cloverdale, otherwise that level one system coming in throughout the evening hours. it will bring anywhere from a tenth to two-tenths for your president's day holiday. we get towards the second half of your monday. so we'll track that for you, talk about the week ahead and see if we can get any significant rain coming our way next time we see you. liz. >> all right. happening today, the calm for safety and justice for asian americans moves across the bay. dozens of community groups are hold a rally in san francisco, similar to what we saw here in oakland on saturday. of course, we have teen violence against the asian community, particularly the elderly has been front and center into the national spotlight. you seen videos of the these deadly senseless acts caught on camera. putting our neighbors in frozen fear. the race for social justice, they work to build a better bay area. this morning abc 7 news ohrter

matt boone explains why the support and unity may be much more complicated. >> reporter: this is what solidarity looks like in oakland during a pandemic. dr. jennifer tran is the director of the oak vietnamese chamber of commerce and helped organize the event saying she was surprised by the turnouts. >> it meant that other are listening. >> reporter: one of those incidents happened on thursday a. woman has just exited the quickly tea shop when a suspect jumped out of a car and stole her purse before speeding away. >> he got in her car and left away without her purse. >> reporter: that's the owner of the store chen wen who spoke to the crowd saying he was frustrated by the slow police response. >> two days and they still haven't responded to us yet. that's way too long. >> reporter: but the idea of increasing police resources in oakland is at the center of a louder organization.

they held up signs to de-fund the police, fund communities, not cops. >> often times when the city budget is tight, communities are pitted against each other fighting over crumbs. >> reporter: he came with a shirt asian black unity. >> first funding the city isn't all on police. >> reporter: mayor libby shaft said they will be reinstituting a police liaison saying the horrific targeting of victims based on race or nationality has no place in our diverse, sanctuary city of oakland. >> i am happy to hear because of the community concerns that that person will be restored. >> reporter: that's the oakland city president, she says she feels these discussions need to be had in a public forum in front of the city council to be

join us for that. meanwhile, eric swalwell served as an impeachment manager. he is saying despite the acquittal, it proves trump is guilty of the greatest constitution. >> this is not the end of the accountability for donald trump. it's not the beginning of the end. it may be this trial the end of the beginning. but have you criminal proceedings taking place in georgia, manhattan, who knows, for some of the federal exposure the president has and, of course, all of the civil cases that were suspended because he was president will now come home to roost. >> congressman swalwell blasted the former president for the delay in calling in the national guard during the insurrection. he also says senator mitch mcconnell gave trump a loophole. >> we needed more than words. we needed deeds. and for the seven who voted guilty, you know, they did the right thing. they followed the evidence, you know, for leader mcconnell, he gave the president a loophole and again i this i the american people know what the president did and you know he'll be held accountable in other forms,

whether it's civil or criminal liability. but we did our job. >> trump still faces a number of legal challenges, including a probe in georgia over his attempts to overturn the election. coming up on "this week," republican senator bill cassidy talks exclusively after his surprise vote to convict trump. you can watch that on george stephanopoulis at 8:00 a.m. on abc 7. all right, let's turn to the coronavirus pandemic. we are seeing steady improvements. that's good news. california reported 433 deaths on saturday that number remains high due to a case surge that lasted until the second week of january. the seven-day positivity rate is down to 4.1% for the first time in months. the number of people in the hospital is 9,444, dropping more than 50% since the beginning of this year. and as california expands its vaccine eligibility list, questions are quickly mounting over who is considered highest risk and how much it will be up

for doctors to decide. abc 7 news reporter louis spoke to a disability advocate who says their underlying health conditions should be on the list. >> reporter: for nearly a year, the fear of getting covid has isolated her from the rest of the world. carice was diagnosed in 2013 two a chronic disease. >> i live with axial spond lo arthritis, which is an inflammatory condition that affects my whole body really. >> only left home for doctor's appointments or when her health has been at risk. >> last year i went to the emergency room for of infection. >> reporter: when california expanded the vaccine, eligibility to ages 16 to 64 with underlying health conditions. carice thought they were included. but the expansion only listed those the state's categorize as the highest risks, which

included those with cancer or heart conditions among others. if you keep controlling down, it also includes individuals who are likely to develop severe life-threatening illness or death from covid and the state advises for healthcare providers to use their clinical judgment. >> and my instinct tells me there may be discretion at the provider's levels, saying, hey, are you not in these listed disease categories, you are still immunocompromised or high >> reporter: that's the grey area some california medical doctors are concerned about, wondering how often power will they have in deciding who is at the highest risk. >> reporter: dr. nadine burks harris of public health matters says the supply is still limited and responded. >> it's really crucial for providers to really exercise a fair amount of recognition of the scarce supply and to ensure that those who are at highest

welcome back. this morning, san francisco police are investigating a shooting that left six people hurt. it happened in th bay■g vie vie district near 3rd street. police say all six victims are recovering well.

