good morning, america. it's our second hour, and happening right now, tragedy in texas. millions facing a water crisis after the deep freeze disrupted public supply. across the state people being told to boil water to drink, the latest this morning. race to vaccinate, winter weather impacting coronavirus vaccine shipments. the white house saying 6 million doses have been delayed. what we're learning. following a string of violent attacks against asian-americans, an arrest made after a chinese woman was attacked outside a bakery in new york. actress olivia munn, a friend of the victim's family, thanking the nypd and social media for helping identify the suspect. we're going to hear from the daughter of the victim plus the latest straight from olivia munn in our "gma" cover story.

we've got the inside scoop ahead in "binge this." first a look at our top story this morning. . manytates being told to boil their water because of utility failures due to that extreme winter weather. in texas, massive power failures shutting down water treatment plants. plus, countless individual disasters due to burst pipes in homes. thankfully the situation is improving. houston reporting power is being restored to thousands of customers. three days ago more than 1 million customers were in the dark. more good news, help is now pouring in to texas from across the country with communities trucking in emergency water supplies. so let's go back to abc's trevor ault who has been witnessing all of this in houston. trevor, good morning once again. >> reporter: good morning, dan. so texas is battling back from the depths. much of the power is restored, but millions are still likely multiple days away from clean water and while this state has been ravaged by hurricanes in

recent years this is already one of the most expensive disasters this state has seen in modern history. this morning, mounting devastation in texas. the death toll from freezing temperatures and widespread outages rising higher. >> i went out there. he had no response. he was already cold. >> reporter: toni anderson lost her husband andy to hypothermia. with their house flooding she found him in the garage after his home oxygen machine ran out of electricity. >> this is great if you got electricity but if you don't have electricity, that's worthless. it's worthless. >> reporter: and 11-year-old christian peneda pavon seen playing in the snow monday found dead in his bed the next day. his family believes he died in freezing temperatures inside their powerless home. most of texas has since seen its power restored. celebrating after 87 hours without power. but the struggle n i

more a ilat aisory. >> two cases of water per car and also giving out masks. >> reporter: houston's mayor says there's still a long road ahead and a complicated process getting the water treated, inspected and approved. how long will it be before your residents have clean drinking water? >> it's a technical difference. it could be sunday. i'm saying monday. give or take one day on either side. could be sunday, could be tuesday. >> reporter: still so many questions left unanswered. it has been almost a week since president biden declared a federal emergency declaration for here in texas. he's now in the process of deciding whether or not he will come to texas to assess the damage this coming week. eva? >> trevor ault for us there in houston. thank you. the weather not only affecting water supply but distribution of the covid-19 vaccine. abc's alex presha joins us from washington with more. good morning, alex.

>> reporter: good morning, eva. this morning, the u.s. is closing in on another grim milestone, 500,000 covid-19 deaths and many states are struggling with their biggest weapon against the virus, vaccinations. that's because winter weather is wreaking havoc on distribution efforts. the white house saying 6 million doses have been delayed impacting all 50 states and anticipates the backlog doses will get delivered within the next week but we've seen long lines like in los angeles, cars bumper to bumper outside dodger stadium. nearly 12,500 vaccine hopefuls striking out. their doses delayed. president biden traveled to kalamazoo, michigan friday touring a pfizer facility. starting next week new assembly lines there will be able to produce 700,000 doses per hour. pfizer also says its vaccine degrees below zero can now be stored in regular medical freezers for up to two weeks once it arrives at vaccination sites.

when actress olivia munn saw the video of her close friend's mother being shoved to the ground here in new york city she took to social media pleading for justice. she's now thanking everyone who helped lead police to a quick arrest. but this is just one of many incidents police believe is part of a violent aggression toward asian-americans. this morning, the asian-american community celebrating the swift arrest of this man wanted for allegedly attacking a chinese woman outside a bakery in new york city. the woman's daughter relieved the suspect was caught. >> this is like a perfect example of everyone coming together for a greater good. >> reporter: the case gaining widespread attention on social media after actress olivia munn, who is a friend of the victim's son, posted about the incident on instagram writing, she left the hospital with ten stitches in her head. we're gonna find this guy. >> it is an incredible feeling to have social media, nypd, everyone mobilized for us and

they mobilized fast and that was such a great feeling to know that our pain, our suffering, our mothers matter. >> reporter: according to court documents the suspect, 47-year-old patrick mateo told the arresting officer he knew why the police were there because someone had sent him the pictures from social media. the attack is not being investigated as a hate crime but mateo is charged with assault and harassment. he's pleaded not guilty. >> as an asian-american, i have been well aware for many, many years of the physical and verbal racist attacks that my community goes through, but especially over this past year, it's increased astronomically. >> reporter: the incident in queens just the latest in a string of violent crimes against asian-americans in recent weeks. in oakland, california a 91-year-old man pushed to the ground in the city's chinatown and a 70-year-old woman knocked to the ground and robbed by two men.

