that in a minute. first today, ithe upr-40s ou and the rest of us make a run at 70s in the afternoon and still near 60 at 7:00 this evening. so outdoor activities going to be more comfortable than they have been in a while. there is cautious optimism in several bay area counties this morning. three are poised to move into the state's leisure restrictive red tier as soon as today. covid case rates are low enough to see this change in marin, san francisco and san mateo counties and that means looser restriction for indoor dining and gyms as well as other businesses. amy hollyfield live in san mateo where some business owners are just waiting for the green light. >> reporter: how would you like a choice? outdoor or indoor dining? this is good news for customers

and for some businesses kwl including restaurants. restaurants in the red tier would be able to open up 25% of indoor dining rooms. they have only been allowed to serve outdoors for the last couple of months. restaurant managers tell us they are preparing to bring back more employees to handle the extra tables. they are just waiting to hear whether they make it into the red tier. gyms would also be allowed to welcome people inside. up to 10% of their capacity. >> great to see everyone come back. come back and support us, come back and get fit and stay happy and keep these relationships going down here. the sense of communicaty is wha it is all here. >> reporter: now, the numbers indicate that san mateo and marin counties likely enter the red tier today. we'll get that announcement later today and san francisco possibly could. there are some community leader who is think san francisco may have another week to go. so we'll hear that today.

that announcement coming but we are hearing a lot of optimism about this next phase as case numbers continue to go down. live in san mateo. amy hollyfield, abc7 news. >> that would be a big step amy, thank you. millions of californians will be getting a $600 stimulus payment. governor newsom expected to sign this today. the money is part of a $7.6 billion package the state legislature just approved. it will go mostly to low income people who received some kind of state assistance. they could see checks as soon as a month after filing their tax returns. the package also includes grants and fee waivers for small businesses. >> on the pence a first of its kind grant program in san mateo county just opened, focussed on restaurant, wineries and breweries. as abc7 news kris reyes explains the goal of the $2 million fund is to offer relief to businesses that haven't qualified for previous grants. >> this bar was serving over 4,000 people a week and now it

city of berkeley voting today on major changes of police policy including how they conduct traffic stops. abc news kate larson spoke to the city's mayor and law enforcement experts about what this means for equity and safety. >> in berkeley you are six and a half more times likely to be stopped by police the if you are black compared to a white driver. >> reporte: making a case for a groundbreaking package in police reforms focussed on traffic stops. low level offenses would be eliminated. >> i believe it is goings to increase our police officers time to focus on more dangerous behavior like speeding and driving under the influence. >> don't you think people are going to drive with

business. the red tier would allow restaurants to open up 25% of their indoor dining room. gyms would be allowed to open up inside. they could open up 10% of the indoor area. movie theaters, museums. open up a bit of the indoor area. employees on standby, they are looking forward to calling them back into work. >> i have them already on speed dial. click, we're ready. you are going to have five shifts. these are the ones. oh there are lots of them ready to come back. yeah we're ready to go. do i think it is going to happen? we'll see. you know there's been so much speculation back and forth. >> reporter: and the speculation is that marin and san mateo counties could go back into the red tier with that announcement expected today. san francisco could possibly go red too. watching that one as well. although some people think the city may have another week to go. so we'll find that out today. officials though are encouraged.

all the way around by the drop in the number of covid cases. and the number of hospitalizations. they say we are headed in the right direction. live in san mateo. amy hollyfield, abc7 news. thank you amy. the city of san francisco is expanding a loan program benefitting black-owned businesses. the fund now stands at $6.3 million. mayor london brooend and the city's chamber of commerce created this back in june. borrowers can receive 0 loans of up to $50,000. a covid variant spreading across the state appears to be more dangerous than others. >> it is definitely more transmissible it. went from less than 1% in september to now accounting more than 50% of cases at the end of january. >> ucsf scientists say people infected with the variant were more likely to end up in intensive care or die as the

mutation appears somewhat resistant to the body's immune response. california is expecting to receive nearly 3 million more vaccine doses in the next weeks and this comes as we see improving case numbers in the bay area and the state. the seven day positivity rate is at 3%. that compared with nearly 9% a month ago. daily deaths total 233 but last month it was at a record 764. and hospitalizations and icu counts are also improving dramatically. >> in san francisco itself, we have been moving probably to our lowest number of new cases that we've seen probably since the summer if not earlier in the year. at our hospital we're almost down to the lowest number of covid patients that we had probably almost about a year ago. >> governor newsom toured a mas yesterday. and he says the state has

track cases in effort to help stop these incidents from happening. last year an initiative logged more than 2800 incidents against asian americans nationwide and 1200 of those happened here in california. only on abc7 news a berkeley man accused of threatening to kill asians ahead of the lunar knew year is expected to appear in court this morning. these now deleted social media posts are attributed to jackson. he has a long anap charges. now jackson is being held on $190,000 bail. >> teachers played a significant role in spreading covid-19 in some georgia schools. the cdc looked at information from eight elementary schools from december 1 through january 22nd in that time about half of the infections were traced back to the educators, which means

teachers played a big role in spreading the virus. researchers point out social distancing was less than ideal and mask use by students was inadequate in several instances. some parents in pleasanton say teachers used zoom time to try to discourage students from wanting to return to school. the school board recently votes to inperson learning. abc7 news reporter tells us the district says comments bay few do not reflect the larger effort to reopen schools. >> essentially ail have my desk sort of taped off in an area and i can't really leave that area. >> it seemed an odd tangent in the middle of a friday zoom class for students at one high school. just one day after the local school board voted to return to at least some in person classes. >> if you want to go to school for social reasons, recognize that you absolutely will not have that. there is no question that you
