the upper 40s to low 50s. mid to up 50per 50s for noon. better chances of rain coming up in the accuweather seven-day forecast. i'll be back with that in a minute. here's kumasi. it is the start of donald trump's second impeachment trial. while he won't be testifying, it will be an undertaking like no other in the u.s. history. the former president is charged with inciting the violent mob attack on the u.s. capitol. andrew is in washington. >> reporter: it has been a month since trump last stepped foot in the white house but he's in the spotlight again on capitol hill, facing impeachment, accused of inciting an insurrection. the rules are set for the historic and second impeachment trial of former president donald trump. each side getting 16 hours over two days to make the case. >> president trump's lawyers have agreed to a bipartisan resolution to govern the structure and timing of the impending trial.

means committee will discuss a democrat proposal for a $1400 per person check there. and for those making $75,000 a year or less, those are the details. julian? >> stay tuned. thank you, jobina. now to a story a lot of you are clicking on at abc7news.com this morning. we have developments in the wave of violent assaults on seniors in oakland's chinatown. police have now made an arrest in one of those attacks where the victim was a 91-year-old man. abc 7 news reporter amy hollyfield is live for us in the newsroom this morning with more on that and the community effort to improve safety. good morning, amy. >> reporter: the video of what haen tt i shocking, it is really angered and mobilized the community. take a look. the 91-year-old man is shoved from behind, and falls to the ground. one man has now been arrested for this attack and two others against the elderly. 29-year-old yahya muslim is now in jail facing assault charges. community members are now

volunteering to patrol oakland's chinatown to take a stance against racist rhetoric and attacks. >> we are trying to protect, i don't want nobody coming over here with bad intention and try to hurt somebody. we're not about that. >> we're here to make sure nobody gets robbed, and any violence. >> oakland's police chief, the new police chief is also focusing on the issue. yesterday was leronne armstrong's first day on the job as chief. but he says he already has new strategies to make chinatown a safer community. those victims that muslim attacked -- is accused of attacking were all hospitalized to treat their injuries. live in the newsroom, amy hollyfield, abc 7 news. >> thank you, amy. white house press secretary jen psaki was asked if the president has seen any of the videos of the attacks and what action he might take. >> i'm not aware he's seen the videos, but he is concerned about the discrimination against the actions against the asian-american community, which

is why he signed the executive order and why he's been outspoken in making clear that, you know, attacks, verbal attacks, any attacks of any form are unacceptable. >> the executive order was issued during the president's first week in office, acknowledging racism being directed at asian-americans and pacific islanders. it also directed the department of health and human services to avoid using language that could be offensive to that community as well. menlo-park based facebook is extending its policies on unfounded covid-19 claims. it will immediately remove any posts with unproven falsehoods about all vaccines, including those claiming vaccines cause autism. this includes any user generated posts and paid ads on facebook and instagram. facebook will be adding helpful data to inform you of the covid-19 vaccine. >> you can see the rate of people who would like a vaccine in your community, the rate of people who are wearing masks in your community, you can take a

welcome back. we'll start with cloudy conditions in san francisco where the temperatures are anywhere from 48 to about 53 degrees. pretty mild this morning. you can see most of us are mild in the upper 40s to low 50s. pittsburgh, 53 one of the warmer spots also. a few sprinkles out there. so far haven't hit any rain gauges yet. so we haven't had anything measurable. but we'll keep an eye on it. better chance of wet weather we promised this thursday. we'll start thursday at midnight.

green light to hold indoor worship services. attendance is 20% of capacity. this comes after a temporary order by the u.s. district court saying the county is not exempt from a u.s. supreme court ruling on friday that lifted california's ban on those indoor services. part of our efforts to build a better bay area includes tracking the long-term impacts of covid. patients are reporting difficulty paying attention and problems remembering names and conversations. a ucsf neurologist published a study that shows 20% of participants, one in five, had persistent cognitive symptoms after covid infections. abc 7 spoke with at least two people who are experiencing brain-related symptoms. >> i went to go to the store and i started feeling dizzy and i'm, like, where am i going. i turned around and came home. i'm like an alzheimer's patient. >> i'm not able to do more than one thing at a time well, so i

hi, welcome back. january and february are two wettest months of the year. we haven't exceeded 100% in an entire month. we have in oakland, but the longer we go into the month without rain, that will eventually drop. the biggest discrepancy is livermore, 91% last month, 10% this month. san jose 95% last month, only 6% so far this month. and as we head through the next couple of days, you can see rainfall amounts could get up to around half to three quarters of an inch by the time we get through monday's storm i want to turn it over to julian now. i hear he has a fun if not

