it comes amid signs of real progress in hospitals coast to coast. this morning, positive signs in the fight against covid. a four-week downward trend in cases has resulted in a 50% drop in infections since the peak on january 8th. and for the first time since november 2nd the country is reporting fewer than 100,000 daily cases. the vaccine rollout slowly gaining momentum. 9% of americans have now received at least one shot and pfizer is ramping up production of its vaccine cutting the time it takes to make a batch from 110 days to just 60. but this morning, variants of the virus are threatening progress. south africa has now suspended use of astrazeneca's vaccine after data showed it gives only minimal protection against mild to moderate sickness caused by the south african variant of the virus, and in the u.s. a new study not yet peer reviewed suggests cases of the highly contagious uk variant are potentially doubling every ten days.

>> it does show that we have likely more of the variants floating around in our population. we haven't been doing the genomic sequencing that robustly as countries have been doing, and that could explain why we may still see surges in the future. >> reporter: and health officials now fear a surge in covid cases following last night's super bowl. buccaneers fans taking to the streets in tampa after the big win. >> i am worried about today being a superspreader event. we've seen this after a lot of events and a lot of holidays. >> reporter: in the meantime, progress in getting kids back to class. in chicago the teachers union and the city reaching a tentative deal to bring teachers and students back to in-person learning this week. >> we have taken a momentous step forward in our journey of renewal and recovery. >> reporter: and in san francisco a tentative agreement could have kids back in public schools soon after learning remotely since last march. teachers unions have demanded they be vaccinated before kids

return but the cdc director last week said schools can safely re-open before teachers are vaccinated. as early as this wednesday, the cdc is expected to release official guidance on re-opening schools. president biden calls the closure of schools a national emergency. >> it generally is a national emergency. >> do you think it's time for schools to re-open? >> i think it's time for schools to re-open safely, safely.. you have to have fewer people in a classroom. you have to have ventilation systems reworked. >> despite the encouraging news 462,000 americans have now died from covid. house democrats plan to introduce a child tax credit bill today. they want to provide at least $3,000 per child as part of president biden's covid relief plan. meanwhile, treasury secretary janet yellen says americans earning $60,000 a year should get stimulus checks, that's higher than the $50,000

threshold currently being discussed. talks resume this week. millions of americans will be taking a polar plunge with dangerously cold air moving in after yet another storm. abc's megan tevrizian looks at the extreme conditions. >> reporter: this morning, parts of the u.s. bracing for another round of potentially deadly temperatures. this dam in wisconsin icing over as windchills in green bay plunge to minus 23. the single digit temperatures dipping all the way south into oklahoma. the bitter blast now invading the east where people are digging out from two snowstorms in less than a week. greeting dangerous driving conditions in places like here in charlottesville, virginia and in lakewood, new jersey, where crews pulled this car out of a ditch after it slammed into a guardrail. the winter weather also triggering deadly avalanches. this video showing two snowmobilers in utah moments after getting caught in an avalanche running behind trees for protection. >> i pulled my chute.

it didn't work. i heard hunter yelling. and here he is. you okay, bud? >> reporter: another avalanche in utah killing four skiers in millcreek canyon's back country. e millcreek caon. search and rescue. >> reporter: 15 people have lost their lives since february 1st making this the deadliest week for avalanches in the u.s. since 1910. experts say dry conditions in the late fall formed a weak base layer and now new storms are adding heavy snow to that weak base. >> those avalanches are both very easy to trigger, and they're also breaking very wide. >> reporter: plus, in an effort to to avoid covid-19 restrictions at ski resorts, more skiers are heading into the back country where there are no avalanche protection measures. megan tevrizian, abc news.

welcome back. up to 150 people are feared dead in northern india after a glacier broke apart in the himalayas unleashing a flood of water and debris. floodwaters also damaged homes, broke through a dam and forced the evacuation of villages. a frantic search is under way for dozens of missing people but there was a moment of hope. cheers were heard as this man was pulled to safety from a trench after four hours. former president trump's impeachment trial begins tomorrow. we're learning more about the arguments both sides will make as democrats try to prevent trump from ever running for office again. abc's andrew dymburt is in washington with the latest. andrew, good morning. >> reporter: good morning, kenneth and mona. so trump's defense team has already indicated that trump will not be testifying and impeachment managers aren't expected to be relying on any witness testimony, instead focusing their efforts on video from the capitol riot to try to plead their case. he will be the first president to undergo an impeachment trial after leaving office.

>> the managers on the part of the house of representatives are here and present and ready to present the article of impeachment. >> reporter: former president donald trump's senate trial is set to begin tomorrow, his second in as many years. he's facing a single article of impeachment which alleges he incited the january 6th riot on capitol hill. there are key differences between this twiel and the first including that trump is no longer president and therefore cannot be removed from office. >> we're going to do our constitutional responsibility and hold a trial. >> reporter: many republicans however arguing the trial is unconstitutional. >> if you believe he committed a crime, he can be prosecuted like any other citizen. impeachment is a political process. >> reporter: meanwhile, a new abc news/ipsos poll shows a majority of americans say trump should be convicted this time and barred from holding federal office ever again, and this trial unlike the last is expected to focus less on witness testimony and more on video from the deadly insurrection. it would take 67 senators to

vote to convict trump meaning democrats would need the support of 17 republicans to secure a conviction. another contrast from trump's first trial when no republicans voted to impeach, this time ten gop house makers crossed party lines including liz cheney who stands by that decision. >> we've never seen that kind of an assault by a president of the united states on another branch of government, and that can never happen again. >> reporter: and much like the first go around conviction is unlikely given the number of gop senators who have already voted they believe the trial is unconstitutional. >> people have to judge for themselves, are we going to impeach and potentially criminally prosecute people for political speech when they get, say, get up and fight for our country, let your voices be heard? has nobody in this country heard figurative speech? >> reporter: and this will be somewhat of a two-part process. if enough vote to convict the chamber could hold a second vote
