suffered compound fractures in his leg, which had a rod inserted. a shattered foot and ankle held together with screws and pins. >> it's very fortunate that mr. woods was able to come out or clowalud calm and his seat belt likely saved his life. >> the nature of his vehicle, the fact that he was wearing a seat belt, i would say it greatly increased the likelihood that it saved his life. >> reporter: deputy gonzalez at first didn't recognize him. >> i asked him what his name was. he said tiger and that's when i recognized him. >> reporter: he was the only person in the vehicle when it crashed tuesday morning south of l.a. it rolled downhill traveling hundreds of feet. rescuers used an axe to break through the windshield and free woods. >> no skid marks.

former president obama tweeting here's to a speedy recovery for the g.o.a.t. of golf. if we've learned anything over the years, it's to never count tiger out. former president trump who awarded woods the presidential medal of freedom saying tiger will be back. for many years woods was the number one golfer in the world. dominating the sport starting in 1997 when he won his first masters at age 21. then a series of setbacks including two other vehicular investigations. the most notorious in 2009 after thanksgiving when his suv ran over a fire hydrant hitting a tree outside his home in central florida. that crash led to revelations of his infidelity to his then wife elin nordegren. woods lost major corporate sponsorships and eventually went to rehab. >> i am deeply sorry for my irresponsible and selfish behavior i engaged in. >> reporter: then an improbable comeback in 2019 when woods won his fifth masters. >> the return to glory.

>> reporter: a recent hbo documentary details the arc of woods' life from his appearances on tv at a young age to the deep personal struggles he faced. >> he got clean. he got healthy. this is the comeback of all comebacks. >> reporter: as for tuesday's crash, the sheriff in l.a. says there was no sign that woods was impaired. but the sheriff added it appears the vehicle may have been speeding. investigators say they'll look into whether woods was on the phone or was otherwise distracted. coming up in a few minutes, we'll talk to an e.r. doctor about tiger woods' injuries and what his recoveries may be like. protesters in rochester are vowing to return angry after the grand jury decision in the daniel prude killing. hounds marched after it was announced that no charges would be filed against the police officers involved in prude's death. prude died in march, videos showed him naked and pinned to the ground with a hood over his head during a mental health crisis. abc's stephanie ramos was in the middle of the protest last

night. >> you can see police cruisers blocking this ramp right here as demonstrators try to move past and continue their march on the highway here in rochester, new york. >> the justice department is now reviewing the case. the officers are on leave pending an internal investigation. the new york decision comes exactly one year after the death of another black man. a vigil was held last night in georgia to remember ahmaud arbery who was shot while joggn g.face charges. arbery's mother claims police and the suspects engaged in a cover-up and is now suing for $1 million. >> each day is different. try not to dwell on so much of what happened. i try to celebrate the son that i had. i try to think about the good memories that we shared, and that's what basically gets me through the day. >> no arrests were made until nearly three months until after arbery was killed.

new questions are being raised about security u.s. capitol after a bombshell hearing. the former chief of capitol police says he didn't know until this week about the fbi report issued january 5th, which warned of violence at the capitol, and the intelligence was sent by email. abc's ike ejiochi is here now with more. good morning to you, ike. >> reporter: good morning, shirleen. good morning, kenneth. so far we've heard claims of information arriving too late that could have potentially saved lives. and today we'll hear even more damning evidence from officials who were on the scene that deadly day. this morning on the hill more testimony about the deadly january 6th deadly riot. the hearing began tuesday at the very scene of the deadly insurrection. capitol police officers like captain mendoza recalling that deadly day. >> i received chemical burns to my face that still have not healed to this day. as an american and as an army veteran it's sad to see us attacked by our fellow citizens. >> reporter: three officers in

charge of protecting the capitol pointing fingers at the fbi and other agencies telling congress they were never warned about the waves of insurrectionists who came to unleash violence in the name of donald trump. >> none of the intelligence we received predicted what actually occurred. we properly planned for a mass demonstration with possible violence. what we got was a military style coordinated assault. >> reporter: the highlight of the day, a bombshell report from the fbi norfolk office. according to a statement from the fbi, a warning was sent to capitol police officers on january 5th warning of right wing extremists preparing to, quote, fight a war. former capitol police chief steven sund who resigned two days after the riot telling congress he didn't see that warning until this week and that it was sent in an email, an email that was never seen. >> if we have information that's coming in the day before a major event that that has that level of specificity that it could get a little more attention than just being handled either through an email or electronic format. >> reporter: this morning abc news obtaining a copy of

testimony you'll hear today from another capitol official who will go on the record claiming he too was never informed of the planned violence. brett blanton, the architect of the capitol who sits on a police board will tell congress he was never briefed on those credible threats. and later today the house appropriations committee will meet to talk about emergency spending for costs related to the capitol insurrection, everything from restoration efforts to the building itself, security concerns for that day, the entire day and of course counseling services for everyone involved. ike ejiochi, abc news, washington. >> ike, thank you. we appreciate it. new fallout from the power outages in texas. five members of the board of directors at ercot resigned. that's the company that operates the power grid. residents filed a class action suit saying that ercot failed to prepare for cold weather. so many still scrambling

welcome back. a collision between a tractor trailer and a train carrying gas sparked this explosion in texas. the blast filled the skies around the town of cameron with smoke. investigators say the truck driver drove through a railroad crossing. fortunately no one was hurt. in california, a small plane had to make an emergency landing east of oakland crashing into a car. the plane lost power after takeoff. no one was hurt. we turn now to the pandemic and an encouraging sign. nba fans attending a game here in new york. here's abc's megan tevrizian. >> reporter: this morning a cause for celebration. basketball fans doing something they haven't done in nearly one year.

tiger returned to golf, and the trouble off the course followed. >> i'm placing you under arrest. >> reporter: in 2017 police charged him with dui after finding him asleep behind the wheel. tiger blamed an unexpected reaction to prescription pills for his back pain saying in a tweet after his arrest that he's getting professional help to manage his medications. >> the return to glory. >> reporter: then in 2019 tiger would do it again on the course winning his fifth masters. >> you know, to see my family there and my mom and my kids and all the people that helped support me or were there for me during the tough times. >> reporter: this morning tiger is recovering from surgery on his legs after fracturing both the upper and lower portions of the leg. the question now is, can the 45-year-old make another comeback? a doctor who has not treated tiger says he likely has a long road to recovery. >> i don't know how well he'll be able to get back into golfing
