towards the ferry building and the bay bridge. with an increase in clouds less sunshine, temperatures right about the same as they were yesterday. which is low- to mid-60s along the coast. 64-69 around the day and 67-71 inland. another warmer than average day. tracking rain this weekend. that coming up and the accuweather 7 day forecast. three more counties in the bay area regretting ready for reopenings soon as today. san francisco, santa clara and napa all expected to move out of the purple into the red. that means reopening indoor gym, movie theaters and indoor dining. amy hollyfield live in san jose with more on this. >> reporter: we're hearing a lot of enthusiasm for the next

phase. it is -- people say they are ready. the red tier allows restaurants to open partially inside. they can allow in 25% of their capacity and the gyms can open up to 10% of their capacity. business owners we talked to say they are more than ready for this next step. >> should have done this already. but there should also be some sort of oversight as to, you know, people that are about following the rules. >> reporter: the announcement is expected today. the prediction is that napa, san francisco and santa clara counties will be moving to the red tier. so that means movie theater, zoos, places of worship and museums will also be allowed to partially open in this face phase. high schools and mediciddle sch can open in the red tier. the announcement for the next three counties is expected

today. and the rules would go into the effect,he stng tomorrow. live in san jose, amy hollyfield abc7 news. today americans will finally get the johnson and johnson single-dose vaccine into their arms. but it comes as the cdc continues to warn of another possible surge in cases. jobina fortson tracking how many doses are arriving today. jobina? -- all right. we'll check back with jobina in a moment for an update on that vaccine. in the meantime governor newsom has reached a deal with slate slalom lawmakers to resoap schools. the grade school is to have kids in classrooms by april 1st. the $6.6 billion plan includes $2 billion in incentives for districts that get on board and another $4.6 billion to address students learning loss this school year. abc7 news kate larson spoke with parents teachers and others in

masks, making sure that there is testing, there is screening. sad to say in oakland a lot of classrooms don't have windows, a real big point of concern would be about ventilation. >> reporter: state superintendent of public instruction addressed at 40. he suggested it could happened sooner. >> unfortunately a yurm of districts whatever reason never pursued the waivers that would allow some schools to be open even in the small cohorts in purple tier. >> by mid march i'm anticipate 100% of the public, private and parochial schools will be open for some instruction. >> reporter: marin county superintendent expects marin to receive 35 million dollars because of the bill. she started opening schools in the fall. >> at this point we have over a million two inperson days with just eleven cases of inschool transmission. so we have the data to show that

we're able to operate school safely. >> reporter: kate larson. abc7 news. the santa clara fairgrounds turned into a vaccination site with the goal of getting it to teachers and school staff. working with the school districts to manage outreach and appointments. focusing on districts most impacted by the pandemic with the goal of giving out 500 shots a day. and in the east bay, educator, teachers and other staff have this thursday and friday reserved to get vaccinated at the coliseum in oakland. the governor made the announcement. he also said the state is setting aside least 75,000 doses for educators statewide. and dplou back to the johnson and johnson vaccine finally getting into the arms of americans some time today. jobina fortson is tracking that for us. jobina? >> thank you, reggie. almost four million doses of johnson and johnson vaccine have been sent throughout the country. of the first 4 million 2.8 are going to state and local

governments. 800,000 to pharmacies and the rest to community and federal health centers. the company promises to deliver 16 million more doses by tend of the month. despite the progress, the cdc is warning of a potential fourth surge of the virus saying the numbers have stalled in several states. >> now is not the time to relax the critical safeguards that we know can stop the spread of covid-19 in our communities. not when we are so close. >> in the meantime president biden plans to meet with senate democrats today for the second day in a row to discuss his covid relief package. snalt majority lead chuck schumer say they will consider the bill this week. today the california department of water resources will be conducting its third survey of the season on the state's snow pack. happening at phillips station highway 50 not for a from lake tahoe. last month the snow mac was 70% of average that time of year but a cry report. so reports say today's survey

and the south bay santa clara county has a new task force to address hate crimes. improving race and social justice in our work to build a better bay area. abc7 news kris reyes spoke with one of the leaders about their ambitious plan. >> what we really need to do is make systemic change. and that first step is trying to get our arms around what is really happening. this is not a task force where we just talk about traumatic experiences. >> reporter: council meb and supervisor are the co-chairs of santa clara county's new hate task force. at the inaugural meeting experts weighed in on the importance of not just tracking hate crimes but also at a time incidents like hate speech and bullying. it is san jose p.d. is proud to

