that target was being use forward the same shia militia that conducted the strikes. >> officials tell abc news a retaliatory air strike could've resulted in a handful of casualties but that was the least elilethal option. a third covid vaccine could be granted emergency authorization in just a matter of hours. the fda meets to review the safety of johnson's one-shot vaccine. the timeline for when shots could actually be in arms. >> at about 8:00 this morning, johnson and johnson will begin its presentation to answer questions about its one-shot vaccine. the independent advisors will debate if the evidence is strong enough to recommend the shot. with that advice the fda is expected to grant the emergence use authorization as soon as tonight or tomorrow. >> now that it is only one shot

we're going to be able to vaccinate more people by the end of june. >> in addition to being a singleshot dose. another advantage is the johnson and johnson vaccine only requires refrigeration. if authorized, 3-4 million doses would be shipped initially. johnson and johnson plans to have 100 million doses by the end of june. it would likely have a surplus in the united states. pfizer and moderna are already on track to deliver enough for 300 million people by july. new this morning. more and more americans are planning to be vaccinated. at least 55% of americans have gotten the vaccine or plan to as soon as they can. and that's up from 47% last month. black americans and young adults though are more likely to wait. >> in the south bay, santa clara county officials want to

announce a new covid-19 vaccination site. on mckee road in east san jose. part of the county's continuing outreach to disproportionately affected communities. the event will be streamed on the santa clara county public health facebook page at 11:00. and today is the start of the vaccination rollout for teachers in solano county. employers and more than a dozen organizational education can get their shots. the rollout plan in solano is a phased approach because there is limited vaccine supply. elementary, middle and high schoolers will have the option to go back to class in livermore next month. education is a key part of building a better bay area. abc7 news amy hollyfield is live in live in livermore with how this will all work. >> reporter: they will be coming back here to school in three weeks, starting march the 22nd. this is for all grades in livermore. the superintendent says 1,100 of

their 1,500 employees have already been vaccinated and that number should keep going up. she says it is easier for families to bring back all kids rather than just a few grades. . parents are thrilled. >> my kindergartner has had a horrendous time. and to have him go back on campus, even if it is just for three months is going to be so amazing. i am so excited. >> reporter: in person learning four mornings a week for elementary school. middle and high school will go back two days a week. families will be able to choose to keep their kids at home and continue distance learning if that is what they prefer. live in livermore. amy hollyfield, abc7 news. stafford university has announced it will welcome juniors and seniors back to campus next month. about 1300 undergrads allowed back for the spring quarter in late march.

right now only 1,500 with special circumstances actually live on campus. >> we're getting tested twice a week. we need to check in every day if you live on campus or want to use campus facilities that you haven't experienced any sort of symptom. >> most classes still will be held online aside from some small group gather. the commencement ceremony will also be held virtually. starting today in the south bay, restrictions lifted on outdoor activities, which is wj news for kids and families. youth sports, performing arts and gatherings with multiple households that can resume. and this is because of the declining rates of covid-19 in santa clara county. indoor gatherings though, still discouraged. today the house will vote on president biden's nearly $2 trillion stimulus plan but a decision to hike the minimum wage will not be a part of it.

new video shows a man taking back his belongs in an attempted smash and grab robbery. he shows the suspect grabbing a backpack from a parked vehicle before running towards a getaway car. the victim then chased the suspect forcing him to drop the snatched bag. so this man got his item back but shorts say you should not do this. it can be very dangerous. >> the oakland a's plan to develop the howard terminal site and that could take a step forward today. expecting to see a draft of the environmental impact report. that plan includes the ballpark, shopping and housing. dan ashley explains one big question about the project. >> reporter: the draft environmental impact report is just the latest step in what's already been a very long process. the a's have been considering howard terminal as a site for years before november 2018 when the official plans were revealed. >> with the 81 days baseball

demand. when we last checked in, appointments were still available in alameda, fremont oakland, redwood city and san jose. -- one district next month, it comes as we learn about the plan to vaccinate teachers. amy hollyfield live in livermore this morning. >> reporter: good morning, reggie. livermore one of many bay area school districts announcing their reopening plan. they have decided they are going to send all kids back in three weeks. one reason is because teachers are getting the vaccine. so that vaccine is really a game changer. the state is saying that they are going to fasttrack teacher vaccinations. here in livermore they vaccinated 1,100 of their 1,500 school employees and with the new plan they are hoping the number will continue to go up. california is now going to get teachers a code so they can get priority access when making an appointment online for a

vaccination. the codes will work once. they will be single-use codes. the state plans to release 75,000 doses a week for counties to give to teachers and administrators. the state also plans to host vaccine days dedicated to teachers. for example, they will do that at the oakland coliseum. they will have a day there for teachers. the governor says less than 10% of the state's vaccine supply -- he said 10% of the state's vaccine supply will be going to teachers so districts can start getting kids back into the classrooms, as soon as possible. live in livermore. amy hollyfield abc7 news. thank youem amy. the oakland school board is inching closer and closer to getting kids back in the classroom. there is not an exact date just yet but the board believes its critical that schools are open for inperson learn big mid to lathe march and that would only be pre kindergarten to 5th grade and high needs students.

middle and high school students would not return this academic year. >> put a lot of preparation into the return and case rates are trending positive. we believe we'll be in red tier next week. we'll see. fingers crossed. so the last thing is making sure we have an agreement that everybody can live with. >> the teachers union calling the proposed date premature. it says the district is yet to meet all safety measures. -- reopen to inperson learning in a news conference the mayor called on the districts to work with the county health department to get teachers and staff vaccinated. he says vaccinations could begin as soon as sunday and would benefit 10s of thousands of students struggling financially. >> unfortunately the science has not guided our decisions here in the state of california here around the reopening of schools. our schools remain closed, in many cases too many students have been abanded.

i'll show those in the next weather. this seven-day forecast, you can see high pressure over the eastern pacific and clouds streaming towards us. the storm track is on top of us but any time you are on the front side or the east side, that is the dry side. the west side has a lot more cloud cover. that is usually the weather side. so we're on the dry side. that means lot of sunshine today and temperatures above average, 63-68 in the south bay. spread on the p peninsula, about 63-65. and the winds along the coast keep you in the upper-50s and low- to mid-60s downtown in south san francisco and sausalito with 65-86 through the north bay valsed. east bay shore 64-66 and into the valleys, 67 to nearly 70 in fairfield. tonight is going to be chilly like this morning. lot of mid- to upper-30s. a lot of the bay will be in the low- to mid-40s like the coast. you can see the winds will pick up as we head into the overnight hours. nainl our mountains but then look at the spread. gusts could be up to 30 miles
