will do just that. rescue the american people. >> reporter: the plan includes another round of $1,400 stimulus checks for most americans and billions of dollars for vaccines and covid-19 testing and more money for school, state and local governments. the house bill also includes raising the federal minimum wage to $15 an hour. a component the senate will l likely scrap. >> what does it have to do with covid? does that put anybody back to work. >> reporter: democrats are using a special measure allowing them to push the bill through congress and avoid a filibuster without ate a wage increase does not meet the threshold to be included in the overall package under that measure. bucovid relf millions of americans arelookin >> how are you going to pay your

electricity, cell phone, food. it's hard. >> reporter: gop lawmakers still oppose the relief bill as a whole, critical of the price tag and expressing concerns the measure isn't targeted enough to just coronavirus aid. >> instead the apparent priorities of the democrat leadership include bailout from mismanaged states and pension fund and increase in the minimum wage. >> reporter: the republicans likely don't have the votes to stop the aid package. the bill was joe biden's top directive aimed at fighting a pandemic that crippled most of the u.s. economy and claimed more than half a million american lives. andrew c news, washington. this morning a game changer in the fight against coronavirus. an fda panel voted unanimously to recommend johnson & johnson's one-shot vaccine. 85% effective against severe illness and 100% at preventing hospitalizations and deaths. another critical finding, too.

early data suggests the shot may offer 74% protection against asymptomatic infections making those vaccinated less likely to spread the disease. the fda says the vaccine had the expected side effects like fever and fatigue and the company is looking into preliminary reports of two severe allergic reactions as seen in other vaccines. the top health experts are calling it safe. >> we now have three highly effective vaccines. importantly, each of them are very effective against severe disease and virtually all of them say that you look at the data and it's clear that you get essentially no hospitalizations or deaths in any of them. this is very good news. >> so, what comes next? well, final authorization from the fda is expected today and tomorrow a cdc panel will meet to discuss prioritizing the deployment of this new vaccine. that means up to four million doses could be shipped starting monday. with the potential of shots then in arms by tuesday.

now, california's expected to get the johnson & johnson vaccine as early as next week. abc7 news reporter luz pena part of our abc7 vaccine team and she spoke to several experts about this vaccine distribution for the state including one of the local doctors who is part of the fda advisory committee. >> reporter: in the war against covid-19, there is hope that johnson & johnson vaccine is a step closer to getting authorized. any concerns as you were reviewing this data? >> we really didn't have any concerns. there isn't a big safety signal here. >> reporter: part of the fda panel who gave this vaccine the green light. data shows the one dose johnson & johnson vaccine is 85% effective at preventing severe illness and make it easier to distribute across the state the basic storage requirement. >> there is not a storage issue and there's not the need for the dramatic cold degrees that the

other vaccines need. >> reporter: johnson & johnson says they're on track to deliver 100 million doses by the end of june. governor gavin newsom says california is set to receive the first batch next week if authorized. >> we anticipate receiving 380,000, 380,300 doses of the j&j vaccine next week and predictably over the next three weeks. >> reporter: another aspect that will impact distribution is the statewide system. by march 31st, california is expected to be switched over to a centralized vaccine appointment and delivery system by blue shield. dr. michael wasserman is part of the california vaccine advisory committee. he says more doses will be able to reach vulnerable populations now. >> primary care physicians who know who their patients are that need to be vaccinated hopefully we'll be able to get them the vaccine into their offices. >> reporter: with more vaccine available, we have a better chance of beating the virus and

reaching herd immunity faster. >> only about i think 13% of our population is actually vaccinated at this point. so, we have some work to do, but this is now going to accelerate it. i think we will really start to see our numbers turn around in the next two months. >> reporter: in san francisco, luz pena, abc7 news. this morning the city of san francisco is taking new steps to get shots into the arms of its homeless residents age 65 and up. the city will be deploying mobile vaccine teams to local shelters, permanent housing shelters and shelter-in-place hotels and safe sleeping sites and more. the effort starts next monday. an exact vaccination schedule has not been released, but it depends on supply and age eligibility. now today san mateo offers final day of its pop-up vaccination clinic in daly city. first dose for any county resident 65 and older. it's at jefferson high school on mission street. they're hoping to give out about

