details. >> the nays are 212. the bill is passed. >> reporter: in a marathon leading the night's session, house democrats voting to pass president joe biden's near $2 trillion covid relief bill sending the measure to the senate. >> i salute president biden for his american rescue plan which will do just that. rescue the american people. >> reporter: the plan includes another round of $1,400 stimulus checks for most americans, billions of dollars for vaccines and covid-19 testing and more money for schools, state and local governments. the house bill also includes raising the federal minimum wage to $15 an hour. >> what does it have to do with covid? does that put anybody back to work? >> reporter: democrats are using a special measure as budget reconciliation to avoid a filibuster in the senate with a

simple majority vote. the parliament aryan ruling that a minimum wage increase does not meet the requirements under that measure. but without a federal wage hike, passing the overall covid relief bill might prove easier in the evenly divided senate. millions of americans are looking to washington for help. >> how are you going to pay your electricity, cell phone, food. it's hard. >> reporter: gop lawmakers still oppose the relief bill as a whole critical of the price tag and expressing concerns the measure isn't targeted enough to coronavirus aid. >> instead the apparent priorities include a bailout from mismanaged states, pension funds and an increase in the minimum wage. >> reporter: republicans likely don't have the votes to stop the $1.9 trillion aid package. the bill is president joe biden's top directive aimed at fighting a pandemic that crippled most of the economy and claimed more than half a million

american lives. abc news, washington. this morning a game changer in the fight against coronavirus. an fda advisory panel voted unanimously to recommend johnson & johnson one-shot vaccine. strong protection, 85% effective against severe illness and 100% at preventing hospitalizations and deaths. another critical finding, early data suggests the shot may offer 74% protection against asymptomatic infections making those vaccinated less likely to spread the disease. the fda said the vaccine had expected side effects like fever and fatigue and the company is looking into preliminary reports of two severe allergic reactions as seen in other vaccines. but top health experts are calling it safe. >> three highly effective vaccines. importantly, each of them are very effective against severe disease and virtually all of

them say you look at the data and it's clear that you get essentially no hospitalizations or deaths in any of them. this is very good news. >> so, what comes next? well final authorization from the fda is expected today and tomorrow a cdc panel will meet to discuss prioritizing the deployment of this new vaccine. up to four million doses could be shipped starting monday. with the potential of shots in arms by tuesday. california is expecting to get the johnson & johnson vaccine as early as next week. abc7 news reporter luz pena is part of our abc7 vaccine team and spoke to experts about vaccine distribution for the state and one of the doctors in the fda advisory committee. >> there is hope the johnson & johnson vaccine is a step closer to getting authorized. any concerns as you were reviewing this data? >> we really didn't have any concerns. there isn't a big safety signal

here. >> reporter: part of the fda panel who gave this vaccine the green light. data shows the one dose johnson & johnson vaccine is 85% effective at preventing severe illness and make it easier to distribute across the state the basic storage requirement. >> there is not a storage issue and there's not the need for the dramatic cold degrees that the other vaccines need. >> reporter: johnson and john says they're on track to deliver 100 million doses by the end of june. governor gavin newsom says california is set to receive the first batch next week if authorized. >> we anticipate receiving 380,000, 380,300 doses of the j&j vaccine next week and predictably over the next three weeks. >> reporter: another aspect that will impact distribution is the statewide system. by march 31st, california is expected to be switched over to a centralized vaccine

appointment and delivery system by blue shield. dr. michael wasserman is part of the california advisory committee. more doses will be able to reach vulnerable populations now. >> primary physicians who know who their patients are that need to be vaccinated hopefully we'll be able to get the vaccine into their offices. >> reporter: with more vaccine available, we have a better chance of beating the virus and reaching herd immunity faster. >> only about i think 13% of our population is actually vaccinated at this point. so, we have some work to do, but this is now going to accelerate it. i think we will really start to see our numbers turn around in the next two months. >> reporter: in san francisco, luz pena, abc7 news. the city of san francisco is faking new steps to get shots into the arms of its homeless residents. the examiner reports the city will deploy mobile vaccine teams to shelter-in-place hotels, safe

sleeping sites and more. the effort starts next monday. an exact vaccination schedule hasn't been released but depends on supply and age eligibility. now, today san mu teo county office of its pop-up vaccination clinic in first clinic for 65 and older. at jefferson high school on mission street. they're hoping to give out 3,000 doses per day and it runs from 1:00 to 7:00 p.m. and the shots are free regardless of your health insurance coverage just make sure you bring an i.d. also happening today a drive-through food distribution in the east bay. 2,000 families will get care packages for groceries and backpacks for kids filled with toys and books. you can still donate, as well. just go to whiteponyexpress.org.

