as abc 7 news reporter, matt boone, explains from oakland, it comes amid a string of violent incidents, in the area. >> when weapons are fired in our community, there could be unintended victims. >> reporter: oakland police chief armstrong was specifically referring to the incident last night when he says a woman was approached by a suspect who tried to steal her camera. during the struggle, a nearby resident came up and fired several rounds towards the suspect. no one was hit. but by the time police arrived, the man with the gun was arrested, while the robbery suspect got away. >> we just want to reassure the community that we are doing a thorough job of investigating, what happened last night, and the district attorney will determine whether charges are appropriate or not. >> reporter: in california, defld yourself or someone else with a gun is legal. though, there is some gray area. >> there is no bright line rule. >> attorney elliot silver says, in self-defense cases, juries are told to look for whether a person was in imminent danger, and whether the force was necessary. >> the question, ultimately, is

what -- what would a reasonable person do, if they were put in exactly the same situation? >> reporter: china town robbery was the latest in a string of recent crimes in the neighborhood. >> everybody's scaredut of their jackets right now. >> reporter: even as police cars roamed the streets, resident, nancy tan, says she'd like to see more. saying, guns are not the answer. >> you know, people just frustrated and, finally, they think they want to take it, you know, the law, into their own hands. >> reporter: her message to would-be criminals was simple. >> hey, thieves, lay off. okay? give us a break. >> reporter: in oakland, matt boone, abc 7 news. >> and during an appearance this afternoon on our program getting answers, san francisco mayor london breed had this response to the recent attacks on asian-americans. >> it's really heartbreaking, what we've seen. and -- and -- and i don't care what race you are, you should be disgusted and bothered when you see anyone put their hands on someone, who is elderly, in this city, and we won't stand for it

65 and older, and educators. the portal for an appointment is online at myturn.ca.gov. >> keep an eye out for slots. they will continue to be open over the coming weeks, and that's going to really help us use every dose. >> in southern california, head of fema joined governor newsom for the launch of the coliseum's sister site at cal state los angeles, while there, the governor emphasized the push to vaccinate hard-hit, minority communities. >> this is what this site is all about. it's proximate to a community that has been disproportionately impacted by this pandemic. >> both locations are operating on a supply of vaccine coming directly from the federal government. that should prevent supply disruptions like we are seeing in san francisco. >> abc 7 news spoke with governor newsom today in los angeles. he talked about the biggest issue in the vaccination effort, when he believes most of us will be vaccinated. and he shared his outlook on schools reopening.

>> the end of the day, supply is our biggest issue and this is an additional supply, on top of what the states already allocated so this is profoundly significant. it's about another 100,000 doses a week that we, otherwise, wouldn't get. not only here at this site in l.a. but also one up at alameda. the issue for all of us is the manufacturing of these vaccines. j&j. we believe will be a game-changer. can't happen soon enough. the next few weeks are going to be stubborn. perhaps, more frustration, not less, because the allocations are pretty consistent. they're not growing. but anxiety is growing, and people's desire and demands are increasing. but, boy, in six to eight weeks, i think, when we work our way through the end of march. and you get into april, may. this is a flywheel and we are going to move very, very quickly, and i really do think, bright light, bright light, at the end of this tunnel, come end of july, early august. we are putting $6.6 billion up,

of our state support, to move quickly. and right now, we got to move past who is to blame and finger pointing. at the end of the day, schools year's almost over. by the time we get this thing up and running, we are going to be entering the summer months. we got to get our youngest kids back in school. we can do that safely, now. >> a third mass vaccination site is now open in san francisco. the newest location is in the city's bay view neighborhood at the sf produce market. the other two in city college but they remain clos s rt once the supply catches up to demand, the bay view location is expected to be able to give up out 10,000 doses a day. right now, it's offering vaccinations to health-care workers and those 65 and older this location is an important one to san francisco because the city is trying to address vaccine equity in one of its hardest-hit neighborhoods during the pandemic. >> we know that, in the southeast sector of san francisco, we have been

