and later, scientific proof that when it comes to relationships, we often talk way too much. good tuesday morning, everyone. we begin with a scandal surrounding new york governor andrew cuomo. >> he was already facing sexual harassment allegations from two former staffers. now a new accuser is stepping forward claiming the governor made an inappropriate advance. >> even cuomo's past supporters are now wondering if his political career is over. this morning calls for new york governor andrew cuomo to resign are growing louder as a third woman accuses him of unwanted sexual advances. "the new york times" reports anna ruch claims the governor asked to kiss her at a wedding in 2019 moments after they met. ruch, who worked on the biden campaign, says cuomo placed his hand on her bare lower back telling "the times," quote, i promptly removed his hand with

my hand. according to the report, ruch's friend snapped this picture where the governor allegedly placed his hands on her cheeks adding, he asked if he could kiss her loudly enough for a friend standing nearby to hear. the 33-year-old telling "the times" i turned my head away and didn't have words in that moment. this morning new york lawmaker kathleen rice is the first democrat in congress to demand cuomo step down tweeting, quote, the time has come, the governor must resign. hours earlier new york attorney general letitia james announced her investigation into previous allegations of sexual harassment against the governor. 25-year-old charlotte bennett says cuomo made unwanted advances toward her last spring. >> she alleges that the governor asked her direct questions about her sex life, whether or not she was monogamous in her relationships, whether or not she had ever slept with an older man. >> reporter: and back in december, cuomo denied accusations from a former aide who claimed cuomo gave her an unwanted kiss. cuomo has denied the allegations but said in a statement, quote,

i acknowledge some of the things i have said have been misinterpreted as an unwanted flirtation. to the extent anyone felt that way, i'm truly sorry about that. cuomo's national profile soared during the covid crisis holding daily media briefings for months. >> we will do it because we are new york tough. >> reporter: but he has not been seen in public since last wednesday. his brother, cnn host, chris cuomo briefly addressed the allegations last night. >> obviously i'm aware of what's going on with my brother, and obviously i cannot cover it because he is my brother. >> the attorney general says that she has read ruch's allegations and will now decide whether to include them in her office's investigation of cuomo. turning to the pandemic, a new deal to get kids back in the classroom. california is spending billions to re-open schools, but it comes amid a new concern across the country, covid cases are rising for the first time in weeks. this morning, a new step toward getting millions of kids back in the classroom. california is setting aside $2 46 billion in extra funding for schools in the state

if they return to in-person learning by march 31st. the agreement does not require schools to return to in-person learning, instead only providing an incentive. >> by providing real resources, do it. >> reporter: of the 6 million students who attend public school in california, a tracking site finds only 11% are currently attending in-person classes. >> and that's it. >> reporter: a sticking point with unions before re-opening is whether all teachers should be vaccinated first. this vaccination site specifically for educators is now open at sofi stadium, home of the los angeles rams. >> it's a very important layer because getting the shot means that i may not end up in the hospital or worse. >> reporter: but many teachers are reluctant to step into a classroom including hector perez ramon who is waiting for his second vaccine dose. >> vaccines is definitely one of them, having access to it, but we want to make sure that l.a. county is out of the purple tier and also, thirdly, mitigation

factors at the schools, at the physical schools such as social distancing, such as ventilation systems. >> reporter: and now a california teachers union president is being called a hypocrite after this video surfaced claiming to show matt meyer dropping off his 2-year-old daughter at private school for in-person learning even though meyer has claimed it's unsafe to open schools. >> children do not keep their masks on. >> reporter: this morning meyer tells "the mercury news" there are no public options for kids his daughter's age adding there are major differences in running a small preschool and a 10,000 student public school district. across the country, teachers in new jersey will be eligible for vacci vaccinations in two weeks. >> assuming things go the direction they're going, that we will be in school in september, and i will be very surprised and disappointed if we're not. >> reporter: meanwhile, a new warning from doctors, covid infections in the u.s. are now on the rise, up 2% last week after six weeks of declines. >> with the prevalence of these more transmissible variants, i

