forecast. hey, mike. >> all right, reggie, thank you very much. good morning, jobina, kumasi, hi, everybody. live doppler 7, dry, so let's move on to talk about the winds. they're blowing offshore ever so lightly. with the high cloud cover you see from san rafael camera, we're going to have a very mild afternoon. look at these temperatures, you see a wealth of 70s in the south bay, inland east bay, to the north bay. we're close in places like fremont at 69. today, 67. 66 in san francisco. 60 to 65 along the coast. i'll give you an update on the wet weather on the back half of the accuweather seven-day forecast coming up. three more bay area counties are ready to move into the red tier today. san francisco, santa clara and napa counties all expected to meet the state's requirements to move out of the most restrictive purple tier. they will be joining soon marin and san mateo counties in the

less restrictive red tier. amy hollyfield has more with the preparations under way. amy? >> reporter: hi, good morning, kumasi. we're hearing enthusiasm about this next phase. it is pretty cold out here. some people saying they're ready to move indoors and eat inside. the red tier does allow restaurants to open up indoor dining to a limited capacity. they can't have everybody inside yet. they can allow in 25% of their capacity. gyms can open up to 10% of their capacity. business owners we have talked to say they are more than ready for this next step. >> should have done this already. but there should also be some sort of oversight as to people moving into this red tier. and that will mean they can also open up their movie theaters,

zoos, places of worship, and museums. they can partially open indoors in this tier. high schools and middle schools are allowed to open in the red tier. san mateo, marin counties are already in this phase. that happened next week. so these counties are expected to join them. that announcement expected today. and the red tier rules would go into effect tomorrow. live in san jose, amy hollyfield, abc 7 news. >> amy, thank you. today, americans will finally get the johns johnson & johnson vaccine into their arms. we learned of a partnership to help make available more of these doses. jobina has more. >> thank you, reggie. president biden is expected to announce that pharmaceutical company merck will help make johnson & johnson single dose vaccine in an effort to expand supply more quickly. they negotiated the deal amid concerns about production delays, 4 million doses already shipped out. 2.8 million will go to state and

local governments. 800,000 to pharmacies. the rest to community and federal health centers. the company promises to deliver 16 million more doses by the end of the month. despite the progress, the cdc is warning of a potential fourth surge of the virus saying the numbers have stalled in several states. >> now is not the time to relax the critical safeguards that we know can stop the spread of covid-19 in our communities. not when we are so close. >> meantime, president biden plans to meet with senate democrats today for the second day in a row to discuss his covid relief package. chuck schumer says the senate will consider the bill this week. reggie? >> jobina, thank you. alameda county officials confirmed a second case of the south african covid-19 variant. that's according to the san francisco chronicle. it is not connected to the first detected case from early february. both cases ceents that travel internationally and likely were infected overseas.

governor newsom reached a deal with state lawmakers to reopen schools. the goal is to have kids in the classroom by april 1st. the $6.6 billion plan includes $2 billion in incentives for districts that get on board and another $4.6 billion to address students learning loss the school year. some teachers say they won't be ready to return to school until safety measures are secured. >> sad to say in oakland, a lot of classrooms don't have windows. a real big point of concern would be about ventilation. >> schools that reopen after the first of april will lose money each day they remain closed until may 15th. the santa clara countygrs t vaccination site with the goal of getting shots to teachers and school staff. the county office of education to manage outreach and dis appointments there. they're focusing on districts most impacted by the pandemic with the goal of giving out 500 shots a day. in the east bay, educators, teachers and other school staff

have this thursday and friday reserved to get vaccinated at the coliseum site in oakland. the governor made that announcement and said the state is setting aside at least 75,000 doses for educators state wide. new at 6:00, today four san francisco supervisors will pledge $15 million to fund part of a new free summer program called summer programs learning and activities for youth or summer play. families of elementary school kids will be able to choose between educational and recreational programs. supervisor matt haney is one of the supporters and says a summer play initiative will eliminate barriers to ensure every kid in our city has a spot in a summer program. coming up, hear from one of two bay area students accused of killing a police officer in rome. what he says happened in his detailed testimony. and a chance to get a free round trip flight to and from anywhere in california, the deal from alaska airlines.

