one of the largest mass vaccination sites in the country opens tomorrow in oakland, but not everyone is optimistic about it. a covid vaccine is being tested on the youngest group yet, children as young as 6. what the astrazeneca trial involves and what bay area parents think. california courtsides with twitter after it bans another user from its platform. we talk about the changing rules of social media. time to dry out. i will let you know how long it will last before more rain returns. tomorrow at the oakland coliseum. good evening. thank you for joining us, i'm dan ashley. >> and i'm ama daetz. run by the federal government, the site is receiving 42,000 covid vaccine doses this week. the goal, shots in the arms of 6,000 people per day. right now it is by appointment only. "abc 7 news" reporter j.r. stone has a look at what we can expect on day one. >> reporter: hundreds of cones set up at the oakland coliseum and the national guard in place as we are now less than 24 hours away from the first federal mass vaccine operation sites to open. >> this is the largest deployment of military personnel for a domestic operation ever in history. >> reporter: mark neveau is a former fema presidential appointee who was at the oakland site on monday for a soft opening. tuesday the oakland coliseum will officially open along with california state university los angeles. at the oakland site alone, 6,000

covid-19 vaccine doses will be given per day. they've already allocated 42,000 doses in total. >> these centers directed by the president of the united states, 130 days, mass vaccination centers. these are going to be drive-throughs to normalcy for folks. >> reporter: but not everyone is so optimistic. >> i'm 67 and my friend who lives behind me, she is 73, and we can't even get in to get -- anywhere. >> reporter: cecil bernwanger lives in brentwood and says if she could go to the site she would. she tried to make appointments for a vaccination at the coliseum twice monday with no luck. >> i have relatives in michigan and they're getting their shots. but california is just not up to it. so it is, it is frustrating. >> reporter: to make an appointment at the coliseum site, go to myturn.ca.gov. right now the two mass vaccination sites are closed here in san francisco. those with fema tell me no

pauses are expected at their two sites in oakland and southern california. j.r. stone, "abc 7 news". mass vaccinations are on hold in san francisco, which is why there was no one at the moscone center today to get their shot. a sign on the door said the wait list will return next monday. the city says it just doesn't have the supply right now to keep up the demand at its sites. they're supposed to resume friday at city college location, but only for second doses. and tomorrow dodgers stadium down south is going to start doing vaccinations again after shutting down last week due to a shortage. however, it will only be doing second doses because of a limited supply. los angeles has been receiving about 58,000 doses each week. new details tonight on california's contract with blueshield to run the state's vaccination program. it calls for 4 million doses to be administered every week by april 30th. blueshield has to provide equity reports that will be used to prioritize distribution. providers must administer 95% of

the vaccines within a week of receiving them. blueshield will work with the state to deliver vaccines to people who are unable to leave their home. the city of berkley says it is expanding vaccine eligibility. anyone who works in a berkley grocery store, convenience store, in-person education, or a child care setting now qualifies to get a shot. in addition, the city is allowing all residents over the age of 65 to get theirs as well. the city is taking appointments for wednesday through saturday online and at the vaccination site at the foot of buchanan street which is in albany. the vaccines are free. coronavirus vaccines are critical to ending the pandemic. that's why we've assembled our vaccine team to track the latest developments. for the first time a covid vaccine trial, this one in the uk, will include children as young as 6. "abc 7 news" reporter kate larson spoke with parent and a local pediatric expert about what it means when it comes to in-person learning. >> reporter: 300 children in the uk as young as 6 are enrolling in a small astrazeneca vaccine

trial through oxford university. it is the first time a covid vaccine has been tested on anyone younger than 12. pfizer, moderna and johnson & johnson are expected to start trials for this younger group in the spring. >> would you put your kids in a trial? >> i don't know. >> reporter: once there are more trials for kids, would you feel comfortable getting your child vaccinated? >> absolutely. >> reporter: the mixed emotions don't end with the adults. >> it would be great because we would get the vaccine, but then again i hate shots. >> reporter: but 11-year-old best friends jaya and dominic hope the trials and needles get them one step closer to the classroom. >> i like playing sports, so it would be fun to go back. >> it has been really hard. like just not being able to see anybody. >> reporter: maria gill is not convinced vaccines are safe. >> to me i believe they came up with this method of a vaccine too soon. i'm just not a believer. >> we have to acknowledge everybody's concerns and not dismiss them. >> reporter: stanford pediatric