disproportionately affected by the virus. and this is a step to let everyone know that we are concerned about all of our communities here. >> vaccinations at the city college site are expected to resume on friday but only for second doses. for now, the center isn't supposed to reopen until monday. >> the long-term parking garage at san francisco airport has turned into a mass vaccination site. san mateo county is offering free, drive-thru shots for residents who are 65 years of age and older. people must register ahead of time. keep that in mind. you cannot just show up. in the south bay, thousands people didn't show up for their covid-19 vaccine appointment last week in santa clara county and officials say that could slow the effort down. the county reports more than 4,500 no shows last week. that is roughly 10% of the appointments that were made. county-run vaccination sites, overbooked, by 10%. so, no doses went to waste. that's the good news.

still, those no-shows are a missed-vaccination opportunity for other, eligible people. >> when they have an appointment, they're not planning to keep, it feels like only one appointment and probably not that big a deal. but in reality, those -- those individual appointments really add up. >> the county believes some people make multiple appointments or sign up before they are actually even eligible. now, abc 7 news is closely monitoring the chovid vaccine rollout in california with our vaccine tracker. that's what you are looking at here. our vaccine tracker, also, compares our state's progress with the rest of the country. you can find this on abc7news.com. a trend troubling many in morgan hill. the covid-19 case rate there has now surpassed san jose's the second most infected city in santa clara county. abc 7 news reporter, kris re >> i wish i could say this is what's causing the spike. then, we could address it. but it's just, it is disheartening to know that our

citizens are suffering. >> this is the latest dashboard out of santa clara county. morgan hill covid-19 case rates now only second to gilroy, surpassing san jose where numbers have been getting better along with the rest of the bay area. >> we need to make sure that people are testing. we also want to make sure that those people who are at highest risk are getting their vaccine. >> one problem leaders are trying to address. morgan hill doesn't have a single vaccination site. residents have to travel to san jose or gilroy to get the shot. >> just being able to get people to vaccination sites, i think, is -- is probably going to be where we have to focus our energy. >> morgan hill is also home to a large black and latino population. both groups have been hard hit by covid-19. add to that, many other vulnerable populations live in the city. the elderly and essential workers. for morgan hill's leaders, the case rate spike is a sobering reminder to stay aggressive on community outreach. >> there, still, are some severe gaps in providing the assistance people need to be able to cover themselves, both economically,

talked with worried neighbors. >> there was a coyote walking proudly in the middle of the street. >> reporter: that woman then snapped this picture showing the coyote in her neighborhood. an image taken at 8:10 tuesday morning, 20 minutes before a 3-year-old was attacked less than 50 feet from here. the girl's mother, who also had an infant with her, leaping into action. >> she immediately responded. she had a blanket in her hands. she went after the coyote, and drove it off of her child. >> we have had, probably, four or five coyote scares in the last, maybe, six to nine months. somewhere in that area. >> reporter: authorities confirm that this marks the fourth, att. while, the 3-year-old was bit, she will be okay. >> we have conclusive evidence to demonstrate that one animal is responsible for three, previous attacks, possibly four, as of this morning. >> reporter: the neighbor who took this coyote picture pointed out the black spot on the coyote's tail.

another, nearby neighbor took this picture of a coyote in their yard over the weekend. where the same black spot can be seen. the attack happened in this area. authorities have actually taken a dna sample from the bite wound, to see if this coyote could be responsible in other attacks. jr stone, abc 7 news. president biden made his first, official trip, tonight, going to wisconsin for a town hall. the president pushed his coronavirus-relief plan. it extends unemployment benefits, sets aside $160 billion for vaccinations and testing, provides aid for small stimulus checks. he is also looking to raise the federal-minimum wage to $15 an hour. >> no one should work 40 hours a week and live in poverty. no one should work 40 hours a week and live in poverty. >>debi also, vcine rollout and >> we came into office, there
