michael cheek would to be released there. backlash was swift. >> there are so many children o home of vulnerable people, lots of schools, cafes and things.

it is not an appropriate placemen house where cheek was supposed to live tells abc7 news she's rescinding her offer. it is unclear what officials will do now. cheek was convicted in 1980 and 1981 of sexual assault. a jury later determined him to be a violent sexual predator. neighbors can weigh in by contacting police or san mateo sheriff's office. and it is official. armstrong is the new chief of oakland police. sources confirmed it thursday night, but the mayor made the announcement yesterday. >> it is my honor to offer you the position of chief of police of the city of oakland, california. do you accept? >> thank you, yes. i accept. >> armstrong is an oakland native, has been with opd since 1999. >> plan to bring a leader that's grounded in oakland, centered

around safety, saving of lives, understanding how important it is that young people in the city grow up in a place they feel safe. >> swearing in ceremony will be held monday. he replaces the former chief who was ousted from the department last year. a man survived a week stranded in the snow in the sierra after his gps led him astray. he was driving during a heavy snowstorm, and gps led him to an unplowed road. his car was stuck so deep in the snow he lost cell phone service. instead of panicking, he used camping supplies to cut wood and make a fire. melted snow into drinking water. when it stopped, he liked to an area for help. pg&e released a plan how to prevent wildfires this year. created a model to calculate risk of power lines in any area,

partly cloudy afternoon for some of you, then winds that have been dry out of the north, switching to a westerly component. that will bring in maybe a couple degrees of cooling. overall, changes will happen getting to monday. as for today, the first column shows where we should be, upper 50s to near 60 for early february. anywhere from five to 12 degrees above average for livermore, san jose reaching 70, near 70 in the north bay. upper 60s for some valleys here. as we go to the rest of the week, you'll notice the trend for cooler weather. that's the trend for everyone as we look at the ridge, getting a little smaller going into middle of the week. this system looks promising for lath forastels looking to las

reservations, everybody was cool about it, full refund. >> two airbnb hosts returned the entire cost of the stay. one only returned the cleaning deposit, costing her nearly $800 for nothing. the host followed his rules that she had agreed to. still, this is a pandemic. she asked me about a refund. i contacted airbnb, and it responded saying there would be no tv interview and no refund and said for all bookings after march 14th, the host's cancel agency policy will apply as usual, guests will not be able to cancel for covid-19 related extenuating circumstances unless they are sick. not just sick with covid, but provably sick with covid. airbnb may require you to prove you have been diagnosed with covid before a refund is issued.

michael finney, 7 on your side. >> and michael finney reached out to the airbnb host but they have not yet connected. all right. tuesday lawmakers from southern california introduced a bill aimed at speeding up reopening of disneyland and other theme parks. it proposes allowing large theme parks to reopen when the county enters orange tier. the governor's plan doesn't allow large parks to reopen until they're in yellow. most of the state is in purple tier. disney is the parent company of abc7. we'll see what happens. still to come on abc7, the super bowl is one day away. state officials are warning not to gather with people outside your household. hear their tips to watch the game safely. seniors among first groups getting access to the coronavirus vaccine. but getting an appointment can be daunting. now there's a group ready to it's time for the ultimate sleep number event on the sleep number 360 smart bed.

good morning, everybody. we are starting this half hour with the weather with meteorologist lisa argen. most people were asleep overnight, but boy, the moon was beautiful. >> it really was this morning. just a little fog earlier. we are clear. from the east bay hills camera, what a view. 52 in mountain view. 53 in oakland with 50 in san francisco, all the way up to 54, half moon bay, upper 40s. lots of blue sky today, numbers coming up finally in the north bay. low to mid 40s, upper 40s in the inland east bay valleys, 53 by the delta. a few degrees warmer than yesterday. that will aid in the afternoon highs, coming up around 10 to 12 degrees above average. dry, northeasterly winds in upper elevations, allowing for mount tam to be in the 50s

overnight. here's what to expect through the morning. in the 50s the next hour. by 3:00, in the 60s, maybe even upper 60s to near 70. few clouds tonight and north winds shift allowing for some changes for second half of the weekend. we will talk about it coming up. liz? >> thank you. coronavirus cases are falling across the country, but number of deaths remain high. so far, 8% of the u.s. population received at least one dose of the vaccine, but many americans are struggling to get appointments. trevor olt has the latest. >> reporter: more positive signs the surge is dissipating. hospitalizations nationwide falling 30% the past three weeks, nearly half the peak a month ago. deaths remain high. this week, 22,500 americans reported dead from covid. this weekend in tampa, officialr the super vaccinated health car

it works by beaming out high intensity ultraviolet light, meant to remove 99.9% of harmful airborne pathogens, including the coronavirus. the six foot robot moves through terminals at night after it closes to the public. because it is so difficult to get accurate information about vaccine supplies and appointments, vaccine watch has been a key component of building a better bay area. those 65 and older at high risk had an especially difficult time when they called health providers or go online. abc7 reporter david louie discovered a free service to help older americans get online and get help. >> reporter: many of us know the frustration, exasperation, futility of waiting on hold for an appointment to find out who has vaccines. those 65 plus found a way around the hurdles.

>> we do it for the demographic most impacted by covid and in need of the vaccine. >> reporter: co-founder of san francisco bay get set up offers older americans all kinds of online learning. in the past 90 days, it is free, 30 minute interactive sessions help more than 20,000 people get vaccine information, including those not experienced online users. scott is a setup guide. >> we can share our own smart phone screens to walk people through their settings on the phone. some of the camera settings on the phone. >> reporter: with many senior centers closed and accessory striktd to libraries, the group has had difficulty getting information. >> a moderator will guide them through the website for that state. often times weav a ambassador to recount their experience around getting the vaccine in that state as well as local medical official who can help us answer questions.

>> this 75-year-old learned from another participant in her session a nearby grocery store was giving vaccine shots. she received her vaccination earlier this week. >> the learners on the calls are helping each other. somebody may know something the rest of the people participating in the session do not, and they impart that information. >> that's the kind of interaction lost due to pandemic isolation, those that can't get into zoom can watch a live or recorded session on get setup's facebook live page. >> up to 3500 people are getting vaccinated in sol and oh county today. mass vaccinations are only available to eligible county residents, including health care workers, first responders, and those over the age of 75. today's vaccination event is in vallejo at the county fairgrounds. appointments are required. still ahead on abc7 mornings, keeping lunar new year