today, the california department of water resources will conduct its third survey of the season on the state's snow pack. it happens at philips station off highway 15, not far from lake tahoe. last month the snow pack was 70% of average for that time of year with a dry february reports say that today the survey will likely only show about 60% of average and as mike has been telling us all morning long, that is going to be a real problem for all of california. yeah, really is. we need that snow pack to fill our reservoirs, which most of

them aren't at historically average lows right now. so we're starting behind and we're not going to get as much as we normally should. that will get us farther behind, yeah. mid-30s to low 40s down across the south bay right now. you can see we have mid to upper 30s in the north bay. upper 30s to low 40s in the east bay and low to upper 40s around the bay. we got our microclimates going this morning. here is a look from our exploratorium camera, looking back to the city. temperatures won't budge much by 7:00. in the 50s at the coast. low to mid-60s at noon around the bay. mid to upper 60s at 4:00. with the canopy of high clouds, we'll stay in the 50s during the evening hours. wednesday, we'll have some rain and snow, thursday and friday mainly the northwest corner of our state and then you can see saturday we have got our next best chance of some light rain. and, again, monday and tuesday. more on that coming up in the accuweather seven-day forecast. here is jobina with the morning commute. hi, jobina. >> hi, mike. thank you. good morning, everyone. unfortunately we have a really sad situation that has unfolded in the east bay.

i'm going to bring you to the maps here because we have a deadly crash on westbound 80 at san pablo dam road in san pablo and the backup is very extensive here, going all the way up to apian way and pinal. we have sky seven on the way to the situation. they should be there in five minutes. moving to the south bay, the sig alerts we were following this morning on northbound 880 at old base shore highway. the on ramp cleared. i'm giving you the thumbs up. you can still see we have a backup from residual delays. as i wrap up here, i want to bring you a live look at the bay bridge toll plaza. yesterday, mitering lights came on at 6:10. it is much clearer in the area. i'll keep an eye on that for you. kumasi. >> united airlines plans to furlough more than 3,000 workers at sfo as it struggles with thes start next month and they could last until the end of the year or potentially longer.

alaska airlines is giving californians free round trip flights if they enroll in the frequent flier program. only the first 25,000 new enrollees who sign up get the free flight. you have to do that by tomorrow, march 3rd, and then the free flight is only good for travel within california. passengers will still have to pay taxes and fees and you can only travel during the week, so no weekends, no spring break travel, and no summer travel. >> it does narrow it down. large gatherings might resume after more people get vaccinated. will it happen soon enough for san diego comic-con. we're going to talk about the plan for this year's event. we're also going to be talking about the dr. seuss controversy, six books he wrote and illustrated that will no longer be published. and as we head to break, taking a live look outside t

welcome back. we do want to bring you a live look from developing news on the traffic front in the east bay now. bringing in sky 7 here because we have a deadly crash on westbound 80 at san pablo dam road. speeds are averaging around 9 miles per hour and you can see just how massive the backup here is. according to the chp, someone did hit a pedestrian on the freeway and unfortunately that person has died. a coroner has been called out to the scene. this is a sig alert. traffic is backed up to apian way and pinol. we have not been given an estimated time to when this will reopen, it is continuing on and there willing an investigation here. i'll give you the latest as soon as we get it. >> thank you. we have an update from the abc 7 news i-team. a san francisco college student accused of murdering an italian

police officer testified yesterday saying that he thought the man was a drug dealer. 20-year-old finnigan elder says officer mario tratala riga and his partner did not identify they willse themselves as police that night. here is elder describing what happened. >> the larger of the two was a mountain of a man. he tackled me to the ground and put all of his weight on top of me. i remember little of the next few moments except for the feelings of shock and terror. i do remember however i could feel his hands on my chest and then on my neck with pressure as if he was trying to strangle or choke me as i was struggling to free myself. at this stage, i panicked and believed he wanted to kill me. as soon as i felt his hands squeezing my neck, i instinctively pulled out my knife and hit him a few times in an effort to get him off of me. this lasted a few seconds.