possibility of some wet weather in venetia and carquinez bridge as well. this is a morning laden system coming through over the next several hours and then we'll have mostly cloudy conditions like we're seeing from sutro tower this morning. so sprinkles possible during the morning commute, and we're starting off pretty mild, upper 40s to low 50s. we'll hang out there all afternoon and drop down to the 40s and 50s by 7:00. more on the next chance of rain, i'll send it to jobina, issues on the bridges she says. >> we're going to start out with a look at the toll plaza. mitering lights came on at 6:05 because of an earlier stall on the bridge. no we have a new stall on the upper deck of the bridge, so check out that backup extending all the way to emeryville right now. so just expect delays there. if we bring in our south beach camera, you get an overall view of the bridge, once you make it through those mitering lights you can see how slow it is. it is going to take you a little over 22 minutes to make your way into san francisco. and one of the lanes looks like

it is not moving. that might be the lane where we have the stall there this morning. heads up to you if you're making your way to san francisco. also i'm tracking developing news in the south bay this morning. san jose police are investigating a homicide after a man was found lying on a sidewalk. it is unclear how this person died, police say it happened just after 2:00 this morning on santa clara street. police do not have any details on a suspect or a motive. officers say this is the fourth homicide of the year. both directions of the road from 26th street to highway 101 are closed off. and this is a live look we have from the area right now, so if this is a part of your commute as well, please avoid the area. kumasi? >> all right, thank you, jobina. as abc 7 works to build a better bay area, we are tracking when and where you'll be able to get your covid vaccine. today what will be california's largest vaccination site is set to open up at levi's stadium. amy hollyfield is live in the newsroom with more on how many people this site will serve.

amy? >> reporter: hi,ma. what they can to do are two different things now because of supply issues. they have set up the huge space levi's stadium to be able to vaccinate up to 15,000 people a day. that would be huge. but they don't have enough vaccine for that plan right now. so they will start with 5,000 people a day, still huge numbers. hopefully we'll make a huge difference as we fight this virus. the site will accept santa clara county residents 65 and older, and eligible healthcare workers. and this will be the largest vaccine site in the state. so bragging rights to the bay area for sure. the 49ers do not practice here in the off season. so they don't need the space until august. so looks like they can stay for a while and give out these shots. governor gavin newsom will be there today to kick off this first day of giving people shots. so a big day in the south bay as they start this plan. they do have a website where you

can book appointments and we have it linked on our website, go to abc7news.com for everything you need to know. live in the newsroom, amy hollyfield, abc 7 news. >> thank you, amy. today a new vaccination center is opening up in the north bay, sonoma county will open the first of three new centers. it will be at the petaluma campus of santa rosa junior college. a second vaccination center opens tomorrow at the gymnasium in windsor and third site opens one week from today at sonoma valley veterans memorial hall. residents 70 and older are eligible. there have been some concerns that california is sacrificing equity for speed in vaccine distribution. and this comes after the state scrapped distribution plans that prioritize essential workers and low income people for an age-based system. some bay area leaders say there has been a lack of access of minority communities, but that things are in san francisco, t drop-in vaccine centers are now

open in black and latino neighborhoods for people 65 and older. the southeast health center opened in the bay view, one of the hardest hit areas. and infection rates there stand at about 10%. >> i feel relief, believe me, because likely thank the lord have not been sick. but i've been very close to people who have come across it. >> after seeing folks who look like them are getting vaccinate seen and they are okay and they're protected. >> another vaccination site in the mission district is also open at 24th and cap street. appointments are required. we have got new details about san francisco's plan to reopen schools for in person instruction. part of it hinges on teachers and staff getting vaccinated. and abc 7 news learned it will happen in waves. the first wave is made up of 12 schools, five early education sites, six elementary schools. >> the staff at the school is

first so we can begin bringing back the students. >> the vaccinations are required if san francisco is in the red reopening tier. now, if the city reaches the orange tier, though, vaccinations would not be required for reopening. with the spread of the coronavirus slowing at this point, it is possible the city could move to the red tier by some time next week. today san francisco mayor london breed and health director dr. grant koufax will provide an update on the pandemic. stream it live at 11:00 this morning on abc7news.com and our free connected tv app. sierra high school in san mateo is switching from in person to distance learning for the next two weeks because someone who was on campus last week later tested positive for covid-19. parents were notified on friday, and students on campus were sent home once word got out. sierra tells us the transmission didn't happen on campus, the faculty and students who have close contact with the individual were informed that they were potentially exposed.

