warmer than average from 66 in half moon bay to about 72 in santa rosa. average highs this time of the year are about 61 to 63. we'll talk more about these winds coming up. over to reggie for the news. >> thank you. developing news, we're learning more about how tiger woods is doing after that violent crash in southern california. doctors released a statement on his nonlife threatening injuries. jobina fortson has details. >> last night tiger woods' foundation put out a statement saying he's awake and responsive and covering in his hospital room. we're also learning here woods suffered a compound fractures t his right leg, which had a rod inserted. and his shattered foot and ankle are being held together with screws and pins. the midsized suv, a courtesy car that woods drove, was left mangled after rolling downhill multiple times, traveling hundreds of feet. rescuers used an ax to

wood city has created. you wonder if this is going to stay. california weather is pretty nice, but starting today, they now have a choice. they can now open their indoor gym, people can go inside and work out, to a limited capacity. they can only allow 10% of their capacity inside. but they can reopen. restaurants also can open their indoor dining rooms. they will still possibly need those outdoor dining areas, though, because they can only allow in 25% of their capacity. so for instance one restaurant we looked at, that means they can open up four more tables. but employees tell us they're very happy to be able to welcome more customers, places of worship can also welcome in 25% of their building's capacity. and some tel us t thinth is really what right now. >> it is a brotherhood, and they love that. and that's what they really miss. besides the worship and the praying and the message, they

really miss the fellowship. >> reporter: museums, movie theaters and zoos are on the list of places that can partially reopen indoors. marin and san mateo are the two bay area counties that are now in the red tier. health officials say the number of cases and hospitalizations are going down, and that we are headed in the right direction. now, gyms can allow 10% in of their capacity, so it is going to be a different experience here at 24 hour fitness. you need to make a reservation. you can be inside for an hour. gym managers are hoping that after a year of being in a pandemic, and kind of being a couch potato, they're hoping people will come back, will get in there and start moving their bodies again. live in redwood city, amy hollyfield, abc news. >> thank you, amy. in marin county, restaurants like aroma cafe are reopening for indoor dining at 25% capacity starting today as amy mentioned. few people are ready to say, though, the worst is over, even

though more and more people are getting vaccinated every day. even health officials have a wait and seet t early to congratulate ourselves. we have, you know, it will be probably at least two or three weeks before we start seeing numbers anywhere close to the original tier or best case scenario. and that's where we want to get. >> and as amy mentioned, gyms can also reopen today. the movie theater next to aroma cafe says it won't be ready to welcome guests for at least a week. san francisco is inching closer to the red tier. this is the live look at sfo right now with cases dropping. the city lifted the mandatory travel quarantine. that ten-day quarantine was implemented back in december after the post thanksgiving surge. health officials are still urging everyone to avoid nonessential trips. and while the cases are dropping, san francisco is still in the purple tier because of a metric that the state uses called the health equity score. it tracks communities that the virus hit the hardest and san francisco is expected to meet

that criteria by next week. san francisco unified school board just voted unanimously on a health and safety plan necessary to reopen schools. the teachers union and board agreed on the plan's terms. >> a lot of you don't know how it is going right now. we need to be in this all together, so as a teacher, i am urging that the board -- that the board to support and trust educator voices calling for continuity and education. >> okay. teachers can return with students to in person learning when san francisco is in the red tier and everyone is vaccinated. no vaccine is needed if san francisco reaches the more moderate orange tier. the district and the union not in agreement with how many days and hours are safer in person learning. the teachers union wants a mediator to intervene saying they have lost confidence in the superintendent to manage all of this. happening today, san francisco moves to the next phas >>oe w wk in education, child care and

emergency services and food sectors are now going to be eligible for the shot. the city set up a vaccination website for people who live and work in san francisco. and they can sign up there for an appointment. the website is sf.gov/getvaccinated. this morning, we're also expecting more dramatic testimony in the investigation into the deadly riots at the u.s. capitol. an fbi report shows that a warning was sent to capitol police on january 5th. former capitol police chief steven sund who resigned two days after the riot told congress he didn't see that warning until this week. and that it was sent in an email. >> if we have information that is coming in, the day before a major event, that has that level of specificity, that it could get a little more attention than just being handled through an email or electronic format. >> well, today we will hear even more evidence from officials on scene that deadly day. abc news obtained a copy of testimony from a capitol