so far, officers have not found the suspect. meantime, police in oakland are investigating a large shooting of their own. just after 1:00 a.m. on saturday morning, six men were shot in the area of 9th and washington streets. all of their injuries are not life threatening. anyone with any idea of what happened are asked to call oakland police a. rewa. a reward of there are 30,000 is leading to an arrest. san francisco's historic st. mary's cathedral is one on the brink of closure. the first cathedral in california held its first in-person mass last night. it's a week of they lifted indoor services in california. iment may be too little too late. the chronicle reports the order of priests owes $250,000 in insurance to the archdiocese. donations have nearly dried up with parishioners forced to stay home for months.

happening today, the owners of the half moon bay will be hitting two farmer's market because of this they are vowing to rebuild based on more of their popular produce after a saturday fire burned the barn to the ground. abc 7 news anchor shows you, it is in a beloved spot of the community for more than 100 years. >> reporter: a symbol of rifle is in san mateo county for more than a century is no more. the historic barn belonging to the andreotti family farms was destroyed friday. >> it's definitely a building that had a lot of soul and a lot of history. >> reporter: nearby homeowners describe the tense moments when the barn went up in flames. >> the neighbors were hosing down their house. my husband was on the roof, because we were afraid of starting embers. so, it was extremely scary. >> reporter: firefighters are investigating the cause but say the barn is a total loss. >> it's almost like losing a family member kind of. and day-to-day operations.

>> reporter: the andreotti family bought the farm in 1926. it first specialized in artichokes, but has evolved to growing fruits and vegetable itself year around. it's known for the annual pumpkin patch. it was used as a produce stand for farm and table ingredients throughout the pandemic. >> our farm suddenly had more meaning in the community. it's really touching to see next door all these beautiful sentiments and memories that people have. >> reporter: and because of that community support, the family farms is vowing to rebuild. >> certainly, you will not have seen the last of the farm. >> reporter: abc 7 news. >> today the andreotti family farms to be at two produce markets. one is in the montclair village farmers in oakland at lasalle and moraga and at belmont

farmer's market at caltrain on el camino real. the perfect get-away weekend for skiers and snowboarders. you can see the whiteout conditions, they're headed into the taco area. it didn't deter drivers from heading up to different ski resorts to check out the fresh snow. capacity is at 50. but friends and families have time to hit the slopes. >> we're with our family that doesn't know how to ski. >> probably done 15 or 17 runs so far. >> a lot of fun. the storm is expected to bring up to a foot of snow in some spots. the chp says to expect some traffic on the way back tomorrow. no surprise, people are having a good time. they deserve it. it's a good social distance, you think? >> be outside, enjoy the great

outdoors. we are looking at the cold air as that system moves in as snow. then as the system pushes through, we'll see warmer air. so looking at maybe 6 inches in some spots, 8 inches above our highest peaks. then we could see a changeover and some that heavy, wet snow. as we look at live doppler 7 right now, it looks pretty cloudy out there. there certainly is a pretty sunrise on the way. to the north, this is where most of the rain has been all season long. if not northern california, then into the pacific northwest. you may have heard about our friends in seattle getting snow, in portland, even texas had snow and ice, for the bay area, it has just missed us and we are barely hanging on with not even a respectable climate logical totals for this season. the mountains are doing better than the rainfall back home here. here's a look at santa cruz, where it is 47 degrees, pretty view here. we'll see upper 50s and not quite a beach day, but tomorrow

maybe a tenth of an inch of rain on the way for you. 48 downtown, 46 in oakland. 43 in san jose, on the coast it's 50 and looking at mount diablo, a few scattered high clouds, temperatures pretty much in the 40s for east bay. 39 in napa, it's 38 in livermore, a little clear sky, numbers are dropping. mount tam, certainly serene looking. upper elevation winds continue to be breezy. partly cluedy this morning. a chance of showers well to the north bay later on this afternoon, that level 1 system coming in throughout the evening hours, lingering into monday, your holiday, president's day, it will be spotty-like showers, if you see anything at all under .2, that .2 comes in along the coastal hills so most of you looking at that time slick roadways. through our hour-by-hour forecast today, the clouds certainly do increase. by about 4:00/4:30 up in sonoma and cloverdale and santa rosa

could see a light shower. through the evening hours, maybe some spotty showers, this is overnight into monday, still waiting on the front. pushes through the north bay throughout the morning hours. so you will get a little clearing rile in the south bay, the either bay, the peninsula, still looking at a few showers there, once again, not amounting to much. in the mountains, a little snow there. as we look at our own totals, maybe a couple-hundreths to a tenth. into monday evening, 100 perhaps in san francisco. half moon bay maybe .2. today one of the cooler days out there. as we warm up, the sun comes out, boy it can be nice tuesday and wednesday. here's a look at those slight snow totals two-to-four inches, looking at maybe, oh, three, four inches and perhaps six inches down by kirkwood. so upper 50s to about 60. that afternoon chance north today. the accuweather seven-day forecast later on today, valentine's day into your monday

