convicted after the most bipartisan impeachment vote ever. this morning, our new abc news poll with ipsos finds 58% of americans say trump should have been convicted and barred from holding future office, but 83% of republicans believe the trial should not have happened. we do have a lotto get to. much of the country starting the week with dangerous snow, ice and freezing temperatures. hundreds of millions on alert this morning. more than 2.3 million across seven states, waking up without power this morning. >> more than 1.8 million of those people are in texas where marcus moore is there in dallas with the latest. good morning, marcus. >> reporter: michael, good morning. you and i both are texas s look at this. the sidewalk, the streets also packed with snow. this looks like a midwestern city but we're in downtown dallas this morning. temperatures in single digits. the windchill making it feel like it's 11 below and the governor declaring a disaster across this entire state.

this morning, millions waking up in the cold. in el paso -- >> slow down. >> reporter: -- a highway littered with twisted big rigs. this terrifying video in texas, you can see an suv being pulled over, assisted by police when a man starts run. a second car comes rolling down the embankment, slamming into that suv, barely escaping in time. in oklahoma, snow-covered roads making for a messy commute. and the turner turnpike, forced to shut down in both directions after a fiery crash involving two semi trucks and two other vehicles. sending black smoke into the air. several people taken to the hospital. in mississippi, at least five 18-wheelers were involved in this wreck. they are seeing five inches of snow today. watch as this pickup pulls out of a driveway in nashville and then goes sliding sideways down the street. the freezing rains weighing down power lines and igniting transformers in san antonio as temperatures drop below freezing.

>> folks stay off the road so we don't cause a disaster on top of a disaster. >> reporter: across texas, cars unable to find traction. this car sliding and then slamming into a curb. car after car needing a tow to get back on to steady ground. officers out trying to help drivers navigate the dangerous elements, and watch this officer. trying to push that suv back onto secure ground, and when that didn't work, improvising, using the patrol car instead. the other story line here is the al electricity. the demand is so high right now that the energy provider has started rolling blackouts overnight to try to preserve that electricity and this is expected to be below freezing throughout the rest of the week, michael. >> no relief in sight. thank you so much, marcus. millions are also dealing with those bone-chilling temperatures including our alex perez in chicago where they dropped down into the single digits and they had snow overnight. good morning, alex.

>> reporter: good morning, michael. yeah, more snow overnight. the arctic cold has had a brutal grip on the midwest, and it just will not let go. now we want you to take a look behind me here from above. this field of snow you're seeing here, that's like michigan blanketed in snow, we've had several days of freezing temperatures and the ice here continues to build, we're also seeing ice-coated roadways which is making driving a nightmare in several places. some people are waking up to temperatures 30, 40 below zero. with those extreme cold temperatures also comes the extreme danger. frostbite can begin to set on exposed skin in as little as five minutes. and to make matters worse, we're expecting more snow here in chicago and other areas today, and later this week. amy? >> all right. this is certainly going to be an active february. thank you, alex. let's turn now to ginger where the big threats are headed next. good morning to you, ginger. >> reporter: good morning, amy.

we're concerned about freezing rain right here in the northeast by tonight, into early tomorrow. also going to see another storm here on thursday. let me take you through those two storms. the one that did all the damage in texas and the plains, oklahoma too, that's the one we're dealing with tonight into early tomorrow. we think up to a quarter inch of ice in northwestern new jersey, parts of the northern hudson valley, they could see some really rough roadways. then you have that second storm developing in the pacific northwest, northern rockies. it's going to dip down. texas gets hit again and we get snow mostly in the northeast changing over to rain by the end of the week. so a lot of people say, oh, it's february. oklahoma city hasn't seen this type of cold in 116 years. >> look at that map. ginger, thanks very much. we turn now to the fallout over the acquittal of former president trump in his second senate impeachment trial. seven republicans broke rank with the president. unprecedented numbers right there, and they are facing a swift backlash right now.

