back home this morning. after about 4 1/2 hours, this 4-year-old winfred and 1-year-old sean were found safely inside the van in the bay view district. video from this morning shows the young children in the back of an ambulance after police found them. the two were medically examined before reuniting with their parents. >> every minute was excruciat excruciating. no fancy words can express how grateful we are, me and my wife, and our family that they are found, they are safe. it's a happy close to an unfortunate episode. >> an amber alert had been issued when their dad's car was stolen while he was delivering food for doordash on jackson street in pacific heights. that happened around 8:45. he barkparked with his hazard ls on, hopped out to deliver the

food, and when he came back a stranger was in his car and drove off. still no word on a suspect but such good news that those kids are safe this morning. new developments in the efforts to reopen schools in san francisco. new this morning, the teachers union says they have reached a tentative deal with the school district on a framework for reopening schools. agreement outlines baseline haf health and safety standards as well as vaccine requirements to reopen. it allows for classes to resume when san francisco is in the red tier only if all staff have been vaccinated. agreement says if not everyone is vaccinated, then in-person instruction can only begin in the orange tier. currently san francisco is in the purple tier. this comes after the city sued the school district last week in an effort to speed up reopening. now to the supreme court ruling that allows houses of worship to resume indoor services. the order came late friday night. it said the state cannot ban services due to the

building's capacity. the state updated their guidance to reflect this but they are reviewing the orders. the high court's justices did keep the ban in place on sing and chanting. luz pena found houses of worship are responding differently to this news. >> reporter: you're hearing the sound of the st. mary's cathedral organ, welcoming members to the first indoor gathering of the year. >> it feels wonderful to be back. >> reporter: we asked jerry if we could join him after he walked inside his church after 11 months without services. this is what you've been praying for. >> yes. and thanks to the supreme court it's been answered. >> reporter: now outside of the cathedr see as reminder of months ofs outdoor gatherings where many had to bring their own chairs and stand six feet apart in the

that's because santa clara county is still prohibiting any indoor gatherings, and they're okay with it for now. >> we have a responsibility, a duty to save human life, and we want to make sure that we do that. >> reporter: in san francisco, luz pena, abc7 news. >> it has been one year since the first american died from covid-19, a san jose woman. since then, more than 460,000 people in the united states have died. california reported another 623 deaths, push it can state's total close to 44,000. but we are seeing a trend continue with the positivity rate that indicates the spread of the virus is slowing. the seven-day is down to 5.5%. it hasn't been that low since before thanksgiving. that's a bit of good news that we need. mass vaccinations are happening this weekend in alameda county at the golden gate fields racetrack. that is where abc news 7 reporter cornell barnard found some people who went to great lengths to be vaccinated. >> reporter: the magic words

meal services and to help residents of a nearby homeless encampment where the fire was suspected to have started. >> reporter: oakland firefighters captured these images battling a fire tearing through the vietnamese center in east bay. >> they provide like a thousand meals every month, i believe, to 200 community members. >> reporter: jennifer tran runs the oakland vietnamese chamber of commerce. she says a fund-raising effort is already under way to help rebuild and to get temporary services running at other facilities. their big lunar new year celebration, which was planned at the park surrounding the community center on sunday, will still happen. >> now that we have this fire, like the first instinct people have is, you know, it's because of the homelessness. the homeless problem. the homeless problem. i think that the lunar new year marking will be impornt u to humanize our

low 60s. pretty nice downtown here, but 50 in the city, 54 in oakland, 51 mountain view, 47 in san jose, 46 in morgan hill, 48 on the coast, san jose, of course, a little haze there. 41 santa rosa. it's in the upper 40s for napa and novato where you had that fog and those numbers in the 30s. now we near the mid-40s for concord so still pretty chilly out there. our exploratorium camera shows sunny skies today, a few passing high clouds. a return of that onshore flow. more clouds tomorrow will aid in that cooling, and then as we get towards c of showers. there will be a couple as we get towards the end of the workweek. today notice the sun, the high clouds, los thicken and that will allow for that ridge to break down a little bit, shift, and allow for some incoming weather systems to replace all the dry air that we've had of late. so our east bay valleys, upper 60s today.

we'll cool off, low 60s the average high, the upper 50s, and by wednesday mild. into thursday, friday, even next saturday, our coldest system hopefully will deliver some rain. at the shore today, looking at upper 50s. this is where it's going to be cooler. certainly at half moon bay, ocean beach, 60, 62 bodega bay, not bad for february. as we look at the bigger pict picture, we were looking at rain in the early part of the week but that doesn't look like it will happen. thursday, the system wants to really move into the pacific northwest. we'll be at the tail end of it. nittleit moreoking to promising. so this will change in the next seven days, but between now and then, looking aps a half inch, maybe better, in san francisco as we get towards next weekend. 65 today in oakland. a couple of 70s possible out towards the delta.

that was trevor reporting. the battle over the covid relief package comes as well as former president trump's second senate impeachment trial is set to start in two days. rachel scott is at the capitol with more. >> reporter: with republicans dismissing his $1.9 trillion covid relief package -- >> hello? >> michelle? >> reporter: -- president joe biden is turning to suffering americans to shore up support. the video was released by the white house. >> we're putting together a plan that provides for emergency need for people in desperate need now. >> reporter: republicans say the price tag is too high, urging biden to down size and support more targeted relief. but their hands are tied. with control ofhite house and congress, democrats don't need their votes to get it passed. gop lawmakers insist that's a mistake. >> it really seemed like the president's team, the white house staff, dug in and were adamant in saying no, it's our way or the highway.

an abc news investigation found more than two dozen who stormed the capitol said they were following the president's lead. but trump's lawyers say he did nothing wrong. arguing the trial is unconstitution unconstitutional. >> it's unclear how long the trial will last. one of trump's lawyers asked that it pause during the jewish sabbath. they will respect that request. conversations about the structure of the trial continue. rachel scott, abc news, capitol hill. as for trump's impeachment trial, a majority of americans say he should be convicted and barred from holding federal office. that's according to a new abc news/ipsis poll released this morning. 56% said he should be convicted. the support is up from a similar poll from last month in january. meantime, after more than two weeks in office, that same poll finds two-thirds of americans approve of president biden's covid-19 response.

to impact mainly the pacific northwest, i should say northwestern california. we'll be on the tail oenld of it. it pushes through on friday and the next system is poised to move through hopefully into next weekend. right now, rainfall estimates seven days out, a long ways out, but maybe a half inch in san francisco. that will change, of course, and as we look at highs today in the mid-60s in oakland, 68 for you in concord and santa rosa, looking at 64 san mateo, so slightly cooler. the accuweather seven-day forecast still is sunny and mild today with above-average readings. tomorrow, more clouds, cooler, and breezier tuesday. wednesday, another mild day. but by thursday, a level 1 system. the rain should not impact us too, too much with a level 1 system on friday, but it's saturday hoping that trends wetter and maybe some impacts in the mountains as well. >> let's hope we get that.

spirits are soaring for more than a dozen bay area girls about to make history. tomorrow they will be among the nation's first female eagle scouts. 14 girls in the silicon valley, monterey bay council, boy scouts of america achieved the rank. the group is composed of young college students, a home schooler, two 13-year-old girls and even a member of the national guard. >> so many historical figures and notaries have worn this ring. we have eagle scouts that have walked on the moon, former presidents. >> it's surreal to actually achieve this. >> eagle scouts seemed so big and beyond me. it's crazy i'm here now, that i've done so much.
