restrictive red tier. for the first time since thanksgiving, san francisco and santa clara counties are back in the red tier, joining marin and san mateo, which moved out of purple last week. but as you can see, contra costa, alameda, sonoma, alameda and solano counties remain in the more restrictive purple tier. >> the red tier mean restaurants will be able to reopen for indoor dining at 25% capacity. bars and breweries must remain closed. >> it also allows movie theater, museums, indoor zoos and aquariums to reopen at 25% capacity, keep in mind. retail and indoor malls will also be allowed to increase capacity to 50%. indoor gyms can open at 10% capacity. >> while san francisco has been in the red before, this time there is more optimism that we may finally start seeing some things return to normal. abc7 news reporter lyanne melendez is in the newsroom. and lyanne, i assume a lot of that optimism has to do with the vaccine? >> oh, a lot. and normal is good, by the way.

according to the city, as of today, 64% of those 65 and older have been vaccinated in san francisco. right now they are vaccinating teacher, muni drivers, restaurant worker, and as more people start getting shots in the arms, the city believes there's no turning back. >> we're here. we're in the red. >> reporter: a term which means retail and indoor malls can reopen in san francisco at 50% capacity. indoor dining, movie theater, museums, zoos and aquariums at 25% capacity, and gyms at 10. it also allows entertainment venues like ferris wheel to restart operations. the f market line streetcar will also begin taking passengers in may. >> now you know we're not san francisco without cable cars. jst so you know, the cable cars are coming back, and they're coming back some time this year, date to be determined. >> reporter: this time the curfew for outdoor dining has been lifted, and up to three households can now eat together

outside. for indoor dining, the cutoff time is 10:00 p.m., while only one family of four can eat at a table. businesses are also reminding everyone that we're still in the midst of a global pandemic. when ordering at a table, put your mask on. >> pause what you're doing, shut up and put your mask on. >> reporter: the fact that people are being vaccinated is giving the city a sense of relief and the much needed opportunity for businesses. >> it means that there is hope that we can maybe move forward. i can tell you a lot of the stress is at a mental level. are we going to get out of this? can we make it through it? >> we now have the capacity to administer well over 10,000 vaccines a day. we just need that supply to improve. >> reporter: still, according to the cdc, vaccines are not necessarily in order to safely reopen schools. as she toured pier 39 today, mayor london breed also expressed her disappointment that sf unified and the labor unions have not reached an

agreement to reopen for in-person learning. >> we have to do better. you know, the grown-ups need to get their act together and make sure that we do what's in the best interests of the kids of this city. >> remember, the mayor is supporting that lawsuit by the city attorney's office to try to force schools in san francisco to reopen. you know, this morning when she was talking to us, the mayor said she went by a private school. the kids were wearing masks. they were playing. they were happy, and she said she felt very sad at that time that public school kids were still at home, ama. >> yeah, it's been such a tough time figuring this all out. and i know parents are struggling as well. same as the students. now for all the sports fans out there, i want to talk about this for a moment, because the warriors have come up with fan to try to safely reopen the chase center at 50% capacity. what does the mayor think about that, lyanne? >> i did ask her, and she said she is dying to go to a warriors

traffic is still bei diverted off northbound 101 in mountain view. the situation began around 8:20 this morning when authorities spotted someone sitting on the ledge of the middle field overpass. they were diverting traffic off the freeway ever since as the response team communicates with the person. antioch police are responding to a wrongful death lawsuit that claims a man died because of an illegal chokehold similar to the one used on george floyd. officers responded to the home last december after angelo quinto's sister called out of fear that he was going to hurt their mother. cell phone video shows quinto facedown on the ground with his hands behind his back. just about an hour ago, antioch's police chief defended his officers. >> at no point did any officer use a knee or other body part to

gain leverage or apply pressure to angelo's head, neck, or throat, which is outside of our policy and training. >> the police chief adds the coroner has not found any signs of strangulation, and none of quinto's injuries were fatal. he added quinto was having a mental health crisis. several puppies in san francisco are recovering after ingesting marijuana and meth they apparently picked up in a park. three dog owners shared their terrifying experiences with abc7 news reporter leslie brinkley. >> come here, come on, sweetie! >> reporter: one week ago oliver the malti-poo was romping with his owner on this grassy knoll in lafayette park. she noticed he ate something before she could intervene. hours later he landed in emergency vet care. >> when i get the call three hours later they found amphetamines and is he going to die. it was really, really scary.

