good morning. it is friday, february 26th. and we're going to take a look at our weather today with mike nicco. >> thank you, reggie. good morning, jobina, kumasi, we'll start with live doppler 7. we'll see very clear conditions out there, no rain to be dealing with. a little bit of fog along the peninsula coast, but the visibility is about four miles right now. the winds are considerably light, ten miles per hour in petaluma, our fastest wind. you may find it breezy, way up above 2500 feet. but how many of us live up that high? so let's talk about what to expect this afternoon. our cool spot because of the winds along coast, 58 at half moon bay. notice the winds won't have that effect in santa cruz at 65. 62 to 66 around the bay. about 65 to 70 inland. we'll look at weekend forecast coming up. here's kumasi. developing news, president biden ordered the first military operation of his presidency. two warplanes were launched in eastern syria, targeting a group of buildings.

defense officials say they are owned by iranian-backed mil milm believed to be responsible for a rocket attack earlier in the month that wounded five americans. >> we're confident in the target we went after, we know what we hit. that target was being used for the same shia militia that conducted the strikes. >> officials tell abc news the retaliatory air strike could have resulted in a handful of casualties, but that it was the least lethal option. the pentagon says the biden administration acted to de-escalate the overall situation. happening now, the fda meeting to review the safety and efficacy of johnson & johnson's one shot vaccine. it is just getting under way. jobina fortson is looking at the timeline for when we could see the shots in people's arms. jobina? >> thank you, good morning. so it is starting right now, this meeting with opening remarks and a discussion on covid-19 variants. then around 8:00 this morning,

johnson & johnson will answer questions about its one-shot vaccine. the agency's independent advisers will debate if the evidence is strong enough to recommend the shot. with that advice, the fda is expected to grant j&j's emergency use authorization for vaccine as soon as tonight or tomorrow evening. >> now that it is going to be only one shot, we're going to be able to vaccinate more people by the end of june. >> in addition to being a single shot dose, another advantage is the j&j vaccine only requires refrigeration for storage and the j&j vaccine has been tested against several variants that are worrying public officials now. if authorized, 3 to 4 million doses would be shipped initially. j&j plans to have 100 million doses by the end of june. that would likely ensure a surplus of doses here in the united states because pfizer and moderna are already on track to deliver enough doses for 300 million people by the end of july.

reggie? >> all right, jobina, thank you. south bay, santa clara county officials will announce a new covid-19 vaccination site. the east valley clinic is located on mckie road in east san jose. it is part of the county's continuing outreach to disproportionately affected communities. that event will be streamed on the santa clara county public health facebook page at 11:00 a.m. and today is the start of the vaccination rollout for teachers in solano county. employees at more than a dozen educational organizations can get their shots. right now school employees who are providing in person learning are going to get the priority. the rollout plan in solano county is a phased approach because they have a limited vaccine supply. education is part of our focus to help build a better bay area. livermore valley joint unified school district has approved a plan to bring students of all ages back to the classroom next month. abc 7 news reporter amy hollyfield live at grenada high school with more on the hybrid learning plan. amy? >> reporter: hi, good morning, kumasi.

they'll be coming back here in livermore to the classroom in three weeks. they plan to start on march 22nd. this is for students of all ages, in1100 of their 1500 employees have been vaccinated already. and that number should keep going up. she says it is easier for families if they bring back all of the kids. all the grades, rather than bringing back certain grades at certain times rather than phasing it all in. parents we talked to are thrilled. >> my kindergartner has had a horrendous time. and to have him go back on campus, even if it is just for three months is going to be so amazing. i am so excited. >> reporter: in person learning will be offered four mornings a week for elementary schoolchildren and the middle anack days a week.if this doesn't sou

