we ask people to be patient, keep trying. >> next at 5, a lot of excitement and hope as thousands lined up at alameda county's biggest vaccination site today. what it takes to get an appointment. overbooked but not overwhelmed. how the surge of people trying to get an appointment in santa clara county could prevent them from proceeding to the next tier. it started with a billboard and now it's taking a new turn. a year into school shutdowns and parns in novato have had it. and a coyote bites a child walking with a parent in the same area that has seen similar attacks. >> announcer: building a better bay area for a safe and secure future. this is abc7 news. a line of cars filled with

people waiting to get vaccinated at the oakland coliseum. the parking lot was buzzing as these first patients made their way through a maze of orange pylons. getting to that point took some patience. our traffic camera recorded this backup forming on coliseum way near 880 and the coliseum as people tried to get to the new vaccination site. here is the same shot from our traffic camera. you can see the backup is virtually gone. good evening. >> thanks for joining us. we've heard some new numbers for the first time. if things go as planned, officials could vaccinate 6,000 people a day. 336,000 people total at that site because it is scheduled to be running for at least eat weeks. leslie brinkley looks at how that process will work. >> reporter: history in the making in the shadow of where the a's play baseball. day one for the federal vaccination super site. the other in los angeles. the federal government funneled

$834 million into california to pull this off. doling out pfizer vaccines 9:00 a.m. to 7:00 p.m., seven days a week from now to mid-april using 100 vaccinators provided by u.s. health and human services. the u.s. forest service is in command. the national guard is here along with state officials and local law enforcement. >> our ultimate goal will be to vaccinate up to 6,000 a day. that's the goal that we are striving to meet. >> reporter: and they expect to hit that mark by the end of this week. on this first day there are only processing a couple thousand and working out the kinks. there is a traffic backup off of 66th avenue. that's the chokepoint, but once inside things move quickly. >> expect to spend time here. be patient as they streamline the process. maybe a 15-minute wait to get a vaccine. then an observation period. then you are good to go.

>> we want to avoid people spontaneously showing up. >> reporter: the portal for an appointment is online at myturn.ca.gov. >> keep an eye out for slots. they will continue to be open over the coming weeks and that will help us use every dose. >> reporter: they are still working on protocols of people just showing up in the hopes of getting a leftover dose. >> we would encourage them to either go through our walkthrough process or to schedule an appointment and come back, you know, at a later date. >> reporter: with bart nearby, there are drive-through and walkup stations. they are recalibrating every afternoon and only pulling out the vials needed for appointments. that's why it's also important for anyone who makes an appointment to cancel an appointment if they don't intend to show up. in oakland, leslie brinkley, abc7 news. long-term parking garage in san francisco international airport has turned into a mass vaccination site. abc7 news was there as cars

started streaming in today. san mateo county is offering free drive-through shots for residents 65 and older. you have to register ahead of time and bring identification that is your date of birth on it. vaccinations will be taking place tomorrow and friday. abc7 news was at the san francisco produce market along with the mayor as that site opened up today for vaccinations. it's expected to handle up to 10,000 doses a day once the supply is there. vaccine equity was top of mind for city officials when choosing this spot in the bayview district to give out shots. >> we know that in the southeast sector of san francisco we have been disproportionately affected by the virus and this is a step to let everyone know that we are concerned about all of our communities here. >> appointments are being honored but the city has put mass vaccinations on hold because of a supply shortage. spots will open up as doses arrive and the supply is replenished. thousands have been signing up

for vaccinations around the bay area but not everyone is showing up for their turn. abc7 news reporter chris nguyen looked into how this could keep you from getting your vaccination as quickly as possible. >> reporter: like many essential workers, he is patiently waiting his turn to receive the covid-19 vaccine. he worries about the constant interactions with customers every day. >> they may be psych. >> reporter: sick. >> reporter: families are disappointed to know that there were 45 no shows last night at sites operated by santa clarita county. that was roughly 10% of the available appointments. >> already i feel about that, if they sign up, they have to get it. >> reporter: county officials say they already adjust for no-show rates by overscheduling for maximum capacity. last week we overbooked by 10% to no doses with ent to waste. while it's hard to pinpoint the reasons behind the no-shows, the county believes some people make

multiple appointments or sign up before they are eligible. >> if they are not planning to keep it, it feels like one appointment and not that big a deal. in reality those individual appointments really add up. >> reporter: she says those who have signed up but are concerned about following through should still show up to get their questions answered by staff. >> they can decide at that time if they don't want to proceed. at least by coming we have an opportunity to address any hesitancy. >> reporter: as the county expands its community engagement team who are visiting businesses in neighborhoods in some of the areas hardest hit by the virus. vaccine education is a key component. >> hearing from a trusted person what your options for testing, vaccination, how to keep you and your family safe is going to be, frankly, our secret weapon. >> reporter: moving forward the county hopes the public will think about the bigger picture and do their part by canceling any appointments that they don't intend to keep. not doing so could slow down the rollout and prevent the county from moving to another tier. >> hopefully, we will get the

vaccine soon as we can so it can protect me and also protect the customer, too. >> reporter: chris nguyen, abc7 news. today uc berkeley lifted the lockdown for students living in residence halls. they can now leave their rooms, go outside, visit dining halls if they wear face coverings and social distance. the policy does in the apply to those who have been asked specifically by the university to officially quarantine or isolate. the lockdown began on february 1st after a surge in coronavirus cases on campus. the school says there have been nearly no new cases since then. well, the movement in california by parents to get their kids back in school is gaining momentum. we showed you a billboard yesterday. this one here we've learned there are others like it. abc7 news reporter wayne freedman spoke with some of the parents paying for them. >> reporter: here is another look. not an amber alert, a call to action. the mother who put up the