official who will speak today and that official will confirm that he was never briefed on these threats either. a sonoma county dui case is the center of a supreme court debate on whether it misdemeanors warrant home searches. a man suspected of dui pulled into his garage and instead of stopping when a chp officer tried to pull him over 100 feet away. that officer followed him inside. police are required to have a warrant before entering a home, but courts have allowed exceptions when an officer is in, quote, hot pursuit of a suspect believed to have committed a felony. the court will essentially be deciding whether a misdemeanor crime, which includes littering and jaywalking, is enough to allow police to go inside someone's home. five managers of the texas power grid are resigning effective today. they faced intense criticism since last week's historic winter storm. more than 4 million people were

all right, let's look at some neighborhood temperatures if you're about to walk out. you caught me petting the cat again. red wood city, 39 degrees, 40 in menlo park, 51 in san bruno. that's the outlier. most of us in the low to mid-50s. a little fog along the coast that won't last long. temperatures mainly in the 40s this morning. we have san ramon at 39. san jose, about 46 degrees. you can see total sunshined to, b today, no more records but still upper 50s to low 60s along the coast at noon and 4:00. and the rest of us in the mid to upper 60s. mid to upper this evening. watch the winds spread across our neighborhoods as we head to lunch, gusting around 20 to 30 miles per hour, 40 to 50 up in the north bay and they will continue that way through at least 10:00 tonight.

two san francisco supervisors are now calling for an investigation into the proposed deal to keep the ferris wheel at golden gate park open for another four years. proposal gives the nonprofit san francisco parks alliance a share of ticket sale revenue. the examiner reports supervisors connie chan and aaron pesken say the noro in an ongoing corruption scandal is cause for concern. they're asking the city controller and budget and analyst office to investigate the deal between the nonprofit and recreation and parks department. san francisco's legendary poet, publisher and bookstore owner lawrencege of 101.

in east bay crews have finished cleaning up an oil spill near richmond chevron refinery. they estimated 500 to 700 gallons of a diesel water mix gushed into the san francisco bay on february 9th. officials overseeing the cleanup say teams didn't detect any sheen on the water or in -- on the shoreline over the weekend. and they alsove was no impact to wildlife. however, scientists did take samples of water, sediment and mussels in the area and those

>> thank you. restaurants, gyms, movie theaters, all those businesses will be able to reopen indoors with limited capacity today and two bay area counties. marin and san mateo counties are now officially in the red tier. abc 7 news reporter amy hollyfield is live in red wood city where one gym is getting ready to welcome back customers on the inside. hi, amy. >> reporter: hi, reggie. here is something you haven't seen in a while. an open door here at a gym. this 24-hour fitness opened its door, they'll start allowing people in at 7:00. this morning. just in a few more minutes. it is limited capacity, they can only let in 10% of the building's capacity. but they are allowed to reopen. restaurants also are going to be able to reopen indoors today in san mateo and marin counties. they can fill up to 25% of their indoor dining rooms' capacity. those in the business tell us they really need this boost, that being shut down indoors has

been tough. >> we're trying our best. all this time we have been working minimal hours, you know, trying to spread between everybody to get it even. and trying to make it work. >> reporter: places of worship can also allow in 25% of their capacity. movie theaters, zoos and museums are also on the list of places that can partially reopen in this red tier. county officials say the case numbers are going down. vaccinations have been steady. they are headed in the right direction here. so this is san mateo and marin counties. now, since they can only allow in 10% capacity, they want you to make a reservation, you can only be inside for an hour, so they can keep people moving, but they say this is a great start. reporting live in redwood city, amy hollyfield, abc 7 news. >> thank you, amy. now that san mateo county is in the red tier, state senator josh becker from menlo park is calling for all the schools in the county to reopen. >> we're seeing increase in

