reopen schools nationwide could get slowed down by california. the l.a. times reports powerful teachers unions are demanding teachers receive covid-19 vaccinations before they go back. the president has pledged schools serving kindergarten through 8th grade by april 30th, coincidence b with his first 100 days in office. working with lawmakers on a $6.6 billion early action package that allow kindergarten through 2nd grade to return safely to school. he said the plan would ultimately get cohorts up to 6th grade back in the classroom. earlier this week, eighth mayors sent a letter to nusm calling for prioritizing vaccinations for teachers.

abc news 7. new details on the chevron oil spill in the east bay. investigators say this was a diesel water mix that leaked from a chevron refinery pipe. fish and wildlife says an estimated 500 to 700 gallons of the mixture ended up in the water. some shehan reached the shore of keller beach but investigators say there is no sign it impted thunty hazardous materials specialist explained why a shelter at home order was issued only for people with respiratory issues. >> we were not getting reports that the community was gettingmi impacting with strong odors. >> crewsed yesterday skimmed oil off the water. cleanup and recovery efforts continue today.

time. one case is in alameda county and the other in santa clara county. good morning amy. >> health officials have one confirmed case here in santa clara county and another suspected case in the same household. and they say this is the covid variant that was first detected in south africa. health officials say we don't have the resources in the country right now to track all the variants so we should all just assume they are circulating here in the u.s. and we need to stay vigilant. the good news with the santa cl case is it doesn't look like the patient came into contact with anyone outside the home. >> this is an adult who had travel internationally, returned in mid january and then per the mandatory quarantine requirement in santa clara county

at 4:00. >> -- extended through at least monday. in addition to students having to eat in their dorm rooms, the new order bans exercising outside. the cal campus is going through its largest case fight of the pandemic. cal says it is too early to be sure the school has contained the surge. 156 people tested positive in the first week of february. some studentes on the peninsula will soon be able to return to campus for the first time since the pandemic forced schools to close. the superintendent for the palo alto unified school district says middle school and high school students will have the option to come back to school in person as soon as march 1st. according the our media partners, the superintendent made the announcement in a school board meeting yesterday. the new plan calls for sixth grade to return next month. today high school sports goes to the capitol. the state capitol right there. 100 high schoolers from the bay area too will deliver 10,000 signatures to governor newsom this morning.

wouldn't be allowed to wear a black lives matter mask at rule. >> i would have absolutely abided by the rules if they had ahat said black lives matter. >> reporter: and the situation saying we did not fire her. we did not force her out. she made her decision to quit because she did not want to follow the rules. a blm rally is now scheduled for valentines day outside of the restaurant. and the owner says they received threats of violence and are currently closed. yelp has disabled reviews, due to hateful comments. monday night many neighbors we talked with were in full support of the restaurant. >> most places at a winery ar restaurant or hotel or airline you have a uniform. you have certain things off the wear to be part of that, you know, organization. >> if they were to choose one side or the other, they are going to alienate some segment of the customer base. >> but stout says it is not political. it is a social movement for racial equality.

breaking news, the u.s. labor department just released the weekly jobless claims as the country's economy continues to be plagued by the coronavirus pandemic. 739,000 applied for unemployment benefits last week. a decrease of 19,000 from revised numbers from the week before. it is higher than economists forecasts of 760,000. more than 4.5 million people are still receiving state unemployment benefits, down from revised 4.69 million the week before. we'll see how wall street reacts when the markets open in about 45 minutes. a student-run organization is doing its part to give back during the covid-19 pandemic. as abc news 7 southbound journalist shows us the students are using their unique issues to solve resources facing the bay
