power, no drinking water and unsafe temperatures. here is a look at our live doppler 7 radar. mike is tracking a storm that ranks a 1 on our storm impact scale. state lawmakers pushing for a return to in person learning by mid-april. their proposal and what san francisco city attorney is doing in the meantime to get kids back in the classroom. good morning, welcome to friday, february 19th, and you are going to need that umbrella or rain jacket when you go out the door this morning. hi, mike. >> that's exactly right, reggie. good thought there. let's talk about what's going on with our weather. we'll get back to kumasi and jobina, good morning to you, ladies and to you also. let's talk about the storm impact scale, for this morning as we continue to deal with light rain and drizzle. if it is not happening in your neighborhood yet, especially in the south bay, it is coming. and it is going to leave up to .2 of an inch of rain, which means wet for the entire morning commute. the western span of the bay bridge from south beach, you can see the low clouds, mist,

drizzle and light rain that is falling. and on the other side, definitely looking at that moving to the south. so here we're looking at 101 and 880, not raining yesterday. you're lucky. the later you wait in the south bay, the more likely you'll be dealing with wet conditions. temperatures cooler this afternoon, even when the sun breaks free of the clouds a little bit. mid to upper 50s. back to you. >> thank you, mike. california lawmakers want students back in the classroom by mid-april. but governor newsom isn't on board with the plan just yet. education is one of our focuses as we work to build a better bay area. abc 7 news reporter amy hollyfield live in san francisco with the proposal and how it would work. amy? >> reporter: hi, kumasi. we talked to a teacher here in san francisco, she likes the idea of this bill. she thinks it brings some hope to the possibility of reopening, saying she's a better teacher when she is in the classroom and in front of her kids. san francisco assemblyman phil ting helped draft the bill, the safe and open schools plan. it gives schools financial

incentives to open by april 15th. the bill allocates $6.5 billion to districts, $2 billion to help reopen the schools, and $4 billion for in person learning laws. and for that teacher we talked to, she thinks this is a positive step. >> i'm pretty disappointed in how things have been handled. i just don't know what is taking our district, particularly where we have low numbers, so long. and it is frustrating. i'm sure not only for teachers who want to go back, but also families who have younger students who need interaction to go back. >> reporter: governor newsom says the bill is a step in the right direction, but says it doesn't go far enough or fast enough. here in san francisco, the school district says schools can't reopen without infrastructures for staff and student testing, vaccines for teachers, and moving out of the purple tier.

san francisco's city attorney said yesterday he will challenge the legality of the district's plan if they don't reopen to vulnerable students in the current purple tier without waiting for staff to be fully vaccinated. so a fight here at the local level, now looks like sacramento is going to get involved in trying to get the school gates opened. live in san francisco, amy hollyfield, abc 7 news. >> thank you, amy. happening today, a demonstration by parents and students in san francisco, students are holding a series of zoom in mornings and this is where they gather in front of their locked schools or at nearby parks where there are online classes. this was near clarion and elementary yesterday. organizers say it sends a message they are ready to learn at school, together. this morning's demonstration is happening at mira loma elementary on omar way at 9:30. parents are planning to protest the oakley union elementary school board tomorrow. and this comes after wednesday's board meeting where trustees

criticized and made monfun of parents who wanted schools to reopen. protest organizers say they will be rallying outside oakley city hall at noon on saturday. the school district superintendent has apologized, saying that the comments were made -- the comments do not align with the district's values. pandemic metrics continue to get better in california. the positivity rate is below 4%. there were 6,000 cases reported in last day. hospitalizations and icu admissions continue to decrease. there are fewer than 8,000 covid-19 patients hospitalized in the state. a week ago more than 10,000. governor newsom is expected the goveor has been touring vaccination sites across the state including san francisco's moscone center a week ago. today's event starts at 9:00. the high value vaccination site at city college of san francisco expected to reopen today. it will only be giving out shots

