meeting in the east bay. good morning. welcome to thursday, february 25th, we'll get to all those stories. first, a check of the weather with meteorologist mike nicco. >> all right, thank you, reggie. i can call the all clear, all wind advisories have expired. the last one was for lake county and it just expired when the clock struck 6:00. so here is a look at our winds, 15 at fairfield. less than 10 to come around the rest of the neighborhoods. there is still a little gusty up in the higher elevations. look at diablo, 60 miles per hour up there. 3800 feet, nobody lives up there. so some of those could work their way down. breezy from time to time. and the temperatures will be average to little bit above average from the low 60s to near 70 degrees. reggie? president biden will mark a major milestone today. 50 million covid-19 vaccine shots under his administration. now, that's at the halfway point of where he wants to go, which is 100 million shots in 100

days. jobina, this comes a l more about aewlan to vari>> hat'ght, gd th m pfizer and study to evaluate the best ways to address the new variants. this comes one day after moderna announced a similar study. so far both companies say their vaccines are effective and do not need to be adjusted for new variants, but scientists are looking into developing variant specific booster shots. this comes as researchers at columbia and cal tech say they found 80 cases of a new variant in new york city. they're not sure if it is more transmissible, yesterday the fda announced johnson & johnson single dose vaccine is 86% effective at preventing severe illness with 100% effectiveness against hospitalizations and deaths. it is also effective against asymptomatic transmission. >> the vaccine provides a 74% protection against asymptomatic

disease, which is important because if you can prevent asymptomatic disease, then you will also reduce transmission. >> the fda could authorize the johnson & johnson vaccine as soon as tomorrow. the company says it could shift 3 million to 4 million doses by next week. that's less than initial estimates. but the u.s. is still on target to have enough doses for 400 million people by the summer. kumasi. >> thank you, jobina. developing news this morning, three bay area counties have reportedly suspended covid-19 vaccine supplies to one medical after some staff members allowed people to cut the line. one medical tells abc news they fired several employees for their intentional disregard of eligibility requirements. san francisco's department of public health sent a letter to one medical on monday, directing the company to return 270 vials, 1600 doses, of the pfizer vaccine. the chronicle is reporting that

san mateo an alameda counties asked the company to return vaccine doses. abc 7 news spoke with the director of the stanford center for biomedical ethics about the inequities we're seeing built into vaccine distribution. >> i think we have to be very vigilant from an ethical point of view of not just looking at what the regulations say, but what are the factors and the ways in which structural racism is actually built into the way the distribution channels are being set up. >> one medical sent a lengthy statement to abc that says in part, any assertions that we broadly and knowingly disregard eligibility guidelines are in direct contradiction to our actual approach to vaccine administration. we have numerous checkpoints in place to mitigate abuse of our vaccine booking system. we routinely turn people away who do not meet eligibility criteria. santa clara county will have nine covid-19ically placed throt

county by the end of the week. they just opened a new site at gilroy high school. >> we have been impacted by covid-19 because of the high community transmission rate. the ability to do something about that really feels good. >> more than 12% of gilroy residents have tested positive for the virus. the site is expected to operate out of the gilroy high school gym through the middle of the summer. it could scale up to vaccinate nearly 2,000 people a day. dozens of east bay parents are expressing frustration towards the mount diablo unified school board. it is a key part of our efforts to build a better bay area. abc 7 news reporter amy hollyfield live in pleasant hill this morning. we know this is all over the district's plan to get kids back in the classrooms. >> reporter: yes, some parents sounded off on that plan, kumasi. they want the schools reopened, these gates opened and they want their kids in that classroom, longer than what the district is currently planning on doing.

we couldn't see the parents. that's because they met on zoom, but we could hear their frustrations in that virtual meeting with one parent saying that the plan is a slap in the face. now, the mount diablo unifoied school board has approved a plan and would bring elementary school kids back to the classroom for five hours a week. some parents don't think that's enough. they also don't think it is happening fast enough. the teachers union also had complaints saying that the district needs to do more to keep employees safe. the district did announce that they will be able to provide covid testing for students and teachers every other week. but the teachers union was complaining and wanting more safety protocols put into place. contra costa county is still in the purple tier. parents are hopeful that once

they hit the red tier they will get a date for when their kids will be back in the schools. live in pleasant hill, amy hollyfield, abc 7 news. >> thank you, amy. elementary schools in sonoma county can start to reopen. according to the sonoma county health officer, case rates have dropped enough to allow schools to welcome back students and in kindergarten through sixth grade. schools that want to reopen have to have a plan submitted to the county. middle and high schools are not allowed to reopen until the county gets to the red tier. developing news this morning, president biden is on the brink of facing his first cabinet nomination defeat. two senate panels are delaying a vote on biden's pick to head the office of management and budget neera tanden. this could sink her confirmation. tanden is facing criticism for her previous twitter attacks on republicans, including tweets that compare senator mitch mcconnell to voldemort. >> you wrote susan collins is, quote, the worst, that tom

