>> we are also getting new video from brunswick county, north carolina, where at least three people have died after a reported tornado in the wilmington area. meanwhile in southwest georgia, at least one injury is reported after a tornado in the town of damascus. >> in the midwest snow is finally expected to stop in chicago this morning after more than a foot in some places. we begin our coverage in the south. this morning the arctic blast reaching the gulf of mexico getting downright dangerous. >> it's like a freezer. it's like 34 to 36 degrees, i would say. >> reporter: people in texas are waking up to some of the coldest temperatures on record. millions of them are without heat. >> it depends on which room you're in. 40 degrees is at the lowest end to 55 at the highest. >> reporter: power officials have been imposed rolling blackouts as demand for energy surges. overnight more than 4 million customers were without power. >> it's cold. kids around trying to stay warm, fireplace, you know. there's no firewood anywhere. no stores open. >> reporter: in houston a family

of six was hospitalized with carbon monoxide poisoning after fire officials say they used their charcoal grill to heat their apartment. one adult and one child were left in critical condition. the strain on the power grid is threatening the entire region. at least 14 states are on the same grid from texas to north dakota. power officials are warning of possible blackouts in those states. the biggest oil refineries in the country also shut down to conserve power. experts say rising gas prices are likely to follow. health officials in harris county, texas, including houston were racing to distribute more than 8,000 covid-19 vaccines after a freezer lost power. >> and so we did get these shots into people who are going to need them, maybe not exactly in the right order, but the most important thing is no vaccine was wasted. >> reporter: two storms are moving across the country along with the historic cold front. the conditions making roads treacherous. in schulenburg, texas, a man standing by this suv barely escaped after a second car came flying down an embankment.

the extreme weather also crippling air travel. san antonio's airport canceled all flights today. in louisiana airboats are being used to navigate the snow, and balls of fire were caught on camera traveling along this power line. overnight a nearly empty bourbon street as temperatures dip into the teens in new orleans for what could be the coldest mardi gras on record. this morning, more than 70% of the continental u.s. is covered in snow. >> i know that person. >> some people are making the best of it. but this cool cat in arkansas has had enough quickly regretting his decision to go outside. we call that catniping. cell phone service has also been disrupted in texas. we'll take a closer look at that forecast in about five minutes. frightening moments for a 14-year-old who fell through the ice in new york's central park. bystanders say the teenager grabbing a ladder and pulling him out of the pond. the teen was treated for hypothermia.

a similar scenario ended in tragedy in tennessee. a 10-year-old boy died trying to save his sister who had fallen through the ice. and we turn now to the pandemic. fema is opening its first mass vaccination site in california today, but vaccine supply remains a major issue across the country. meanwhile, more navy sailors have tested positive for the virus. here's abc's megan tevrizian. >> reporter: this morning, three sailors on the "uss theodore roosevelt" testing positive for covid-19, the same ship that suffered an outbreak last spring. navy officials say the sailors are asymptomatic and in isolation. back on land, encouraging news. the number of people hospitalized with covid has now dropped in half since the peak in january. some elementary schools in los angeles county now getting the green light to re-open. >> i really miss just seeing my friends and being with my teachers because the teachers at my school really care about us. >> reporter: also today the first federally managed mass vaccination sites ready to open

in places like oakland and hard hit east los angeles. >> this area here is one of the hardest hit areas from the covid-19, and so we want to set up here. >> reporter: both sites able to provide 6,000 vaccinations a day. fema says the vaccine supply to these locations will be in addition to the state's allotment, but as more states across the country expand vaccine eligibility to younger people, shots remain in short supply. >> some states are at the point that they can look beyond the elderly and health care workers to ensure a seamless transition to the next phase knowing that some of these appointments are still weeks to months in the future. >> reporter: in states like new york, getting an appointment can be challenging for the 3 million people who are newly eligible. the national governors association headed by new york governor andrew cuomo is urging president biden to better communicate on the vaccine process sending a letter saying the way things are being administered and delivered has created unnecessary confusion.