300 doses per day but you have to sign up online first. it runs from 1:00 to 7:00 p.m. the shots are free regardless of your health insurance coverage. just make sure to bring an i.d. also happening today, a drive-thru food and supply distribution in the east bay. 2,000 families will get care packages that include bags of groceries and backpacks for kids filled with toys and books. today's give away runs from 10:00 this morning to 2:00 p.m. on edgewater drive in oakland. you can still donate go to whiteponyexpress.org. new developments, indoor church services are, once again, allowed in santa clara county. the supreme court issued an order yesterday saying the county cannot enforce a ban on indoor services. but capacity can be limited to 20%. the high court had made a similar ruling earlier this month but the county fought it. this new case was brought by several churches including gateway center city church which has a statement in san jose.

a statement from a lawyer said in part, we are very grateful to the u.s. supreme court to reinstate our right to gather in houses of worship. santa clara county said it applies to all gatherings and indoor gatherings of all kind remain very risky and we continue to urge all religious institutions to carefully follow the public health recommendations. san jose unified is looking mid to late april for return to in-person learning. they plan to reopen classrooms on april 21st for all grade levels. that date is contingent on the county moving into the orange tier and the staff being fully vaccinated. educators in santa clara county are eligible to begin booking vaccine appointment. good news for san francisco kids. they confirmed youth sports can resume once the city enters the red tier. they are predicting that could be as soon as this coming tuesday. athletes will have to follow safety precautions and help get things back up and running, the

welcome back. ts morning. 6:12 on this saturday. looking at the embarcadero. in the east bay, the antioch city council took the first steps in creating a blue print for sweeping police reforms during a special meeting. as abc7 news reporter matt boone underscores it was two cases of residents who died in police custody. >> reporter: anglo quinto died the day after christmas but only made headlines this week. after the family filed a complaint. >> here it's pretty hard to justify that. >> reporter: attorney john burris represents the quinto family. >> no question in my mind that a nonlaw enforcement response would have saved this young man's life. >> reporter: creating a mental health response team was the first of eight police reform items on the agenda. received nearly three hours of public comment and nearly all of it in support including that

from bella collins, anglo's younger sister. >> i wish i hadn't called the police on december 23rd of 2020. and i would like to also consider that perhaps that the police officers feel the same way. >> reporter: the items up for consideration also included the addition of body cameras, additional training, banning the purchase of military grade equipment, establishing an independent ssion and barring lateral transfers if an officer has a prior excessive use of force violation. the measures are being pushed by mayor lamar thorpe who campaigned on police reform but now violent crimes including paramedic and firefighter shot this week and another in custody death. >> the day we talked about the second in-custody death matter, you know, we had three shootings in the city that day. >> reporter: antioch police chief brooks has yet to comment on the quinto case, only saying it is still under investigation. an official autopsy has yet to be released. matt boone, abc7 news.y council

move forward on five of the items which still need to be brought back before being implemented. the calls are growing for a high schoolteacher to be fired after she was caught making a racial gesture during an online class. reporter giacomo luca has the story. >> reporter: it has sparked outrage from the grant union high school and beyond. in a video recorded by a student and later posted on social media nicole burkett is seen pulling her eyes up and down depicting the racist stereotype for asians. >> under no circumstance is this acceptable. >> reporter: offensive and mocking many asians and asian americans and mocking african-americans. its use spans at least a century. the stereotype outrageously depicted in this world war ii

