this is "abc7 news." >> just looking at how we can keep everyone comfortable and dry. >> the first of three storms is drenching the bay area right now. and that's not welcome news for some restaurants that just reopened for outdoor dining. >> and we have live team coverage on tonight's wet weather. let's begin with meteorologist sandhya patel, who is tracking the storm with live doppler 7. sandhya? >> let's take a look at live doppler 7 right now. it is considerably different than what it was just a few hours ago. so let's take a look at where it is raining right now. light rain being reported around san jose, willow glenn, evergreen area. as we look at the east bay, tesla road, around livermore, some light showers at this hour. winds are howling, gusting to 51 miles per hour. mt. diablo, 47. so the highe elevations getting the stronger wind gusts. isolated showers not out of the

[ inaudible ] >> reporter: handyman tony, rushing these supplies to an emergency roof repair in san francisco. >> that's the only way we can stop the water. the roof is exposed. >> the latest storm keeping some outdoor diners away. managers at gravity tavern are determined to keep every reservation on valentine's day. >> if we have to bring in tarps and block out the drips, we'll do it. would bnlt the first time. we're going to make it happen. >> reporter: the storms are welcome news to water officials, but it won't be enough to get us out of drought conditions.

announcing he's made a deal for an additional 200 million doses of pfizer and moderna vaccines, suggesting there could be enough for all adult americans by the end of july. >> we're also able to move up the delivery dates with 200 million vaccines faster than expected. >> and 100 million doses promised by june will be delivered by may. dr. anthony fauci says the vaccine will be open to all americans as soon as april. >> i would imagine by the time we get to april, that will be what i would call for better wording, open season. virtually everybody and anybody can start to get vaccinated. >> reporter: at that point, you should be able to get a shot in pharmacies, community centers and mobile clinics. by september, even first graders may be able to get the vaccine. also, the "new york times" reports that president trump was sicker than his doctors acknowledged in october when he

had covid. he had lung problems associated with pneumonia. and the times says the former president resisted going to the hospital until aides told him he could walk out on his own or risk waiting until the secret service was forced to carry him out. vaccine supply is a major issue across the state. the site at dodger stadium will be halted tomorrow because they ran out. the site is capable of administering up to 12,000 shots a day. the mayor says he hopes to get more supplies by next week. "abc7 news" confirmed that so far, no vaccination sites here in the bay area are in danger of shutting down. but vaccine supplies remain limited and unpredictable. the state's largest site opened on tuesday, capable of giving up to 15,000 shots a day. with current supplies, they're only doing about a thousand.

the m clinics at the event center are able to vaccinate 2,000 people per day, only if supplies are available. >> i'm definitely concerned. that continues to be a challenge for all of us. the unpredictability of the supply makes it very difficult to plan, particularly for large vaccination events. >> the state supply crunch won't impayable the oakland coliseum next week. that location will get its doses directly from the federal government. organizers plan to give 6,000 shots a day when it opens on tuesday. b.a.r.t. will offer a free ride home for anyone who gets a shot there. starting tomorrow, cvs is beginning its free coronavirus vaccinations for health care workers and people over 65. the shot also be offered at select stores in 16 bay area cities, from san francisco, oakland, and san jose, to as far out as vallejo and concord. we have the full list, including

today. >> reporter: seen here roller skating, he was a dartmouth graduate who spoke five languages, received his green card and just moved with his family to san francisco. the driver suspected of causing the accident, jerry lions, is believed to have ran a red light, speeding in a stolen car, and under the influence when he crashed. >> i'm sorry what happened to you and our city. i was born and raised here, and this is not the city that i remember it to be. >> reporter: lions has been arrested numerous times in recent months. and last week, hanna blamed the district attorney for allowing him to be out on the streets. thursday night, the san francisco sheriff was in attendance, along with the poa and just concerned citizens. >> i don't think that people with five, six, seven arrests should be allowed to be out on the streets doing this. >> i ask that we take a moment of silence and honor the life of my husband and best friend.

