here's julian with the news. >> thank you, mike. two federal mass vaccination sites are opening in california today. one here in the bay area. the other in southern california. governor newsom will join leaders at opening of the site at cal state l.a. state and federal agencies they have been partnering on this effort. health officials say they hope to administer up to 6,000 vaccines every day. it will be open for both the drive through and walk up appointments. it will also deploy a mobile clinic that will visit local community centers and schools. the second federal vaccination site is opening at the oakland coliseum today. abc 7 reporter amy hollyfield with more on why this site may not have the supply issues that we're seeing at other mass vaccination sites. >> reporter: it is like the tale of two cities. san francisco is has closed its mass vaccination sites because of lack of supply. while otherland is opening a huge one. the difference, the federal government. the oakland coliseum site is one of the center's directed to open

by the president of the united states. president joe biden ordered 100 of these to open in 30 days, and federal officials say no pauses in operations, no closures are expected. this site is already received 42,000 doses for the week. >> this is the largest deployment of military personnel for a domestic operation ever in history, including hurricane katrina, which was huge by all means. so this is a big undertaking, requires a lot of coordination. >> they expect to administer 6,000 doses a day at the coliseum site. the my turn website is handling the appointments. you can go to our remember site, abc7news.com, for a link. now, this vaccination site is allowing people who are over the age of 65 or healthcare workers, residents of nursing homes, food and agricultural workers, teachers, and other child care staff and emergency services workers. it opens at 7:00 this morning,

it is drive through, you don't even have to get out of your car. live in the newsroom, amy hollyfield, abc 7 news. >> nice and convenient, thank you, amy. the city of berkeley is expanding vaccine eligibility. anyone who works in a berkeley grocery store, convenience store, in person education or a child care setting now qualifies to get a shot. you'll need to bring your i.d. badge, recent pay stub, or letter from your employer to confirm your eligibility. the city is taking appointments for tomorrow through saturday, online, at the vaccination site on buchanan street and albany. the vaccines are free. we have some new details on california's contract with blue shield to run the state's vaccination program. it calls for 4 million doses to be administered every week by april 30th. blue shield has to provide equity reports that will be used to prioritize vaccine distribution. providers must administer 95% of the vaccine doses they receive within a week of getting them. blue shield will work with the state to deliver vaccines to

people who are unable to leave their home. the state's largest single healthcare provider kaiser permanente is lagging behind other systems when it comes to vaccinating their oldest patients. abc 7 news heard from people in their 80s who have yet to secure an invitation to make an appointment. so people who do find that getting one includes long lines and long waits. >> they stood outside with no cover, nowhere to sit, for two and a half hours after their appointment before they could even go in for their vaccine. >> kaiser says the system simply does not have enough vaccine yet. but with increased state allocations and the coming weeks, kaiser now expects to make vaccines available to all 270,000 of their members over 75 by the end of the month. can't miss it if you travel on highway 101. a sign above the highway went up last weekend and instantly became controversial. it reads missing all california

permanent. state senator scott winer has proposed a bill to change california's liquor licensing laws to make it easier for businesses to be flexible with where and how they serve alcohol. today is mardi gras but the big easy is not going big this year. every year there are parades, parties and celebrations. but this year because of the pandemic all of that is changing. so now listen to this, some neighbors in new orleans are decorating their homes like they would decorate a float. and then they're throwing beads to their neighbors and people walking by. so people are calling this yardi gras. back here in the bay area, the mardi gras san francisco style celebration is moving online. the village project will be streaming fat tuesday with a free blues concert, creative costumes and you can even order

this morning more than 70% of the continental usa covered in snow. this is a live picture from our sister station, people in texas not so much and they're waking up to some of the coldest temperatures on record, millions of them are without heat. some of them without water as their pipes are freezing. as demand for energy surges, officials impose rolling blackouts across the state leaving more than 4 million customers without power. pg&e is asking californians to voluntarily conserve energy to help those in the midwest, texas and southeast. thankfully no rolling blackouts are planned here. let's play a little game. all the places mike's lived before. it is minus 17 in st. louis. minus 7 in chicago. minus 16 in des moines. minus 26 in north platte. minus 11 in minneapolis. i said, mike used to live. feels like 44 in san francisco.