gofundme page to make this bill board happen has gone public. >> it was me. >> reporter: why? >> because our children don't have a voice and no one is listening to them. >> reporter: in the process this bill board has generated more than a little divisiveness. >> insulting to our teachers who are working so hard. >> reporter: the billboard is hardly one of a kind. instead, it's part of a grassroots movement that began last january with cups along a fence spelling out open our coo schools and let them play which were quickly torn down. >> this is getting tied into other things that it's not. >> reporter: hence all the electronic iterations that followed. at last count, 60 of these billboards across california now with more on the way. jonathan of roseville has been running the movement. >> a lot of schools are closed. you know, the more likely gavin newsom is going to be recalled when it goes to an election. >> reporter: locally the parents who paid to put up the sign insists that politics don't

anthony fauci says it is not necessary for all teachers to get vaccinated before schools can reopen if guidelines for masks and social distancing are followed. he also says it now is more likely that covid vaccines will be available to the general population later than he thought. >> i was hoping that that would be by the end of april. namely, have gone through all of the priorities and now say, okay, anyone can get it. that was predicated on johnson product having considerably more doses than we know they are going to have. that timeline will probably be prolonged maybe into mid-to-late may and early june. that's fine. >> dr. fauci says while the vaccine availability date is important, the date when the vast majority of the population has been vaccinated is even more critical. he expects that to happen by late summer or perhaps early fall. still ahead, fighting back against revenge porn. one state senator says his bill

new at 5, a man in san francisco is accused of attackingen elderly asian man in what police say may have been a hate crime. haskell allen is accused of pushing the 83-year-old victim to the ground sunday morning. police arrested allen, who was on probation, about 12 hours later. the victim suffered a broken hip. the san francisco mayor spoke with us about the importance of the community coming together to stop racially motivated attacks. >> we still have a number of challenges around violence in

general, and what i don't want this to be is a divisive issue. the african american community in this city stands in solidarity with our asian brothers and sisters, and we are going to do everything we can to support and uplift them, including physically being there in their communities to help make sure that we are protecting them and we also need to do the same in our various communities throughout san francisco. so it's really heartbreaking what we've seen, and i don't care what race you are, you should be disgusted and bothered when you see anyone put their hands on someone who is elderly in this city and won't stand for it and we will continue to stand in solidarity. >> mayor breed says the city's street violence intervention program is made up of mostly african american men and they were in chinatown this past weekend patrolling the community and building relationships. a tough new law has been introduced in sacramento that would give victims of sexual

exploitation a tool to take down online images. it takes aim at websites and smartphones. we got reaction from a victim's mother whose case is well known. >> reporter: victims say it has been difficult if not impossible to get sexually explicit images of non-consensual activity taking down from online sites. a new bill would impose hefty penalties when a victim notifies a site to remove them. >> a distributor has two hours to take down that content. after that an offender must bay damages of 100,000 for every two hours of online exposure. >> reporter: the p.o.w. is double or $200,000 if the victim is a maynor. the bill believed to be the first of it's kind nationally to curb exploitation. >> it's about every victim being able to have the images removed in a timely manner so they can get peace of mind. >> reporter: her daughter audrey was a victim in 2012 after being

sexually assaulted. images were shared online by school classmates. audrey committed suicide a week later. the senator says his bill will be a deterrent for that kind of activity. >> any person has moved a digital photograph from one phone, for example, to another, it's going to trip or trigger the provision in this bill. >> reporter: that could be a wake-up call for parents about photos and videos on their kids' smartphones. >> the parents are going to start getting very proactive in monitoring what's going on, on their kids' phones, and their behaviors. that's really what we want. >> reporter: the bill provides a powerful way for victims to fight back. david louie, abc7 news. a former oakland a's player who is now a mcdonald's franchisee has filed a civil lawsuit against mcdonald's. it says they denied him the opportunity to buy restaurants in affluent communities and

forced him to sell to white owners. >> i was not given the considerations or breaks that mcdonald's extends to white owners to ensure they are successful. and when i spoke up and objected to this treatment, and the treatment of all black franchisees, mcdonald's merely told me, shut up, go back to the grill and flip hamburgers. >> washington operates 14 restaurants in ohio and pennsylvania, down from 23 in 2017. mcdonald's says it has invested in washington's franchises, but they failed to meet standards on people, operations, guest satisfaction and reinvestment. washington played for the a's in 1974 and 1975. authorities are investigating yet another apparent coyote attack in moraga, this time on a 3-year-old girl. the incident happened around 8:30 this morning where the girl was walking with her mom who was pushing another child in a

stroller. fish a fish and wildlife officials credit the mom for her quick action in this unprovoked attack. >> she had a blanket in her hands. she went after the coyote and drove it off her child and away. the coyote didn't manage to inflict any life-threatening injuries. >> investigators took a dna sample from the bite wound to determine if this is the same coyote responsible for the previous attacks which began last july. the first one involved a 2-year-old at moraga's commons parks. adults were the victims of the next two, one on december 4th and two weeks later in a grocery store in lafayette. unsettled weather settles into the bay area.

tonight, the new storm set to hit tonight and tomorrow, after this first storm has already proven deadly. 38 states under winter weather alerts from washington state all the way to the east coast. and tonight, they are bracing yet again across the south. more than 3 million customers without electricity in texas alone. on the coldest day there in more than a century. the death toll rising as we come on the air tonight. and a short time ago, officials in parts of that state preparing for the worst, asking the state to bring in refrigerated trucks because they fear they will lose more people. deadly house fires and carbon monoxide poisonings. a mother and her 8-year-old girl dead. authorities say they were using their car in the garage to stay warm. a man and a 7-year-old boy rushed to the hospital. the outrage, this image showing houston's skyscrapers all lit up, while much of the city and neighboring communities were in the dark.