get vaccinated in the same tier as health care workers. >> why did it take the state close to a month to realize this loophole existed? reporter stephanie sierra is pushing for an explanation. >> it's an issue now of scarcity, an issue of supply. >> reporter: as vaccine supply hits a new low across the state, it's even more crucial the vaccine is getting into the arms of those most vulnerable. >> it's frustrated when people that are more resourced, more connected, perhaps more technically savvy and find out about information, get ahead of the line. >> reporter: yet the governor's administration allowed that to happen. >> some people are not getting appointments. >> reporter: she is a fitness instructor in santa clara county. on january 7, they were told they were eligible to receive the vaccine under tier 1a after the state released guidan

and she classified under the classification of health care workers. >> there was an email that went out saying that. i was like, hold on. >> reporter: word spread fast about the alleged new classification. a manager in santa clara was tagged in this post on facebook, encouraging her colleagues to call a toll-free number to schedule their appointment, writing yes, you are a health care worker. >> we're not health care. >> how many fitness instructors have taken advantage of this classification? >> about 15 to 20 i know of have taken laj of this loophole that we call it. but there are so many emails that have gone out from the different places in the area, as well as just thousands of fitness instructors in general. so imagine all thousand of them clogging the system. >> were any of these fitness instructors 65 or older? >> these are instructors who are

strong and he willny, and they're probably just over 25, between 40, 45 even. >> reporter: the bay club corporate headquarters, which has 23 locations in california, encouraged employees to get vaccinated starting in january. abc 7 received the following statement -- >> reporter: but it wasn't until last friday the state changed the rules. they wrote -- >> we should really allow these vaccines to go to the health care workers, to the elderly, to those who are eligible for real. >> reporter: why did it take a month for the state to realize that?

we reached out to the california department of public health for an answer, but have yet to hear back. >> whenever somebody puts themselves in line ahead of another person, they're putting another person's life at risk. >> reporter: cindy chavez says it's infuriating, as high-risk communities in her district are struggling to access the vaccine. >> you're 75 or old and a female in our community, we have only vaccinated i think about 5,000 out of 45,000. >> will you make it a priority to make sure the state is aware of this, to ensure better oversight? >> we have been on an ongoing basis communicating with the state and at local level to be as clear as we can. >> reporter: but apparently it's not clear enough. >> there needs to be a lot more diligence and ensuring they check the i.d.s of the people who are going in and making appointments. >> reporter: she says some of her colleagues have been able to get vaccinated even after the rule change.

several well under 65 sent texts to other instructors this week, after successfully getting a vaccine and encouraged them to still try. >> they're not being checked. so they go to whatever hospital they go to, and they've been vaccinated. >> reporter: the question is, how many took advantage of the loophole before it closed and is it really being enforced? the district attorney's office made it clear, anyone who is not in tier 1a and tries to jump the line is doing so under penalty of purgery, which is a felony in california and punishable up to four years in prison with a maximum fine of $10,000. >> let's transition to the weather and the rain falling once again. >> yes, a good amount of it today. sandhya patel is here with how long this is sticking around. sandhya? >> yeah, not much longer. as a matter of fact, it's pretty much done.

i want to show you live doppler 7. isolated showers shows up just off the coast and right around the south bay. really light stuff right now. so i want to take you back in time, several hours, and we did get a good soaking tonight. as a matter of fact, look at the rainfall totals. had up to half an inch in san francisco. oakland, just under that. 0.63 in santa rosa. 0.9 in mill valley. concord, the rainfall, 0.17 and half an inch in ben lowman. 40s, 50s, cloud cover and look at this, this is from our lake tahoe camera. the snow is coming down. they're chaining up on all roads leading up to tahoe and they are seeing the snow where the winter weather advisory is up until 4:00 a.m. up to 19 inches expected for the

highest peaks there. we're starting to see clearing. isolated showers overnight tonight. patchy morning fog tomorrow. dry and breezy for the afternoon. you get your break and then two more systems for the weekend. temperatures in the morning in the 30s, fours, definitely watch out for the fog and bundle up. it can going to be chilly. upper 50s to 60s. in fairfield, breezy with clouds just streaming through the bay area and filtering our sunshine for the afternoon. and then a level one system comes in for saturday. scattered light showers under a 10th of an inch of rain is expected. we'll take any moisture we can get. breezy at teams. here's a look at the hour by hour forecast. 6:00 a.m., you see the showers developing in the north bay, crossing the east bay. and then really by 9:00 a.m., it's mostly south and east bay before it exits.

it's going to be done before the lunch hour. in the mountains, a few more snow showers, as well. here's a look at the accuweather seven-day forecast. featuring morning fog followed by a dry afternoon. you get the break, light showers saturday morning. valentine's day looks nice except in the north bay. there will be rain arriving in the afternoon and evening. and a chance at least sunday night. and monday we expect the other light system. it's going to be milder as we head towards the middle of the week next week. >> clearing up for valentine's day, thank you very much.