our storm that came through over the weekend, look what it is doing. more snow and ice for texas. and also for louisiana on top of the snow they already had possibly half inch of ice, which will bring down the power lines and then have blackouts for weeks and possibly months in this freezing cold weather. for us, thursday night into saturday, a 1 on the storm impact scale. two light storms. a look at thursday, moves into the north bay during the evening hours, exits the south bay after the morning commute and then friday night into saturday that storm is looking much weaker which means we'll have a nice weekend coming your way and i'll have that coming up. here's jobina. >> thank you, mike. good morning, everyone. so our sensors are showing the bay bridge toll plaza is our busiest spot according to the chp. no mitering lights on yet as we take a live look here. you see it is busy, but i wouldn't call that a backup by any means. you should have a clear ride across the bridge as you make your way to san francisco. live picture showing you san jose and 101. very clear conditions in the south bay and in the east bay as

welcome back. 6:14. a battle is beginning over the future of that observation wheel in golden gate park. today an environmental group will be arguing why it should be taken down. organizers of keep the park dark argue the wheel is detrimental to wildlife. they claim the wheel is the reason a great horned owl nest nearby was recently abandoned. complaints also include the lights and noise that come from it. the group is also against the music concourse being transformed into a night life hot spot. they're set to vote tomorrow on whether to extend the ferris wheel's stay in 2025. pfizer's vaccine seems to be working. jobina is live at the news desk with the new study's findings. jobina? >> thank you, kumasi. researchers found that pfizer's covid-19 vaccine appears to reduce symptomatic coronavirus infections by more than 90%. the findings while preliminary suggest the vaccine remains

effective in mass vaccinations outside the controlled conditions of a clinical trial. the research institute analyzed data of 1.2 million people around half of which received pfizer's vaccine. the rate of symptomatic covid-19 cases decreased by 94% among people who received two doses of the vaccine. the rate of serious illness decreased by 92%. the findings are consistent with data from pfizer's own vaccine trial, which found that the vaccine was 95% effective. julian. >> thank you. monarch butterflies have returned to the warm parts of mexico. millions of monarch migrate 2500 miles from canada through the u.s., then down to south to mexico. the officials are watching the sanctuaries to determine their size this year. in recent weeks several california lawmakers wrote a letter to the fish and wildlife service urging protection of the butterflies. so gorgeous to see.

that's awesome. >> that is pretty. >> mm. mm-hmm. yeah, we were worried that climate change may have lowered the numbers or changed their migration patterns, so good to see things are hopefully returning back to where they were before. i know we'll keep an eye on it. keeping an eye on outside, san jose, 280 at 17, few clouds over the higher elevations. temperatures in the mountains are above freezing. if anything is being bumped out of those clouds as they run into our mountains, likely going to be liquid variety. i think about 38 now in hamilton. so 45 down in the valleys. we look at partly cloudy, dry and seasonable temperatures today. a wet pattern thursday night through saturday morning. and brighter and warmer weekend ahead. let's look at temperatures around san francisco from 45 in the sunset to nearly 55 in ocean beach. most of us are in the upper 40s. and it is a little breezy the

closer you are to the coast. temperature, 35 in american canyon. 39 in fairfield now. 39 in santa clara. just about everybody else in the 40s. so we're starting off cooler but we're going to end up close to average, 56 to 59 along the coast. 58 to 60 around the bay and 59 to 62 in our inland neighborhoods. we'll see increasing high clouds today, dimming of our sunshine will keep our temperatures down just a little bit from their potential. see the winds, how fast they are, closer they are doeft toto coast today and then they speed up in places like napa and solano counties tomorrow morning but then fall apart during the afternoon hours. so the breezes are going to be there, just not really that aggressive. nothing we're not customed to handling. tonight, colder than this morning with frost possible in our north bay valleys. a lot of mid to upper 30s inland and upper 30s to low 40s around the bay and the coast. my accuweather seven-day forecast, a sandwich in the middle of it, thursday, friday, saturday, all ones on the storm

