good morning. this is a big sunday for several reasons. as you know, it's super bowl sunday, which comes with lots of excitement, but also lots of concern from health officials about whether indoor gatherings will lead to another spike in covid cases. meanwhile, on this sunday, there are two big weather stories we're following. millions of people here in the northeast are about to be hit by another snowstorm. this one could bring up to two inches an hour at times today. the other big weather story is in the midwest. a brutal arctic blast from the upper midwest all the way to the great lakes with windchills well below zero. >> that's going to impact a lot of people. the storm that is moving into the northeast right now left several inches of snow across some parts of the plains. plus, the cold is fueling over a foot of heavy lake-effect snow in parts of western michigan and western new york. let's get to rob marciano with the latest following all of it. rob, good morning. >> hey, good morning, whit.

the snow coming into the northeast will be piled on top of the snow that we had less than a week ago. two feet in some spots, and that snow is already coming down in the south. let's show you some of that video in lewisburg, tennessee. that's i-95, and the low visibility. you see how dynamic the storm is with the snowfall rates in tennessee. and in north carolina where we have had some spinouts in morganton there. a pretty scene no doubt about that. about two to three inches of snow falling in the south. that's going to cause some problems. all right. let's talk about the snow which you can see on the radar, mixing with rain along the coastline, but also the brutal cold. windchill alerts are up for much of the northern tier and into the midwest, and that'll last through the week, and winter storm warnings are posted and we have some strong storms across florida today that will be drifting down to the south and east. let's time this out. generally speaking the mid-atlantic through the i-95 corridor is where we'll see the snow begin to intensify through d.c., philly, and around 10:00 or 11:00 we'll see the snow start to come down here in new york.

could see two inches an hour and it'll be a quick hitter, so it won't linger like the last time but it'll make for some dangerous travel so if you are traveling to and fro, that's when the snow will be heavy. three to six inches of snow in philly and new york, up through boston and along the southeast parts of new england, we could see a half a foot of snow. not quite enough to cancel school as it will end before midnight tonight, but certainly enough to make things even more white than they already are. guys, back to you. >> all right. we'll brace for that, rob, and we'll talk to you soon. thank you. now to tampa bay, florida, and super bowl lv just hours away from kickoff, but we're following a major headline ahead of the big game. the chiefs will be without a key assistant coach after that terrible car crash that landed a child in the hospital in critical condition. abc's will reeve is in tampa with the very latest. will, good morning to you. >> reporter: good morning, whit. we are learning more about thursday night's crash in kansas city that injured those two children. britt reid, the son of chiefs head coach andy reid reportedly

smelling of alcohol, according to police. the girl still in the hospital. we're just hours away from kickoff. the kansas city chiefs going head-to-head with the tampa bay buccaneers. six-time super bowl champion tom brady making his tenth appearance in the big game, and after taking home the win last year, the pressure is on for chiefs quarterback patrick mahomes to do it again. the chiefs arriving in tampa saturday without one of their coaches. linebackers coach, britt reid, the son of head coach andy reid involved in a horrific car accident. >> critical injuries, i heard. we need to shut the highway down. >> reporter: espn reporting authorities say a pickup truck driven by britt reid struck two vehicles near the chiefs training facility in kansas city. two children were inside one of those cars. >> ems arriving on scene. we have one child possibly critically injured. >> reporter: a 5-year-old now in critical condition. the accident under investigation. in a police report obtained by espn, an officer could smell a moderate odor of alcoholic beverages emanating from reid's person when he arrived at the

scene after the crash. according to the warrant, the officer asked the coach if he had been drinking, and reid advised he had two to three drinks and said he was on adderall after the officer questioned if he was on any prescription medication. reid hospitalized for injuries sustained during the crash. >> there's no out. this is a tragedy. the super bowl is full of ups and downs and highs and lows, and the emotion this time will just be immense because it's the joy of playing a football game, and countering that is the sadness of this tragedy. >> kansas city police told abc news that investigations into incidents like this typically take weeks. so if there are to be charges filed in this case, they will come at the end of that investigation. eva? >> will reeve for us there. thank you. now to washington and the two major battles ongoing in congress. the battle over the biden administration's $1.9 trillion covid relief package, and former president trump's second senate

