a third vaccine could be on its way to american arms in just a few days. the fda working to finalize emergency use authorization for the johnson & johnson single shot vaccine after an advisory panel unanimously endorsed it. >> this as the house voted early this morning to pass a nearly $2 trillion stimulus package that will extend and expand unemployment benefits, send most americans a one-time $1,400 stimulus check and direct billions to states for vaccines, testing and schools. the cdc says nearly 9% of american adults are fully vaccinated so far and nearly 19% are partially vaccinated. so let's go back now to abc's trevor ault at citi field where vaccinations are being administered around the clock right now. trevor, good morning to you once again. >> reporter: good morning again, dan. this morning a lot of health care workers and government officials are excitedly holding their breath because the johnson & johnson vaccine is likely on the cusp of emergency authorization from the fda.

it would become the third vaccine to get the go ahead but the first that only requires one shot. this morning, a potentially game changing boost in the vaccine race. the fda saying it's working rapidly to finalize emergency use authorization of the johnson & johnson single-shot vaccine. a panel of independent experts unanimously recommending authorization friday after trials have shown the johnson & johnson shot is 85% effective against severe disease and 100% effective against hospitalizations and death, with two out of more than 40,000 trial participates reportedly having suspected severe allergic reactions. the doses can be stored and shipped in normal refrigerators and upon authorization, the 3 million to 4 million doses already available could start shipping out as early as monday with a goal of 20 million by the end of march and 100 million by june. >> we now have three highly effective vaccines.

>> reporter: states are now ramping up their infrastructure trying to make up for delays caused by last week's winter storm. three new york city sites will be offering shots 24/7 now that they have a surplus of doses. the 101st airborne deploying to orlando to help run a fema site, one of five medical units going to help in florida and philadelphia. illinois expanding eligibility criteria to millions more people. >> it was important to me to get vaccinated. >> reporter: but health officials fear nationwide progress is stalling. we may be done with the virus but clearly the virus is not done with us. >> reporter: and while daily coronavirus cases have declined significantly from the holiday surge, they appear to possibly be leveling off at around 70,000 cases a day which is far higher than health experts would like to see. this is still very much a heated race between the vaccines and the variants of the virus that are emerging. guys? >> definitely something to watch. trevor ault for us, thank you so much. meantime, financial relief

for millions of americans just cleared a big hurdle. the house voting early this morning to pass a nearly $2 trillion stimulus package and abc white house correspondent maryalice parks is at the white house with the very latest. maryalice, good morning. >> reporter: good morning, whit. yeah, democrats feeling good. they passed this hurdle in the house. set to expire on march 14th. democrats want this bill on the president's desk before then. the bill would extend unemployment benefits, send most americans a $1,400 relief check. it would offer grants to small business and direct billions of dollars to the states for vaccines, testing and schools. you know, democrats left in their house bill a controversial provision, rather, that would raise the minimum wage to $15 an hour by 2025. you know, currently the federal minimum wage is only $7.25 an hour.

it has not changed since 2009. but democrats in the senate told this week they cannot keep that minimum wage provision in the bill if they want to pass it as a plain budget bill. now, a budget bill requires only 50 votes, a simple majority and that is still democrats' best bet for passing this bill. president biden prides himself on being that consensus builder but he is still facing firm opposition from republicans. overnight in the house, republicans stood together, all of them voting together against the president's bill. in fact, two democrats actually voted against it too. and in the senate no republicans have offered their support for this legislation yet. so democrats can get it done if they stick together. they have those 50 votes they need to pass it on their own, whit. >> falling on party lines once again. maryalice parks for us at the white house, thank you so much.o president obama came to his current feelings on reparations. plus michelle obama's message to young people in our "gma" cover

of plays out. and another one i'm excited about, "the united states vs. billie holiday." best original song nominee for andra day. she's incredible, directed by lee daniels. andra never acted before, so she dives into the deep end, and she's getting awards attention for this. really transforming into this legendary jazz singer, diving into the trauma, the pain, the story really surrounding how she was targeted by the government and ended up reinvigorating the civil rights movement in many different ways. those are two you can check out for sure. >> a successful first crack at acting, and "minari," very nice to see in a movie, you know, envisioning what the american dream looks like in a way we don't often see. >> that's right. >> jeremy, what nominated tv show should we binge? >> let's go to "lovecraft country." here's one that came out last summer. you might have missed it. good time to circle back. getting awards love as well. jordan peele and j.j. abrams.

all you need is one sheet pan so cleanup will be a breeze. great for -- great to see you. thank you for coming on. how do we get started here? >> all right. hey, great to see you. the first thing we want to do is get your oven to 400 degrees. preheat your oven, make sure it's nice and hot. the next thing we want to do is make sure we mix our spices. take a bowl and mix in some of that paprika, some of that black pepper, some pink himalayan sea salt. i like to do a little bit of granulated garlic and onion, some dried herbs like oregano and thyme and parsley. and just kind of mix that together so you have a nice bowl of spice mix. >> all right. and you have a tip for keeping the potatoes fresh? >> yes. i do have a tip for keeping the potatoes fresh. now if you see here, i have the potatoes in a bowl, right? you want those potatoes in a bowl in water, submerged. if not, they're going to lose their color, they're going to turn brown and look muddy.

keep them in water until you're ready to use them. then take a baking sheet that's lined with parchment paper. you're going to take the potatoes out. and then shake off that excess water. put it on pa then you're going to add in those carrots, right. then from there, we're going to drizzle it with a little olive oil over the top. then we're going to take half of the spice mix and just drizzle it all over the potatoes and the carrots. we're going to go right into the oven with this at 400 degrees for 20 minutes. we're putting those in first because they take the longest. >> now, you tell us we can actually like keep the cleanup here to a minimum by using just one pan for this. >> yes. like that's the best part about this recipe is the cleanup. you can literally just wipe off this piece of

i'm going to add asparagus, so beautiful, i love it. i'm going to add sausage. for the vegetarians out there, you can do a vegan or vegetarian sausage if you don't like pork. you can do a chicken sausage. this dish is very versatile. then i'm going to add a little bit more olive oil. then we're going to add the rest of that spice mix right over the top. and then we will go back into the oven for about ten to 15 minutes, just until the vegetables get like fork tender. we still want them to have a little crunch and a little bite. we don't want them to be too mushy. >> so how do you finish this off? >> all right. this is how we finish this party off. you see that looking golden brown and delicious. you just pull those right out of the oven, put them into your bowl. i like to top it with crushed red pepper. and again, like i said, easy cleanup. wipe that parchment paper right off.