for the second dose. the city was forced to temporarily close vaccination sites at moscone center and city college because of a lack of supply earlier this week. moscone center is expected to reopen next week. despite the progress at many counties are making, winter weather across america's heartland has really crippled parts of the covid-19 vaccine supply chain. >> the reason that essential workers haven't gotten it sooner is because we're not getting enough vaccine from the state. >> supervisor john doya says shipments are being held up because of the bad weather in the midwest. napa county told abc 7 news up to 900 second dose appointments for next monday and tuesday will be delayed until at least thursday. marin county delayed 300 appointments until it gets another vaccine shipment. the mass vaccination site at disney land has temporarily closed. officials say the shutdown is because of that severe winter weather that we're seeing across the country, which has disrupted

vaccine delivery. they say that orange county is short on the moderna vaccine, which is mainly dispensed at the disney land site. a new batch was set to arrive on tuesday, but didn't make it. it will remain closed until at least monday. disney, of course, the parent company of abc 7. and at least a dozen states and washington, d.c. declared emergencies because of the winter weather. at least 40 deaths are being blamed on the extreme conditions. and it was another frigid night across texas. jobina at the live desk with how people are dealing with this historic winter storm. jobina? >> thank you, kumasi. a new crisis is emerging in texas now, which is the short supply of water. overnight firefighters in san antonio were forced to bring in water to battle a massive fire at an apartment building because they say the hydrants nearby were empty. buckth state's pert eci f week millions of people for days. some residents who have power say they're getting hit with

massive bills. >> i'm really kind of predicting that i'm going to have to pay over a thousand dollars just for one week of electricity. >> reporter: long lines are forming across the state for gas and food and shoppers are finding empty shelves. the extreme weather is now being blamed for a looming natural gas shortage. the wall street journal is reporting that production has dropped 20% in the last week. reggie? >> jobina, thank you. people in texas are demanding senator ted cruz resign after he flew to mexico in the middle of the state's severe weather emergency. cameras captured cruz and his family boarding the flight on wednesday. the senator returned to the airport less than 24 hours later with an armed escort. cruz first seemed to indicate he was simply dropping his daughters off in mexico and returning on thursday, but a source tells abc news he was originally scheduled to return on saturday before changing his reservation. >> i said yes because our kids wanted to do it. this has been a tough year for

welcome back. 6:10 on a friday. we'll start in the north bay, we have a blend of fog and rain, so watch out, reduced visibility and slick conditions out there. temperatures in the mid-50s, mid-40s to near 50 and pretty much the same conditions elsewhere. just without the fog except for along the peninsula coast. you see if you're heading through the sinal grade on 580 or 84, you're going to find some wet conditions there. and also as you look through places like coma and south san francisco towards burlingame through the san bruno cap there, we have some wet weather. look at this, live doppler -- future radar showing this is going to hang around through at least the lunch hour. won't be quite as widespread or as steady as this morning, but there is definitely a possibility. as we head into the afternoon and evening hours, we'll see a few glimpses of sunshine before it sets. rainfall amounts about another .15 of an inch possible,

the biggest issue is the slippery conditions this morning. let's turn it over to jobina and see what's going on. hi, jobina. >> hi, mike. thank you, good morning, everyone. we have new spinouts to talk about due to the wet conditions out there on our roads. i want to bring you a live picture in oakland showing you our 880 at the coliseum camera there. you see the road is slick. while we have 880 up, i want to let you know if you're going to be moving in and around san ana r ro, we have a car crash. so just heads up to you there as you travel northbound and southbound on 880 in san leandro. over to our second live picture here, showing you the bay bridge. look how slow it is as you make your way across into san francisco. we do not have miteringights according to the chp, but it is slick out there as well. i'm seeing that the time across the bridge is going to be around 13 minutes and as i wrap up here, just an overall look at the map and i specifically want

ty first. prioritizing vaccines for educators. new at 6:00, lyft is teaming up with cvs to give people free rides to get coronavirus vaccinations. the company says nearly half the rides start or stop in low income areas by teaming up the most vulnerable communities to get protection against the virus. both companies are working with multiple nonprofits to ensure equitable access to healthcare in communities of color. a blow for uber overseas. the uk's top court ruled drivers are workers, not self-employed.

