imagine you're in the driver's seat when this happens. airport officials are investigating the cause. we will bring you more information just as soon as it comes in. >> what a scary situation, as was this. in southern california, the investigation is just beginning. and so is the recovery for golf great tiger woods after he flipped his car in an early morning crash. good evening and thank you for joining us. i'm ama daetz. >> and i'm dan ashley. the crash happened just after 7:00 a.m. on the border of rolling hills estates in rancho palos verdes. that's about 40 minutes south of l.a.x. >> officials say woods crashed into a median and rolled his suv several times, suffering injuries to both legs. he was taken to the hospital and his agent says woods underwent surgery. there is no information on his current condition. it hasn't been released at this point. first responder says he was conscious and talking, but they had to use tools to pry the windshield off to get woods out of the car. >> thankfully, the interior was more or less intact, which kind of gave him the cushion to

survive what otherwise would have been a fatal crash. >> the crash happened on a downhill street that officials say has been the scene of many crashes. people who live nearby heard the impact and say it is a dangerous area. >> you can pick up speed just going from a red light down here, you can go really fast speeds. if you start accelerating, it becomes a real danger. >> officials say there is no evidence of impairment at this point, and they will try to determine if distracting driving was a factor in any way. and we are joined by abc7 news sports anchor chris alvarez now as athletes are reacting to what happened today. chris? >> the news of tiger woods's car crash sent shockwaves. giving many eerie flashbacks of kobe bryant's deadly helicopter crash just over a year ago in southern california. this video was yesterday. basketball legend dwyane wade posting a video with tiger woods on social media.

tiger was promoting promotional content. here are some of his fellow pga tour pros reacting to the news as they prepare for an event in florida as well as warriors coach steve kerr ahead of tonight's game in new york. >> i mean, i'm sick to my stomach. you know, it hurts to see one of one of my closest friends get in an accident. and man, i just hope he is all right. >> couldn't believe it. it's as if his body hasn't endured enough. i saw the condition of his car. for me, you just hope he's okay. that's the biggest reaction, really. >> hoping. hoping for the best news possible. but very, very scary. >> an outpouring of support from across the sports world including right here in the bay. both stephen curry and barry bonds tweeting their well wishes many wondering this f this could be the end of his golf career.

still way too early to tell than. the biggest news his injuries aren't life-threatening. larry, we were talking about this on the phone. golf is just irrelevant. tiger really lucky to be alive. >> yeah, golf is going to have to wait a while, chris. a little perspective. when tiger woods burst on the scene, becoming the youngest champion in masters history in 1997 at the age of 21, he appeared to be absolutely invincib invincible. when woods was at his best, everybody else was simply playing for second place, and they all knew it. victory after victory, major after major. tiger appeared to be on his with a to catching and passing jack nicklaus' record of 18 major titles. but that aura of inspinsability started to fade in 2009. the car crash, the scandal, the divorce followed. so did surgeries. seemingly constant procedues on his knee and his back. so many doubted that he would ever be the dominant force again. then in 2019, woods is back.

he is the masters champion once again. his 15th major overall. and then late december of 2020, a couple of months ago, basically, his fifth back procedure led to another round of rehab and the likelihood that tying worry miss his favorite event, the masters in april. so who really knows at this point? will he ever win again on tour? will he ever even be close to the tiger of old? the thrill of competition and victory may give way to something else, something much simpler like watching his son charlie follow in his footsteps, perhaps to greatness himself. as tiger recovers from this crash, the best news is he will actually be there to see charlie grow up. this could have ended so much worse. chris alluded to kobe bryant. the kid who seemed super human in his 20s is now 45. more fragile than ever. that regard, despite all the money, despite all the fame, he's just like the rest of us. thankfully tonight, still alive. but, dan, ama, in this job, we see it all the time.

