the johnson & johnson vaccine is a step closer to getting thauthorize it by the f. we spoke to experts about how this will expedite distribution in california. the city of antioch under the national spotlight after an in-custody death from december. the new police reform measures they're considering during a special session of the city council. tracking the next round of gusty winds for your weekend, hour-by-hour forecast is coming up. abc news rofrter andrew denver breaks down how the bill allocated all of the money. >> reporter: in a marathon late into the night, house democrats moving forward on president biden's nearly $2 trillion covid relief package. >> say light president biden for the plan that will rescue plan. >> reporter: it includes another round of stimulus checks for most americans, billions of dollars in covid-19 testing and more money for schools, state and local governments. the house bill includes raising the federal minimum wage for $15 an hour, a component the senate will likely scrap. >> what does it have to do with covid? >> reporter: democrats are using a spusecial measure known at reconciliation. the neutral senate parliamentarian ruling a minimum wage increase does not meet the

threshold to be included in the overall package under that measure. but without a federal wage hike, passing the overall covid relief bill might proof easier in the evenly divided senate. andrew denver, abc news, washington. tonight an imminent game changer in the fight against coronavirus. the fda advisory panel voted unanimously to recommend johnson & johnson's one-shot vaccine. >> it is a majority voted yes, we have a favorable vote. >> clinical studies show the vaccine provides strong protection. it is 85% effective against severe illness and 100% at preventing hospitalizations and deaths. another critical finding, early data suggests the shot may offer 74% protection against asymptomatic infections making those vaccinated less likely to spread the disease. the fda did say the vaccine has expected side effects like fever and fatigue, and johnson & johnson is looking into preliminary reports of two severe allergic reactions as seen in other vaccines.

but top health experts are calling it safe. >> we now have three highly effective vaccines. importantly, each of them are very effective against severe disease and virtually all of them say that you look at the data and it is clear that you get essentially no hospitalizations or deaths in any of them. this is very good news. >> unlike other vaccines, the johnson & johnson vaccine was tested in communities with concerning variants and still performed well. plus, it is easier to store at normal refrigerated temperatures. so what comes next? final authorization from the fda is expected within the next 24 hours. and on sunday a cdc panel will meet to discuss prioritizing the deployment of this new vaccine. that means up to 4 million doses could be shipped starting on monday with a potential of shots in arms by tuesday. so things begin to move very quickly from here. now, california is expecting to get the johnson & johnson vaccine as early as next week.

"abc 7 news" reporter luz pena is part of our abc 7 vaccine team. she spoke with several experts about vaccine distribution for the state, including one of the local doctors who was part of today's fda advisory committee. >> reporter: in the war against covid-19, there is hope today. the johnson & johnson vaccine is a step closer to getting authorized. were there any concerns as you were reviewing the data? >> we really didn't have any concerns. there's not a big safety signal here. >> reporter: dr. ganltz is part of the fda panel that gave the vaccine the green light today. data shows the one-dose johnson & johnson vaccine is 85% effective at preventing severe illness. it will make it easier to distribute across the state is the basic storage requirement. >> there's not a storage issue and there's not the need for the dramatic go dramatic cold degrees the other vaccines need. >> reporter: johnson & johnson says they're on track to deliver 100 million doses by the end of

june. governor gavin newsom says california is set to receive the first batch next week if authorized. >> we anticipate receiving 380,000, 380,300 doses of the j & j vaccine next week, and predictably over the next three weeks. >> reporter: another aspect that will impact distribution is the statewide system. by march 31st, california is expected to be switched over to a centralized vaccine appointment and delivery system by blueshield. dr. michael wasserman is part of the california vaccine advisory committee. he says more doses will be able to reach vulnerable populations now. >> primary care physicians who know who their patients are that need to be vaccinated, hopefully, we'll be able to get the vaccine into their offices. >> reporter: with more vaccine available, dr. gans says we have a better chance at beating the virus and reaching herd immunity faster. >> only about, i think, 13% of

our population is actually vaccinated at this point. so we have some work to do, but this is now going to accelerate it. so i think that we will really start to see our numbers turn around in the next two months. >> reporter: in san francisco, luz pena, "abc 7 news". and a quick note, the house just voted to approve president biden's $1.9 trillion pandemic aid package. it now goes to the senate. on to new developments. indoor church services are someone's again allowed in santa clara county. the supreme court issued an order today saying the county can't enforce a ban on indoor services but capacity can be limited to 25%. e high court made ay fought it. this suit was brought by gateway church which has a location in san jose. a lawyer said in part, we are very grateful to the u.s. supreme court for reinstatement of our right to gather in houses of worship.