think we can expect probably a larger baseline of infections from now until we reach herd immunity, and then on top a lot of states are loosening restrictions and when more people are gathering, you're going to have more infections, so it's a little too early to let our guard down. >> the rise in cases and deaths comes as more states ease restrictions and also as more people travel. the tsa screened more than a million people at airports in the last three fridays. senate democrats are racing to pass the covid relief bill by march 14th when unemployment benefits expire. but bipartisan talks appear to be stalled. republican susan collins says she's increasingly convinced democrats are not interested in finding a compromise. she says a $10 minimum wage could pass if democrats are willing to negotiate. more u.s. border patrol agents are heading to the southern border amid a dramatic surge in the number of migrants hoping to cross into the u.s. from mexico. president biden late yesterday spoke with mexico's president. abc's ike ejiochi joins us with the details.

good morning, ike. >> reporter: good morning, mona. the extra border patrol agents ae being sent just as the biden administration faces criticism this morning, new concern about a looming crisis on the southern border with agents apprehending up to 300 migrant children crossing every day without their parents. government facilities running out of beds, but the homeland security secretary denies it's a crisis. >> i think there is a challenge at the border that we are managing. >> reporter: critics say the biden administration is housing migrant children in the same tent cities democrats criticized during the trump administration. but the white house fighting back saying it's trying to reunite the kids with their families or place them in foster care, a process they say takes time. >> it takes times to build out of the depths of cruelty that the administration before us established. >> reporter: more migrants are flocking to the u.s. because of the trump administration policies being rolled back. but also because of recent hurricanes that devastated parts of central america destroying crops.

abc's matt gutman is on the border. >> many of these tarps and behind this concertina wire are about 700 migrants. they are just some of the 25,000 migrants that have been waiting some for up to two years for their chance to have their cases heard in the u.s. >> reporter: president biden late monday holding a virtual meeting with mexico's president agreeing to cooperate on fighting the coronavirus pandemic, but a joint declaration after the call made no mention of any specific immigration policy changes. as for those migrants hoping for a new life in america, this message from the biden administration. >> we are not saying don't come. we are saying don't come now because we will be able to deliver a safe and orderly process to them as quickly as possible. >> reporter: now, before his call with mexico's leader, president biden discussed the issue of sharing covid vaccines with mexico, but right now the white house is not elaborating. kenneth. >> ike ejiochi there in

washington, thank you. breaking overnight, the biden administration is set to announce sanctions against russia triggered by the kremlin's poisoning of putin critic alexei navalny. the sanctions are expected to target russian officials for using a chemical weapon. navalny was poisoned with a nerve agent. he is now serving time in prison. more than two weeks after a winter storm crippled the south, many people across texas and mississippi remain without safe drinking water. some people in jackson, virgi mississippi, have gone three weeks without water and in texas, nearly 400,000 people still cannot rely on the tap. meanwhile, new fallout from the power crisis. the largest power cooperative in texas is filing for bankruptcy, and the head of the public utility commission has resigned. time now for a look at your tuesday weather. new video shows cars submerged in eastern kentucky, and the region could see more wet weather today. they've received at least six inches of rain. one official called it one of the biggest flash floods the state has ever seen.

rescuers were able to row out there in time and get them back to shore. u.s. marshals are expanding their search for the mit grad accused of murdering a yale student. 29-year-old qinxuan pan is accused of killing kevin jiang in connecticut. pan was last seen in georgia. a $10,000 reward is now being offered in the case. police say the motive may have stemmed from a road rage incident. amazon is facing a federal discrimination lawsuit from a senior manager. charlotte newman accuses the company of a pattern of discrimination based on race and gender. she claims amazon hires people of color in lower positions than white workers with similar qualifications. amazon insists it does not tolerate discrimination. the top executive for nike in north america has resigned after a report linked ann hubert's teenage son to a massive sneaker reselling business. bloomberg reports joe hubert used his mother's credit card to buy shoes then flipped them online for a profit. new plans have been released