some faculty and staff will need to quarantine and that's why the school is transitioning to virtual classes until february 22nd when some in person classes are scheduled to resume. marin county health officials are touting their reopening of classrooms as a success story. >> this week will reach an important landmark with schools, 1 million combined days in school, physically in classrooms, for children across marin since we began reopening on september 8th. that is something the whole community can be proud of. >> more than 17,000 students have returned to in person learning since september. health officials say there have been just ten cases of suspected in school transmission of covid. also happening today, it is the beginning of the second senate impeachment trial of former president donald trump. jobina is at the live desk with all of the details on how this historic case will be pla

in the south bay, japan town's community leaders in san jose are heart broken after a beloved monument in their neighborhood was vandalized. abc 7 news reporter chris reyes shows you security video footage of crime. >> the person takes something out of the -- and they know it is wrong, because they hide when cars drive by. >> by monday morning, this is what it looked like, a monument beloved by san jose's japanese community, vandalized. the security footage captured the crime. >> you can't believe somebody would do something like that to something that -- the struggles and the sacrifices of the first generation of any immigrant community. >> reporter: the granite stone honors the issei pioneers who settled in santa clara valley.

police say he was driving a stolen suv, ran a red light, causing this eight-car pileup near sf state university last week. 26-year-old sharia killed. lyons was previously arrested in december for driving a stolen vehicle without a license and under the influence. now to the morning money report. san francisco-based old navy is shutting down its mission bay headquarters and moving in with its parent company gap. many workers have been working from home because of the pandemic. it is not clear when old navy will move out of its current location. gap says all of its units will now be located in two buildings along the embarcadero. now a live look at the new york stock exchange. trading gets under way this morning. you can see we're still down now by about 80 points. chevron says oil may not be its largest business in 20 years. the company's ceo said yesterday that oil and gas will still be a

big part of chevron's business in 2040. however, expansions into cleaner alternatives like hydrogen, renewable, natural gas, and carbon capture will be a larger part of its business. one thin wl not be investing in solar power. this morning, a new warning about fake face masks. feds seized millions since the start of the pandemic. but counterfeit n-95 masks are being sold to hospitals and medical providers. the department of homeland security and manufacturer 3m say the fake masks have been mixed into the supply chain across the country. officials have not said if the counterfeits are less protective. investigators have tip oz on how to tell the difference between real and those fake n-95s. >> if you look closely at the writing on the mask, it says 3n as in nancy. the quality of the inside of the mask is not as good as the authorized respirator mask.

commute. and more rain likely out of thursday's storm than saturday's. we also have another storm monday. so let's just jump into what is happening now. we'll get to that monday forecast. you can see over the san pablo bay, the bridges, some sprinkles trying to reach the ground. the dry air really evaporating most of that below 10,000 feet. if you have a chance, it is over the golden gate bridge, where our best radar return is right now. so let's take a look at what's going on with our temperatures today. because of the cloud cover, close to yesterday, which is around 60 to 62 inland. about 57 to 60 around the bay. and mid to upper 50s along the coast. here is a look at future radar. the models aren't picking up on anything reaching the ground this morning. there may be a slight chance during the afternoon hours. secondary push of energy hits some of our higher elevations. especially the diablo range and the santa cruz mountains. some sprinkles to a light shower there and north bay mountains during the evening. then again, that is just the newest model picking up on that.

that hasn't been consistent run to run. so for the most part, i'll keep it dry for your evening outdoor planner and just dress warmly. temperatures eventually get into the upper 40s to low 50s. we'll fall to the 30s in our deepest valleys. so it is an off and on forecast. clouds on today, sunshine, off tomorrow, then rain on thursday through friday morning, friday afternoon and evening it is going to be out. saturday features rain through sunday morning. sunday afternoon does not. monday, another chance of some wet weather. julian? >> thank you, mike. east bay city is offering free covid testing starting today for three days. drive through testing will be available in the parking lot of the holly community center in union city. officials say appointments are not required, but they are encouraged and can be made online on the color website. the site is open today through thursday from 9:00 to 3:30 in the afternoon. the city of san jose will continue talks today for hero pay for grocery store workers.

if approved it would give workers with 300 employees nationwide a $3 an hour pay bump. today the city council is expected to hear more information about the economic impact. the california grocers association says it will lead to higher food prices. and a nevada couple is proving that true love is destiny. they recently remarried more than 50 years after getting divorced. let's meet diane and dennis reynolds. they tied the knot right after high school. they had two kids. but then they went their separate ways after 4 1/2 years. both got married, had more kids, decades went by, they reconnected when both their spouses passed away recently. diane is recovering from a fall in the hospital when she got flowers from her high school sweetheart. they spoke with abc's will ganz. >> my daughter said to me, mom, he's not asking you to marry