advocacy groups stop aapi hate says they've received reports of more than 2,800 anti-asian attacks since the beginning of the pandemic last year. munn along with stars of "crazy rich asians" gemma chan and awkwafina and "hawaii 5-0" star daniel dae kim have been outspoken against the violence. >> these are people that are elderly and often with pre-existing conditions already afraid to go outside and now they're fearing for their lives. >> reporter: the incident where the woman was shoved to the ground in new york city is not being investigated as a hate crime. the victim's son is now questioning how many of these other incidents can't legally be called a hate crime but are rooted in racism. dan? >> stephanie, thank you so much. really important story, appreciate youreg this big story, the weather. rob is in westchester county, new york, covering that. rob, good morning. >> reporter: hey, good morning, dan. the sun coming up over the snowscape in the suburbs

squirrels in central park i will join you. disney plus. >> fair enough. and a buzz about tv drama "queen sugar." tell us about it. >> season 5 of "queen sugar" just premiered on own and the series creator hollywood power house ava actually rewrote the season halfway through 2020 because she wanted this to really fit the times. she wanted it to be a time capsule for black americans to reflect what this country has been going through and she really pulls it off as she always does. if you haven't gotten into "queen sugar," what are you waiting for? it's about these estranged siblings that come together after their father's death. now they have this sugar cane farm and they're not sure what to do with it. there is a lot of fighting, a lot of family drama and we heard her say oprah loves the show. what's not to love? you got to get into it. if you miss the premiere watch it on own and the watch own app. >> not only is oprah signing off on it, if ava is behind it you got to watch it. finally, there's a virtual concert you recommend, andrea.

over year on yelp. when you purchase from a local black-owned business you're putting money directly back into the community. local businesses often also purchase from other local businesses. so when you're supporting one you're often supporting the growth of so many others as well. communities are so vital when it comes to local businesses and support. one business that knows that so well is calabash tea and tonic in washington, d.c. in 2019 they were actually identified as the most loved business in washington, d.c. based on yelp data and when things got really tough during the pandemic, it was the overwhelming support of their customers that really helped them to survive and they were just so pleased by that and were actually able to help other people that needed the support throughout that time because of that additional support from their customers. >> so, tara, what are some ways that you recommend seeking out and supporting black-owned businesses? >> well, there's just so many different types of black-owned businesses you can support and

on yelp we made it much more easier to seek out and find black-owned businesses that you can support. one tip is to make sure you are thinking about businesses in all different types of categories. think about landscapers, plumbers, dentists, photographers, all those types of businesses are really important and when you think beyond retail and food, it's very often you'll discover so many more local black owned businesses you may not have known before. eating locally and opting for black-owned businesses is important. you've seen on yelp a 589% increase in black owned food spots over the last year. tell us about this trend and we actually have some food here to celebrate while you educate. >> that's correct. that search is indicative of a shift in the landscape in general and since you are located in new york city, we wanted to make sure you had a taste of a wonderful local black-owned business in the city teranga.

and we are back with our new "gma" series, pantry-palooza, taking basic items in our pantry and turning them into incredible dishes. this morning we are focusing on beans which so many of us stockpiled up in our pantries during quarantine. and joining us now is david nayfeld from che fico restaurant. good morning to you. talk to us a little about the versatility of dried beans first here. >> well, whit, thanks for having me. you said it, this is one of the most versatile ingredients you can us and all of us seem to have them in our pantry and don't know what to do with them. the key here is to make a big

pot of them. they're easy to cook and that will work their way into a few different recipes throughout the week. so the first thing and i love making soup in my house because my daughter and my girlfriend, they just devour it. it's a great way to sneak vegetables into their diet. super delicious. super nutritious and right now while the rest of -- about half of the country is under a layer of snow, i think this is something that's well needed. something super substantial and it really, really satisfies people right now. so i like to finish it with a little bit of olive oil because that brings out the natural complexity of the flavor, but couldn't be easier to make and just really, really satisfying. the next thing that i want to show you guys how to make is a great winter pasta and the great thing about this one is the fact that the starch isn't the center of the show. the beans and vegetables play the center of the show. delicious, nutrient dense, has a lot of great properties to it. the key here is remembering to put the beans in at the end so they don't disintegrate and still have beautiful texture on

them and the thing to remember about them also, all of these can be meat optional. so if you're not into the meat or maybe you don't have all the ingredients, you can definitely have some flexibility around them. we'll finish it with olive oil as well and a little bit of parmigiano reggiano and it's satisfying during the cold weather. the last thing here is the casserole and when you talk about easy things at the end of the week, right, you have beans left over in the fridge and you just want to be able to kind of do something super simple. you just take the beans and vegetables. put them into a casserole and finish with some bread crumbs here and a little bit of feta and that's going to add tanginess and then throw it in the oven at 375, very, very simple. like i said and then pro tip on this is if you want a super simple dish, super simple dinner serve it with a side salad and look how beautiful that is. >> gorgeous, we've got all three of them laid out right here in
