covid numbers are improving here in the bay area, there is concern that lunar new year gaer mightri e eslt larew coming up, opening arguments in the impeachment trial of former president donald trump showcases never before seen video of the attack on the capitol. i'm andrew dymburt in washington, d.c. with the latest. and here's a live look from our sutro tower camera this morning. dry now. the rain moves in this afternoon. good morning, everyone. it is thursday, february 11th, and we want to check in with mike to see what the timeline is for this rain in our area. mike? >> that's a great question, kumasi, good morning to you, jobina, francis, thank you for joining us this morning. the storm impact scale you can see today is a 1, mainly for the afternoon and evening hours when the steady light to moderate rain will roll in. there is a chance of brief downpours during the evening hours. gusty southerly winds around 25 to 35, not expecting any damage

traditionally a time to get together, but officials are putting out the word and reminding everyone this is not a typical year. soeople do prepare to celebrate the lunar new year, officials want to remind please only celebrate with the people they live with. if you decide to hold an outdoor gathering, officials point out those should be limited to know more than three households together. and face coverings should now be doubled up to help protect against coronavirus variants. they say we all know what we need to do, we need to try and prevent another surge. >> at this time, the vietnamese and filipino community are among the highest case rate in the asian group. we saw a spike after thanksgiving, we saw a spike after christmas, and we do not want to see a spike after lunar new year. >> reporter: officials say they hope people will think about the progress we have made with testing and the vaccine and to keep us moving forward, not take

a step back. don't lose sight of the goal to stop the spread. so we can keep everyone safe and hopefully return to normal life and we can celebrate the lunar new year next year. all together. reporting live in san jose, amy hollyfield, abc 7 news. >> thank you. new at 6:00 a.m., the celebrations are looking much different in wuhan, china, where it is now the official lunar new year. streets were packed as neighbors scrambled to buy last minute gifts and ingredients for traditional dumplings. this is the year of the ox. china has been largely virus free for months. covid-19 may have been spreading for two months before china first reported its wuhan original ens in december of 2019. >> a new report out this morning is blasting former president donald trump's covid-19 response saying more action could have prevented about 40% of coronavirus deaths in the u.s. the lancet commission on public

policy and health called trump's response, quote, inept and insufficient. the report blames the former president for failing to create a national response and leaving too many crucial decisions to states. it also says trump's actions led to many americans not believing that public health measures like mask wearing and social distancing saved lives. a major part of our work in building a better bay area through this pandemic is focussing on our students returning to school. this morning the east bay is becoming a bit of a testing ground on what that might look like. a few east bay school districts welcomed back younger grades yesterday, some fear that these early reopenings might only benefit higher income students and further the divide. >> we need more privileged communities open up, that actually adds to the brown esse workers and families experience. >> the growing debate is expected to widen. yesterday a unified group of california business leaders from up and down the state added

pressure to reopen. and they say the negative impacts on student learning and mental health is jeopardizing their future chances in the job market. governor newsom is saying that a deal to reopen public schools is in the works and could be reached as soon as tomorrow for state schools. yesterday the governor said he's working with lawmakers on a $6.6 billion early action package. and that would allow kindergarten through second grade to return safely to school. he said the plan would ultimately get cohorts up to sixth grade classes back in the classroom in the first phase. earlier this week, eight mayors including san jose, san francisco, and oakland, sent a letter to newsom calling for prioritizing vaccinations for teachers. on capitol hill, democrats are expected to wrap up their opening arguments today in the impeachment trial of former president donald trump. some gop senators are calling the case against him compelling. sources tell abc news trump is, quote, furious as he watches the

