some big changes to vaccine eligibility in the south bay. who will soon be able to get

their shot in santa clara county? restaurants and other small businesses set to benefit from a state stimulus plan. but not everyone is on board. public school enrollment is falling as persons flee to private schools. beautiful and sunny today but changes are ahead. the forecast is coming up. "abc7 news" at 11:00 starts right now. >> building a better bay area, for a safe and secure future. this is "abc7 news." >> at least people are getting help. that's the most important part. >> tonight, much-needed relief will be coming to those hardest pit during the pandemic. the governor and lawmakers just agreed to a $9.6 billion economic recovery pack apackage. >> it includes $600 checks for low income relief for 60,000 restaurants and bars. >> j.r. stone is in san mateo

where the plan received mixed reaction. >> i haven't heard about that, so thank you for letting me know. >> reporter: she works two jobs and is reacting after learning about california's covid stimulus plan that will dish out $600 checks to 5.7 million people, that including those who made $30,000 or less lastd undo filed tax returns and make $75,000 or less a year. >> well, any assistance can be helpful, as long as it's accounted for. >> reporter: in addition to the stimulus checks, the governor says license fee also be waived for restaurants, bars, barbers and salons. business also be eligible for $5,000 to $25,000 grants. >> i think that will definitely help in some ways. >> reporter: while everyone is happy with the money they will be saving and possibly owners a still upset over what's happened leading up to this. >> i think the whole rollt of trying to stimulate the economy

new site in gilroy takes drop-ins, the county plans to expand other sites to include weekends. they are also urging younger family members to get the last 50% of those 65 and older an appointment. >> please call them up and say hey, have you been vaccinated? >> reporter: in san jose, matt boone, "abc7 news." even though the bay area's covid case rates are trending down, the city of gilroy is getting hit hard by the virus. out of a population of more than 55,000, there have been nearly 7,000 cases in gilroy. it has the highest case rate of any city in the county. a pop-up vaccination site opened up today at the senior center. >> a girlfriend emailed me saying they're giving vaccines rorte it ws.ite is the mth.

governor newsom continued his tour of vaccination sites in california. today, he visited a packing house turned vaccination clinic for farm workers in the coachella valley, urging patients, saying more vaccine is on the way. >> we have to be honest with folks. in march, april, those constraints will still be with us, the frustration will be real. the good news is we system when those vaccines come, we can administer at scale that no other state can. >> a promising i woundicator fo opening the state. california's positivity rate walls 3.5%. last month it was more than 11%. education and the reopening of schools is a key part to our effort to build a better bay area. is it too late for some families? kate larson spoke with one san francisco family that decided they couldn't wait any longer.

full months to return to school before the end of the school year, i think is an enormous >> students will rush to campus with a hybrid model. preschool through second grade are scheduled to be back march 29. older student also be back by mid april. the schedule could change depending on if the city's vaccine schedule gets slowed down or sped up. it's not just california, covid cases are falling across the united states. but concern is growing about the spread of variants that you're hearing about. the cdc is urging people not to travel because of variants that could be brought back home. the worry is also that opening up that is a window for thieves to take advantage. the cdc is now warning those new, more contagious variants spreading across the u.s. could easily cause another surge in covid cases. >> i know these variants are concerning. i'm talking about them today because i am concerned, too. >> reporter: they believe the uk variant will be the dominant strain and soon.