unfolds from here. good morning, everybody, thank you again for joining us. we will start this half hour with a look at weather from meteorologist lisa argen. hi, lisa, happy valentine's day. >> happy valentine's to you and everyone out there, we are starting out with a nice sunrise in san jose 280. it is just beautiful, isn't it? numbers in the upper 40s in san francisco, we have low 40s, 45 in morgan hymn, it's 50 on the coast, that, of course, is a nice vision with the golden gate bridge, numbers are coolest in our inland valleys, 38 in livermore, 39 in napa. it's 46 in santa rosa. you see a straight shower later on this afternoon. but for the bulk of the bay area, we have a dry day, increasing clouds, a slow-moving cold front. by 3:00, we will see temperatures in the upper 50s, cloud will have increased across the bay area. by 7:00, we will bring in our level 1 system. that's that weak rainfall system that will allow for scattered

spotty, light showers through the overnight hours into your monday. we are talking less than a quarter of an inch and it will get hung up a bit tomorrow. we'll detail that for you in just a few minutes. liz. >> all right, lisa, thank you. this morning, scientists, lawmakers, educators around parents all collaborating on how to move forward in reopening schools across the country. the cdcs out with that road map to reopening, centered around a color-coded system and classroom modification. most systems already align with the safety protocols with many schools starting to reopen this past week. but other schools around the nation say there are still many more steps ahead. >> it's not just having the guidelines, but it's also making sure we have the resources for it and making sure that districts actually make them real. >> the cdc director michelle wolinski says the guide is for suggestion and will not shut schools down. neither of the two pfizer or

verified, the recall election would happen this summer. new this summer, facebook is building the version of the social media app clubhouse, built by two stanford alumni. it's any invite-only audio track, attracting oprah and elon music. users can listen to interviews and discussions, similar to a podcast but it happens live. facebook executives ordered employees to create similar product. it's in the early stages of development so it's unlikely their version could be released soon. and the pandemic is keeping us home is sort of one benefit and one benefit of that is sharing more of the love you could say on valentine's day today. bay area florists are getting much-needed business because of it. abc 7 was in berkeley on telegraph avenue. customers were lined up outside the door to buy gifts from traditional items, you can see

all right. welcome back. parts of texas have seen a lot of wintry weather in the last week. an arctic blast brought sleet and rain. you see one man trying to clear his driveway, lost his footing. the national weather service says the coldest temperatures since 1949 are forecast for tomorrow and tuesday in texas. take a look at this a flag outside a home was frozen solid after freezing temperatures hit the area. lisa. >> at least, we're not experiencing that here. certainly, some very cold air, ice storms. but back here, yeah, we are missing it. we are missing out on what we need in terms of rainfall. a live look outside, upper 40s here. in the city, we will be dry for most of the day for many of you. some of you will see a few showers, i'll explain next.

but it wasn't without challenges. >> as soon as the house came on the market, you put your bid in and get outbided by 100,000 or more rather quickly. that can be a little bit depressing. >> reporter: they bought the home off market from another black family hoping to make homeownership a reality for a young black couple. after moving into the home built in 1960s. they added an entire floor and 1,000 square feet of space, a deck, my floors, a fireplace and new appliance and got it appraised. >> i read the appraisal. i looked at the number and said this is unbelievable. >> reporter: they say it was an older white woman. they are convinced race was a factor. the home appraised for $989,000, just $100,000 they got it appraised for before they started the work despite $400,000 in renovations. >> it was like a slap in the face. >> reporter: the austins immediately calleder that lender and pushed back. after a month of escalating

their complaints, they were approved for a second appraisal. when the day came, they got creative. >> we had a conversation with one of our white friends. she's like, no problem, i'll bring over some pictures of my family. she made the home look like it longed to her. >> reporter: and it worked. >> it appraised for 1.482, which was 50% more than a couple weeks prior. >> almost 1.5, $500,000 more. >> reporter: the austins were outraged and believe this is another ugly result of systemic issues. >> their implications of the ability to create generational wealth or pass things on the our house is appraised for 50% less than what it's valued at. >> we know discrimination is in nearly every aspect of the office. we need to address it as an industry. >> reporter: discrimination in the housing market comes in many forms and has a long history in our country and in the bay area,

leading to alarmingly low rates of black americans owning their own home. black homeownership lacks across the country with less than half, only 44% of black americans owning their own home in 2020, compare that to white americans. looking at the golden state, just 34% of black californians own a home. in the bay area, the numbers are lower, just 33% of san francisco residents own a home compared to 61% of white san fransicoans. in san jose, the black ownership is thunder% and more than double. >> why are we seeing such a great disparity? >> there are still problems in the housing industry. black people steered away from white neighborhoods, even though that is technically illegal or not having the same access to mortgages that white people have. >> reporter: according to national association of realtors, black applicants are rejected from mortgage loans at rates three times higher than white applicant.