congratulate ourselves. it will probably be at least two or three weeks before we start seeing numbers that will be anywhere close or even a best case scenario. and that's where we want to get. >> health officials in san mateo county are cautiously optimistic about their move into the red tier. today on the abc7 news at four, county supervisor david canepa explains why he thinks they have a real shot at beating the virus. >> in the past, when we went from the red tier to the purple tier, it's happened to us twice. i'm bullishly optimistic that we're on the right path because we now have the vaccinations that can really support us. >> canepa says 175,000 people in san mateo county have been vaccinated, and they're waiting for more doses to arrive. the county also announced today all schools with approved plans can begin to reopen for in-person learning starting tomorrow. san francisco remains in the restrictive purple tier but is

inching closer to joining the counties in the red. cases of covid-19 are dropping. so today the city lifted the mandatory travel quarantine. the ten-day quarantine was implemented in december following the post thanksgiving surge. people still should avoid nonessential trips. a historic san jose church is now home to santa clara county's newest mass vaccination site. this all part of an effort to increase access in some of the most impacted areas of the county. abc7 news reporter chris nguyen met people taking advantage and getting vaccinated. >> reporter: on the east side of san jose, a new effort is under way to serve a community hit hard by the epidemic. >> whether it's testing or vaccinations, often times you to go to them. >> reporter: pastor jason reynolds is proud that his church, emanuel baptist is now the newest vaccine site in claire county. >> at the heart of what we do as a church, as a ministry, always trying to take care of our people and anybody who wants to come in to the doors. >> reporter: the church has

served as a covid-19 testing location since the fall, prov providing almost 40,000 tests for community members. this builds on months of collaboration with the county and will offer up to 500 vaccinations a day for county residents once at full capacity. >> really thrilled to offer in a trusted location and bridge some of the vaccine hesitancy. >> reporter: emanuel baptist is located in san jose's 95217 zip code where approximately one in ten residents have tested positive for covid-19. this will serve a diverse community and will continue to offer testing alongside the vaccine clinic. hector salazar is a restaurant worker who was able to receive his first dose as part of a soft launch at the site. >> i do believe this is the first step for the greater good. >> reporter: high school teacher sarah moreno was also glad to get the shot today. >> it's a community effort, for sure. so once everyone or more and more people are vaccinated, i

think that the comfort level will definitely be there. >> reporter: for now, no appointments are required, but they'll likely be offered in the weeks to come. in east san jose, chris nguyen, abc7 news. new data from the cdc shows 17% of americans have received at least one dose of the vaccine. individual state vaccination rates vary wildly. alaska leads the way with nearly 27% of adults getting their first shot. california's percentage is about 17.5, ranking us 20th nationwide. you can see how we compare with our vaccine tracker. it is available at abc7news.com. the issue of getting students back to school is so contentious, it's led to a lawsuit in san francisco. today that district votes on a plan that would reopen campuses. abc7 news reporter lyanne melendez has been following the vote all day long. this may go on for a while, lyanne. what's the latest? >> oh, the meeting or the issue, dan? well, at this moment, the school board is hearing more about that

health and safety plan. and i've been told that it will pass because as you recall, it was approved by both the teachers union and the school board -- sorry, and by the san francisco unified school. both agreed that teachers will return to the classroom with their students when san francisco is in the red tier and they are vaccinated. no vaccine is needed in san francisco if san francisco reaches the more moderate orange tier. after that is approved, the direct and the union will continue to negotiate the number of days and hours for in-person learning. they haven't done that. so let's show you what each side wants. there will be two types of schools, lower demand and high demand schools. a lower demand school means only a few parents are willing to send their kids back, so there is a lot of room. san francisco unified wants five hours of in-person learning all

five days for a total of 25 hours, as you can see there. the union is asking for four half days, meaning only three hours a day of in-person learning, and the fifth day should be a distance learning day for a total of 14 hours a week. so again, 24 to 25 hours versus 14. graphic number two. a high demand school means many families have said they want their kids back. because of social distancing, they don't have the space so, they must go hybrid to accommodate more kids. the school district is proposing two full days of in-person instruction and three days of distance learning so that they can have two groups at any given time. that's 16 hours of instruction a week. the union wants the same model they are proposing whether it be a lower demand school or a high demand school. again, we're talking 14 hours of instruction a week. the superintendent defended his plan today. >> we don't want to just offer