attack on the u.s. capitol. the site's home page is a single page warning of technical difficulties, but parler says it has a new interim ceo and the service will be returning this week for current users. new users will be welcomed starting next week. a california appeals court has ruled twitter has the right to ban users for speech that it considers to be hateful. the decision centered around the case involving tweets about a transgender woman. a canadian writer was banned after sending offensive tweets including one that read men aren't women. >> there is a lot of hate against them and i think it is important that social media platform live up to their responsibility of protecting vulnerable people like they have done in this case. >> the appeals court based its ruling on other rulings of holding social media companies ability to ban users for certain speech. it also found that twitter's mission statement to give everyone the power to create and share ideas and information instantly without barriers did not amount to a legal promise

that it would not ban users from violating its hateful conduct policy. new at 6:00, a new theory about what really took out the dinosaurs. harvard researchers say it was a long distance comet that came from the edge of the solar system. their theory claims the gravity from jupiter shot the comet into an orbit that brought it very close to the sun. that forced the thing to break apart, causing some of the fragments to enter the earth's orbit. one of those, a really huge comet, 50 miles across. slammed into the coast of mexico and that is what killed all the dinosaurs. >> all right. well, break me off a piece of that vegan kit kat bar. >> come on. >> nestle is launching its first plant-based option of one of the world's most popular chocolate bars. it is called kit kat v. nestle has not revealed any details about what's in it. however, the label is pretty. the company says it delivers the

morning they're going to get going and it has the power of the federal government behind it. oakland coliseum, they expect to administer 6,000 doses a day. one of the centers directed to open by the president of the united states. this is one of 100 sites president biden wants to open in 30 days. officials do not expect it to run out of vaccine. the government plans to keep it well stocked and staffed and efficient. you don't even have to get out of your car. >> to give you a comparison, these centers directed by the president of the united states, 130 days mass vaccination centers, these are going to be drive throughs to normalcy for folks and the magnitude of this operation is that we have got a number of federal agencies with fema coordinating, but in particular the department of defense. >> this site is opening as san francisco has had to close some of its vaccination sites because of lack of supply. but the federal government does not think that will happen in

president biden's pandemic response plan that aims to make the vaccine widely available by the spring. former acting director of the cdc dr. richard besser talked about how to speed things up. >> these mass clinics are important. getting vaccines to local pharmacies, giving vaccines out in communities, because it is not just about speed. you have to look and see who is most vulnerable. who has been getting this infection, how do we get this to essential workers who work all day, people who may not have transportation to get to these megacenters. >> three more federal sites are expected to open in texas next week. fema is still looking for more potential locations across the country. kumasi? >> thank you, jobina. dodger stadium will start doing vaccinations again after it shut down last week because of a shortage. it will only be doing second doses though because of a limited supply. los angeles has been receiving about 58,000 doses each week. a sign on the door at muss

coney center in san francisco says the vaccine wait list will return on monday. mass vaccinations in the city are on hold now. the city says it doesn't have the supply now to keep up with the demand that it is seeing at sites. supposed to resume friday at the city college location but only for second doses. in the south bay, santa claire why count ra county is w drop in covid testing. people will be able to do a saliva-based test at two locations. it is self-administered. all you have to do is spit in the tube. it does mean no eating, drinking, smoking or chewing gum 30 minutes before. >> a lot of people would feel comfortable getting this test. it is very non-invasive. testing is a crucial part of contact tracing because to do contact tracing you have to start with testing in the first place. >> santa clara county says currently it is only using 55% of its testing capacity. president biden will be

taking his first official trip today. he's trying to sell his $1.9 trillion coronavirus relief plan directly to the american people. biden will be in milwaukee where he will be participating in a cnn town hall. it comes as federal unemployment benefits expire for millions on march 14th. that means time is running out if biden wants his plan in place before that happens. republicans say they do not support the plan because the high price tag. the plan includes $1400 stimulus checks funding for schools and billions of dollars in aid for state and local governments. if a month from now as unemployment checks are at the verge of stopping for 10 million americans we can proceed with a democrat only bill. >> biden will head to michigan on thursday to tour a pfizer vaccine facility. house speaker nancy pelosi says congress will move to establish an independent commission to investigate the deadly capitol riot. five people including a police