our congressional correspondent rachel scott is tracking the latest. good morning, rachel. >> reporter: george, good morning. two impeachments, two acquittals, and now a republican party that's divided over donald trump's legacy and the future in the party moving forward. this morning, a reckoning for republicans after donald trump escaped conviction in the senate for the second time. >> the senate judges that donald john trump, former president of the united states, is not guilty as charged in the article of impeachment. >> reporter: even though the final vote fell short of the two-thirds needed to convict it was the most bipartisan presidential impeachment verdict in american history. with seven republicans crossing the aisle to join democrats, declaring that trump is guilty of inciting the deadly insurrection at the capitol just over a month ago. the verdict delayed after a chaotic last-minute push for witnesses by house managers. >> this is an additional critical piece of corroborating evidence. >> reporter: that evidence, an

account from representative jamie herrera-beutler, who came forward with explosive details about a heated phone call between kevin mccarthy and trump. she says that mccarthy begged trump to tell the rioters to stand down. trump allegedly responded, well, kevin, i guess these people are more upset about the election than you are. after republicans threatened to drag out the trial for weeks and delay president joe biden's agenda, both sides eventually agreed to conclude the trial without calling any witnesses. senator mitch mcconnell was 1 of the 43 republicans who voted to acquit. right after the verdict, he torched trump on the senate floor saying he's undeniably guilty. >> no question, none, that president trump is practically and morally responsible for provoking the events of the day. no question about it. >> reporter: mcconnell insists his hands were tied, falling

back on claims that trying a former president was unconstitutional. >> if president trump were still in office, i would have carefully considered whether the house managers proved their specific charge. >> reporter: house speaker nancy pelosi calling it a pathetic excuse, raging at republicans who stood by trump. >> what we saw in that senate today was a cowardly group of republicans who apparently have no options because they were afraid to defend their job, respect the institution in which they serve. >> reporter: but the handful of republicans who voted to convict trump are now under fire, too. the north carolina republican party calling senator richard burr's vote shocking and disappointing and senator pat toomey also feeling the heat, pennsylvania's gop calling his decision a disappointment. louisiana senator bill cassidy now censured by his state gop party, offering a simple explanation why he broke ranks. >> i voted to convict president

trump because he's guilty. >> reporter: the white house made a point of staying out of the impeachment process. but president joe biden did weigh in on that final verdict. he quoted senator mitch mcconnell saying that trump is morally responsible for the violence on january 6th, george. >> we haven't seen former president trump, but he weighed in as well, saying his maga movement has just begun. >> reporter: hinting at his political future, george. we know he's relieved to have this over. now he's plotting his next move. senator lindsey graham said he spoke with trump, and he says the former president is committed to rebuilding the republican party ahead of 2022. he may be acquitted, but his legal troubles are far from over. facing that criminal investigation there in georgia. looking into his attempts to try to overturn the election. so far trump still denying any wrong doing, george. >> rachel, let's talk about that with our chief legal analyst dan abrams. we know about this investigation, and those words from mitch mcconnell and several other republicans saying the president could be held

accountable in criminal trials. >> yeah, and i think that could really make a difference here, coming from people who voted not to impeach. if there are law enforcement officials who believe that a crime was committed but are concerned about the potential political ramifications, you have these senators coming forward and saying this is on you guys. this is up to you to do something about accountability here. >> let's talk about the potential trials he faces right now. you heard about that investigation in fulton county, georgia. explain what that was about, and we also have on a separate matter, the investigations in new york. >> right, there are federal and state investigations. i think the state investigations are of much more concern to him. in fulton country, you're talking about efforts to overthe election, solicitation of election fraud, maybe obstruction of justice. and it's not just the conversation with the secretary of state in georgia.

there were other conversations as well. so fulton d.a. has made it very clear that that is an active investigation. and then in new york, a couple of investigations, the most prominent one coming from the d.a. in manhattan, fighting all the way to the supreme court to get access to his tax returns. and there you got the possibility of bank fraud, insurance fraud, tax fraud, no question that his legal troubles are not over. >> and dan, on that new york investigation the supreme court has had a hold on the subpoena for trump's tax records for several months now. do we have any idea when that might be lifted or what's going on? >> look, i expect that's going to be lifted relatively soon and that's going to be addressed. i think that the goal has been to put this beyond the election, but that case is a much -- almost more concern to some degree, right? because in georgia, you can make the argument, oh, it's political. where's the line? how do you know when it's crossed? in new york, it talks about documents, paperwork from before he was president. if there was insurance fraud or bank fraud, those are cases that are generally pretty easy to prosecute because you have the documents right there.

