i'm very nervous. >> reporter: pham was disappointed to learn there were more than 4500 no-shows last week at the covid vaccination sites that number was roughly 10% of the available appointments. >> i'm really upset about that. because if they sign up, they have to go there to get it. >> reporter: county officials say they already adjust for anticipated no show by overscheduling what they think their maximum capacity is. last week they overbooked by 10% so no doses went to waste. while it's hard to pinpoint the reasons behind the no show, the county believes some people make multiple appointments over they're eligible. it feels like only one appointment and not a big deal, but in retail those add up. >> reporter: dr. jennifer tom from the county health association says those who signed up but are concerned about following through should still show up to get their questions answered. >> they can decide at that time if they want to proceed, but at least by coming we would have an

opportunity to address any hesitancy they might be having. >> reporter: this time as the community expands its community engagement team who are visiting neighborhoods hardest hit. investigation education is a key component. >> hearing from a trusted person what testing, investigati vacci. >> moving forward, they hope the county thinks about the bigger picture and do their part by cancelling any appointments they don't intend to keep. not doing so could prevent the county from moving to another tier. >> hopefully i can get the vaccine soon so it will protect me and also the customer too. >> reporter: in san jose, chris nguyen, abc7 news. >> the long-term parking garage at san francisco international airport, that's been turned into a mass investigativaccination s. we were there as the cars started to streaming in today. san mateo county is offering free drive-through for residents 65 and up.

people have to register ahead of time you. also have to bring some form of id that has your birth date on it. vaccinations will also be taking place tomorrow and friday. we got a look today at san francisco mass vaccination site along with mayor london breed. it is over at the san francisco market in the bayview neighborhood. this one will be able to handle 10,000 shots each day once the supply catches up. that is a big issue, the number of doses that's not been keeping up with the demand, which led to mass vaccinations being put on hold. i asked mayor london breed about the new site, vaccine equity and the shortage on getting answers. >> we have to bring the sites directly to the communities most impacted. the bayview hunters point community has been one of those neighborhoods. so i'm really excited about this site along with a number of sites that we've been opening all over san francisco to meet the communities where they are. >> reporter: i noticed that the city's covid dashboard now does have the racial data with regard

to who is getting the vaccines. that's good to see. i took a quick look and see latinos are 14% but account for only 8% of those vaccinated. i'm wondering if you are pleased or still concerned about the pace of the vaccine >> i just saw date that is probably going to get updated. the number of vaccines that have been distributed is more in the 20% of vaccines have been distributed to the latino community. when you look at the data, and maybe is this is a little different, as i said, i saw that our asian population is closer to 40. i saw that latinos are closer to 20, and even african americans which represent less than 6% of the population are at 12% of the vaccine. so i'm really excited about what we're doing. >> even if the city expands

vaccination capability through the mass sites, but getting the doses is actually still problem, right? i know the moscone center and city college sites had to temporarily pause because they were running out of doses. there anything you can do from the city front to procure more doses? >> it's tough because the federal government is overseeing all the distribution. they are providing vaccines to the state and they're providing vaccines directly to pharmacies in some instances like a walgreens, cvs and safeway, which is why they have doses readily available. but we work with our private health care providers to set up, as you know, a number of sites including the one at city college, moscone, with kaiser and this particular site in the bayview. we're doing everything we can to get as many doses as possible. and you know our president, he just started. and he has used the defense reproduction act so we can get more doses as quickly as

possible all over the country. it's just really about supply now. and unfortunately, we don't have the ability to take control of supply. we rely solely on the federal government for our share, but i am being as aggressive as i can to get as many doses for san francisco as i can. >> i want to ask you, even -- >> so that was our conversation on the 3:00 "getting answers" show today. the city is planning to resume vaccinations on friday but only for second doses. the biden administration says it will send out more than 13 million doses of covid vaccines per week. that's up from 11 million last week. the white house will also double the number of doses sent directly to retail pharmacies to $2 million. moderna says it expects to deliver 100 million doses of its vaccine to the government by the end of next month. another 100 million doses will come by the end of may. and another 100 million on top of that by the end of july.