i couldn't think of anything, i was terrified. >> elder and his friend are both charged with homicide and could get life sentences if convicted. both have testified in court. the trial now moves into closing arguments with a verdict expected next month. as violent attacks against the asian community continues to rise during the pandemic, santa clara county just launched a new task force to address hate crimes. at the inaugural meeting experts weighed in on the importance of not just tracking hate crimes, but also hate incidents like hate speech and bullying. it is something san jose police is proud to be already doing. >> even if it does not rise to the level of a crime, we can see these incidents and where they occur. >> a hate incident equally damaging, you know, to our society, but really there is no accountability. >> the task force is determined to accomplish an ambitious five-point plan this year, including things like developing school programs, and using existing laws to protect against

gender-based hate crimes. a big announcement this morning about the legacy of children's author dr. seuss. some of his books will no longer be published because of the way they portray people of color. jobina fortson has more on this announcement. jobina? >> thank you, reggie. dr. seuss enterprises says it will no longer be publishing or selling six of his books. the company says they include images that are hurtful and wrong. dr. seuss has increasingly faced scrutiny over what many people call racial undertones in his books. the decision comes on read across america day, and dr. seuss' birthday. the day typically celebrates the author's works. this year the theme is celebrating a nation of diverse readers. so here is the full list of the books that will no longer be sold. and to think that i saw it on mulberry street, "if i ran the zoo," "mcelligot's pool," "on beyond zebra," "scrambled eggs

super" and "the cat's quizzer." san diego comic-con has postponed its 2021 in person event and will be going virtual once again this summer. because of the pandemic, the major summer pop culture convention has been pushed to 2022. instead, the comic-con at home online experience will be happening july 23rd through the 25th. there are early plans to hold a small three-day in person convention in november, but it is not really clear at this point what that might look like. the convention was canceled last year because of the pandemic. >> if you've ever been caught in a conversation that dragged on, you're not alone. a new study shows most people don't know when to stop talking. researchers studied hundreds of conversations and found that only 2% ended when both parties wanted them to. in half of the conversations, both people wanted to talk less.

us the offshore breeze and high clouds, going to bring some rain to so cal starting tomorrow. but for us, yeah, that's the only, you know, side effect we're going to get from it. look at this, 67 to that's a spread in the south bay, 70 in san jose. 65 to 69 on the peninsula. cooler at the coast, low 60s there. we have mid-60s for downtown, south san francisco. and about 67 to 71 is our spread through the north bay valleys. along east bay shore, we have 64 to 69, look at that, oakland and hayward and newark, right in the middle at 67. 69 in san ramon and antioch. everyone else around 70 to 72 in the east bay valleys. around state, low to mid-70s through the central valley, few uppelm springs. tonight, we'll drop to the upper 30s to mid-40s. mix of sun and clouds and above average high temperatures through friday. we open the storm door, but it is only light storms that come walking into our lives. and that will be saturday, monday, and tuesday. also cooler then.

prevent crowds. officials say they're starting to see more tourists now. miami beach, though, is banning tents, tables, and coolers at beaches. there is also a curfew in place until mid-april. according to the cdc, florida is among the ten states with the highest rate of new daily cases per 100,000 people. and arizona teenager who beat covid-19 wants to help other teens who may be suffering from long-term symptoms of the virus. 16-year-old lydia passtore created a website, chronic connections.org. teens can keep a journal tracking their symptoms and connect with other people going through the same thing. she hopes that users can find comfort in similarity. an at home fitness startup is launching mini shops in side of dozens of nordstrom stores this month. the shops will be located in nordstrom's women active department where you get a demo of the gym and try a workout.