critical care physician dr. alan schroeder says safety data from multiple trials in young children will be critical when it comes to convincing families to give their kids a covid vaccine. >> when people are aware of the fact the probability of their child getting extremely ill from the infection itself is really low, it is a harder sell. >> reporter: he says while imnuzing children may be important for herd immunity it should not be a requisite for in-person learning. >> once teachers are immune iizi think we do not need to wait for kids to get immunized to get them back to school. >> reporter: kate larson, "abc 7 news." finding and booking a vaccine appointment is particularly difficult for one of california's most vulnerable populations, seniors. "abc 7 news" reporter luz pena continues the vaccine watch coverage. she spoke with three bay area women struggling to navigate the

[ clock ticking ]. ♪ >> it has been very frustrating. i mean that was the worst part, knowing that you are eligible and can't find anywhere to get a vaccine. >> not very much information about how to go about making an appointment. >> it has been, i guess, horrific is one way to put it. it is a maze. ♪ >> i'm going to start driving to meet with joanne, an 83-year-old san franciscan who called her medical provider. they didn't know what to tell her as to where she could get vaccinated. now she has been in limbo for

several weeks, trying to figure out where she can go. >> hi. you're from "abc news"? >> reporter: yes, high. >> come in. >> in order to prepare for this interview i made a list with dates of all of the things that i have tried and the places i have gone to try to get an appointment.> now to find out h three senrs finally got vaccine appointments, head over to the abc 7 bay area connected tv app. it is the first story on the left under the featured section. you can stream the full 10-minute story on demand right now. in the south bay santa clara county is worried about a drop in testing so it is rolling out a new type of test this week. at two locations people will be able to do saliva-based testing. it is self-administered and people have to spit in a tube so they can't eat, smoke, chew gum 30 minutes prior to collection. >> a lot of people will feel

comfortable getting this test. it is noninvasive. testing is a crucial part of contact tracing because to do contact tracing you have to start with testing in the first place. >> santa clara county says currently it is only using 55% of testing capacity. doctors say they've discovered seven covid variants in the united states, each seem to display the seven genetic mutation. now the rush is on to understand the variants and stop their spread. >> some researchers are worried that could this mean that the virus is getting smarter and adapting. >> another concern, a more contagious variant first reported in south africa seems to diminish the effectiveness of vaccines. it is now identified in eight states including here in california. that variant appears to be more contagious, too. >> in south africa there were people who got infected with the original virus, recovered and then got reinfected with this new variant, the south african variant. >> the makers of covid-19 vaccines are figuring out how to tweak their recipes against virus mutations.

a california appeals court has sided with twitter, ruling the social media platform has the right to ban users for speech it considers hateful. the decision centered around a case involving tweets about a transgender woman. "abc 7 news" reporter chris reyes talked to tech experts about the latest court decision. >> reporter: facebook and twitter have long denied the fact that they are media companies, but ultimately they are coming to the conclusion that they do need to be more proactive about the content on their platform. >> reporter: the most prominent example when twitter banned president trump from the platform after the capitol riots. now a california court decision is up holding the social media network's right to kick users off their site.

in this case a kra nadean writer filed a suit against twitter after she was band from the platform over tweets about transgender woman. one of the tweets said men aren't women. the judge ruled twitter has a right to ban users for certain speech. >> i think it is important to recognize that trans people are a vulnerable group of people, that there's a lot of hate and activity against them. i think it is important that social media platform live up to their responsibility of protecting vulnerable people like they have done in this case. >> reporter: a social media platforms have become more toxic, companies like facebook and twitter have been criticized for doing too much or too little. experts agree the world of social media engagement has changed in both users and the platforms will have to keep up. >> it is leaving some questions about the role that these companies play and whether or not they should be the ones that are stamping out voices on their platforms. >> i do think that there's strong ethical reasons to regulate and ban hate speech and

misinformation on their platforms because those are the kind of speech that can lead to harm. >> reporter: in san jose, kris reyes for abc 7 news. l.a.'s police chief calls it disgusting, responding to claims offers shared an online valentine post mocking the late george floyd. the department has launched an internal investigation. floyd is the black man, of course, who died in milwaukee after a police officer crammed his knee into floyd's neck. the complaint from a department employee says the valentine showed the picture of floyd with the words "you take my breath away." a spokesperson for floyd's family attorney shared his outrage. >> this man had a foot on his neck for over eight minutes and died at the hands of the police, and yet someone within lapd thinks it was funny. any lapd mocking the death of george floyd should be terminated. >> l.a.'s district attorney is also