this is a battle that california is familiar with. jobina has more on what this means for the company. >> thank you, reggie. so this decision could have a big impact on uber, threatening its business model and also the so-called gig economy. what we're learning here this morning is that the uk's supreme court seven judges unanimously rejected uber's appeal against the lower court ruling. they agreed that two uber drivers were workers under british law, and entitling them to benefits such as paid holidays and the minimum wage. uber argued the two were independent contractors, this is similar to the issue california faced. the state designated ride hail drivers as employees in 2019. but that classification was overturned by proposition 22 in november. uber put out a blog post overnight saying the next steps would be to survey drivers about what they want moving forward, and then make a decision about what is next in the coming weeks. kumasi? >> thank you, jobina. new at 6:00, actress kate

mckinnon is dropping out of the series "the dropout." it is now searching for a new actress to play entrepreneur elizabeth holmes before summer production. it is based on the abc news podcast that has the same name. mckinnon was set to play holmes, the founder of the now defunct health company theranos. >> that's too bad. she was -- she would be so good. she's such a good choice. >> yeah. >> i did see -- i didn't see a reason why she dropped out, i did see she is going to still star as carole baskin in the joe exotic limited series. >> is this real? >> it is real. it is real. >> do people want it more? >> people want an interpretation of a reality series? >> okay. >> which i still haven't watched. i keep forgetting about that. let's look at what's going on in oakland. pretty wet there around the coliseum on 880. so far just .01 of an inch, but

our lowest threshold of measurement just shows how slippery it can get. so today we got a wet morning, but a dry and cooler afternoon. tonight, we have a quick hit of showers from a faster moving cold front. so the rainfall amounts will be less than what we're dealing with this morning. and breezy saturday, but calmer and warmer sunday. you can see it is raining, if not there is drizzle just about everywhere on live doppler 7. this 1 on the storm impact scale has about .15 of an inch of rain left in it before it tapers after the lunch hour. it will leave us mostly cloudy this afternoon with mid to upper 50s from half moon bay through san francisco. richmond and fremont, the rest of us around 60 to 62 degrees. pretty comfortable. around the state today, you can see some rain in the central valley. some light snow at about pass level or higher up in the sierra. only a couple of inches. tonight cooler with mid to upper 30s in our north bay valleys, 40s for the rest of us and look how quickly the storm moves through. we'll start future radar at 5:00.

just had an earthquake on the arkansas/kansas border. thought you would be interested to know, a 4.5. i won't say it was due to fracking. don't want to get anybody known to me but that's a known fracking area. that's one of a 4.5, how many do we get, 10,000 a year. could be some damage, that's also kind of a remotely populated area. so hopefully there isn't much. for us, check it out, this is the richmond side of the richmond san rafael bridge. and you see it is wet, just like all of our bridges this morning. be careful during the morning commute. kumasi, reggie? >> thank you, mike. happening today, richmond police will be holding a news conference with the family of a

missing richmond teenager. a $10,000 reward is being offered to help find 17-year-old antoine whittley. he disappeared after a ride share driver dropped him off on the richmond san rafael bridge. a friend was talking with him while he was on the bridge and said he believed he was being followed and then the phone disconnected. the news conference is happening at 10:00 this morning. the issue of race and social justice, one topic that abc 7 is focusing on as we work to build a better bay area. today house speaker nancy pelosi will be joined by members of the congressional asian pacific american caucus. there have been more than 3,000 reported anti-asian hate incidents since the start of covid-19. that includes the recent violent attack on this 84-year-old thai man who later died in san francisco. police have arrested a 19-year-old suspect. san francisco held a virtual