so i think that that's the one. both are going to be of concern. both we're going to have to follow, but that one is a little bit different even than some of the more political investigations that we have been talking about. >> dan abrams, thank you very much. michael? >> thank you, george. we'll turn now to the latest on the coronavirus emergency. and the pace of vaccines picking up. more than 38 million people have received at least one dose in the u.s., and this comes as those new reports of the new uk variant may not only be more contagious, but deadlier. eva pilgrim has more. >> reporter: in the race to control the virus, the cdc is now showing preliminary evidence that the uk variant is not only more contagious but deadlier. and here in the u.s., a new study identifying seven new strains of the virus originating here in the states. those variants also possibly more contagious.

cases across the country are down, back to preholiday levels. and states are now starting to ease restrictions. iowa and montana lifting their mask mandates. however, the head of the cdc warning on sunday, now is not the time for people to let down their guard. >> we're nowhere out of the woods and as you know, if we relax these mitigation strategies with increasing transmissible variants out there, we could be in a much more difficult spot. >> reporter: the best defense against those new variants -- vaccinations, which are picking up speed. the u.s. now averaging 1.5 million doses a day. >> i'm relieved. i'm at peace. so, i think this is going to be great. >> reporter: this as the debate continues on how to safely reopen schools. the cdc recommending strict masking, social distancing pods for younger students and cleaning. but saying teacher vaccinations are not a prerequisite to returning to the classroom. >> when you balance the benefit

of getting children back to school with the fact that the rus ru risks are being mitigated if you follow the new guidelines from the cdc, hopefully that will alleviate the concerns on both sides. >> reporter: health officials also reminding people even after you've gotten vaccinated, you should still continue to follow those cdc guidelines. wear a mask, social distance and wash your hands. george? >> okay, eva. thanks very much. let's welcome back dr. ashish jha, dean of the brown university school of public health. welcome back, dr. jha. let's talk about these variants first. what do we know about these seven new variants and whether vaccines can combat them? >> good morning, george. thanks for having me on. we don't know a lot about them yet, and that's not a surprise to see the variants in the united states given how much infection we have had. i expect these variants will be susceptible to the vaccines. we've got to test that out and make sure that's correct. >> this is coming as we're ramping up the vaccines. hit 2 million a day over the weekend, we're averaging close

to 1.7 million over the last week, which is above president biden's goal for now. can these stop that united kingdom variant which we found out over the weekend is more deadly than we first thought? >> yeah, absolutely, and again, first of all, it's great to see the vaccine numbers really ramp up. i do think all the evidence that the uk variant is clearly susceptible to our vaccines. the race right now is to get as many people vaccinated as quickly as possible. >> that's full speed ahead right now. at the same time, you're seeing several states, several cities starting to relax the restrictions. too soon? >> yeah, i wish -- i totally understand while cases are down they want to do. i would say hold a little longer and get the rest of the high-risk people vaccinated. i just wish they could hold off for a little longer. we're following a lot of other headlines including harry and meghan bring valentine's day reveal. they're expecting baby number two. and "bachelor" host chris harrison stepping aside after

not only dallas, houston, waking up to their first windchill warning ever, but more than 2 million customers are without power from texas to west virginia. that's when this starts to get dangerous. people are staying in their cars to remain warm. el paso, texas, around a half-foot of snow, interstate 10, one of the pileups, there were several. oklahoma city, interstate 44 with about a half a foot of snow, big-time issues there with some explosions on the highway, and then nashville. nashville, where we see this truck sliding on the road. that's what we're concerned with, more on that on the way. we also have the epic cold. it broke records in north dakota, and some folks were 51 below in one of the towns there. an all-time record, but midland, texas to houston this morning could end up seeing their coldest air temperatures in more than 30 years. to it's so it's a big deal, george.

