economic recovery pack apackage. >> it includes 00s for low income californians and fee relief for 60,000 restaurants and bars. >> j.r. stone is in san mateo where the plan received mixed reaction. >> i haven't heard about that, so thank you for letting me know. >> reporter: she works two jobs and is reacting after learning about california's covid stimulus plan that will dish out $600 checks to 5.7 million people, that including those who made $30,000 or less last year, and undocumented workers who filed tax returns and make $75,000 or less a year. >> well, any assistance can be helpful, as long as it's accounted for. >> reporter: in addition to the stimulus checks, the governor says license fee also be waived for restaurants, bars, barbers and salons. business also be eligible foran.

>> i think that will definitely help in some ways. >> reporter: while everyone is happy with the money they will be saving and possibly receiving, some bar owners are still upset over what's happened leading up to this. >> i think the whole rollout of trying to stimulate the economy and make up for mistakes has been slip shot. they should have been doing it a lot sooner. there's a lot of people that will never open up again, that's ashame. >> reporter: those we talked to had many questions why $600 checks respect going to more people in need. >> i don't think the limitation of 30 and under is the right way to go. it's the adults paying the mortgage bills and they make more than$30,000 paying the rent. >> at the end of the day, i'm not happy with everything they're doing, but at least people are getting help.o survive and the government is doing something. >> reporter: j.r. stone, "abc7 news." new developments.

santa clara county announced its plan to access vaccine access to essential workers by the end of the month. matt boone is in san jose with who will be eligible. >> reporter: since vaccinations began in mid december, health office dr. sarah cody said they've reached an important milestone. >> we have vaccinated over 50% of those 75 and over, and nearly half of those 65 and over. >> reporter: d will expand eligibility to include education and child care, food and agriculture, and emergency services. >> this is not precise, but it looks like we will be in very good shape with this group and have the capacity to bring on a huge relief aut an hour s'm jt school district still is not

allowed students back for in-person learning but that could change. >> when we hit orange or yellow or vaccines are widely available to teachers, then that sort of starts the ball rolling. >> reporter: before then, the county admits it is still addressing issues of access and equity in addition to opening a new site in gilroy that takes drop-ins, the county plans to expand other sites to include weekends. they are also urging younger family members to get the last 50% of those 65 and older an appointment. >> please call them up and say hey, have you been vaccinated? >> reporter: in san jose, matt boone, "abc7 news." even though the covid case rates are trending down, the city of gilroy is getting hit hard by the virus. out of a population of more than 55,000, there have been nearly 7,000 cases in gilroy. highest any city in the county. a pop-up vaccination site opened up today at the senior center.

>> a girlfriend emailed me saying they're giving vaccines at the senior center. >> reporter: it will operate for two weeks. a mass vaccination site is expected to open at gilroy high school by the end of the month. governor newsom continued his tour of vaccination sites in california. today, he visited a packing house turned vaccination clinic for farm workers in the coachella valley, urging patients, saying more vaccine is on the way. >> we have to be honest with folks. in march, april, those constraints will still be with us, the frustration will be real. the good news is we those vacc, we can administer at scale that no other state can. >> a promising i woundicator fo opening the state. california's positivity rate walls 5% st m key part to our

will reopen next month. it's possible because the city of berkeley has its own health department to acquire vaccines and designate them for teachers. vaccines start next monday and take place throughout march. >> the fact that we may have two full months to return to school before the end of the school year, i think is an enormous win for our students and families. >> students will rush to campus with a hybrid model. preschool through second grade are scheduled to be back march 29. older student also be back by mid april. the schedule could change depending on if the ci's vaineedul slowe down or sped up. it's not just california, covid cases are falling across the united states. but concern is growing about the spread of variants that you're hearing about. the cdc is urging people not to travel because of variants that could be brought back home. the worry is also that opening up that is a window for thieves to take advantage. the cdc is now warning those

new, more contagious variants spreading across the u.s. could easily cause another surge in covid cases. >> i know these variants are concerning. i'm talking about them today because i am concerned, too. >> reporter: they believe the uk variant will be the dominant strain and soon. it is more transmissible and new uk data shows it is likely more deadly. the cdc is also tracking the south african variant now found in at least nine states and washington, d.c. a new cdc report now shows the south african variant caused a 16 fold increase in cases in zambia. there is concern over what could happen here in the united states. when it comes to masks, authorities seized close to 10 million counterfeit n-95 masks in recent weeks. inls sandsf fakes re found at w exploit our vulnerability for a quick buck is something that we will continue to aggressively

heavier cloud cover in the north bay. level one system thursday night through saturday morning. rain arrives tomorrow night. we'll have to way for the showers until friday morning for all of the rest of the bay area, and definitely slippery roads is a concern. so form at 10:00 p.m., notice the rain, it's light across the north bay. by 5:00 a.m., you're looking at showers friday morning across most of the bay area with some lingering showers into about 7:00 to 9:00 a.m. then it's gone before the next batch of showers arrives early saturday morning. it will mean some more snow for the sierra nevada. at this point, we'll take any weak systems we can get. rainfall totals, about a tenth of an inch to a quarter of an inch. there may be a few spots like the cloverdale area that could pick up to a third of an inch. fast forward to next week. we're talking about 70s. look at this. monday inland areas, tuesday in