cotton is a fraud, that vampires have more heart than ted cruz. you called leader mcconnell moscow mitch and voldemort. how do you plan to mend fences and build relationships with members of congress? >> i deeply regret and apologize for my language. >> tanden's supporters call the backlash a double standard, pointing to republicans who gaf fo gave former president trump a pass for his tweets. testimony from pitman, while police were informed there was no indication of a coordinated attack, pitman took over after the former chief steven sund resigned in the wake of the attack. the house of representatives is expected to vote on a bill today that would provide legal safeguards for lgbtq people. the equality act would amend existing civil rights law to

new developments after a shooting inside a target school in antioch. police have arrested two 18-year-old suspects according to our media partner the east bay times. the suspects are accused of armed robbery and assault with a deadly weapon. target told abc 7 news that the suspects were trying to rob the pharmacy yesterday afternoon when a customer stepped in. one of the suspects shot the customer in the leg. that customer had to be taken to the hospital. there is a big effort under way in the east bay to track and trap the coyote that has been linked to five attacks in eight months. >> it's quite strange.

wildlife tend to be afraid of people. >> warning signs are now up and animal control officers are patrolling neighborhoods in moraga and lafayette. dna linked the same animal to all the attacks. they started last july and the most recent one was last friday. what makes the situation more unusual, though, is that there haven't been any reports of attacks on small pets. >> while it is tragic and we never want that to happen, that say little bit more normal behavior for a coyote to hunt something smaller than it and in a closer species rather than a human. >> so animal cry aalking stick withn umbrella while you're out to help create some space between you and the animal. if you do see a coyote, go inside your house or inside your car. then call authorities, especially the department of fish and wildlife, because they are the ones responsible for trapping the animals.

new at 6:00 a.m., a popular east bay restaurant has temporarily closed because of a possible covid-19 exposure. the restaurant will be closed for lunch and dinner until saturday, but didn't give a reason. chez panisse is set to open on sunday. a newsletter emailed to subscribers cited a potential exposure on february 18th. we're getting an inside look at protocols that allowed one local district to bring back older students into the classroom. this is orinda intermediate. it includes plexiglass partitions, masks, improved ventilation and cleaning in every classroom. students are not allowed to congregate. anything considered higher risk like choir practice has been moved outside. about 80% of orinda's sixth graders are in a hybrid model, they come every other day. >> it is pretty hard to make new friend oz on zoom. that's why it is convenient to get to go back to school, you get to meet the new friends you made.

and other than that, it is really no significant change in our forecast. other than temperatures maybe a degree or two cooler today. 65 to 68 in the south bay with san jose around 68. 62 to 66 our spr along the coast. low 60s in downtown. south san francisco, and sausalito. 6 6 to 70 through the north bay valleys. east bay shore, 63 in richmond, several cities at 66. and 66 today in pleasanton to about 70 in fairfield as you head inland east bay. and parts of the north bay. i think we consider sonoma county north bay. a look at the state today, mid-70s and most of our wints are going to be in so cal. tonight, significantly cooler with mid-30s in our deepest valleys. low to mid-40s elsewhere. my accuweather seven-day forecast, temperatures fluctuate here and there depending the winds and which way they're blowing. above average temperatures and dry all the way through wednesday. have a good one. here is ckumasi and reggie.

plus, the job openings that would let you qualify for getting the covid-19 vaccine right now. good morning, everybody. it is thursday, february 25th, before we get to those stories we want to check in with mike for a look at our forecast. good morning, mike. >> good morning, kumasi, reggie. hi, everybody. yeah, on this thursday, we're talking about calmer conditions. the wind advisory for most of us expired at 4:00 for lake county at 6:00. and still a little breezy at sonoma, 11 and fairfield at 18. the rest of us outside of san francisco, 16, almost calm conditions this morning. now you can see this still breezy in our hills and mountains. from time to time that will work its way down towards us. we'll call it breezy at times. not sustained and nothing damaging. it brings in a whole lot of dry air, which brings us sunshine and seasonal to not a little bit above average temperatures from low 60s in san francisco to near 70 in santa rosa and upper 50s along the coast. reggie? >> mike, thank you. california has surpassed a sobering milestone in the

pandemic. there are now more than 50,000 covid deaths in our state according to johns hopkins university. it comes as we're seeing a big drop in new cases and a downward trend in deaths, hospitalizations and transmission rates. also, johnson & johnson's vaccine could be authorized for emergency use as soon as tomorrow. >> sorry, friend. i was hearing something in my ear. i want to tell you about this. a new report from the fda shows the one shot vaccine is safe even and effective. the new study included more than half a million people who were vaccinated in israel and moderna says that it has come up with a vaccine that could potentially protect against the south african variant. happening today, san francisco's mass vaccination site at moscone center is set to reopen. it was put on pause last week because of a lack of vaccine supply. moscone center site was set to reopen on monday, but it was delayed until today. officials say it will have first and second dose vaccines and it will be open today from 11:00