joint celebration for lunar new year and black history month. ♪ the online event last night brought together several local cultural groups and art institutions. these musical performances were recorded before the pandemic. mayor london breed spoke about the need for greater tolerance in the city. >> we do not tolerate this violence and hatred in our city. but we also understand that we have to meet people where they are, to strengthen our communities, and build the relationships that will prevent the violence from happening to begin with. >> the celebration also included a cross cultural conversation between the african-american and asian-american communities. >> country music legend dolly parton is saying thanks, but in thanks to a statue in her honor. she says she is humble d that tennessee lawmakers want to put up a statue of her. she said with everything that is go on in the world now, she

we're dealing with some wet weather here, thankfully not what they're dealing with there, but, mike, i know you're tracking the rain across our area. >> yes, thankfully we have the sierra, the rocky to kp us from getting that bitterl bueomou're right, kusirehi, everybody. right here on live doppler 7 with our storm impact scale, it is a 1. it is for mainly this morning and it is light, rain and drizzle. it is going to be consistent through about 9:00. that will turn over to scattered showers as we head up toward the lunch hour. so the morning commute is going to be our most challenging. here is a look at what you can expect, just by looking from our roof camera, down the embarcadero, to the bay bridge. you see everything is wet. even a little damp in walnut creek where technically not measurable, a trace is still making things pretty slippery as we look down 680 towards 24. milder this morning, temperatures around 50. but it will be cooler this afternoon, even after the rain leaves us, we'll have partly sunny conditions and temperatures by 4:00 in the mid

to upper 50s. one more chance of rain tonight, i'll have that coming up. governor newsom and state lawmakers are not quite seeing eye to eye when it comes to a plan for reopening schools. lawmakers have drafted a proposal to open schools by mid-apl. oced area a abc news reporter amy hollyfield is live in san francisco with more on this plan, and what our school district officials are saying about it. amy? >> reporter: well, reggie, a few school districts released a statement saying they like this proposal. they think it is a good idea. san francisco schools was not one of them. but we did talk to a teacher here at mccoppin elementary here in the city, who says she likes the bill. she thinks it is a good idea. she hopes it will help get schools reopened. this new proposed bill is called the safe and open schools plan. it says schools need to be open by april 15th and offers money as an incentive. the bill allocates $2 billion to help reopen schools. and $4 billion for in person

learni onefeels like the ail 15th deadline will happen if this bill pa t faith, what i have is we have inventives. if schools don't reopen by april 15th, they'll have to start returning that part -- that $2 billion. the $4 billion has to be used for in person learning loss. >> reporter: governor newsom says this proposed plan in the legislature is a step in the right direction. but he says it doesn't go far enough or fast enough. six school districts including l.a. and oakland released statements of support for this bill, saying guidelines in the bill will help schools safely reopen. here in san francisco, though, schools do not look anywhere close to reopening. and the district did not release a statement in support of this bill. the district says they need to get out of the purple tier, all teachers need to be vaccinated and infrastructure needs to be in place for student and teacher

testing before they could possibly reopen. but, sacramento is now working on the issue as the school year is starting to wind down. reporting live in san francisco, amy hollyfield, abc 7 news. >> thank you, amy. state superintendent of public instruction tony they areman says he believes the combination of expanding vaccinations and frequent covid-19 testing will provide a pathway to reopening schools for in person learning. he appeared yesterday on our 3:00 p.m. show "getting answers". >> we have covid tests now that can give you results in 15 minutes. that's a game changer for schools to be able to identify if someone has come to school and they're positive for covid. >> president joe biden is preparing to visit pfizer's covid-19 vaccine facility today. that trip had to be rescheduled because of the winter storm that hit washington, d.c. jobina is live with how the winter emergency is taking its toll on vaccination efforts.

jobina? >> thank you, kumasi. the weather emergency is impacting just about everyone and every single part of the country. and all of this is happening as the u.s. comes very close to another grim milestone, we are look at mil due t ou sweenof tns were postponed o canceled in at least 42 states. los angeles canceled thousands of appointments because of shipment delays. americans are expecting -- or rather i should say americans expecting a vaccine are striking out instead. >> frustrated. because this is the second time in less than seven days and no shots. >> there is some encouraging news. new cases of the virus are declining and the cdc it will stay that way for the next four weeks. in washington, d.c., lawmakers are still working to pass president biden's $1.9 trillion covid relief measure. he's expected to leave for kalamazoo, michigan, just before