40s, pleasanton at 42 degrees. temperatures in the mid to upper 40s everywhere else. a little fog around santa rosa. look at future radar, as we head through the morning hours, light to steady rain moves into the north bay, a few random showers are possible for the rest of us. and you can see the yellows and oranges make it all the way down, that's the moderate rain to the south bay by 5:00. everybody is going to be wet during the evening commute. secondary push will move in later that evening, that's when we could get a few brief downpours, ponding on the roadways. as we head to the overnight hours, a few showers early, and then by the time we get up tomorrow morning, partly cloudy, more fog to contend with and some leftover slickness on our streets. so rainfall amounts about a quarter to half inch for most of us. north bay mountains, an inch. rain shower areas, a tenth to maybe two tenths of an inch of rain. more rain in the accuweather seven-day forecast. here is frances wit an issuerfi

traffic alert now. be prepared for heavy traffic. this injury accident is northbound 101 before oyster point boulevard. and it is causing slowdown traffic is backing up, the right lane is blocked. sig alert has been issued, which means it might be out there for some time. in the meantime, consider 280 as an alternate if you're heading to san francisco. what is also slow heading into san francisco is the bay bridge toll plaza. mitering lights aren't on yet, but traffic is slow and go across the upper deck as you make your way to san francisco. so we'll keep an eye on this for you as well. in the meantime, definitely avoid 101 northbound through south san francisco. kumasi, jobina? >> thank you, frances. still ahead, the cleanup effort under way in the east bay after an oil spill. what investigators are saying about how it is impacting wildlife. and a star on the mandalorian has been dropped from the show. the controversial post she made on

terrifying kidnapping for one san francisco man, his two children were taken from him while driving for doordash. sfpd arrested a suspect. the 25-year-old man is charged with stealing the father's car on saturday, while it was running, with the kids in the back. the children were found safe after an amber alert was issued. sfpd says they're still looking for one suspect tied to the case. crimes like that are making many people feel unsafe living and working in san francisco. people want change. sarah vorhaus became a victim last month. she was attacked at gunpoint in russian hill and her puppy was stolen. no one has been arrested. vorhaus thinks more cameras on city streets could help. >> when my attack happened, immediately the next day i was out on the streets with sfpd knocking on private citizens' doors with my face swollen shut

with my eye swollen shut. i had to ask private citizens for whatever footage they had because there aren't city cameras. >> some blame policies like proposition 47 which changed certain low level crimes from felonies to misdemeanors and attorney representing the peace officers research association of california says he believes that law has served as a gateway for worse crimes and no accountability. we also have been tracking the spike in crime targeting asian-american seniors in the bay area. today at 3:00 p.m. on abc 7's getting answers, kristen sze and i will have a conversation with two east bayers, actor daniel wu and w. kamal bell, we'll talk about how the violent incidents are impacting the community. we hope you'll join us and participate in the conversation on our abc 7 news facebook page. new details on the chevron oil spill in the east bay. investigators say it was a diesel water mix that leaked from a chevron refinery pipe.

the spill was next to the long wharf at the richmond refinery. california's department of fish and wildlife says an estimated 500 to 700 gallons of the mixture, which is about 12 to 18 barrels, flowed into the water. some sheen ended up reaching the shore of killer beach, but investigators say there is no sign it impacted wildlife. chevron says the leak continued for about an hour and a half. a county hazardous materials specialist explained why a shelter at home order was issued for only people with respiratory issues. >> with the weather conditions, and having the release over the water, we were not getting reports that the community was getting impacted with strong odors. >> crews used skimmers yesterday to skim oil off the water. cleanup and recovery efforts will continue today. new at 6:00 a.m., mcdonald's is giving kids a chance to get a special edition pokemon card. or cas. whatever o y want. this is annsa speci

last two days, he's pretty tired. it is 45 degrees in san jose. steady rain and breezy conditions this afternoon and evening. more rainy weather for saturday morning and monday. and dryer and warmer starting tuesday. here is a look at our storm system, pretty impressive looking storm there, anytime the warm front comes in, it usually brings in midlevel moisture and that's what we're seeing now. in fact, watch the radar returns fall apart as they hit that dry pocket below 14,000 feet. and that's why i'm expecting most of the rain to be in the afternoon and evening hours. we have so saturate that column first. look at all that yellow, orange, green. we're talking light to modermov afternoon and temperatures in the mid to upper 50s. as far as around the state, anywhere north of 80 will be wet. in the valleys and snow in the mountains. so if you're heading to the high country, above 6500 feet, up to a foot of snow is possible in the next 24 hours. tonight, some upper 30s in lake port and santa rosa, the clouds will open up more. expect some fog there also. e usl ptt

for most of us, february is our rainiest month of the year. and if you average it out, we are supposed to get a tenth to nearly .2 of an inch of rain depending where you live every single day. days you go without rain, that's pretty important. saturday, you can see a few showers we wake up to. saturday afternoon, looking at just partly cloudy to mostly cloudy conditions. sunday, we're looking at less sunshine and as we head into the evening and overnight hours, that's when our next rainmaker will roll in. more like a monday morning storm. you can see saturday, just not a lot out of that storm.