it is more transmissible and new uk data shows it is likely more deadly. the cdc is also tracking the south african variant now found in at least nine states and washington, d.c. a new cdc report now shows the south variant caused a 16 fold increase in cases in zambia. there is concern over what could happen here in the united states. when it comes to masks, authorities seized close to 10 million counterfeit n-95 masks in recent weeks. hundreds of thousands of fake masks were found at a warehouse in western maryland. >> individuals, criminals exploit our vulnerability for a quick buck is something that we wi ce to aggressively pursue. >> so to check your mask, a real n-95 should have a stamp and head strap, not ear loops. authorities are reaching out to medical facilities and possible victims who may have purchased them. a deadly winter weather

developing news out of texas, where millions oh of people are without power after a storm this week. utilities officials say they may be able to go back to rotating outages by morning, instead of the extended outages that they've been dealing with now. but now other states on the east coast are preparing for more impacts from the same storm. reporter john lawrence explains. >> reporter: loss of power isn't the only problem plaguing people in texas and louisiana. frozen pipes are bursting, flooding homes from tin side out. and people without water are using buckets of snow to flush their toilets. >> it started coming through the walls and water just took over everything. now it's a few crisis in texas

moving east. north carolina's governor is declaring an emergency in the state and new york is preparing for the possibility of another major snow event. >> here we go again, another storm is coming. before we get into the details of the storm, i want to talk about doses of vaccine that are going to be rescheduled. >> reporter: extreme weather is forcing states across the nation to delay covid-19 vaccinations. delays which will be felt for the next week or two. places like new york city says it's already facing supply issues. >> we have fewer than 30,000 first doses on hand right now. that means we're going to run out today, tomorrow, we're going to run out what we have now. on top of that, we have the weather problem all of the nation. there's huge storms causing delays in shipments.

>> reporter: i'm john lawrence reporting. >> live doppler 7 is tracking that major winter storm developing across the south. we are looking at rain and it is snow across much of the ohio valley heading into the northeast. as we look here, winter storm warnings, weather advisories and flash flood watches are up. it is going to impact a good part of the eastern seaboard and the southern tier states. as we look here, ice potential next 24 hours from asheville to roanoke. about a third to half an inch, major power outages are expected any time you get ice accumulations over a quarter of an inch. i'll be back with a look at our forecast coming up. >> thank you very much. new at 11:00, the personal information of some california drivers may have been compromised. the dmv says a contractor was the victim of a ransom ware attack earlier this month. the hack did not involve social security numbers or driver's

license information. the agency is i us. >> developments. san francisco pod a second suspect in connection with the kidnapping of two children whose father was driving for door dash. 27-year-old herman morizan of san francisco was arrested, booked on several charges related to the february 6 car theft and kidnapping. police arrested a 25-year-old man last week and say all suspects are in custody. the children were found safe a few hours after an amber alert. newop the coyote attack. the california department of fish and wildlifrt she was attacked while walking with her mother. and recent attacks on asian-americans in the bay area are now shining a light on

storm system that's coming in. that made for just a really lovely sunset. i want to show you the storm on live doppler 7. it looks impressive, but all the weather is pushing into the pacific northwest. we'll get the southern end of this system, which is why it won't mount to much. live doppler 7 showing you a few passing clouds. fog won't be an issue tomorrow morning. temperatures in the 40s and 50s. here's a live look from our emeryville camera. lagt ra light rain tomorrow, and spring-like warmth coming your way next week. mid thirties to upper forts in the morning. so higher clouds to start off the morning. i think it's a good idea to dress in layers. later in the afternoon, layers as it will be 66 in san jose, 60 in san francisco. 64 in fairfield, concord. 63 in oakland, 62 in santa rosa.

heavier cloud cover in the north bay. level one system thursday night through saturday morning. rain arrives tomorrow night. we'll have to way for the showers until friday morning for all of the rest of the bay areas a concern. so form at 10:00 p.m., notice the rain, it's light across the north bay. by 5:00 a.m., you're looking at showers friday morning across most of the bay area with some lingering showers into about 7:00 to 9:00 a.m. then it's gone before the next batch of showers arrives early saturday morning. it will mean some more snow for the sierra nevada. at this point, we'll take any weak systems we can get. rainfall totals, about a tenth of an inch to a quarter of an inch. there may be a few spots like the cloverdale area that could st forward to next of anch lot this.moay aas tuesday in 70e
