arrive in california this week. >> we have been monitoring the rollout with the tracker on abc7news.com. you can see t the doses delivered to the state have been put in people's arms and today, blue shield is going to take it over and create a uniform sta of eligibility goal, and the goal is 4 million shots a week by the end of april. starting here with abc7 news reporter luz pena, and you talked to the medical experts who are skeptical about the new system. >> that is right, dan. the oakland-based blue health insurance is going to act as a third-party administrator. they will not allocate until thursday. as week one begins, there are still many questions. >> reporter: today, blue shield is going to take over the state's covid-19 vaccine distribution. >> the state has had months to develop plans around

vaccination. and now, we have a new company coming in, and it is not clear what preparation is going on. >> reporter: dr. wassermann is a member of the california vaccine advisory committee, and he is concerned that implementing a new system now is going to set the vaccine distribution back. >> there is supposed to be an algorithm for determining who gets the vaccine, and we have heard that the state is going to continue to be responsible for the algorithm, and how do you coordinate the state's role and blue shield's role? >> reporter: in january, governor newsom announced a goal for the partnership to speed up the vaccine rollout and reach those hardest hit in the state. the goal is for blue shield to increase the capacity for the vaccine delivery from 1 million per week to 4 million doses per week by the end of this month. today, governor newsom was hopeful. >> 1.9 million vaccinations have

been administered in state of california. >> reporter: to accomplish the goal, blue shield says that the providers will receive a three-week allocation plan to plan the appointments effecti effectively, and the supply will be adjusted in the three-week period based on how the provider is reaching the goals of the program. >> testing and long term care and nursing homes an assistive living is less than ideal, and who did the state give the responsibility to? blue shield >> reporter: for the handoff, blue shield is going to take over eight counties in the central valley first and then move over to the southern counties next and then move on to the bay area third. blue shield says that the goal is to be fully in charge of the state's vaccination system by the end of march. luz pena, abc7 news. >> luz, how does blue shield decide how many doses each county is going to receive?

>> dan, we are gathering more data to decide that, but it seems that the job is to recommend to the state officials how many doses they will receive based on the priority groups and right now that is health care workers and those over 65, and child care workers and teachers and so on. >> thank you, luz. and on the peninsula, the child care workers are calling on state and city officials to prioritize them for vaccines. chris wynguyen has more on why this is essential. >> reporter: one group says they are left behind in the covid vaccine. >> we are waiting for our turn. >> reporter: this is east palo alto, one of the hardest hit areas of the state where more than 40% of the city is hit with the virus, and.10 of the city. >> we cannot constantly take the communities of the color, and

put them on the back tier of the distribution. >> reporter: the former mayor moody is calling on the state and city officials to call for the vaccinations for those who are on the front line of the jobs but only 10% of the total population have been vaccinated. >> two sides of the bay area, one more well off with instant and immediate access to the resources and the other is living paycheck to paycheck and struggling to figure out how to keep their families safe. >> reporter: san mateo has two vaccination sites one at sfo and one at the center. but they are struggling to set sup more infrastructure. >> if we have consistency with the state and the federal government, we can vaccinate th that the numbers are shifting. >> reporter: some want the johnson & johnson vaccines to be sent to the areas disproportionately hit, because

it is one dose, and it will be easier to hit those who are working multiple jobs. >> we need a lifeline to resume some amount of normalcy to the community and right now that is a vaccine. >> reporter: the push to have this community not forgotten is continuing to be pushed. chris nguyen. the new johnson & johnson vaccine is going to be help, because it is only one shot required which moderna and pfizer require two. and the johnson & johnson can be stored up to two months in a regular freezer. and it is 86% when it comes to preventing severe disease and death. the governor wants the schools open for in-person learning by april 1st. there is a $2 billion incentive for those who start, and another $4.6 billion for those funding summer school and learning loss. and now we have more leann, for

what that means, and for those still negotiating this is tricky. >> yes, for san francisco unified, it means with this incentive, they cannot and will not reopen schools by april 1st. so the superintendent said that while they are getting closer each day, they cannot change their time line that they have with the labor unions. >> we want the schools to safely reopen, period, full stop, and i have been saying it for months. >> reporter: the headline after the press conference could well be that vaccinating the teachers and staff is not a requirement for in-person learning. gav n gavin newsome made it clear. >> that is not my opinion but that of opinion of professionals around the globe. >> reporter: and for those in northern and southern california this thursday and friday, and

the plan says that school districts that reopen by april 1st, will get a share of the $2 billion promised by the governor and the legislature, and the districts will lose one percent of the money for each day they remain in the distance learning. >> and financial incentives are a good thing, because we need money. the san francisco facing a budget deficit, and it will fall in the purple tier, but yet san francisco unified struck a deal with the labor unions saying that all members have to be vaccinated if they remained in the red tier, an both sides have yet to agree on how many in-person days would be required and how is that going to be resolved in time? it won't. san francisco unified said that their time line cannot be

changed. there are still many steps that we need to take to get there and many of those are not able to be expedited even with the financial incentives. disappointing for governor newsom who said that after weeks of negotiations with all parties most of the students would have a full two months of in-person learning. >> i am sure that you will find some people who will have the strong opinion, but the bottom line is that we createded a framework that we believe is consensus. >> reporter: before i forget for all of the teachers out there that vaccination site in northern california is the ring central oakland coliseum. the governor wants to set aside $4.6 billion for the learning loss that has occur swid a real thing, and whether they add a month in the summer or extend the learning day, the state is going to pour money into the programs. in the newsroom, leeann melendez, abc7 news. >> okay. talking about the the time line, and drill down on what that

repairs began today on the 150-foot section on highway 101 in big sur that washed away during intense storms in january. it had been closed before the storm, and the $11.5 million repair will prevent future debris flows and the section is expected to open early summer. we get a lot of problems along that highway 101 depending on the weather, dan. >> completely watched away. i am surprised it is only $11 million to fix.