half days. we know that transitions are hard. we want consistency, and a full day for our students. >> okay. so the teachers union responded this afternoon by saying at this point we believe there needs to be a trusted mediator to intervene as we have lost confidence in the superintendent to manage this process. so that's not promising, dan, and that's why no one is ready to give an approximate day, time of when in-person learn willing begin. >> okay. lyanne, let's talk a little bit about testing. obviously that's an important part of health and safety plan. what's happening there? >> well, it is included. it's part of that health and safety plan, but they will not vote, meaning the school board will not vote on that tonight because they still don't have a

let's check back on that breaking news from sky 7 in livermore. we see that plane on the right side of the screen as we zoom in. that small plane crashed into a car on isabel avenue south of 580. amazingly, though, no one was hurt. police and fire officials tell us the plane lost power shortly after takeoff from nearby livermore airport. tried to make an emergency landing, and then ended up colliding with the white car right by the nose of the plane. it pushed it on to the shoulder of isabel avenue. police tweeted that isabel avenue between east airway boulevard and portola avenue will be closed for hours while this crash is investigated. let's take another live look at the scene. that plane and that car is amazing. no one was hurt. we will continue to monitor this ad get you the latest information as we get more details. >> thank goodness everyone is okay. all the major data points that we look at to measure coronavirus activity are decreasing in california after the winter's surge, the worst

one we've ever experienced, it is encouraging to see cases, hospitalizations and deaths all go down and drop below average. now a young data scientist who came to the bay area from china has turned out to be one of the best at crunching the numbers when it comes to coronavirus deaths. abc7 news reporter david louie shows you how a 27-year-old's projections have been better than many others. >> reporter: for close to a year, statistics have helped to track the magnitude of the pandemic. they have also helped to project stress on hospital capacity and the mounting death toll. this website created by a 27-year-old data scientist from the south bay started generating attention because of his accuracy compared to others. >> a lot of these models that were there during the early stage of the pandemic were not clear about kind of the assumption of limitations. >> reporter: based in new york, yu yang gu found himself in lockdown while visiting himself in santa clara. his background was in analyzing finance, not pandemics, but what he created in just two days

7. he tweeted recently. >> i can't think of many other countries where the work of an untrained 27-year-old immigrant can garner the attention and respect of researchers and public alike. >> reporter: david louie, abc7 news. california has made equity a priority in distribution vaccine. as part of that effort, the state has been giving out vaccine access codes to community leaders for groups hit hardest by the pandemic. as liz kreutz found, those codes are being shared and used by people who they aren't intended for. liz, how is this happening? >> reporter: hi, ama. yes, these access codes are meant for people who live in low income communities in alameda county so that they can access the site at the oakland coliseum. however, we have learned that people have been able to get them, sometimes unintentionally, and they're using them to cut the line and get a vaccine. as california tries to create an equitable distribution of the vaccine, they are hitting another snag. vaccine access codes meant for people in low income communities of color, disproportionately

impacted by the pandemic are being misused they aren't intended for. in the bay area, the code is being shared in affluent parts of marin county. >> it makes me angry. >> reporter: this is a bay area resident in his mid-30s. he asked to remain anonymous. over the weekend a friend texted him an access code that would allow him to get an appointment at the oakland coliseum. the tech said there were extra vaccines so they were opening slots to anyone. >> while it sounded somewhat plausible, it also sounded very unlikely. >> reporter: his instincts were right. while he was able to get an appointment, he canceled it last night after realizing he was taking a spot away from someone else. the code is meant to be given to people who live in communities here in the canal, a neighborhood in marin county made up mostly of latinos and low income essential workers. omar carerra is the ceo of the canal alliance. he is frustrated he didn't even know about these codes and said it's just another reminder of the inequities of this pandemic. >> i didn't know anything about it so forget about the