new developments. indoor church services are once again allowed in santa clara county. the supreme court issued an order yesterday saying the county cannot enforce a ban but capacity can be limited to 20%. the high court had made a similar ruling earl ier this month, you might remember, but the county fought it. this new case was brought by several churches including gateway city church which has a location in san jose. in a statement released from a lawyer said in part, we are very grateful to the u.s. supreme court for reinstatement for our right to gather in houses of worship. in a statement, santa clara county said its rules have been applied equally to all gatherings and indoor gatherings of all kinds remain very risky and we continue to urge all religious institutions to carefully follow the public health recommendations. san hozi ujose unified is l mid to late april for in-person learning. they plan to open classrooms on

april 21st for all grade levels. that date is contingent on the county moving to the orange tier and the staff being fully vaccinated. educators in santa clara county are eligible to begin booking vaccine appointments. good news for san francisco kids. youth sports can resume once the city enters the red tier and that could be as soon as this coming tuesday. athletes will have to follow extra safety precautions and help get things back up and running and the city will be providing field space to leagues offering a seven-week mini season starting in april. so, things are on the up, lisa. good to have a little bit of good news finally. >> yeah, absolutely. we may even see some rain as we get towards the beginning of march. that is good news, as well. outside pretty sparkling and clear. everybody is reporting clear sky. winds in the upper elevations and make for another windy afternoon in spots. i'll pinpoint where and tell you when and if we'll see that rain

. welcome back in the east bay took a blue print for sweeping police reforms during a special meeting. as abc7 news reporter matt boone explains the whole meeting was underscored by two recent cases of residents who died in police custody. >> reporter: anglo died the day after christmas but his death only made national headlines this week. after the family filed a wrongful death complaint claiming an officer used a knee to neck restraint on him for five minutes before he died. similar to george floyd. >> here it's pretty hard to

justify that. >> reporter: john burris represents the family. >> a nonlaw enforcement response would have saved this young man's life. >> reporter: creating a mental health response team was the first item on the agenda. it received nearly three hours of public comment almost all of it in support. including that from bella collins, anglo's youngest sister. >> i wish i didn't call the police on december 23rd, 2020. and i would like to consider that the police officers feel the same way. >> reporter: the items up for consideration include the addition of body cameras, additional training and banning the purchase of military-grade equipment and barring lateral transfers if an officer has a prior excessive use of force. now finds the city amid a streak of violent crimes including a paramedic and firefighter shot this week and another in custody death. >> the day we talked about the

bu b b. >> under no circumstance is this acceptable. >> reporter: mocking many asians and mocking african-americans. its use spans at least a century. the stereotop outrageously depicted in this "life" magazine saying you can tell japanese people and chinese people apart. the grant union incident prompted outrage from hundreds online including the mayor and city council, the daughter of refugees and the city's first asian woman elected to council. >> if anything it's absolutely harmful for our students and our communities. >> reporter: twin river school board issued a statement cond condemning what she called racist comments. the school board will do whatever it can to address the situation.

it is unclear what actions will be taken. a change.org petition garnered 550 signatures calling for the teacher to apologize and adopt an ethnic studies curriculum and fund programs for youth. the council woman is urging the community to come together at this time. we have reached out to that spanish teacher and we have not heard back. the g-league is investigating a claim lin. he posted about on facebook thursday and didn't provide specifics about the incident but just referenced it. steve kerr applauds lin for that post. a northern california mother who has already racked up quite

throughout the evening hours and then finally the winds will dial back and a calmer sunday on the way and temperatures will respond to near 70 around napa tomorrow as we look at monday, we'll get those clouds cooling off a little bit and by tuesday, still kind of mild. not looking at those rain chances materializing until we get towards the end of the week. so, here's a look at that one system that misses us on tuesday. and then as we get towards say friday, this one is cuing up into next weekend. now, that's a whole week away. certainly have to wait. hopefully we'll see that materialize as for today, we're looking at the breezy to gusty winds in spot. 64 today in fremont and low 60s in the north bay and wind will be with you in the livermore valley. it is going to feel gusty at times. only 50s along the coast and the accuweather seven-day forecast the gusty winds today and the winds easing up tomorrow and warmer day for your sunday.