this morning to 5:00 p.m., but you do have to make an appointment. the oakland coliseum vaccination site is giving out shots at maximum capacity. and that means that they are now vaccinating 6,000 people every day. this is actually the only local site that is reaching its max and it is because it is a federal site, so it is not subject to the supply issues th . fema and ste officials opened the site just about a week ago, and it is expected to stay open for at least eight weeks. east bay school board got an earful from some parents who are not having it with the district's plan to reopen classrooms. the mt. diablo unified school district wants to come back with a very limited hybrid model. amy hollyfield has more with what the disagreement is about. amy? >> reporter: it is getting tense. the superintendent says 1,000 kids have already left this district this year. and now it sounds like some of the parents who are still here

in the district are very upset. they do not like the planned schedule for when kids return to the schools in this concord, pleasant hill area. you can hear their frustrations in the virtual school board meeting. you couldn't see the parents, but you could hear them with one parent calling this a slap in the face. the mt. diablo unified school board approved a hybrid learning plan that will bring elementary school kids back to the classroom forwe.me parents don's enough. and they don't think this is happening soon enough. >> we could have been open now for elementary hybrid since january 27th. we haven't even officially submitted our plan. who runs this district? >> two hour, two day a week option you're giving families is a joke. working parents cannot get their kids to school in the middle of the day. >> i don't think we're being supported by this district and it was a slap in the face to be given this quote/unquote option of hybrid learning. >> reporter: the teachers union

unified school students are now attending who i bri iing hybrid a massive lawsuit against the utility's former officers and directors. the suit alleges 15 former directors and ten ficerss to pg&e. liable for damages resulting from the 2017 north bay fires and the 2018 campfire. the suit was originally filed in 2018, but put on hold by pg&e's bankruptcy filing. now, same time pg&e executive has revealed for the first time that the company knows its power line is responsible for sparking the kincaid fire. that fire injured four people and destroyed more than 300 homes in sonoma county where the fire is under a criminal investigation. last year cal fire named pg&e's power line as the cause. even then pg&e did not take

responsibility. pg&e said it was waiting to read the full report. suddenly this week, pg&e's vice president of wildfire safety said this about the kincaid fire. >> we understand at a high level our equipment was responsible for that fire. >> pg&e warned investors last year that it expected to be held legally reliable for the kincaid fire. pg&e could not point us to any time it ever disclosed to investors that the utility knew its power line was in fact what sparked the kincaid fire. after several incidents of violence crime in san francisco, mayor london breed said the city's law enforcement agencies have a new plan to deal with repeat offenders. yesterday, she had a really strong message for criminals. >> when you come to san francisco, with the expectation to harm somebody here in the city there will be consequences. so really don't come to our city with all that bull because we're not having it. >> the changes would include police notifying the district

attorney when a person is repeatedly arrested and closer monitoring of repeat offenders. mayor breed announced the city will get grant money to prevent gun violence. this announcement follows several high profile crimes including a new year's eve crash that left two pedestrians dead, south of market. the accused driver was a parolee. there is some questions surrounding tiger woods car crash and they could be answered by the technology in his suv. jobina has new details on what happened before and after the crash that seriously injured the golf legend. jobina? >> thank you, kumasi, the los angeles county sheriff says woods had no recollection of the crash when he was questioned about it at the hospital. investigators say he was not under the influence and the crash was an accident. the suv's data reporter could be key in figuring out what happened. similar to a black box on a plane, it can record speed and even the angle of the wheels

prior to the crash. county officials have announced an investigation into the road itself, which is notoriously dangerous because of a downward curve. >> if you're not paying attention, you can see what happens. so this is very important to know. >> thank god no one else was hurt. considering he hopped the median and went to the -- through the other side, it is a miracle. >> woods suffered significant injuries to his right leg, doctors placed a metal rod in his tibia below his knee. and screws and pins were attached to broken bones in his foot and ankle. reggie and kumasi. some gyms are opening in the bay area. do health officials think it is safe to work out around others? their message this morning. right now up about ten points, another update on how the markets are doing now. you courageously re meanin undeniably myself. >> one woman talks about the

if you're just joining us, here are the seven things to know this morning. number one, san francisco, san mateo and alameda counties have reportedly suspended vaccine supplies to one medical. staff members are accused of allowing people to cut the line. one medical tells abc news the employees have been fired. number two, the mass vaccination site in moscone center in san francisco is scheduled to reopen after being paused last week because of a lack of vaccine supply. officials say it will have first and second dose vaccines, you must have an appointment. and number three, the los angeles county sheriff says tiger woods was, quote, not drunk when the suv that he was seriously injured in rolled over and crashed. the sheriff says that it was purely an accident, which could lead to a misdemeanor charge at most. number four, former president trump has turned over his tax records to the manhattan district attorney. cnn is reporting the documents were delivered monday, just hours after the supreme court denied trump's efforts to keep