impeachment trial due to start in 48 hours. abc's rachel scott is at the capitol with more. good morning, rachel. >> reporter: eva, good morning, and it will be a busy week here on capitol hill. democrats are looking to fast track that covid-19 relief package as the senate now prepares for the second impeachment trial of former president donald trump. with republicans dismissing his $1.9 trillion covid relief package -- >> hello. >> michelle? >> reporter: -- president joe biden is turning directly to suffering americans to shore up support in this video released by the white house. >> we're putting together a plan that provides for emergency relief to people who are in desperate need now. >> reporter: republicans say the price tag is too high urging biden to downsize and support more targeted relief, but their hands are tied. with control of the white house and congress, democrats don't need their votes to get it passed. gop lawmakers insist that's a mistake. >> it really seemed like the president's team, the white

house staff, dug in and were adamant in saying no. it's our way or the highway. >> reporter: the president won't get everything he wants in this package. that push for a $15 an hour minimum wage likely dropped. in this interview clip released friday, he signaled he could target those $1,400 stimulus checks to americans with lower incomes, something that republicans are pushing for. >> i'm prepared to negotiate that, but here's the deal. middle class folks need help. >> reporter: but the size of those checks not up for discussion. all this as washington braces for the second impeachment trial of donald trump. now just 48 hours away, sources tell abc news congressional investigators are combing through video to see if there are links between trump and his associates to the insurrection. including this video obtained by abc news. it shows trump's longtime associate roger stone near men in militia gear. two of them with oath keeper insignias. that video just hours before the deadly capitol hill riot. stone has denied any involvement.

democrats claim trump summoned the mob to washington and whipped them into a frenzy. an abc news investigation found more than a dozen who stormed the capitol said they were following the president's lead, but trump's lawyers say he did nothing wrong, arguing the trial is unconstitutional. and it's still unclear just how long the trial will last. one of trump's lawyers has requested that the trial pause during the jewish sabbath. this morning senate majority leader chuck schumer's office tells me that they will respect and accommodate that request, and that conversations about the structure of the trial continue, dan. >> rachel, thank you. as we head into this impeachment trial, let's bring in abc news chief legal analyst, dan abrams who will be joining george stephanopoulos later this morning on "this week." dan, great to have you. as you heard, rachel just pointed out that trump's lawyers are likely to argue that this whole trial is unconstitutional. how strong a case do they have here? >> well, look, as a technical constitutional legal matter,

it's not particularly strong. it's not a frivolous case, but the problem is that we've faced this question before. meaning there have been other public officials who have been impeached and then tried after they left office, but as a practical matter, the senators here are the judge and jury. so the legal, technical, constitutional answer matters less than what they decide. typically in a trial, you would go to the judge and say, hey, judge, what are the rules here? we think this is unconstitutional. here that's a decision being made by the senate in addition to the actual outcome of the trial being decided by the senate. so remember that in many ways this is an argument for the court of public opinion. >> so how do -- let's just talk there about the trump legal strategy. let's talk about the other side here. the house managers with the democrats from the house are essentially acting as prosecutors here. how do they make a case that has some possibility of convincing

some republicans to convict because they need, what, 17 republicans if they want to get a conviction here? >> yeah. i think the key is interspersing the video of what happened leading up to and the event itself with donald trump's words since the election. i think you're going to see a story being told here by the house managers about donald trump consistently claiming that the election was stolen, calling on people to not accept the result. all of that leading up to it, and i think it's very important because it's not just about january 6th itself. it's about all of that leading up to the event at the capitol followed by what happened, but again, they may not have the votes regardless. it seems it's going to be really an uphill battle, and so think about the court of public opinion again when evaluating what the house managers are doing, why they're doing it and

there are reasons to be optimistic about the direction we're heading in this pandemic. just here in new york, the positivity rate has fallen back to 4.5% for the first time in two months, but this is still a heated and contentious fight, and especially with the super bowl tonight, health experts are worried we could easily undo this progress we've made. this morning, the vaccine rollout slowly gaining momentum. >> it's going to be a quick poke. relax your shoulders please. >> reporter: the cdc reporting more than 30 million americans have received at least one dose and about 2% of the country has received both shots. >> just thrilled to death. i couldn't believe it. i just -- i feel so blessed. >> reporter: now most parts of the country are seeing positive coronavirus trends, though experts say it's too early to tell if vaccines are having an impact nationwide, and health officials are concerned tonight's super bowl could spark an explosion of cases if americans throughout the country don't follow social distancing guidelines. in california, 100 students and staff at a single san diego

restarting in-person learning. >> i voted to, you know, be able to come back and teach in person, but now i feel that our priority is for everyone to be healthy. >> reporter: and the debate over bringing students back to the classroom has become a national flash point. in chicago, home of the country's third largest school district, the mayor and the teachers union have been unable to reach an agreement on a plan. >> we must reach a deal for the sake and sanity of our students, parents, teachers and the hard working employees in chicago public schools. >> reporter: and the uncertainty of the pandemic is weighing heavily on america's mothers. "the new york times" reporting almost a million of them have left the workforce. dakeda brown is still working while raising her two daughters, one of which has autism. she says she hasn't been able to rest for almost a year. >> i'm now her teacher, her speech therapist, her occupational therapist.