>> reporter: he made it, though. >> he did. >> it really is eye-opening for owners. >> reporter: this dog owner suspects a marijuana edible sickened his dog in lafayette park. >> i do know that someone who i wasn't familiar with gave her a treat, and this was around noon. by 3:00 or 4:00, she was completely -- almost catatonic. >> reporter: georgia was put on an iv and later released. i talked to san francisco animal care and control. they said most of the time dogs ingest human feces with drug residue, and then get sick. >> yeah, actually the vet did mention that also. >> homeless people come and stay here at the park. >> reporter: marcy cortez says she won't let her nephew play in the grass and keeps her dog away from it. >> she loves eating grass and i don't want her to get sick. >> reporter: this is max. a miniature pinscher. he was also hospitalized after

eating marijuana near the park. he is still week and contracted aspiration pneumonia from the intubation. half the cases they see of dogs eating marijuana or methamphetamine involve unknown exposures. that is the pet ingested it out on a city street or in a park. i'm leslie brinkley, abc7 news. the san francisco activist and former politician tom ammiano is celebrating a long overdue honor. he is finally received the high school varsity letter for track that he earned when he was 16 years old, an award he says was kept from him because he was gay. >> they arbitrarily decide that the points needed, they disqualified a meet where i scored a lot of points. and so then they hid behind that. >> the 79-year-old told our larry beil on abc7 news at 4:00 that his old school immaculate conception high school in new jersey got wind of his story and

made amends 63 years later. ammiano says he appreciates the gesture and says the bigger narrative is institutionalized homophobia. you can read more about the incident and amman owe's life in his new book that is out right now. a drone maker here in the bay area is trying to shrink the gender gap by giving women the opportunity to get out of their comfort zone and get a glimpse into a field dominated by men. abc7 news reporter david louie shows you how skydio hopes to inspire more women to become licensed drone pilots. >> reporter: they're work in human resources, marketing and other departments. their mission today, to get out of their comfort zone and fly a drone. >> we want to provide a safe and judgment-free zone where they're allowed to experiment, where they're allowed to learn how to use this technology and feel empowered about it. >> reporter: they all work at skydio, a fast-growing bay area drone maker. the company brought them out to the beach to try their hand in a technology that is overwhelmingly male dominated.

the organization women and drones says that out of 163,000 remote pilots less than 11,000 licenses have been issued to women. that's shy of 7%. this flight day is the beginning of a process to add 25 more women. they will follow up with virtual training classes to qualify for an faa certified drone license. >> we've paired up the women across the company. so we have some of our more experienced pilots matched up with some of our newer employees or women who haven't had as much time in the air. >> reporter: it's also a get acquainted opportunity because many have not met due to working from home during the pandemic. the group event gave them the courage to try something they might not do along. >> once they get it launched and up in the air, it's just free-for-all, super stoked, smiles on their face. >> reporter: if these women can do it, their excitement and success might inspire other friends, families and other women to fly commercial or remember croatianal drones. there is no way they were going to fail. >> i think failure is a part of growth. it's not about how many times you fail. it's about how much you continue to stand up and you continue to push forward.