"life" magazine claiming you can tell japanese and chinese people apart from facial features fueling sentiments during that time. the grant union incident prompted outrage from hundreds on line including sacramento mayor and the daughter of refugees in tand the city's fir elected to council. >> harmful for our students and our communities. >> reporter: twin rivers unified school board president michelle r rivas condemned racist comments. she went on to say the school board will do whatever it can to address the situation. unclear what actions will we taken. a change.org petition garnered 550 signatures. it is calling for the teacher to apologize and for the district to require racial equity training and to fund asian and pacific islander programs for youth. councilwoman is urging the community to come together

during this time and to continue speaking out against racism. now, we have reached out to that spanish teacher, nicole burkett, we have not heard back. > the nba g-league is investigating a claim by jeremy lin. lin who is playing for the g-league affiliate posted about racism on facebook on thursday. he didn't provide any specifics about that incident. he just sort of mentioned it and referenced it. steve kerr applauds lin for that post. a northern california mother who has already racked up quite a resomy through the years is still finding ways to serve. merryl tengesdal the only.

wind sheltereduld b kind le high pressure, once again. this has been the usual scene that we have had all winter long. and beautiful shot of that full moon out there. no wind really yet here. but we are looking at the upper elevations that will show you those pretty moderate gusts. 43 in san jose. mountain view is at 40. 44 in san francisco and it is 46 in half moon bay and there is a look at the pier where you'll notice that the wind is a little bit breezy out there in spots and we will look for the strongest winds, perhaps over 50 miles an hour above 2,500 feet. it's 43 in santa rosa and 34 in napa and feels like it's 30 in spots with wind by the delta and 36 in livermore and finally from mt. tam here, beautiful view. and looking at that sun setting at 6:01. so, another two weeks and we will be getting that extra hour of daylight.

gusty winds, again, today. sunny skies over the weekend and hints of rain to startt it'so te end of the week where we see that materialize. a lot of sun today. tomorrow looking at a few high clouds into your monday. looking at partly cloudy conditions and there's that system that just is going to fall apart. it's going to miss us and we'll look for rainfall accumulation by the end of the week to move upwards from 0.04 to 0.5 here a we get through the bay area. that is something promising and winds today anywhere from 20 to 40 miles per hour. it is awfully windy out there and if you haven't felt the wind, you certainly felt that dry air perhaps on your s with s over in oakland. the gusts up to about 30 miles an hour. so, breezy to gusty out there and then looking at those winds settling down as we get past sunset tonight. in terms of your sunday with less wind, we're above average. upper 60s to near 70.

monday little change out there, maybe a few clouds and then by tuesday, still looking at a spring-like scenario. but as we go through the next several days, the ridge still in place here. that's why we continue to see the dry weather but by the end of the week, come friday and saturday hopefully looking at that ridge pushing away and allowing for just a little bit of rain perhaps coming into the bay. highs today from the mid and upper 50s downtown towards the coast. so, kind of gusty there with 63 in fremont. 65 in concord today and the valley there certainly windy at times and the accuweather seven-day forecast with the gusty winds. going to feel a little cooler than those low to mid 60s. tomorrow it will feel warmer and partly sunny and wednesday we're still looking dry and then by the end of the workweek we'll cool it off and bring in that chance of rain as we get into friday and saturday. so, we're beginning to be grateful for just what little bit comes our way because, yeah,

all right. welcome back. a major milestone for the oakland a's and their quest for a waterfront ballpark. the city released the draft environmental impact report for theritear jack london square. dan ashley has the details. >> reporter: the draft report gives us a fresh look at the a's vision for a new ballpark with room for 35,000 fans. they're also planning a hotel and performance venue along with