mental health issues, we're seeing increase in eating disorders, we're seeing an increase in suicides among kids. we have to get our kids back in the classroom and do it safely. that's what the data shows. >> becker says he sees virtual learning impacting his own kids. school districts on the peninsula are all in different phases of negotiating, reopening plans. for example, the san mateo foster city school district has announced in person learning will resume next month. but others haven't even set a date. becker says the first step is making sure that teachers feel safe. workers at larger grocery stores in santa clara county and the city of berkeley will be s emwill receive the extra $5 an hour pay boost starting immediately. in santa clara county, hazard pay applies to grocery stores in unincorporated areas of the county. vaccine clinics in sonoma county will go on today after severe winter storms back east delayed vaccine deliveries. the county canceled six clinics

this week. the sites open today include grace pavilion, santa rosa fair grounds, santa rosa junior college campus in petaluma, the rohnert park community center. this morning, the fda confirmed the safety and efficacy of the one shot johnson & johnson covid-19 vaccine. an analysis says it provides strong protection against severe disease and death and may reduce the spread of the virus by vaccinated people. an fda committee meets friday to consider the emergency authorization of this vaccine. meanwhile, the cdc says 17% of u.s. adults have now received at least one dose of vaccine. the new york times reports the fda will allow the pfizer vaccine to be stored in regular freezers as opposed to ultra cold conditions. vaccinemakers say they're on track to deliver 600 million doses by july. >> we're now targeting delivery of the second 100 million doses of our vaccine by the end of may, and a third 00 million

doses by the end of july, a full two months ahead of schedule. >> in washington, the house is set to vote friday on president biden's $1.9 trillioidef gglings a governor signed a stimulus plan that will provide $600 to eligible individuals and businesses. >> $7.6 billion of direct relief that we're providing today not only helps support small businesses, but supports as the pro tem said some 5.7 million californians with direct stimulus check relief. >> the governor says the plan is to target people and businesses left behind in the last few rounds of stimulus payments. this includes middle and lower income groups. people receiving assistance, t . people receiving checks won't see them until at least six weeks though after they file state taxes. a growing number of women are declining the covid-19

vaccine, fearing that it might affect their fertility. abc's dr. jennifer ashton is talking about this on "good morning america," saying there is no correlation between the vaccine, fertility and long-term side effects. >> this myth about causing infertility, you know, if that were the case, we would be seeing a lot of miscarriages in women who have been naturally infected with covid. so it is really about balancing risks, known risks versus unknown risks, benefits to both the mother and the fetus. right now there is no real data on this vaccine in pregnancy, however, about 20,000 women did become pregnant at some point, surrounding the time they were vaccinated. there have been no untoward side effects or safety signals in that group. >> dr. ashton also talks about what pregnant women should know about getting vaccinated that is coming up on "gma" at 7:00. protests erupted on streets of rochester, new york, overnight, after a grand jury decided not to indict police

officers involved in the death of daniel prude. jobina sis at the live desk wit more on that. >> thank you, religionggie. new york's attorney general made the announcement. >> no justice, no peace. no justice, no peace. >> about 150 people marched and chanted through rochester last night. they were protesting prude's death last march. bo cideo showed police officers placing a mesh hood over prude's head and pushing his face against the ground. as he suffered a mental health crisis. lawyers for the seven officers suspended over prude's death have said they were strictly following training. the federal justice department says it will review the case, and is raising the possibility it could open a civil rights investigation, kumasi. >> thank you, jobina.

the city of berkeley has passed groundbreaking police reforms and the mayor and city council voting last night to pass the 200 page reform package. it eliminates stops for low level offenses like not wearing a seat belt or having expired license tags. it requires written consent for searches. it prevents police from asking for parole ous, potentially it allows for officers to be fired for racist social media posts and creates an early intervention system to retrain biased officers. public comment at last night's meeting was largely critical of berkeley pd. >> i saw multiple levels of harassment and abuse by police. >> berkeley's police union says that they weren't consulted about the new policie a claim that the reforms will make the community less safe. >> there are new developments in a string of dangerous coyote encounters in the east bay. dna testing links the same

yesterday's horrific crash in southern california, john gregory from our sister station kabc is live in rolling hills estates near the crash site. good morning. >> reporter: good morning. and a lot of questions about what caused this accident. the accident is just a short drive up the road behind me. this happened around 7:00 in the morning. wood was in the northbound lane of hawthorne boulevard, veered across the median, veered across