the u.s. stock market pulled back from yesterday's gains. the dow was off 144 points. the nasdaq was down 230, and the s&p 500 dropped 31.5. the state's monthly snow survey in the sierra is showing some mixed results. the test done by the department of water resources at phillips station near south lakeshore recorded a snowpack of 86% of re no represents 83% of the april 1st average, the date when the snowpack is typically at its peak. however, the statewide numbers are not looking good. the automated survey network shows the snowpack at just 61% of normal for this date. so what we need, more rain and snow, when ama, it sounds like we're going at least get a little of that. >> yeah, let's get to meteorologist sandhya patel for the latest. sandhya? >> or spencer. >> how about spencer? i think i'll take over this time. okay, dan and ama. here is a quick look at the

statewide snowpack as dan mentioned. 61% of averages pretty sad. there is a little snow coming to the sierra over the next several days with the light rain storms coming our way. so by 11:00 sunday night, sierra may pick up another 6 to 8 inches of snow. here in the bay area, we've had an increase in clouds that has resulted in much cooler conditions right now than we had at this hour last night. 4 to about 7 degrees cooler in most locations. it's pleasant, though. here is a look at the skyline of san francisco from the exploratorium. it is 64 degrees in san francisco right now. 50 in half moon bay. but we have upper 50s in oakland, mountain view, san jose, and morgan hill. and here is the view from emeryville looking westward. temperature readings right now mid-50s at santa rosa and novato. 59 at napa and low 60s at fairfield, concord and livermore. and looking across the embarcadero from our rooftop camera, we will also check out the forecast features. mostly cloudy skies will prevail overnight in the bay area. dry and mild over the next three

days. but rain arrives friday night, and that marks the beginning of an unsettled and partly wet pattern. tonight under mostly cloudy skies, low temperatures will be mainly in the low to mid-40s, although a little chillier in some of the inland valleys in the north bay, where lows will drop into the upper 30s. tomorrow's highs in the their 50s at the coast. upper 60s inland. here is a look at the abc7 storm impact scale. friday night and early saturday we can expect some light rain, slippery roads, breezy conditions at times. here is the forecast animation starting tomorrow evening. notice that first wave of rain coming in friday night will just be the beginning of a little pattern that we will be unsettled and wet going through the weekend. sunday will probably be dry. but it will get a little rainy sunday night. monday we get light rain and tuesday. each of these impulses bringing rain to the bay area will produce some light snow. the accuweather seven-day forecast. two more days to enjoy dry and mild weather. friday will be mainly dry and

for a safe and secure future, this is abc7 news. >> and welcome back. one of the biggest health care systems in northern california is notifying thousands of patients that it may have to cancel their vaccinations. >> sutter health says it could cancel more than 90,000 appointments across northern california. it's raising questions about how the state has been managing vaccine allocation. abc7 news i-team reporter stephanie sierra is digging into it. >> sorry i'm upset. >> reporter: it's the last thing 80-year-old shawn wanted to hear. >> we need to reschedule you. >> reporter: sutter health suddenly canceled his second dose vaccine appointment scheduled for tuesday morning, giving no opportunity to reschedule. >> it should not happen. >> reporter: after showing up to the sutter health clinic in santa clara county, he received this flyer and was told -- >> she says the system, does not allow because they don't have the vaccine. >> reporter: aside from santa clara, viewers are reporting the same issues in san francisco, san mateo and alameda counties.

one writing checked onsite. says all doses canceled until further notice. sutter health confirmed more than 90,000 first and second dose appointments could be canceled due to a delay of shipments from bad weather due to miscommnication from the state. they we are in the process of notifying patients with second dose appointments scheduled through march 9th to let them know their current appointment needs to be canceled due to insufficient supply. we will call them in seven to ten days to reschedule. sutter added they are urgently requesting more doses from the state and blue shield, claiming the state misunderstood their inventory of first and second doses. >> the data from sutter health was not getting cleanly through to the state. so the state had believed for multiple weeks that sutter had a large inventory of doses. but that wasn't true. >> reporter: blue shield's ceo paul markovic says the first incoming batch of doses for sutter should arrive by early next week. >> we are going to be putting a

lot more doses towards sutter in the next couple weeks so that they can reschedule those appointments as opposed to cancel them. >> reporter: markovic added sutter's situation is why all provide shores be linked on a performance-based system so they can keep an accurate count so immunocompromised patients aren't left waiting. >> we all go to work with a lot of fear. >> reporter: we reached out to the california department of public health for further comment, but have yet to hear back. for the i-team, stephanie sierra, abc7 news. >> blue shield is now in charge of california's vaccine distribution. the company's ceo tells abc7 news their main role is to track vaccines from the moment they arrive from the federal government to the time they're injected into a person's arm. the goal is to expedite the process so the state can deliver vaccines to the right providers at the right time. >> if we can get the system to run at optimum efficiency and smoothly, it means we're going get the maximum vaccine to californians. we're going get the right people