after almost a year of closed campuses, we could be weeks away from seeing most california public schools reopen. the state is offering public schools $6.6 billion to encourage them to reopen. for san francisco unified, it is not clear how many in person days would be required. but the governor is optimistic once a few districts open successfully, others will quickly follow. >> i have all the confidence that it is almost like a flywheel, you're going to start seeing much more rapid pace of reopening. >> the governor says vaccinating teachers and staff is not a requirement to return to in person learning. but for san francisco unified members, a deal states that they would have to be vaccinated if the county remains in the red tier. you heartoes aut bay a residents leaving the state for a number of reasons. now a san francisco family uprooted their lives and moved to denver so their son can go to class in person. jobina has more on why they made

the move. >> so jen and her family are staying in a rental in denver, so her 6-year-old son can go to kindergarten. i talked to her yesterday and it was actually his very first day in class in person. if he were in san francisco, he would be going to alva rarado, bilingual elementary school. her son has been struggling with online learning and got tired of waiting so they decided to leave in person learning at private school wasn't going to work out for her son. >> the privates are full. and there is waiting lists everywhere. that's first reason. my son is in a bilingual school, he speaks spanish and english. there isn't that option in any other privates. we want our kids to be around lots of different people, lots of different kinds of families and you just find that more in the public school system. >> jen says her family is not officially moving away from san francisco. but they do plan to stay in denver through at least the end of the school year.

reggie? >> interesting. thank you. san francisco could soon require some businesses to give workers hazard pay. that legislation would require an extra 5 bucks an hour for workers who make less than $35 an hour. the board of supervisors will take that up on thursday. speaking of that, worker at large grocery and drugstores in the city of san mateo got a bump in pay. the city council passed an emergency ordinance that will give them an extra five bucks an hour in hazard pay. they'll receive four hours of paid leave if they get vaccinated. the city plans on passing a regular ordinance since this emergency one expires after 90 days. blue shield has taken over california's vaccination system. the goal is to go from 1 million doses a week to 4 million. blue shield will try to make the distribution system more unifor. there is some concern, though that this transition could create a setback. >> they're supposed to be an algorithm for determining who gets vaccinated. we heard that the state is going

to continue to be responsible for that algorithm. how do you coordinate the state's role and blue shield's role. >> counties in the central valley are the first to move into this new system. the bay area will be in the third and final wave which will start sunday. left behind, tired of waiting. that's the sentiment of some people in east palo alto who say the city is getting left out of the vaccine rollout. east palo alto is one of the hardest hit cities in the bay area. more than 14% of the city's residents have tested positive. now there is a call to make vaccination distribution there a priority. >> sometimes the last needs to be first. we cannot constantly take communities of color and put them on the back tier of10% of population has been vaccinated. compare that to nearly 20% across all of san mateo county. abc 7 news is monitoring the covid vaccine rollout in california with our vaccine tracker. that tracker shows you when you might get the vaccine here.

you can find this on our home page at abc7news.com. healthcare workers are facing threats and violence during the pandemic. researchers from uc berkeley identified more than 1100 threats or attacks against frontline workers and facilities across the world last year. 400 of those cases were motivated by fear or frustration with covid-19. the bureau of labor and statistics says health workers in the u.s. are nearly six times as likely as the average worker to be the victim of violence. this morning, a surge of migrants hoping to cross into the u.s. from mexico is threatening to create a crisis at the border. more border patrol agents are headed to that area as government resources are being stretched to their limits. jobina is tracking the situation from the live desk. >> thank you, kumasi. the border patrol is encountering on average here 200 migrant children every day that are trying to cross the border alone. government facilities are running out of beds, and now the

jobina for a look at our commute and that deadly crash you've been tracking, jobina. >> yes, kumasi and reggie, thank you. we want to get back to sky 7 and take a live look at san pablo right now. we have been following a deadly crash since about 5:00 this morning. and it happened on westbound 80 at san pablo dam road and what you're looking at right now is the car that was involved in that deadly crash, it has been towed for evidence. it is what they call an evidence tow. and then we want to bring you to the backup here, so you can see the area because still speeds are tracking around 9 miles per hour. this is what we're looking at right now, right at thes s car is gng fth affic i backed uo apian way. we have not been given an estimated time when all the lanes will reopen, but what we do know is since that car has been towed, there isn't too much work that needs to be done now that is left over there. but, a coroner has been called out to the scene, so we will