santa clara county sedin door gatherings of all kinds remain very risky and we continue to urge all religious institutions to carefully follow the public health recommendations. meantime, san jose unified is looking at mid to late april for return to in-person learning. today district officials said they plan to reopen classrooms on april 21st for all grade levels. that date is contingent on the county moving into the orange tier and on the staff being fully vaccinated. keep that in mind. starting sunday, educators in santa clara county are eligible to begin booking vaccine appointments. starting today you can gather outdoors in santa clara county. activities like youth sports, performing arts and gatherings involving multiple households are allowed. masks are only required if you are within six feet of someone outside your household. exciting news for san francisco kids. city health officials confirmed youth sports can resume once the city enters the red tier. they're predicting it could be as soon as next tuesday.

athletes will have to follow extra safety precautions, and to help get things up and running the city will be providing field space to leagues offering a seven-week mini season starting in april. in the east bay the antioch city council took the first step in creating a blueprint for sweeping police reforms during a special evening tonight. as "abc 7 news" reporter matt boone explains the entire meeting was underscored by two recent cases of residents who died in custody. >> reporter: his death only made national headlines this week after the family filed a wrongful death complaint, claiming the officer used a neck restraint on him similar to george floyd. >> it is hard to justify that. >> reporter: the attorney represents the kento family. >> no question in my mind a non-law enforcement response would have saved this man's life. >> reporter: creating a mental health response team was the first of eight police reform items on the agenda. it received nearly three hours

of public comment. all of it in support, including that from bella collins, anglo's younger sister. >> i wish i hadn't called the police on december 23rd, 2020, and i would like to also consider that perhaps the police officers feel the same way. >> reporter: the items up for consideration also included the addition of body cameras, additional training, banning the purchase of military-grade equipment, establishing an independent review commission and barring lateral transfers if an officer has a prior excessive use of force violation. the measures are being pushed by mayor lamar thorpe who campaigned on police reform but finds the city amid a streak of violent crimes including a paramedic and firefighter shot this week and another in-custody death. >> today we talked about the second in-custody death matter, you know, we had three shootings in the city that day. >> reporter: antioch police chief brooks has yet to publicly comment on the kento case, only saying it is still under

se new at 11:00, the nba g league is investigating a league by jeremy lynne he was called coronavirus on the court. that's according to our sister network spen. he is currently playing for the g league affiliate posted about racism on facebook yesterday. he didn't provide specifics about the incident. the coach said today he applauds lynne for his post. the calls are growing for a sacramento high school teacher to be fired after she was caught making a racist gesture during an online class. the teacher demonstrated a pose that is considered a pose considered a racial stereotype for asians. >> reporter: the spanish teachers use of the pose during an online class sparked outrage from the grant union high school community and beyond. in a video recorded by a student and later posted on social media, grant union high school

spanish teacher nicole burkett is seen pulling her eyes up and down depicting the racist stereo time for asians known as -- >> under no circumstance is this acceptable. >> reporter: it has been likened to being offensive as mocking asian americans and mocking african-americans. it spans at least a century. the stereotype outrageously depicted in this world war ii "life" magazine article claiming you can tell them apart by facial features, fuelling at the time. >> if anything, it is absolutely harmful for our students in our community. >> reporter: twin rivers unified school board president michelle reef y rivas issued a statement

condemning racist statements. she said the school board will do whatever it takes. meanwhile, more than 550 signatures were garnered, calling for the teacher to apologize and adopt an ethnic studies curriculum. councilwoman vang is urging the community to come together during this time and to continue speaking out against racism. now, we have reached out to that spanish teacher, nicole burkett. we have not heard and that was reporting. a woman who found lady gaga's two dogs turned them into the lapd tonight. the frenchies were not hurt. police don't believe the woman was involved in wednesday's attack when thieves stole the dogs and shot the dog walker. the search for the suspects continues.