vaccinated in the right order. and folks on the ground providelers be able to have predictability and know how to schedule appointments and honor them. >> markovic says their goal is to vaccinate 25 million californians by summer. texas governor greg abbott announced today that it's time to open texas 100%. he's lifting all state coronavirus mandates, including the mask mandate effective next wednesday. all business also be allowed to operate at full capacity, this despite the pleas of many mayors and county judges. california governor gavin newsom had this reaction. >> this is the most critical moment in this pandemic, if we want the quickly open our 'v g tolheinss, we've got to be ll c sti make modifications. we can start reopening businesses, but mask-wearing is foundational in order to safely do that and get our economy roaring again. >> governor abbott credits

vaccinations in the state with allowing the state to reopen. he says by next week, 7 million texans will have been vaccinated, and he says texans have, quote, learned how to live with covid. more than 5600 covid patients are currently hospitalized in texas. coronavirus vaccines are our best shot at defeating the pandemic. the options we have are incredibly effective, but they don't make you invincible. from our sister station in los angeles, report the story of a fully vaccinated nurse who still contracted coronavirus. >> reporter: as soon as she could, registered nurse lisa blaze got in line to get the pfizer vaccine. >> vaccinations became available to us around the beginning of december, and i was vaccinated the first week they came out. >> reporter: by early january, she got her second dose. but six weeks later she started feeling sick, tired and congested. a covid-19 test revealed she got the virus. >> i was very shocked. it's not 100%, as we know. it's 95% effective. >> reporter: still, how could

this happen? lisa never stopped wearing ppe at work or masking outside her home. she got infected where she least expected it. >> i had a direct exposure from a close family member. >> reporter: lisa was hesitant to share her experience because she was concerned about the comments anti-vaxxers might work or people who are vaccine hesitant might become more so. but doctors say what happened to lisa is proof that the vaccine works. >> the fact that she was able to not need to go to the hospital, not become severely ill is truly a testament to how good the vaccines do offer protection. >> reporter: dr. elizabeth hudson is an infectious disease specialist with kaiser permanente. she says she is concerned vaccinated people will let their guard down. >> even after you are vaccinated, you still have to be very, very careful. still wearing masks, still physically distancing, still keeping up with diligent frequent hand washing. >> but dr. hudson adds the benefits of getting a covid-19 vaccine are clear. >> being vaccinated does

people puzzled. william bacon and his mother laura didn't know what to make of this. uber sent william this 1099 indicating he made just under $6,000 working for the company. >> i never worked for them. why would i get a 1099 if i never worked for your company? >> reporter: his mom tried reaching out the uber, but couldn't get a human being until she pretended to be an employee. still, she didn't get very far. >> i can't speak with her supervisor and i can't speak with anyone in accounting. >> reporter: we first reported on this one year ago. aaron received a 1099 which calculated his wages with uber at $36,000. >> how do i explain to the irs that i wasn't working? how do i prove it? it's going to be hell. >> reporter: the irs tells us people should request a new 1099 from uber correcting the error, but if that fails, file your return anyway. >> you want to file the return and you can't get the forms and

you want to get your return in, then file and only report the income that reflects your situation. >> reporter: it's unclear how widespread this problem, but it's big enough for uber to have a page on its website specifically for people to report the problem. 7 on your side has not received any complaints about other companies sending outer roanious 1099s. we reached out to uber numerous times. it did not respond. william fears the erroneous 1099 he received could jeopardize his unemployment benefits. >> if i'm getting unemployment and i get something that's random in the mail for some place i've never worked, i think that would kind of look bad on that end. >> so far williams says he's found no evidence of people applying for credit in his name or any other fraudulent financial activity. the irs says there is no need to