her pe. i'm everything to her, and it's been really difficult because she's not used to that. >> reporter: as we open up more vaccination sites nationwide, there's been concerns that we're losing some of our most prominent testing facilities. president biden's promising to tackle that issue with the defense production act to manufacture more vaccine doses and also millions of covid-19 tests that could be administered at home. eva. >> trevor ault there for us, thank you. joining us is dr. paul offit, the director of the vaccine education center at children's hospital of philadelphia. thanks so much for being with us this morning. >> thank you. >> so you were on the fda advisory panel that worked to authorize the pfizer and moderna vaccines for emergency use. johnson & johnson has applied for emergency use. so i'm curious, what will you be looking for when it comes to this one-shot vaccine, and do you expect it will be authorized? >> well, we will receive roughly an 80 to 100-page document from

the company, which will detail all the different phases of their trials, as well as safety and efficacy. and we'll receive another 100-page document from the fda that will look through each of those different cases, 40,000 plus participants in that trial. the most important thing we look for is safety. we want to make sure there's nothing about this vaccine that suggests it might be unsafe, and then we look secondly for efficacy to make sure that it is effective and effective in all groups, in all age groups and in all racial and ethnic backgrounds with all sorts of co-morbidities and then o ownly -- and then and only then we recommend to the fda that they approve this product for emergency authorization, even though it is this sort of unusual use of authorization. we really hold it to the same standard we would with any vaccine which is would we take it ourselves? would we give it to our family? if the answer is yes, we would recommend it for other people.

>> let's talk about the state of the pandemic in our country right now. we heard about this in trevor's piece. hospitalizations are down in 30 states, and it looks like we're past that post-holiday peak. looking at the numbers we're seeing now, are we nearing the end of all of this? do you feel positive about where we are in the country right now? >> yes. i think i worry about the super bowl because i think we didn't listen to public health officials with -- regarding thanksgiving or christmas, and after both of those events we saw a bump and i fear we're going to see a bump now because people are compelled to gather together in groups without masks or social distance, but i do think all in all things are definitely getting better. we have two excellent vaccines that are out there. we have more than 30 million people that have received at least one dose, although that's not enough. you need the two-dose vaccine. that's a start. we have more than 2% of the population that's gotten both doses, and we say that 26 million or 27 million people have been infected in this country. but those are just people who have been tested and found to be infected. if you look at antibody surveillance studies, which is a up better way of seeing how many people have been really infected by this virus, it's probably three times that. it's probably closer to 75

million or 80 million people. now you're talking about more than 20% of the population that is essentially immune and the weather is getting warmer and you have an administration that is really dedicated to the science. i think we're on our way to getting on top of this virus. >> getting closer and closer to that herd immunity. we will leave you with that positive thought this morning. dr. offit, thank you so much. dan? >> thank you. >> i like a little optimism on a sunday morning. >> yes. >> absolutely. >> as we mentioned at the top of the show, there's a lot cooking in the weather department. so let's go back to rob. rob, i don't know this for sure but by looking at your backdrop, i'm guessing you are in your front yard? >> yes. it's been awhile since you've been here and we've done a shot here. >> close to the barbecue. >> look, it's still a snowy -- exactly. we're going to fire it up during the snowstorm. that's what all weather people do. by the way, some of the vaccination sites across the northeast are shut down again today because of the snows that are incoming, although it won't be as bad as the last storm that came in. the cold though for the midwest is bad. it's brutal, and it's going to be a long duration event, some of the coldest air in years that

let's take a look at some of the other stories we're following this morning. happening right now, a deadly avalanche in utah killing four skiers and injuring four others. emergency crews rushing to the scene in mill creek canyon. an avalanche warning had been issued earlier in the morning. authorities say the skiers were in a back country area and triggered the avalanche. also right now, candles and prayers as neighbors gather for a vigil for two california city brothers who vanished from their backyard just before christmas. 3-year-old orson west and 4-year-old orrin west were reported missing by their adoptive parents on december 21st. on a much more upbeat note, it's being called the crosstown tip-off challenge. members of two rival schools in cincinnati have been challenging each other to leave some hefty tips to help workers at local restaurants. fans of the university of cincinnati and xavier university have left more than $24,000 in tips so far to help employees who have been hit hard by the pandemic. cool. >> very cool to see people helping their neighbors out. we start this half hour with