the dog walker is expected to recover. lady gaga who is working in italy offered a half million dollar reward for the dogs' safe return. a major milestone for the oakland a's and their quest for a waterfront ballpark. today the city released the draft environmental impact report for the privately financed project near jack london square. the draft report gives us a fresh look at the a's vision for a new ballpark with room for 35,000 fans. they're also planning a hotel and performance venue along with 3,000 new homes, all opening up on to 18 acres of new waterfront park. >> we have been working almost two years on this. this allows us to take that next step forward and get closer to the groundbreaking as soon as possible. >> the plans detailed in the environmental impact report prioritize impending port traffic. a's president dave cavel said a lot of research went into concerns about the port. >> it shows a waterfront ballpark and a port next to it can actually coexist and it

should not be impacted negatively on the port's operations. >> it addresses traffic, adding transit lengths to the downtown core along with bike and pedestrian bridges and maybe an aerial gondola. >> there's no way you will put that many people on a tram and move them that distance, at that time and speed. it can't be done. >> the public will get to chime in during open hearings on this project. oakland mayor libby schaff says she hopes the city council will approve the plans by year's end. >> the a's are our last major league team in oakland. we need to keep them. >> they do not want to lose the team. o opponents m attractions will put too much of a crunch on the area to actually make the port function. let's turn our attention now, ama, to the weekend forecast. it does feel like spring out there. >> yeah, but is it going to be a windy weekend, sandhya? >> yes, we're going to start it

off that way, dan and ama. tomorrow we are going to notice that the winds are gusty not just near the coast like today but across the higher elevations and even some other lower elevations. right now i want to show you a spectacular full snow moon from tonight. this was from the kgo roof camera. it is called a snow moon because it is the last full moon of this month, which typically in the northern hemisphere tends to be the snowiest, and so it is just absolutely stunning. if you had a chance to get outside and take a look, you know exactly what i'm talking about as it was rising the skies were clear. here is a look at the winds, gusting to 29 miles per hour in half moon bay, 26 in santa rosa. not as strong as they were earlier but they will pick back up again as we go towards tomorrow morning, especially near the coast, over 40-mile-per-hour winds. you will feel it going into the afternoon hours, that wind coming off the ocean will make will feel even chillier. 43 at point reyes. 36 in half moon bay. winds will begin to subside as we go into sunday. it is still going to be breezy

but not nearly as windy. that will allow the temperatures to rise on sunday afternoon. here is a look at what is bringing us the windy conditions. it is a low pressure system inland, higher pressure over the pacific, getting closer as it is building. the two are getting too close together and we're getting squashed in between, and that's why the winds have been developing. live doppler 7 show you some passing clouds right now. it is in the 40s and 50s tomorrow morning. you will need a jacket or a sweater. here is a live look from our kgo roof camera, and along the embarcadero it is nice and quiet. hints of rain late next week. temperatures plunging, by morning 30s, 40s under clear skies. the afternoon will be a nice, sunny one. mild inland around san jose, livermore. 65 in vallejo and santa rosa. 59 degrees in san francisco. 56, half moon bay. it is going to be windy, like i said, across parts of the bay area.

keeping eyes on next friday, computer models are bringing in the possibility of some rain friday evening going into saturday and possibly even into sunday. so maybe a pattern change by the end of next week. for now, enjoy the sunshine this weekend and watch out for the winds tomorrow. they ease on sunday. temperatures will rise. it is a mild, sunny pattern, even though the clouds will come in next week. temperatures will be in the 50s, 60s coast side, 70s inland like dan mentioned, feeling like spring with the possibility of some rain on friday. ama and dan. >> very nice. okay, sandhya, thank

a southern california pet owner is celebrating a reunion 15 years in the making. brandy was a kitten when she disappeared in 2006. a few days ago the gray tabby was reported as a stray and taken to palm dale animal care center. thanks to a micro chip she was reunited with her owner. >> i picked her up and she was just purchasing instantly. i don't know if she remembered, she probably didn't remember me but she is such a good natured, sweet cat. >> ah, veterinarians say brandy was malnourished but is gaining weight and is expected to make a full recovery. wow, what a reunion, dan.

stadium site was released today. no major road blocks outside of one group suing to try stop the project. it is for a 30,000 seat stadium along with hotels, restaurants and fisher tight fisted when it comes to spending. fisher proved he will pay as he did in san jose. >> this is the second project that the fisher family and i have worked on in the bay area. we successfully developed the area in and around with via stadium so there's a track record of doing a development like this. obviously this one in oakland is bigger, but it is the same type of thing and obviously the project in san jose was a huge success. >> if you cannot get this project built at howard terminal, what is the a's future in oakland look like? >> we think it could an incredible project, transformative with many community benefits. we only have a lease through 2024 at the coliseum, so time is running out. we need to find out this year. have to admit i didn't know