announced as soon as today. millions of doses could be shipped starting next week. christine sloan has more on this third vaccine. >> reporter: this morning we're closer to another aid against the coronavirus. on friday an fda advisory panel recommended emergency authorization of johnson & johnson's one-shot vaccine. that vaccine tested against variants is 85% effective against severe illness and 100% at preventing hospitalizations and deaths. but the fda says it has expected side effects including fever and fatigue. the company is also looking into preliminary reports of two severe allergic reactions as seen in other vaccines. top health officials say it's safe. the johnson & johnson vaccine is also easier to transport and can be refrigerated at normal temperatures. when given emergency authorization, up to 4 million doses could be deployed. it's possible by the end of

july, modern and pfizer will deliver the last of their 600 million doses which would mean a surplus of vaccines in the u.s. health officials are taking nothing for granted. >> we may be done with the virus but clearly the virus is not done with us. we cannot get comfortable or give in to a false sense of s security that the worst of the pandemic is behind us. chris steen sloane, abc news, new york. a new clinic in san jose part of the continuing outreach to disproportionately affected communities. the east valley clinic is located on mckee road in east san jose. ris part of an effort to make doses available to those who need it most. among the first to receive the vaccine at the clinic on mckee road. >> my grandson go to the other places and i said it's a long

line. but in here we're lucky. there's no line at all. >> reporter: santa clara county now has nine county-run vaccination sites. opening one of three set up this week alone including san jose's emmanuel baptist church and gilroy high school. east san jose and gilroy disproportionately impacted by the virus since the start of the pandemic. >> you are eligible now. go ahead and get in line and tean get vaccinated as soonse as possible. >> reporter: county officials are vaccinating nearly 900,000 people a day and they have the capacity to do more if the state would provide more doses. the county is focused on community outreach and letting people know where they can get the vaccine. >> we close whatever disparity exists. >> reporter: the effort comes as the county expands vaccine eligibility this sunday to more sectors of essential workers. the county could also move into the red tier as early as next

week. >> people are fortunately continuing to take precautions, particularly with masking, hand hygiene and social distancing. >> reporter: but despite the progress, a reminder to the public that more work is still ahead. in east san jose, chris nguyen, abc7 news. the state will be reserving 7% of vaccine doses for educators starting on sunday. part of the changes coming next month to streamline vaccines statewide. vaccine eligibility rules become uniform across the whole state. currently the rules all vary by cou county. the goal is to vaccinate 3 million people per week. we're currently vaccinating at half that rate because of supply issues. something governor newsom touched on at an event in fresno. >> the only restraint is supply. we are administering more vaccin n t are receiving from the federal government. it's not an indictment, all about manufactured supply. it's the only constraint in

bruno, redwood, downtown and redwood city and century northgate in san rafael. more are expected to open next week. and as theaters, restaurants and stores slowly begin to reopen in some counties, the next challenge could be finding a parking space. remember those days? yeah, it seems like years ago. one bay area city is anticipating that. abc7 reporter david louie shows us a new system that takes luck or karma out of parking. >> reporter: redwood city 230 downtown stores, businesses have been waiting for a rebound. the availability of parking is an if hindicator. parking dropped by 90% and now stands at 50%. with the recovery on the horizon, the downtown district is installing new technology to make parking easier especially on busy friday and saturday nights. cleverciti. installation is under way on a network of sensors that could

identify empty spaces. not just the 400 on the street but also seven surface lots and 11 garages. 360 degree l.e.d. signs mounted 20 feet up display turn by turn directions where to find empty spaces and how many are available. >> the real way to find a space is through data. if you know for sure in which direction you have to turn and there will be sparking spaces, you don't need to use the just luck any more. >> reporter: it's the first system to be installed in the u.s. by the german company. redwood city received bids from seven companies. while it downtown has 2,700 city-owned parking spaces and access to 2,500 private ones at night and on weekends drivers complain it could take 25 to 30 peak times. >> during the weekend it's pretty packed and sometimes i have to go very far to find parking. >> reporter: cleverciti is projected to start operating this summer. >> we're focused on these th foh