developing news. watch this dramatic video of a transformer explosion in new jersey tonight, and it wasn't the only one. millions of people are without power as a deadly winter storm grips much of the country. "abc news" reporter reena roy shows us the weather has made for some extremely dangerous conditions in some places. >> reporter: two duelling winter storms causing chaos across the country, drivers losing control of their cars. in mississippi you can see at least five 18-wheelers involved in this crash. in ohio dash cam video shows a car skidding, nearly sliding off the highway. after pulling out of a driveway, this pickup truck in nashville sliding side ways down the street. this video showing just how thick the ice is on the roads in tennessee. snow also creating issues there. similar scenes in dozens of states including louisiana. >> i wasn't prepared at all. it is like unbelievable.

it is -- i wasn't expecting it to get this cold at all. it is crazy. >> reporter: power lines near new orleans are sparking from freezing rain. meantime, texas has been pummelled, governor greg abbott issuing a disaster declaration across the state, some areas seeing nearly a foot of snow. drone footage shows snow blanketing the highways in houston, people trying to navigate in dangerous conditions with the power out in many areas. >> i do not encourage people, for example, to try to leave their homes. the roadways and the streets are still very much treacherous. >> reporter: so this man decided to ice skate on the roads instead. and here in the northeast, the big concern tonight and tomorrow is ice and freezing rain, but aside from all of this cold winter weather, in the south severe thunderstorms, tornados, damaging high winds and even large hail are also expected. reena roy, abc news, new york. a lot of people are really in the midst of it now, dan.

>> yeah, really, ama. millions of people. we really can't relate to that kind of extreme weather here, sandhya, but pictures of people literally ice skating on asphalt. bizarre. >> very strange. dan and ama, as you will notice, the winter's grip is definitely across the northeast and the mid atlantic states. they have numerous winter warning, advisories up. it is a mix of rain and snow and even some ice that they're going to have to deal with. so anybody having to travel for business are going to have to deal with major delays continuing. right here in the bay area, our situation is a little different. we have some fog to speak of. half moon bay down to four miles right now. sfo is down to nine miles, so watch out tomorrow morning. temperatures at this how, 40s, 50s. a live look from our exploratorium camera and san francisco, the visibility is just fine right now. foggy areas in the morning. it is going to be chilly inland. we are looking at mainly sunny and breezy conditions the next two days, and rain returns for the end of the workweek. here is what is going to happen.

high pressure is starting to move in, that ridge moving in means it is going to be dry the next few days. you can see just by the curvature of the clouds exactly where the moisture is going. not here in the bay area, but we certainly had some rain earlier today, and here is how much we got in the last 24 hours. anywhere from about .01 of an inch in san jose to .045 of an inch in half moon became. everyone else was in between that in the last 24 hours, but at least we got measurable rain across most parts of the bay area. tomorrow morning it is the chill that will have you bundling up and definitely give yourself a little more time if you have to drive somewhere in the morning because foggy areas will slow down parts of the commute. as you take a look at the afternoon highs, mid 50s to low 60s. a mix of sun and high clouds. it is certainly going to be breezy and gusty over higher elevations. we will fast forward to wednesday. it will be even warmer, if you are looking for sunshine. bright brighter as well. mid to possibly upper 60s

showing up. then thursday night is when we are watching for our next system which arrives in the north bay first. by friday morning it is crossing the entire bay area, so the morning commute on friday could be dicey. as we head into saturday, a few showers, but the weekend is not going to be a washout. we need this rain, as you all know. here is a look at the rainfall projections, anywhere from a .1 to a quarter inch. wetter spots in the north bay could pick up up to half an inch of rain. a lot like what passed through in the past 24 hours, it is a light system. the accuweather seven-day forecast, morning follow followed by a breezy day. a sunny, milder one wednesday. a late night chance of showers on thursday, but it is really friday going into early saturday that we will see some wet weather in the bay area before we warm it up. guess what is showing up on monday? 70s! >> wow. >> i know, it sounds crazy. it is winter but we will be talking about spring-like conditions come monday, early next week, ama and dan. next week, ama and dan. >> sandhya,