the recovery rebate credit. this is for anyone making up to $75,000. married couples filing up to $150,000, and that will make you eligible for those $1,200 or $600 checks that went out last year. unemployment benefits. they are taxable income so you do have to file that as taxable income on your taxes, but if you received a form 1099-g that doesn't look right to you, you should know that there was a large amount of fraud we're told on some of the unemployment benefits, and that means that if you received a 1099-g form, george, that doesn't look right to you, that may be fraud and you want to report it immediately to your government. ask them, your local government and state government, ask for a form so you can file appropriately for those benefits, george. >> something to watch out for. and there's a big change for families with children? >> yeah, that's right.

so this year, rather than only having to claim your 2020 income for that earned income tax credit or the child credit, instead you can look at both 2019 and 2020 incomes and decide which one you want to submit because of the hardships families faced in 2020. if your income in 2019 is lower than your income in 2020, then you want to use that 2019 income because that will make you eligible for a greater tax benefit if you are claiming it on behalf of your child's credit. >> so many people have been working from home, can they get a tax break from that? >> we'd all love this. so many people have been working from home. they've spent money to build out their home offices perhaps. the only people who can currently claim that benefit are those who are self-employed. so if you are self-employed, and you're not an employee of another company, you can claim that as a tax credit, and get some deductions on your tax filing. everybody else unfortunately, it's not for you, and you just have to make sure that the space that you're using as a self-employed person is exclusively for your work.

health, but it's really not. it's a critical part. interesting survey findings of parents during the pandemic, they found that 32% found it difficult to schedule an appointment for their child with their dentist. about a quarter found that they had to delay these routine dental visits and 7%, michael, could not get an appointment at all. again, it's important to always think of the indirect consequences of this pandemic and the effect that it has particularly on children. >> absolutely. it's been recommended for children to get regularly cleanings and checkups about every six months, so what can parents do until they're able to get an appointment for their child? >> first of all, i think they're already doing it. one of the good findings of this survey, is while it was hard to get into the dentist's office, parents and children were engaging in more positive behaviors at home.

less sugary beverages, more brushings, two to three times a day, and even flossing. again, kind of a silver lining in there, but to be crystal clear, you don't want to avoid or delay dental care. it's critically important. >> you said flossing and amy looked at me and started laughing. anyway, jen, what should people know about going to the dentist right now? >> well, there's so much fear and concern because of the close proximity that the dentist and the hygienist are working on their patient. to be clear, the ada and cdc have covid guidelines in place since last spring, they've always taken a lot of aggressive steps to protect safety with face shields and masks. they're changing the way they do cleaning. i hate to say it, but they're doing that hard scaling, less of the ultrasound blast to protect everyone in the room.

got the pitched this film and i think at its core it's about unity and trust. the fact that it centers around the first southeast asian princess i thought that was such an awesome thing and of course it was honor. >> your character, the dragon has been compared to robin williams' aladdin. where do you draw your inspiration from? >> well, i mean, first of all that's a very flattering comparison, obviously genie was a huge staple of my childhood. you know, i don't think -- i didn't realize that comparison until obviously afterwards. but, i think, you know, in a way, i think we're all inspired by those characters. so maybe there was some kind subconscious inspiration. you know, disney is so much a

hand isis its first battlefield loss. only david also happened to be a woman the story at a time when america was deeply worried about the threat isis posed to the united states, and these women stepped up to fight isis, house by house, and room by room, and town by town. to really stop the threat that isis could pose to folks in the region and of course to the united states and europe. >> they're fighting isis, they're fight agriculture, they're fighting tradition, so important that these women were the commanders and they were seen as the leaders. >> yes, and that was one of the women who led and america's partner, worked with the americans to fight isis said to me, we couldn't let stand a world in which men were able to buy and sell women and in isis was able to rule when they really believed that women had no value at all. secondly to me she turned and said, why did you start this unit? you already had full equality

amid the inhumanity of the isis fight. >> you tell the story about how they liberated one town and the townspeople said, we thought they made this up. >> an older woman came out and she put her hands on the face of one of the young women after this woman suffered so much under isis and she said, we didn't know if you were real. and honestly, george, i had that same moment sometimes we don't have in our visual library, 30 young women, fatigues and braids with ak-47s going off to fight the islamic state. that was central. >> how did that happen, how did they come to be? >> these were young women and women who at the beginning of the syrian civil war we're going to protect neighborhoods. that was really what they were created to do was to defend their territories and their