officer died during the rampage on january 6th. the commission will be similar to the one set up in the wake of the september 11th terrorist attacks. speaker pelosi is also asking congress to allocate additional funding to provide safety for members of -- of members and security on the capitol. we are expecting an update today on the effort to recall governor gavin newsom. the california secretary of state will issue a report on the total number of signatures to get that measure on the ballot. organizers of the effort say they have enough suggests, but they still need to be verified before recall election can be scheduled. it only takes 12% of votes cast in the last election to qualify for a recall on the ballot. the signature deadline is march 17th. today is the last day for western sonoma county residents to register to vote if they want to participate in a special election next month. the special election on march 2nd will decide the fate of two tax measures. measure a is a $48 parcel tax

that would be charged annually for three years to support high schools and then measure b is a 4% transient occupancy tax for hotel and short-term rentals. new at 6:00, a tornado ripped through north carolina's brunswick county killing at least three people and injuring ten others. the tornado hit just after midnight, destroying homes here, completely flattening them, downing power lines and snapping trees in half. thousands were left without electricity. searches for missing people were under way yesterday, but always so terrible when the tornadoes hit in the middle of the night while folks are sleeping. >> right. >> unable to get to safety in time. we are just seeing some really wild weather all across the country right now. >> mm-hmm. yeah. tale of two halves of that storm. the front half, we had the tornado, also a couple of tornados in southwest georgia and the panhandle of florida out of the same system on the warm side of it. you see those to the southwest of albany and see pretty close

getting closer to tallahassee. but that was on the warm side. now we have another cold storm coming out, one that brought us some rain over the weekend, just now coming out of the rockies. and look what it is going to do. going to bring more ice on top of all the snow they received in texas, arkansas, louisiana, mississippi. and this could potentially produce more power outages and produce it for days and weeks instead of the rolling blackouts they're dealing with. back here, pretty cold, compared to yesterday. not like they're dealing with. but we have got upper 30s to mid-40s in the south bay. and pretty much low to mid-40s elsewhere except we got 38 in danville and napa with that fog. now if you're commuting, everything is pretty dry today. just colder this morning. so enjoy that while we have it because come thursday night, especially friday morning, our toughest commute moving forward as far as wet weather. a look at future radar, and as we head through thursday, increasing clouds, but thursday night you can see the rain

officials in florida are investigating after former nfl wide receiver vincent jackson was found dead in a tampa hotel room. he was 38 years old and a three-time pro bowler with then the san diego chargers and tampa bay buccaneers. his body was discovered by a housekeeper around 11:30 in the morning yesterday. the sheriff's office says it is investigating, but that jackson's body showed no apparent signs of trauma.

usa today sports reports that officials do not suspect foul play. a covid vaccine trial for a child volunteer ages 6 to 17 is starting this month in the uk. teen trials have been under way for months now, this is the first time children will be included. astrazeneca is enrolling 300 children in a small trial through oxford university. pfizer, moderna and johnson & johnson are expected to start trials for this younger group in the spring. safety data will be critical when it comes to convincing families. >> when people are aware of the fact that the probability of their child getting sick is low, it is a harder sell. >> while immunizing children may be important for herd immunity, it should not be a prerequisite for in person learning. the world health organization has granted

emergency authorization to the oxford astrazeneca vaccine. the panel recommends that the astrazeneca vaccine be used in adults and in countries where new variants are circulating currently. countries are expected to begin receiving the first doses of this vaccine later this month. good news there. now to your morning money report, fast food workers across the bay area are going on strike today. they are calling on congress to pass a $15 an hour minimum wage as part of president biden's covid relief package. they're being pressured to work while their sick and management doesn't conduct adequate wellness checks. now a live look at the new york stock exchange as trading gets under way. we're up now about 115 points. fake amazon product reviews are being sold in bulk. an investigation found ten websites buying and selling