the benefits of his $1.9 trillion covid relief package. an abc news poll show 67% approve of biden's response to the coronavirus virus and nine out of ten approving his relief plan too. but many in congress say the proposal includes unnecessary line items. they argue they recently allocated $900 billion in funding that hasn't all gone out. the question now, will any republicans come on board or will democrats move on their own? >> the money should be focused. you don't just throw money against the wall and aoh, my go gosh, queer going show how much we care. >> louisiana's republican governor urging congress to work together across cross the aisle. >> we need to get the hands in the people, especially in the hospitality industry that have suffered so much, and get it there quickly. >> reporter: the reality is americans are facing stark economic hardships. an estimated one in five renters

behind on rent. in january, nearly 24 million american adults said sometimes they did not have enough to eat. one of the major sticking points in the negotiation, still how much money should go to schools. everyone eager to get schools safe, but also up and running with classes in person as soon as possible. mary alice parks, abc news, washington. on the subject of schools, white house chief medical author dr. anthony fauci says it is not necessary for all teachers to get vaccinated before schools can reopen. >> it would be very helpful, and all of us are very empathetic and want the teachers to get vaccinated. they are a priority when it comes to essential personnel. but we think we can move forward as we vaccinate teacher, but it doesn't have to that if they're not vaccinated, you don't open the school. >> according to dr. fauci, if schools follow the guidelines set by the cdc with regards to masks and social distancing, that should alleviate the

now to the state of texas and the historic storm that brought in snow and bone-chilling temperatures. more than four million people have lost power. we're also getting reports of refrigerated trucks called in to store the bodies of 20 to 50 people who may be the victims of the frigid weather in galveston. miya shay joins us. she is with our sister station in houston. maya. >> reporter: good afternoon. as the sunsets here in houston, texas, the apartment complex behind me, like the thousands throughout the gulf coast plunged into darkness again for the second night in a row, millions of texans will be living without any heat, and some without any water. in an apartment complex housing thousands of houstonians, smoke blows from makeshift cooking grills. not the safest way to make food, but marie rivera and her neighbors say they have few other options.

how you guys staying warm? >> being in the group. being in the cluster. sleeping in the living room. all together, being, you know. >> reporter: so some are sleeping in their living room floors together. others like this in southeast houston get creative. jose santoyo using a barbecue pit to melt a frozen water pipe, which is reno trust. it's recommend you'd use a hair dryer. but if you have no electricity hour, you going to use a hair dryer? >> reporter: working families are especially vulnerable during this deep texas freeze. their jobs are often depend on restaurants being open. these homes are drafty and inefficient on the best of days. >> not insulated. you're not insulated at all, these. some very old homes. >> reporter: with hotels too expensive and warming centers really focused on the homeless, the working poor layer on jackets, bundle up in blankets, and hope that someone will turn

the power become on soon so kids like 2-year-old abigail won't have the worry about their next meal. >> with the coronavirus and it's cold and we don't have money and no job, it's just -- we don't have the resources to do it. and i mean, it's just horrible. everything is horrible. >> reporter: i will have to say here in texas people are not yet known just how bad the situation will get. we know there has been some people who have suffered from hypothermia, some homeless folks have died. but we're just beginning to grasp the scale of this catastrophe. and until tomorrow when perhaps some people will get their power back, we just don't know how bad this all will be. reporting live in houston, miya shay for abc7 news. >> maya, like us here in california, i'm sure you're not used to these type of frigid conditions. but unlike those of us in california who have gone through power outages, your city is

probably not ready for it. i'm wondering how is that impacting the covid vaccine, some of which had to be kept at such cold temperatures. is there a mad dash to try the save them? >> reporter: well, for the most part, the covid vaccines have been saved fairly okay. but there was an incident yesterday when the local county health department had about 8,000 doses and their refrigeration lost power. they scrambled to get 4,000 of those doses into arms, including at the county jail, at a local hospital, and they even delivered a thousand to a nearby university because the students all live on campus. so they can go there right away and get those doses. fortunately, they were able the talk to moderna and save the rest because moderna did tell them they can refrigerate the rest of them safely. so the officials tell us at least for right now they have not wasted a dose of the vaccine, but, again, this cold snap not over yet. we'll see. >> another challenge to overcome. miya shay with our sister station ktrk, thank you so much.