out. they can choose to keep their kids at home for distance learning. reporting live in livermore, amy hollyfield, abc 7 news. >> thank you, amy. stanford university has just announced that it will be welcoming juneiers and seniors back to campus next month. about 1300 undergrads will be allowed back on campus for the spring quarter in late march. right now only 1500 undergrads with special circumstances live on campus. >> we're getting tested twice a week, we need to check in every day if you live on campus or want to use campus facilities that you haven't experienced any sorts of symptoms. >> the university says that most classes will still be held online, aside from small group gatherings. commencement ceremony will also be held virtually. today the house will vote on president biden's nearly $2 billion stimulus plan. to hike the federal minimum wage to 15 bucks an hour will not be part of this. here is what it does include. $1400 stimulus checks, $170

billion for schools, $160 billion to expand vaccine development and infrastructure, and extensions of crucial unemployment benefits. democrats are prepared to pass this bill without republican support. u.s. capitol police are warning that extremists could be planning another attack in washington. during a congressional hearing yesterday, acting police chief yoganonda pitman said they want to blow up the capitol when the president addresses congress. the administration is concerning addressing a joint session of congress later this year. >> we know that the insurrectionists that attacked the capitol weren't only interested in attacking members of congress and officers. they wanted to send a symbolic message to the nation as to who was in charge of that legislative process. >> chief pitman says enhanced security at the capitol will stay in place.

still ahead, this brazen attempted robbery near golden gate park. what happened after the suspect ran to a getaway car. the efforts san francisco supervisors will consider backing that would get rid of a reference to slavery in the state constitution. a clear sky. through that san bruno gap, there is a little fog on the other side. but a whole lot of sunshine in our day planner for today. we're starting off around 37 to 46. upper 50s to mid-60s with sunshine this afternoon.

we know that firefighters in compton got to this scene. this was just around 4:30 this morning, so about an hour and a half now on friday. so we see this fire, it is ripping through what appears to be a bus yard, and we're hearing that close to a dozen buses there are on fire. you can see some of the flames right there on those buses. you can see how much smoke is just into the sky right now. firefighters are on the scene as you can see, working to get this fire under control. but it has been burning now for about an hour and a half. we haven't heard of any injuries there. we don't know what caused this fire. of course, we will continue to monitor this and share with you as soon as we get more information. you can imagine all the chemicals from the paint to what's inside the buses to the diesel, looked like some may have been battery operated, there is all sorts of chemicals getting into the air down there. hopefully they got a shelter in place going. back here at home, things much quieter, 38 in castro valley.

traffic had been backed up through berkeley and emeryville and then, you know, it fills in at the toll plaza. speeds are averaging around 40 miles per hour once you hop on to the bridge. as we bring in our live camera from emeryville it busy there as well. really just all stemming from an earlier crash and now everyone is beginning to move in there as we travel westbound. so i've been talking about this earlier sig alert, still a little bit of a slowdown in the area as we look at the maps here. so it was originally on westbound 80 at gilman street. thankfully that has cleared. things are beginning to move. >> i am. i have it on video. >> got it. got it. >> i got the video. >> this video shows a man taking back his belongings during an robbery. forest landing says he saw what happened, shared the video, you see the suspect grabbing a

backpack from a parked vehicle, and then runs toward a getaway car. the victim chases after the suspect, forcing him to drop the snatched bag. so the man got his item back, but authorities say you should not do the same that this is very dangerous. still ahead, a sneak peek at the new pixar film coming out this summer. plus the heated debate in washington over protections for the lgbtq community

yesterday congress passed the equality act, the landmark bill would ban discrimination based on sexual orientation and gender identity. three republicans joined democrats in voting yes. >> the fact is that in most states an lgbtperson iat b eing deniedon jury just because of who they are. >> the debate spilled out into the hallways of the capitol. marie newman who has a transgender daughter placed a transgender pride flag outside of her office, that prompted marjorie taylor greene to post a sign reading, quote, there are two genders, male and female, trust the science, the debate comes during the confirmation hearing for the first openly transgender person nominated for office. yesterday, president biden's nominee for assistant health secretary dr. rachel levine faced questions from senators about transgender medicine. >> american culture is now normalizing the idea that minors