this comes as cuomo himself is under fire for his handling of deaths in nursing homes after his office admitted that it delayed turning over numbers to state lawmakers. >> the void we created allowed disinformation, and that created more anxieties for the families of loved ones. >> reporter: cuomo also defending his actions. >> the truth is everybody did everything they could. >> reporter: meanwhile, the family of a new york teacher is demanding answers. karen johnson died last week from covid. her family says she was denied the chance to teach remotely even after writing to the school district with a doctor's note that said, every reasonable accommodation should be made to allow this patient to work from home. >> this was the one time we asked for anything from the school district or from anyone in the city, and i feel like they turned their back on us, and i lost my mother because of it. >> reporter: as for those variants of the coronavirus, for the first time the south african

variant considered more dangerous has been confirmed in a hospital patient in new york city. kenneth, mona. >> all right, megan, thank you. a deadly rocket attack has targeted coalition forces in iraq. a contractor was killed and several americans were wounded when the rockets landed at an airport in northern iraq not far from a base housing american troops. a shiite militia has claimed responsibility. president biden is hitting the road today to push his covid relief plan. meanwhile, more republicans are now paying a price for opposing president trump during the impeachment trial. abc's faith abubey has more from washington. faith, good morning. >> reporter: good morning, mona. the republican party is still showing its loyalty to former president donald trump and now more gop lawmakers who voted to convict him in the impeachment trial are facing major backlash all across the country. this morning, another republican senator is being punished by his party for siding with democrats during the trump impeachment trial. >> mr. burr.

>> vote guilty. >> reporter: the north carolina republican party has voted unanimously to censure richard burr. he was one of seven republican senators to say trump was guilty of inciting the capitol riot. burr who is not running for re-election responded last night calling it, quote, a sad day for north carolina republicans adding, my party's leadership has chosen loyalty to one man over the core principles of the republican party and the founders of of our great nation. senators susan collins and mitt romney are also facing calls to be censured over their votes to convict, and now a republican in the house says he's being shunned by his own family after calling for trump's removal from office after the riot. congressman adam kinzinger tells "the new york times" 11 members of his family sent him this letter calling him a disappointment to god. the letter saying, quote, we were once so proud of your accomplishments. instead you go against your christian principles and join the devil's army. the former president was spotted monday giving two thumbs up to supporters in florida.

it comes as house speaker nancy pelosi launches a 9/11-style commission to investigate the attack on the capitol. >> an investigation will not only look at efforts to interfere with the electoral college certification, but it will also look at any intelligence failures that led to police being overwhelmed. >> reporter: and now senior leaders of the capitol police are under fire. the union says 92% of its members have supported a vote of no confidence in their acting chief. and now that trump's impeachment is over, biden is shifting his attention back to his covid relief plan. he will be in wisconsin today at a town hall taking questions on that covid relief package. mona. >> faith, thank you. parler, the social media network popular with conservatives is back online with a new web host. it went dark after the capitol riot when big tech companies cracked down. parler says any content that incites violence will be removed. returning now to our top story, the deep freeze leaving millions without power. let's take a closer look at your forecast.

meanwhile, in oregon the roof of a grocery store collapsed. fortunately no one was hurt. a tragic helicopter crash in the u.s. virgin islands has claimed the lives of four people including a friend of country music star kenny chesney. the chopper went down in st. thomas. the cause is under investigation. authorities haven't released the names of the victims. chesney posted on instagram that he lost a dear friend. promising news about a 5-year-old injured in a crash in kansas city. the girl is out of her coma and the news was released on her gofundme page saying ariel is awa awake. she was injured in a crash involving kansas city chiefs assistant coach britt reid who is under investigation for impairment. we turn now to the legal battle over larry king's estate just weeks after his death, his widow speaking out. this morning, the estranged wife of late broadcasting legend larry king says she was blindsided by what she describes as king's secret will. shawn king says the will omits her, and she's planning to fight in court. larry king filed for divorce

checking the top stories, there's extensive damage around wilmington, north carolina, after a reported tornado killed at least three people overnight. at least ten others have been injured. another tornado has injured at least one person in southwestern georgia. that same storm system is bringing a mix of snow, ice and rain to the northeast this morning. roads will be dangerous across inland areas. in the midwest the chicago area has received up to a foot of new snow. but the big story is the extreme cold extending all the way to texas where millions of people have lost power. three sailors on the "uss theodore roosevelt" have tested positive for coronavirus. last year nearly 1,300 crew members were infected. but there's encouraging news this morning. the number of americans hospitalized with the virus has dropped in half since last month. british automaker jaguar land rover is joining the zero emissions race. the company has announced that