9:00 a.m., local time. and will deliver remarks after his tour around noon today. reggie? >> thank you, jobina. grocery employees, teachers and other essential workers in contra costa county are eligible to get covid-19 vaccine. but it could be several weeks before they actually get it in their arms. officials say progress still depends on the amount of doses the county can get from the state. recent allocations have been small. so for now, contra costa county is only taking appointments for second doses. this is still welcome news for grocery workers. >> a step forward, they have the option to be safer and to be able to hopefully have this more in control than ever, you know? and get back to whatever might be as close to normal as possible. >> in marin county, a new drive through vaccination site will open sunday in the parking lot of the ferry terminal providing 200 vaccinations per day by appointment. officials say the site could eventually give 1500 doses per

day. more than a thousand employees with the ail immed ala county sheriff's office have been vaccinated. the next goal is to get inmates vaccinated at the santa rita jail. the sheriff's office says it will begin vaccinating in dublin next week. it has been the site of several massive covid-19 outbreaks. in december, more than 100 inmates and staff got sick. another outbreak in january infected more than 80 people. if you're 65 and up, and you live in san francisco, you can now walk in to get a covid-19 vaccine. supervisor aaron pesken shared you can drop in tofr 30 a sfspr new at d berleyre both makgr homeless population. san francisco will start a mobile program to vaccinate some of its 17,000 homeless as soon as it has enough vaccines. that could happen as early as next week. berkeley also plans to set aside

a portion of vaccines over a period of several weeks. oakland unified school district now apologizing after a virtual meeting about childhood literacy got zoom bombed. according to the district, some people in the meeting filled the online chat function with threatening language, expletives, racial slurs and obscene videos yesterday. the district eventually turned that feature off and released a statement saying we are investigating the incident and working to uncover the identities of the people responsible so we can hold them accountable. two tiktok stars pleaded not guilty to charges related to throwing house parties during this pandemic. 21-year-d hl a 20-yr-d blake gray pleadilt ty misdemeanor charges. they share a rented home in l.a., where they're accused of throwing a lrought out the poli. they were cited, but still threw a second party just six days later inviting several hundred people. they have a combined 27 million

follower on tiktok. more problems this morning caused by the powerful winter storms that are slamming many parts of the country. jobina has more with how this is affecting travelers. >> overnight, memphis international airport was forced to close because of water pressure issues. the airport tweeted overnight this announcement saying all flights have been canceled today and the airport will remain closed until water service has been restored. much of the city including the airport has experienced low water pressure this week after the winter storms. the president of the airport authority released a statement calling the closure a, quote, last resort. this week alone, five airports were forced t cse bause of snow, ice, and power problems. reggie? >> thank you, jobina. marin county residents are being asked to cut back on their water use during this year's meager rainfall. according to the marin independent journal, reservoirs were at 66% of their average capacity this week. the report says water officials have not set a specific

new data showing the vaccine can be stored in regular freezers for up to two weeks instead of those specialized super cold freezers. if it is approved by the fda that would give pharmacies and vaccination centers a lot more flexibility. pfizer is launching a new trial to see if their vaccine is safe during pregnancy. pregnant women were excluded from the first trials, the cdc says anyone who is pregnant should speak to their doctor about the vaccine. a recent study found pregnant women were infected with covid-19 at a 70% higher rate than others at similar ages. costco is offering coronavirus vaccines to eligible people in several states. costco says it is administering the vaccines as soon as they become available. and this is a part of the federal retail pharmacy program. this is only being offered in select pharmacies in some states including california, but for now, the only locations are in southern california. proof of vaccination could get you to hawaii easier. the state is working on a