community. the ones what that are on top of the news, te one that has connection was people waiting permission, other ones are benefitting from it. >> reporter: according to data from the state, latinos make up roughly 15% of those vaccinated, yet they account for roughly 40% of the state's population. today governor newsom reiterated his commitment to vaccine equity and expressed his own frustration about people misusing these access codes. >> we're going go away from group codes to individual codes, and we're working with the counties that. we don't like to see those abuses. we've been highlighting those abuses. >> reporter: march 1 is when they will start using the individual codes. so hopefully that helps solve this problem. in the meantime, the state is disabling many of these codes, and they're also asking people who get one to please not misuse it. live at home, liz kreutz, abc7 news. >> liz, many people who received the code said they thought it was because there were extra vaccines that were going to go to waste.

in many case, scammers use stolen identities to file phony claims. well, now those id theft victims are getting the tax bill for the fraudulent payments. >> it never ends. among them a retired east bay couple who became unlikely fraud detectives. michael finney has their surprising story. michael? >> reporter: listen to what they got put through. this is truly amazing. this couple, they're heros of sorts. they tried for weeks to alert the edd about a fraudulent claim. edd just wouldn't listen. now the couple is stuck with a huge tax bill, but there is a surprise at the end. they also uncovered a bunch of stolen edd money. >> and you have this big cloud looming over us. >> reporter: frank and linda resak of brentwood were enjoying a quiet retirement, playing a little golf, touring a few sites. the last thing they expected was

to be swept into an unemployment fiasco at the edd. >> we're not enjoying our retirement. >> reporter: their quiet life was disrupted five months ago when out of the blue the edd sent frank this baffling notice, awarding him unemployment benefit, $167 a week. >> and i had been retired since 2002. >> reporter: of course frank never applied for benefits. he hasn't worked in nearly 20 years. so he wrote back to the edd. >> that's when i says we have never filed for unemployment. thinking that would solve their problems, and it didn't. >> reporter: instead he got another notice, this one increasing his benefits. >> it says i'm getting $450 a week, up to 39 weeks benefits. >> reporter: so he' lettered edd again, saying someone must have used his social security number to file a fraudulent claim, and could edd please investigate. no one did. instead, the edd sent frank this debit card so he could cash in those benefits. >> they don't respond to what people are telling them.

>> we just cut the card up. >> reporter: they figured that solved the problem. it didn't. >> we're going to get slammed on the taxes. >> reporter: they just got a 1099 from the edd saying they owe taxes tonight money the scammer claimed, a staggering $25,200. >> tax on that money is probably 7,000 or $8,000. >> and we tried to call all day, every day. >> reporter: the couple keeps trying to alert the edd. they try again. >> please leave your name, number, and a brief message. >> reporter: they get the same result. >> the message cue is full for the person you have called. you will now be disconnected. thank you. goodbye. >> that's what happens every time. >> reporter: and they're still stuck with a tax bill on 25 grand. >> and we never got the $25,000. >> reporter: the couple figured the scammer made off with that money, but we suggested they check the edd account. and a couple of days later -- >> that was really a shock, but

a nice shock. >> reporter: there it was. $25,200, still sitting snug in the account. what's more, bank records show the edd kept depositing money into the scammer's account long after the couple reported it was a fraud. and edd still hasn't responded. >> we're trying to get edd to take their money. before somebody else does. >> reporter: the couple finds themselves guarding the taxpayer money, worried scammers could still try to grab it. >> we froze the accounts so nobody else can use it. >> reporter: it's a job they say edd should be doing. >> i'm 80. my wife is 70. we don't need this stress in the household. >> we're working awfully hard to fix a problem that we never started. >> all i want is an amended 1099 showing zero, zero, zero. >> and them to take their money. >> they just told us that edd is now requiring them to contact