3,000 new homesll on to 18 acres of new waterfront park. >> we have been working almost two years on this. this allows us to take that next step forward and get closer to the groundbreaking as soon as possible. >> reporter: but plans detailed in the environmental impact report prioritize impending poor traffic. dave kaval said a lot of concerns went into research on the report. >> it shows a waterfront ballpark and a port next to it can co-exist and not be impacted negatively on the port's operations. >> reporter: eir traffic along with bike and pedestrian bridges and maybe an aerial gondola. fans say making that work is crucial. >> there's no way you're going to put that many people on a tram and move them at that distance, that time, that speed. it just can't be done. >> reporter: the public will get to chime in during open hearings on this project. oakland mayor libby schaaf says

another aid against the coronavirus. on friday the fda advisory panel recommended emergency authorization of johnson a& johns johnson's one-shot vaccine. that shot tested against variants is 85% effective against severe illness and 100% at preventing hospitalizations and deaths. the fda says it has expected side effects including fever and fatigue. the company is looking into preliminary reports of two severe allergic reactions as seen in other vaccines. top health officials say it's safe. the johnson & johnson vaccine is also easier to transport and can be refrigerated at normal temperatures. when given emergency authorization more than 4 million doses could be deployed. it's possible by the end of july mod modorna and pfizer will deliver 600 million doses which means a surplus in the u.s. health officials are taking nuthing for granted.

>> we may be done with the virus, but clearly the virus is not done with us. we cannot get comfortable or give into a false sense of security that the worst of the pandemic is behind us. >> reporter: christine sloane, abc news, new york. a new clinic is opening up in san jose part of the outreach to disproportionately affected communities. the east valley clinic is located on mckee road in east san jose. chris nguyen was there for opening day. >> reporter: a new covid-19 vaccination site is now opened in east san jose as part of an ongoing effort to make doses available to those who need it most. >> table number five. >> reporter: among the first to receive the vaccine at the east valley clinic on mckee road. >> most of my friends who go to the other places they said it's a long line. you know. but in here we're lucky. there's no line at all. >> reporter: santa clara county now has nine-county run vaccination sites. the opening one of three set up jo eanlaptist c, includingan

public that more work is still inast san nguyen, abc7 news. the state will reserve 10% for educators starting on monday. part of the changes coming next week to streamline vaccine statewide. vaccine eligibility rules will become uniform across the entire state. currently as we all know the rules vary by county. the goal is to be able to vaccinate 3 million people per week. we are currently vaccinating at about half of that rate because of supply issues. something governor newsom touched on at an event in fresno. >> the only constraint is supply. we are administering more vaccines now formally than we are receiving from the federal government. it's not an indictment. it's all now about manufactured supply. it is the only constraint in terms of our capacity to do more and better. >> the state is in the process of switching over to a vaccination and delivery system run by blue shield and that

should be complete by the end of march. movie night is back in the bay area with precautions. cinemak reopened three theaters. both counties moved into the red tier earlier this week. cinemak is offering staggered show times and disinfecting between screenings. mask wearing is mandatory. >> i can see they blocked every two rows, they block them. and then they separate you. >> it's been well over a year. i think the last movie we saw was "jumanji". >> i have been waiting for the movies for months now. it is my daily activity. >> the theaters open include century theater in san bruno and redwood and century northgate in san rafael. more are expected to open next week. that popcorn looks good. as theaters, restaurants and stores slowly begin to reopen in some counties, the next

challenge could be finding a parking spot. remember those days. one bay area city is anticipating that. abc7 news reporter david louie shows us a new system of first in the u.s. that takes luck or karma out of parking. >> reporter: redwood city 245 downtown stores, restaurants, theaters and businesses have been waiting for a rebound. the availability of parking is a good indicator of the pain caused by the pandemic. demand for parking dropped by as much as 90%. it now stands at 50%. with a recovery on the horizon, the downtown district is installing new technology to make parking easier especially on busy friday and saturday nights. it's called cleverciti. installation is under way on a network of sense mounted atop light poles that can identify empty spaces. not just the 400 ones on the street but 11 surface lots and 11 garages. 360 degree l.e.d. signs mounted 20 feet up display turn by turn directions. where to find empty spaces and