less than aten a vigil is planned tonight for the victim in a deadly car pile pileup. organizers say the vigil will honor the life and show solidarity for his wife and 3-year-old son. prosecutors say 31-year-old jerry jones caused the crash by intentionally running a red light while driving a stolen suv. he pleaded not guilty to multiple charges and remains in custody. lucas film has dropped the mandalorian star gina carano after a social media post comparing a republican to being jewish in nazi germany. carano shared the post from another user. the outspoken conservative played former rebel alliance soldier kara dune in the first two seasons of the widely popular disney plus show. a lucas film spokesperson says she's not currently employed by

with mike, noor stofor that sto is on the way. mike? >> the key kumasi, jobina, good morning, it is not on the way. the live doppler 7 is showing a few green radar returns, most of that is up above 14,000 feet and evaporating before it reaches the ground. light to moderate rain today. a few downpours possible. a slippery p.m. commute, rainy during the commute. tomorrow morning's commute, leftover moisture and a little breezy, 25 to 35-mile-per-hour gusts out of the south. east/west bridges could be dicey during the evening commute. the moisture trying to move in, this is going to evaporate and eventually saturate the column below it. once it does that, we'll see some light to moderate rain move into the north bay by noon. the rest of us, south bay, should have it by 4:00. if not, shortly after 4:00. it just keeps going through the evening hours. just for temperatures in the 50s today. we have some issues on the roads. over to frances. good morning.

>> good morning, mike. good morning, everyone. problems on the peninsula with traffic alert, sig alert issued for an accident on northbound 101 in south san francisco. this is approaching oyster point boulevard. overturned crash is blocking the right lane. it will be out there for a while. heavy traffic north 101 approaching the scene. you may want to consider hopping on to 380 and then 280 as an alternate route if you're heading to san francisco. also new accident reported north 101 millbrae off ramp, near that area, injuries involved as well possibly with a motorcycle crash. and if you're heading into san francisco, via the bay bridge, at the toll plaza, things are starting to back up. we have a live shot for you. and you can see it is slow and go across the span into san francisco. jobina? >> abc 7 is tracking your health as we work to build a better bay area. the covid variant first identified in south africa has been detected in the bay area one case is in county,

the other is in santa clara county. amy hollyfield is more in san jose with more on the variant. >> reporter: health officials say there is one confirmed case here in santa clara county and another suspected case in the same household. and they are saying that this is the covid variant that was first detected in south africa. and they have also found one case in alameda county. health officials say we really don't have the resources to track all of the variants and find out where they are. we should all assume they are circulating here in the united states and we need to stay vigilant. they say the good news with the santa clara confirmed cases, it doesn't look like the patient came into contact with anyone outside the home. >> this is an adult who had traveled internationally, returned in mid-january, and then per the mandatory quarantine requirement in santa clara county, quarantined

several days after returning, then developed symptoms. >> reporter: some vaccines are showing that they aren't that effective against this south african variant. strong otectionld up andpferhoue our immunity as a group. stopping new variants before they have the chance to start, though, is really the key to vaccine success, so they say we all still need to wear our masks and stay six feet apart. reporting in san jose, amy hollyfield, abc 7 news. >> thank you, amy. happening told, u.s. pharmacies will be getting a big boost of covid-19 vaccines from the biden administration. the supply shortage has been the main problem in the slow vaccine rollout so far. but today the federal government will send 1 million doses to some 6500 pharmacies. it is the start of the new mass vaccination wave to move beyond hospitals and stadium sites. this new program hopes to deliver vaccines to as many as