can be given hormones to prevent their biological development of their secondary sexual characteristics. >> thank you for your interest in this question. transgender medicine is a very complex and nuanced field. with robust research and standards of care that have been developed. >> democrats criticized senator paul for making, quote, harmful misrepresentations. as for the equality act itself, it does face an uphill battle in the senate and sneneeds ten republicans to vote with all democrat for it to pass. >> jobina, thank you. the san francisco board of supervisors will consider supporting an effort to amend a reference to slavery in the state constitution. >> san francisco has a history of being a champion of civil and human rights. and this is the next step. >> article 1, section 6 offal california constitution states there shall be no slavery in the state nor involuntary servitude

south bay, 63 to 68. up the peninsula, 63 to 65. along the coast, windy, blowing sand and much cool, upper 50s for you. low to mid-60s in downtown and south san francisco. and over towards sausalito. 65 in san rafael to 68 in places like santa rosa and napa today. 64 to 66 along the east bay shore. as you head inland, we'll have around 67 to 70 degrees. now, around the state, a few showers possible in eureka, 49. mid to upper 60s through the central valley. look at that, low to upper 70s in so cal. tonight, we tall back to the 30s in many areas, even places like livermore and also up into the north bay. and low to mid-40s around the bay and the coast. here is my accuweather seven-day forecast, not a single drop of rain all seven days with temperatures a little bit above average. north winds will gust around 25 to 35 tomorrow. so the better day to be outside will be sunday, it will be a couple of degrees warmer also.

we're following breaking news out of compton, look at all the bu buses on they responded to the scene near santa fe and banning avenues after 4:30 this morning. the fire is ripping through what appears to be a bus yard and looks like right next door to it there are a lot of wooden pallets on fire.

so now crews are trying to protect homes that are nearby. you can see just how close some of these homes are to this industrial area here. right now not clear if anyone has been hurt as a result of this and we don't know the cause of the fire. by the way, we're streaming this video that is coming from our sister station kabc in los angeles on our website, abc7news.com and also on our streaming apps. we'll continue looking at this. new this morning, it appears more and more americans are planning to get vaccinated. the survey from the kaiser family foundation reveals 55% of americans have gotten the vaccine or are planning to get it as soon as they can. that's up from 47% last month. black americans, though, and young adults are more likely to wait. we novak seen appointmentkns can be hard to come by. people are turning to technology to get their shots. bots or autonomous web programs have emerged to alert people

benefits. republicans say the bill is too big. >> how much time do you have, mr. president, to go through the litany of things in this bill that have nothing to do with covid? >> covid-19 pandemic say once in a century tragedy, it requires a once in a century congressional response. >> time is of the essence here. more than 11 million americans will lose their unemployment benefits next month. the goal of democrats is to get this bill on the president's desk before the benefits expire on march 14th. reggie? >> jobina, thank you. happening now, the fda advisory panel meeting to consider authorizing a third covid-19 vaccine. the meeting started about 30 minutes ago. here say live look. right now they're discussing the new variants of coronavirus. at 8:00, johnson and johnson will begin its presentation and answer questions about its one shot vaccine. last night, we talked to stanford infectious disease special dr. haley ganss, a member of the fda's independent vaccine advisory committee. >> i have some questions.

how long will the -- our immune response last, and when and if we need boosters to this. >> the j&j vaccine's overall efficacy rate is 72% in the u.s. but when it comes to preventing severe disease and death, it is 86% effective. if the fda grants emergency use to johnson & johnson this weekend, 3 million to 4 million doses are expected to ship to the u.s. next week. cvs is offering more covid-19 vaccines at more sites across the bay area. you do have to be eligible though to receive the vaccine under the state's current vaccine rollout plan. and at this point, that includes people 65 and older, healthcare workers, and long-term care residents and staff. cvs requires that you make an appointment and they have been filling up pretty fast. cvs says availability can change quickly, though, based on demand and when we last checked, appointments were still available in alameda, fremont, oakland, red wood city, san anselmo and san jose. ises as w learn about the teach.