bank of america, move the money to a new debit account, and then return it to the edd. only then can they get a corrected 1099. and again, edd is putting the burden on ordinary folks to fix the problems that edd created. dan, here's what i'm wondering. how much would some of those high-priced contractors at the ed hires, how much are they charged to do all this work? it would be a lot. >> absolutely it's a lot. michael, it's another day, another edd horror story. it's amazing. >> it is. >> thanks very much. today governor newsom signed a state stimulus plan into law, providing $600 or maybe more to people and small businesses that qualify. >> the backbone of our economy is small business. we recognize the stress, the strain that so many small businesses have been under, and we recognize as well our responsibility to do more. with that said, this $7.6

it's been about a year that we've been dealing with the coronavirus pandemic. so how much longer will it go on? abc7 news reporter leslie brinkley developed a timeline on what we can expect going forward with the head of epidemiology at uc berkeley's school of public health. >> reporter: worries about vaccine supply and new variants means the spring is looking much like today, full of uncertainty. >> increased spacing, more time outdoors, masking, hand washing, better ventilation inside. i think we're still going to have to be doing those things for at least the next several months. >> reporter: but the summer is looking much brighter, even amazing by comparison. >> well, i think the optimistic scenario is that between getting most adults vaccinated, and whatever immunity there is from people having been infected, that we will have a substantial

almost 70 degrees at santa rosa, napa, fairfield, concord, livermore, and a cooler 59 at novato. this is a look at our forecast features. clear overnight. gusty conditions in the hills. and winds will increase even above tonight's gusts tomorrow. and we can expect mainly sunny and dry days through the weekend. here is a look at current gusts in the hills, ranging from 20 to nearly 30 miles per hour going from mount tam to the oakland hills to mt. diablo. and it's going get even gustier as we head into tomorrow. a wind advisory will be in effect tomorrow for the higher el rations telephone bay area from 10:00 a.m. to 10:00 p.m. peak gusts could be around 60 miles per hour. and with winds that strong, of course, there is the possibility of downed trees and power lines. driving conditions will also be a bit challenging in those strong gusty winds. so overnight look for mainly clear skies as the winds increase. overnight lows will be mainly in the mid-40s. not a terribly chilly night. and then tomorrow's highs will range from about 62 at half moon bay to 67 at san francisco.

going around the bay shoreline, 69 at oakland and fremont. down in the south bay, look for highs of 69 in morgan hill. 70 at san jose. over in the inland east bay, 70 at concord, 68 at livermore. going northward a bit. 68 in napa. 1 santa rosa. san rafael will top out at about 69 degrees. and here is a look at the accuweather seven-day forecast. notice we're going have mainly sunny days for the week ahead. no rain in sight. and even as we cool down a bit from today's record high, it's still going to be mild for a remainder of this week and through the weekend. highs tomorrow up to 70 in the inland areas. upper 60s on thursday and friday. see about a 2 degree cooldown on saturday. by the way, over the next several day, we're going to have occasional gusts of wind. it's going to be breezy. a breezy pattern through the weekend. so even on a saturday you'll see increasing winds again, bright and breezy on sunday. well don't have any advisory issued yet for the weekend, but

now abc7 sports with larry beil. >> good evening. when the news breck about tiger woods's car accident this morning, there were immediate flashbacks to kobe bryant and the helicopter crash a little over a year ago that took his life. thankfully, tiger is still alive, though "the l.a. times" reports he has a shattered ankle, two leg fractures, including a compound fracture. so the road to recovery is going to be a long one. and a return to golf, who knows when that's going take place. it's anybody's guess whether tiger will ever win again on the pga tour that point, honestly, it doesn't matter that much tonight. in this case, victory may be as simple as surviving. and tiger's many fans, they're just grateful he is still with us. >> i'm just sick to my stomach. it hate it for him, for his family, for his kids. i hope they're all doing okay and hope he is okay.
