districts have never pursued the waiver that's would have allowed some schools to reopen even in small cohorts. >> by mid-march, i'm anticipating that 100% of the public, private and parochial schools in marin will be open for at least some in-person instruction. >> reporter: she expects marin to receive $35 million because of the bill. she started opening schools in the fall. >> at this point, we have over 1 million in-person will days with just 11 cases of in-school transmission. we have the data to show that we're able to operate safely. >> reporter: abc7 news. in the east bay, educators, teachers and other school staff have this thursday and friday reserved for them to get vaccinated at the coliseum site in oakland. the governor made that announcement. today emthe state is setting aside at least 75,000 doses for

educators across california. in the south bay, teachers and other school perm he will began will getting vaccinated today. they are working school districts to manage outreach and appointments for the site. they're focusing the pandemic with the goal of administering 500 shots a day. tonight the late. weapon in the fight against covid-19 is on its way to cities across america including the bay area. after getting the green light from the fda today, johnson & johnson shipped its initial batch of the new one-dose vaccine. workers at this massive kentucky warehouse marked that first box with the message, get healthy. as they shipped out the. anticipated vaccine from johnson & johnson. >> it's always a privilege to be a part of doing something that will save lives. observer the new vaccine requires just one shot and no special freezers for storage. the initial batch of nearly 4 million doses was loaded on to trucks, then on to planes bound for all corners of the country.

2.8 million. those doses are going to state and local governments. 800,000 to pharmacies and the rest to community and public health centers. the first shots could go into arms as early as tomorrow. >> this is an exciting time for the entire biopharmaceutical community. it would normally take five to seven years. we've done it in five to seven months. >> and johnson & johnson is promising to deliver another 16 million doses by the end of march. blue shield took overrule california's vaccination system today. the insurance company's goal is to go from 1 million doses per week to 4 million. blue shield will attempt to make the distribution system more unit form and address he can wilt issues. there is some concern the transition could create a setback. >> there's supposed to be an algorithm for determining who gets vaccinated. we've heard the state will continue to be responsibility for that algorithm.

how do you coordinate the state's role and blue shield's role? >> counties in the central valley are the first to move into the system. left behind and tired of waiting. that's the sentiment. some in east palo alto who said the city is being left out of the vaccine rollout. it is one of the hardest hit cities in the bay area. in fact more than 14% of the city's residents have tested positive for the virus. now there is a call to make vaccine distribution there a priority. >> sometimes the last needs to be first. we can't constantly take communities of color and put them on the back tier of distribution. >> 10% of east palo alto's population has been vaccinated, compared to nearly 20% across all of san mateo county. and of course, abc 7 news is monday, to the covid-19 rollout in california with our vaccine

the wave of violent attacks against the asian community is just one piece of improving race and social justice in our daily work to build a better bay area. in the south bay, santa clara county launch ad new task force to address hate crimes. we talked with one of the leaders about their ambitious plan. >> we need systemic change and the first step is trying to get our arms around what is really happening. this is not a task force where we just talk about traumatic experiences. >> reporter: they are the co-chairs of santa clara county's new hate task force.