abc 7 reporter amy hollyfield is live in livermore. amy? >> reporter: livermore is one of many bay area districts starting to announce their reopening plans. this district decided to bring all kids back in three weeks. and one reason all these plans are starting to formalize is because that vaccine is becoming more widespread. here in livermore, the superintendent says they have vaccinated 1100 of their 1500 school employees. and the state is now going to fast track teacher vaccinations. california is now going give teachers a code, so they can get priority access when making an appointment online for a vaccination. the codes wil otime th w the will75,000 doses a week for counties to give to teachers and administrators.

the state will hold vaccine days dedicated to teachers, at the oakland coliseum, they will have a day there for teachers. the governor says 10% of the state's vaccine supply will be going to teachers. and that way districts can start getting kids back to school as soon as possible. so teachers, stay on the lookout, keep on the lookout for that secret code that will get you into this secret access to this vaccine. reporting live in livermore, amy hollyfield, abc news. the oakland school board is inching closer to getting kids back in the classroom. there is not an exact date yet, but the board believes it is critical that schools open for in person learning by mid to late march. that would only be for prekindergarten to 5th grade and high needs students. the teachers union is calling this proposed start date premature and says the district has yet to meet all safety

measures. san jose mayor is urging school districts in his city to reopen for in person learning. >> unfortunately science has not guided our decisions here in the state of calorni around teng of scols rein manyabandoned. >> he says vaccinations for teachers and staff could begin as soon as sunday. if you're feeling anxious about your child's development during distance learning, you are definitely not alone. look at the new poll it finds 74% of california parents are worried their child's education and development will suffer because of the pandemic. 73% are worried about their child's ability to socialize with other kids. oakland-based nonprofit the education trust west found low income parents and parents of color are particularly impacted by the changes to child care. starting today in the south bay, restrictions are being lifted on outdoor activities, which is very welcome news for kids and families.

activities like youth sports, performing arts and gatherings involving multiple households in groups can resume. it is because of declining rates of covid-19 in santa clara county. however, indoor gatherings are still being discouraged. now back to that breaking news we have been tracking this morning in compton. look at this. live video of a huge fire that is burning in an industrial area right now. so far we have counted close to a dozen buses that are on fire and crews have actually started at this point to move some of them out of the way. we also have learned that there is a home nearby that is also threatened. we don't know if anyone is inside the house. of course, we're going to keep monitoring the situation and we're also streaming a live picture from our sister station kabc. it is at abc7news.com and you can also see this on all of our apps. sonoma county prosecutors were demanding pg&e turn over evidence related to the kincaid fire. this is part of the criminal investigation into the company's role in sparking the 2019 fire.

in an annual report released yesterday, pg&e disclosed to investors this were served with a search warrant. the company said it is cooperating with the investigation, this week pg&e revealed for the first time that the company knows its power line is responsible for the fire. speaking of fires, local fire departments are using a new technology to help firefighters stay safe as they fight unpredictable wildfires. it is called tablet command. it tracks the location of individual fire units, maps and other critical information using tools that are familiar to customers. >> consumer applications like doordash or instacart to get our food, those are things that can frankly save lives in emergency situations by giving firefighters real time access to information. >> the technology is a leap forward for the fire services that have relied for years on wall maps, map books, white boards and manual logging.

temperatures in the mid to upper 40s there. 35 in red wood city, 37 in the menlo park. and everybody else in the low to upper 40s along a clear bay side on the peninsula. temperature from 33 in fairfield right now to about 48 in half moon bay. we have 42 in san jose. and fremont. 45 in oakland and concord. here is a look at mt. tam, look at how much quieter it is. 4 to 6 miles per hour. 37 to 46, no change in the temperatures through 7:00. we'll stay in the 50s at the coast. it is going to be windy there. 660 to 62 around the bay. 60 to 64 at 4:00. same areas. back to the mid-50s by 7:00. san jose, a little hazy this morning. otherwise, pretty guy quiet for your commute except north of the bay bridge. it is going to be choppy during the afternoon hours if you're going to be out on the water. as far as outdoor dining, in the 60s through 5:00, we'll fall into the 50s this evening with no windchill. hope you enjoy it.