well, here is a lock at just how cold it is in some parts of the country. a man in arkansas threw boiling water up into the air this morning and watch it freeze. ben some parts of arkansas reached record lows of minus 14 degrees today. hopefully it will warm up in texas and arkansas and other parts of the country as well as we bring in spencer christian. i'm wondering, spencer, in your days with "good morning america," you used to travel all over the country covering the weather. what's the coldest you have ever been in? >> i was in minus 70. that's minus 7-0, windchill factor in quebec city one day, and the next day i was in killington, vermont, same thing. mines 7-0. it was a severe cold snap on the

east and down into the southeast small. it went on this particular trip i went as far south as it's in georgia. savannah. savannah, georgia had a temperature one morning of 9 degrees. and that was terribly unusual for that far south. and this current situation is terribly unusual as well for people in these southern states who almost never see this kind of weather. look at this. in the 48 contiguous states right now, 73.2% of this area has some measure of snow cover. temperatures right now with windchills factored in, minus 1 in oklahoma city. 6 degrees in little rock. 6 in dallas. so you can see, i mean, folks up in the dakotas, minnesota, wisconsin, they're used to this kind of weather. but not down to the southen states. they are just suffering. here in the bay area we don't have a windchill, we have a breeze. it's gusty on the coast. 29 miles per hour at half moon

bay. we have clearing skies right now looking across the embarcadero from our rooftop camera. it's 53 degrees in san francisco. upper 50s in mountain view, san jose. mid-50s at morgan hill and san jose. looking northward, lots of blue sky there. 62 in santa rosa. upper 50s in novato, napa, fairfield, concord and livermore. and looking toward the golden gate from emeryville, a lot of blue includes. chilly overnight. milder tomorrow than it was today. rain returns thursday night into early saturday morning. then we have a warming trend that will be in on sunday. for tonight, i'm showing you this forecast animation, even though there is not much on it. just to show you the absence of clouds during the overnight hours and early morning hours. that's why temperatures drop pretty sharply once again. it's going to be a chilly overnight period. i'm going to skip ahead to the storm impact scale thursday evening and into saturday morning too. light storms coming our way. it will be breezy at times along with the showers and the rain, and of course we'll have

slippery commuting conditions. notice the first wave of rain and showers swing through thursday night, friday night. followed by a second wave of light rain and showers friday night into early saturday. and it will end very early saturday, giving way to clearing. rainfall totals generally between 0.1 and 0.2 but we'll see higher rainfall totals up north at cloverdale and clearlake. tonight temperatures dropping under clear skies. low temperatures in the mid- to upper 30s in most inland areas up in the north bay and east bay. down to the south bay, upper 30s at morgan hill. about 40 degrees will be the low at san jose. but even redwood city and fremont will see lows only in the upper 30s. highs tomorrow about 56 at half moon bay. low 60s right around the bay shoreline, and mid-60s for most inland areas tomorrow. here is our accuweather seven-day forecast. we've got the light rain coming

authorities are investigating another coyote attack in moraga, this time on a 3-year-old girl. the incident happened on calle la montana near campo linda drive where the child was walking with her mother pushing another child in a stroller. officials credit the mother for her quick action. >> he had a blanket in her hands. she went after the coyote and drove it off of her child and off away. the coyote was not -- didn't manage to inflict any life-threatening injuries. >> investigators took a dna sample from the bite wound to determine if this is the same coyote for three previous attacks since july. authorities say if you ever encounter a high kei yogh coyot run, stand tall, make loud noises and even throw rocks in

the animal's direction. >> scary. there are multiple covid-19 variants what are circulating around the bay area right now, and that's making it harder to control the pandemic. abc7 reporter luz pena got a closer look at a ucsf lab where scientists are studying the mutated genes of the variants hoping to find the best drugs to kill them. >> reporter: dr. nevin kroghan is leading the way on why and how this virus keeps mutating. this is the epicenter of a worldwide collaboration involving more than 100 labs worldwide. >> one of the approaching we're taking is to try to find drugs that will target the human protest tine proteins that the virus needs to infect ourselves. >> reporter: they sent the genes to 450 labs in 42 countries. >> we identified 350 human proteins in our cells which we think the virus needs in order to infect us. so we look at those proteins that we cross reference it to

libraries of drugs that are out there saying which drugs target these human proteins. >> reporter: right flow are 26 drugs being tested in clinical trials for covid-19. dr. kroghan says the most effective drugs will need to target the human protein. when you're targeting the human protein, can that also have a negative impact? >> yes. however, a couple of key points to be made here is most diseases, most drugs that we use for diseases are targeting the human protein. >> reporter: to understand which drugs will work best, they're studying each variant. >> red is the south african mutations. there is a number of mutations right where the potential would bind. so this means that this therapeutic might not work well with that variant. >> reporter: dr. kroghan believes we have the answers in our bodies. >> it's the same genes being mutated in cancer that are being hijacked. the same in parkinsons that are being hijacked by zika.