already be doing. >> even if it does rise to the level of a crime we can see the incidents and where they hurt. >> hate incidents equally damaging, you know, to our society, with really there is no accountability. >> i've experienced, you know, racism and hate speech. i don't report it every time i see it. right? how many of us do. >> reporter: tracking hate incident, are developing school program, using existing laws to protect against gender-based hate trials. all part of an ambitious five point plan the task force is determined to accomplish this year. recent cases of violence are a perfect example of why the task force is so important. >> i think it is a wakeup call for a lot of folks in the bay area that it is happening here. all too often it takes people getting hurt oracle getting killed to capture our attention. feeling bad doesn't change a single thing. we need to take some hax. >> reporter: the task force will be meeting monthly the rest of

the year. in san jose, kris reyes abc7 news. a big announcement of the legacy of children's author dr. seuss. some of his book wills no longer be published because of the way they portrayed people of color. jobina fortson has more on this announcement. dr. seuss's enterprises says it will no longer be selling or publishing six of his books. the company says they include images that are hurtful and wrong. dr. seuss has increasingly faced scrutiny over what many people call racial undertones in his books. so here is a list of the books that will no longer be sold. we're look at "and to think that i saw it on mulberry street," "if i ran the zoo," mcelligot's pool, on beyond zebra, scrambled eggs super. and the cat's quizzer. the decision comes on read across america day and dr. seuss's birthday. the day typically celebrates the author's works but this year

celebrating a nation of diverse readers. jerod joe biden issues a "read across america" day. united airlines is planning to furlough more than 3,000 workers at sfo as it is struggle with the pandemic. the furloughs start next ebb month and could last until the end of the year or longer. alaska airlines is giving californians free round trip flights if they enroll in the frequent flyer program. only the first 20,000 get the free flight. and some caveats. it is oj good for travel within california. you still have to pay taxes and spring break and summer. >> if you have ever been caught in conversation that just dragged on and you thought it was never going to end. you are not alone.

abc7 news reporter amy hollyfield live in san jose this morning. hi amy. hi, good morning reggie. eating outside will not be the only option anymore here in san jose. once this county moves into the red tier people can go inside to eat. restaurants can allow people indoors a limited amount. they can only fill up to 25% capacity but they can for the first time in a while let people in. gym's can let 10% capacity inside. and middle schools and high schools can open in the red tier. abc7 news phil mateer say as the number of cases two down plenty of people were asking why this had not happened sooner? >> people in san francisco are looking elsewhere and saying hey if they can do it. if they are hoping the schools and gettin vaccines out and there having indoor dining, if they are really ready to move, why aren't we? why are we being so slow if numbers are so low. so there is a lot of politically pressure to get rolling.

requirement to return to inperson learning. but for san francisco yufd members a deal states they would have to be vaccinated if the county remains in the red tieru members a deal states they would have to be vaccinated if the county remains in the red tier the reaction to the reopening plan is mixed among ergts. in oakland the district hasn't reached agreements with its labor unions. contra costa also still in the process of negotiations. superintendent there believes having better clarity from the governor on certain items is helpful. >> it provides consistent guidance on some of those sticky points that we're still working through. some of those might be testing of staff or students. and the cadence of those tests. >> and after surveying families the san ramon valley triple zblm san francisco could require some businesses to give workers hazard pay. the legislation would require an extra $5 for workers making less

than $35 an hour. the issue will be taken up by the board of supervisors on thursday. and workers at large grocery and drugstores in san mateo got a bump in play. the city council unanimously passed an emergency ordinance for an extra 5 bucks an hour of hazard bay and four dollars an his or her off paid leave if they get vaccinated. >> blue shield has taken over california's vaccination system. the company's goal is to go from one million doses a week to four million. they will try to make the distribution more uniform and address equity issues there is some concern that the transition could create a setback. >> there is supposed to be an algorithm who determining who gets vaccinated and we've heard that the state is going to continue to be responsible for that algorithm. . how do you coordinate the state's role and blue shield's role? >> counties in the central valley will be the first to move