let's talk about the morning commute. hi, jobina. >> hi, mike. thank you. good morning, everyone. so things are beginning to improve on the traffic front. it has been a very busy morning though. we're going to start off here with a live look at the bay bridge toll plaza. mitering lights came on at 6:01. speeds on the bay bridge traveling westbound, once you make it through the lights, averaging around 32 miles per hour. a little slow, especially once you come out of the tunnel. want to check in on the maps here, so you can see, overall look at the bay area, we have a couple of red patches, and a crash that i'm following in san jose right now where you can see we have a bit of a slowdown on southbound 880 before stevens creek boulevard. according to the chp, a car hit a wall, debris scattered across all lanes there and they shut down the on ramp to southbound 880. so heads up if that's a part of your morning commute. this morning, the chp is investigating this crash that sent a driver to the hospital overnight. it happened on highway 17 in los gatos near camden avenue. the car was destroyed.

welcome back. lady gaga is offering a $500,000 reward for the safe return of her french bulldogs. they were stolen at gunpoint. and her dog walker was shot in the chest. now los angeles police are looking at this surveillance video to help them track down the thieves. police say the dog walker identified as ryan fisher is recovering in the hospital this morning. overnight, "gma" spoke with one of fisher's friends. >> not a mean bone in his body. he loves those dogs

wetter pattern. the reason we're not, high pressure camped over the eastern pacific. on the west side, where all the clouds are, on the east side of high pressure, that's the dryer part of the storm track and that's where we are. that's why we're getting breezy conditions as dry cold fronts go through and the extremely dry air like we had yesterday. a little better today. 63 to 68 in the south bay today. about 63 to 65 on the peninsula. on the coast side, windy, with upper 50s. and then low to mid-60s in downtown south san francisco, across the golden gate to sausalito, 65 to 68 through the north bay valleys. if you're going to be in the east bay shoreline, dress for temperatures around 6 4 to 66. lows tonight, look at that, a lot of mid to upper 30s in our deepest valleys. low to mid-40s most of the bay and the coast. monday, as we go into monday night, there is a slight chance of a stray shower across the north bay. one of those dryer cold fronts moving through. and then notice the high pressure dominates once again until we get to saturday.

>> organizers of the recall campaign say that the governor is destroying the lives and businesses of hard working californians. they have until march 17th to turn in signatures. all right, listen to this, $12 million, that is how much of his own money that kanye west apparently spent to run for president in 2020. a filing with the federal election commission shows a total amount of money spent was $13.2 million. and the majority was his own cash. so when you break that down by votes, he got 66,000, that's about $200 a vote. he was only on the ballot in a dozen states. apple is releasing an update to fix a charging problem that is destroying some of its laptops. the issue has been linked to later models of the mac book pro and air. the damage appears to take place when connected to third party usb hubs and docs. you don't need to go to the apple store or you won't need to do pick up the latest tech gadgets because soon you'll be able to do that in target.

it is 6:57. here are the seven things to know this morning. the fda is meeting today to review the safety and efficacy of johnson & johnson's one shot vaccine. a third covid vaccine could be granted emergency authorization as soon as tonight or tomorrow evening. number two, breaking news, a huge fire burning in compton in southern california. it started in an industrial area. it is now burned several tour and school buses nearby. the cause isn't known. number three, it is back to school for some east bay kids. the livermore valley joint unified school zrikt says in person learning will be resuming next month. the plan is for all ages, elementary, middle and high school students. number four, the oakland a's plan to develop the howard terminal site could take a step forward today. we're expecting to see a draft of the environmental impact report. there remains several more bureaucratic hurdles. number five, we're off to a sunny, cool and calmer start.