building a better bay area for a safe and secure future, this is abc7 news. >> the deadline to submit signatures to force a recall election of governor newsom is just one month away, and organizers believe they will be successful. they say they already have the required 1.5 million signatures. abc7 news anchor liz kreutz joins us now with more on the process. liz? >> reporter: kristen, as you know, in election is looking more likely. this week we're expected to get a progress report from the secretary of state's office about what signatures have been submitted so far, and how many are coming back verified. organizers believe it will show they're well on their way to meeting the deadline. it's the final stretch for organizers behind the growing effort to recall gavin newsom.

in just one month is the deadline to collect the nearly 1.5 million valid signatures needed to spark the election. >> so we have until now and st. patrick's day to be able to accomplish that goal. and we're well on track in doing that and surpassing it. it. it. >> reporter: the econo >> reporter: he says they are already gathered more than 1.5 signatures, but they're aiming for even more. >> we'd like to get about 1.8 to 2 million signatures total. >> reporter: newsom has remained largely resistant to address questions about the recall campaign, but he does appear to be showing a shift in strategy, recently making more public appearances with local supporters and leaders across the state. >> he is living in a fantasy land. he is trying to make up for lost time. >> reporter: but local leaders have come to newsom's defense, including east bay congressman mark desaulnier. he told us over the weekend it's become too easy in california to

recall a governor. >> but i think the recall is now getting to the point a little bit like the initiative system where if you have money, it can be used for purposes other than its desired effect. >> reporter: so what does former democratic governor gray davis think? remember, he is the only governor in california's history to ever be recalled. his answer might surprise you. >> so if you have a problem with running an estate, running for office in a state where recall referendum initiative issue, just move to another state. that's part of the deal. if you can't handle that, go some place else. and even though i lost in my recall, i was still elected and reelected, i believe in the judgment of the people of california. >> tough love there from gray davis. he did say he believes newsom will ultimately survive a recall election if it does happen. the update that we're expecting this week from the state is essentially a progress report. it will show how many signatures have again through the verification process so far and

how many have come back verified. at last month's update, more than 80% came back verified that is the number that made the recall organizers very happy and confident. kristen? >> well, liz, the recall process is pretty complicated here in california, and we haven't seen it since 2003, in fact with gray davis who alluded to it. but this is something you've been looking into as well in the process? >> it is a complicated process especially because we don't see that it often. we did decide to create a step by step explainer breaking down how this recall process works in california. take a look. this is how recalling the governor works in california. voters who want to spark a recall vote must first get signatures. they need 12% from the total voter turnout from the last election. in california, anybody can start one of these campaigns and for anything. >> you know, i don't like to face recall is how i think about it. >> reporter: the state gives 160 days to gather the signatures. if they hit that goal by the deadline, the county has 30 days

to verify all the signatures and report to it the state. if the numbers check out, then is there a period of time where people can withdraw their signatures and some other preliminary paperwork required by the state. after all that, if the signatures still hold, then the recall is on. a date for the election is set by the lieutenant governor for some time within the next 60 to 80 days. on the ballot, there is two parts. first, voters are asked if they want to vote yes for a recall or no against a recall. if more than 50% of voters vote no, then the current governor remains. in the second part of the ballot, voters are asked to pick a replacement in the event the recall passes. if you remembr the gray davis recall in 2003, you know truly almost anybody can jump into the fray. >> we had gary coleman. we had arianna huffington, porn stars. it was all over the place. >> reporter: whoever gets the most votes of that group, even if it's not the majority, wins the race. at that point, the secretary of state will certify the election and the new governor would take

the oath of office and the position in the next 28 days. >> during that time if a recall does happen it would likely be late summer or fall of this year. we did reach out to newsom's team for comment today. we have not heard back. we've repeatedly requested an interview with newsom. so far he has not been made available. >> we'll keep asking. thanks, liz. former president trump is now facing a civil lawsuit in connection with the capitol riot. the suit filed by mississippi congressman bennie thompson accuses mr. trump of conspireing with far right groups, the proud boys and oath keepers to incite the insurrection. also names rudy giuliani as a defense. mr. trump was acquitted by the senate in his impeachment trial. since this is a civil lawsuit, it could subject him to discovery and depositions revealing evidence that were not released during the trial. . a former player ofor oakland