40,000 pharmacies and grocery stores. japan health officials say they will have to throw away millions of pfizer covid-19 vaccine doses because they don't have enough special syringes for the final dose of each vial. pfizer's vaccine comes in vials that have six doses. japan's syringes can only get five doses from the vials. last month japan's health minister announced the country made a deal with pfizer to purchase 144 million doses but without those special syringes japan will only be able to deliver 120 million shots. coming up, tomorrow we are answering all of your questions about covid-19 vaccines. members of our abc 7 news vaccine team including me, reporter kate larsson and dr. patel will be here as part of the discussion. and that is tomorrow at 4:00 p.m. today a high school sports goes to the state's capitol, 1100 high schoolers, some from the bay area, will deliver 10,000 signatures to governor

newsom this morning. they want him to bring back sports immediately. tuesday at levi's stadium newsom said, quote, we're making real progress in restarting sports but didn't specify further. only low risk sports are allowed in the purple tier. many families say the loss of a sports season deeply hurts a student's future. some students on the peninsula will soon be able to return to campus for the first time since the pandemic forced schools to close. the superintendent for the palo alto unified school district says middle school and high school students will have the option to come back to school in person as soon as march 1st. according to our media partner the mercury news, the superintendent made the announcement during a school board meeting yesterday, the reopening plan also calls for a sixth grade students to return next month. the san francisco school board has received quite a bit of attention lately. and now a new issue is causing controversy. it voted to reject a white gay man from a position based on

race. the parent advisory council advises the board on student and parent issues. on tuesday, it nominated seth brenzel to be the only male member. the school board denied him saying the council needs to be more diverse. >> in a district thatas so many monolingual families and so many chinese speaking families, this is not okay to me. >> he's gay. that's an important voice that we don't have right now. and he's a man. there is no males as you said on that committee. >> the parent council is made up of three latinas, three white women and two african-americans and one asian and one pacific islander. the parent council members were surprised since in one on the board had questioned the selection earlier and the board has never rejected a nominee before. today house managers are expected to wrap up their case in the impeachment trial of former president donald trump. yesterday they played a dramatic security footage showing just

specifically. >> wow, if it is in san francisco, no. it will be close. it will be close. in fact, i'll show you coming up, let's talk about that ice storm. that's the worst you get, ice storms, the ice brings down everything. you can't drive on it. the greatest potential is going to be in the southern mississippi river valley. all the way over towards kentucky. we're seeing ice as far south as san angelo, texas. that is very unusual. it gives you an idea how cold it is east of the rockies. at home, mid-40s to around 50s, mostly cloudy sky, east bay shore. and pretty much the same thing everywhere else with a little bit of fog up in the usual spot, santa rosa. san jose, red sky morning, sailors take warning, in this case, yes. true. because we do have a lot of wet weather coming later. so my commute is really based on what is going to happen for your afternoon and eveningom th g' commute is pretty quiet. caution everywhere because of the breezy conditions and wet weather coming in. you can see the winds picking up by the time we get to lunch.

out of the west, about 10 to 20 and they come out of the south at about 20 to 25 during the evening commute. and that's when the bridges, especially the east west runs will be wet and you're going to have issues with a crosswind. so, light to moderate rain, up through 1:00, you see a few green, jobina. kumasi, right around san francisco, 1:00. so i can't give you the all clear. and more ways of light to moderate rain through the early evening hours. by tomorrow morning, we're waking up to partly cloudy conditions and leftover moisture on the ground. a quarter to a half inch of rain possible, a little less on the south bay where we'll get that definite rain shower. we're going to turn it over to frances watching our roads for us this morning. hi, frances. >> hi, mike. good morning, everyone. heads up if you take north 101 for your commute this morning. i have a few hot spots for you. first, a sig alert in south san francisco. northbound 101 approaching oyster point. sig alert for a crash, an

welcome back. we have new details involving a boat fire. >> i'll take it from here, jobina. human remains have been found on the boat and the contra costa county sheriff's office says it sank after it caught on fire on sunday. the man who lived in the boat was reported missing. yesterday, they raised the boat and examined it to discover the remains. the coroner's division will be conducting an autopsy to determine the cause of death and to identify the person. a very well known north bay restaurant is telling us that they're getting some really harsh messages. even threats for not letting a server wear a black lives matter mask at work. >> standing up for the
