border. the iraqi military released a statement saying the attack did not cause significant losses. it was the first attack since the u.s. struck iran targets on the iraqi syrian border last week. the attack two days before appropriate francis is scheduled for a visit in iraq and this is a much anticipated trip where he's also scheduled to visit battleground. around 1140 last night police responded to a shooting in americmenlo park. deputies have been canvassing for evidence overnight. we do have calls into the san mateo county sheriffs oufsz for more information. we're still waiting to hear back. well it is official. san francisco, santa clara and napa counties are now in the red tier. they join marin and san mateo

counties in reopening some indoor businesses. abc7 news reporter amy hollyfield live in san francisco with who is ready to welcome in customers. good morning, amy. >> reporter: hi, good morning, kumasi. here we go again. we've watched them close. we've watched them open, close. today restaurants can open again. indoorp dining is allowed. this is happening in three bay area counties starting today. restaurants can allow a certain number of people indoors. in san francisco, napa and santa clara counties. they are all now in the red tier. of the state's reopening plan. restaurants have been allowed to serve people outside and serve takeout. but workers in the restaurant industry tell us this really will make a big difference for their businesses. >> open indoor because some customers complain about the weather outdoor. so some customers they actually ask about indoor dining from

last week. >> reporter: the red tier also allows gym, movie theaters, museums and places of worship to allow in a certain number of people. these three counties join marin and san mateo. they entered the red tier last week. they will be here for a while. they must stay in one tier for at least three weeks before possibly moving to the next level which is the orange tier. and that is when you will see indoor entertainment like bowling and card rooms start to partially open up and bars would be allowed to hope outdoor areas. but for now the focus is on red tier. which opens up and starts today. reporting live in san francisco. amy hollyfield, abc7 news. amy, thank you. we could all be getting the covid-19 vaccine earlier than expected. president biden just revealing a new encouraging timeline. >> this country will have enough vaccine supply, i'll say it again, for every adult in america by the end of may. >> that may date is two months earlier than originally planned.

sutter health says it could be canceling more than 90,000 vaccination appointments in northern california. a majority of the patients impacted right here in the bay area. sutter tells abc news weather delayed its shipments and there was a miscommunication sutter health and the state. >> the data from sutter health was not getting cleanly through to the is it state. so the state has believed sutter had a large inventory of doses. but that wasn't true. >> blue shield is now managing california's vaccine distribution network and will be increasing allocations to their suter health in the coming weeks. the iteam has reached out to the is it state department of public health for comment and is still waiting to hear back. a san jose hospital executive resigned after a scandal involving vaccine distribution. ceo joseph deshriver of good

a crash that killed at least 13 people in southern california is now the subject of an investigation. they are saying that it could be a human smuggling incident. this happened in holtville in imperial county yesterday morning, about 125 miles east of san diego. 25 people were packed inside a maroon ford suv when it collided with a gravel truck. homeland security investigators confirm agents are looking into this crash.

investigators said the backseats had been taken out to fit so many people inside. antioch police responding to a wrongful death lawsuit. claiming a man died because of an illegal chokehold similar to the one used on george floyd. investigation found officers did not act illegally. >> at no point did any officer use a knee or other body part to gain leverage or apply pressure to angelo's head, neck or throat. >> angelo quinto's family blames his death on an illegal chokehold during his arrest last december. police tuesday said multiple pathologists found none of quinto's injuries appeared to be fatal. >> a full examination of the neck revealed there was no evidence of strangulation or crushed airway. >> certainly doesn't settle the issue from my point of view. i would think and still believe there is wrongful conduct took place here.

>> reporter: attorney john buress filed a wrongful death lawsuit on baffle of the quinto family. officers responded to the family home after quinto's sister called responding she was afraid he might hurt their mother. he says the findings by police don't clear officers of wrong doing. >> what they said hasn't ruled out our position that it was the officer's conduct and manner which they held him contributed to his inability to breathe and resulted in his death. >> reporter: that was dan ashley record reporting. a third party investigation into his death is ongoing. interest noz police footage of the arrest because the antioch police department doesn't use body cameras. the chief says he is in favor of their use and the city council will consider that next week. alameda's da decides not to charge a store owner who opened fire to try and stop a robbery. the owner fired four shots at

it may even get here sooner, which means the weekend could be drier. we'll talk about that coming up in the accuweather 7 day forecast. back to reggie. a new round of reopenings in three bay area counties. san francisco, santa clara and napa counties join marin and san mateo in the red tier. abc7 news reporter amy hollyfield is live with the changes you will definitely notice. amy? >> reporter: well if you head out to eat today in san francisco. you have a choice. you can sit outdoors or starting today you will have the option to eat inside if that is what you prefer. and that is because san francisco is now moving into the red tier. and that means museums like the dm, can start welcoming people back inside. they are going to allow members in starting tomorrow and the general public starting this weekend. gyms can allow people indoors. they are limited to 10% of their capacity. but gym employees say every little bit helps during these tough times. >> you have no idea the pressure

and the intense year that we're all been through in the small business community. any inch in the right direction of being open a little bit more is insplikable how good it feels. >> reporter: restaurant kansas host up to 25% of tear buildings' capacities indoors. some owners tell us that customers have been cold sitting outside. so they are relieved to be able to offer them a warm alternative. and this is all because san francisco is now in the red tier. the state's guidelines says the county must stay in a tier for at least three weeks before being allowed to move to the next one. red tier also allows for middle and high schools to reopen. that won't be happening here in the city because the teachers union says teachers don't want to go back in this tier until they are all vaccinated and they aren't there yet. but some restrictions are starting to lift here in the city because the covid cases are going down and the mayor says the city is in such a good place, she doesn't anticipate them going backwards again and having to shut down restaurants

again. she thinks right now we're just going start moving forward. live in san francisco, amy hollyfield abc7 news. thank you, amy. well, two other bay area counties are hoping to move out of the purple tier into the red soon. solano's county health director says the county could be eligible as soon as next week. the rate has dipped to 2.6%. contra costa county estimate their county will be eligible within 2-3 weeks. the timeline for when you could get your covid vaccine just moved up by quite a bit. comes as states like texas are lifting all their safety restrictions. jobina there is now a concern over a potentially dangerous variant that is already here in the country. >> yes, reggie. so in texas we're talking about no masks, no socially distancing, and governor greg abbot says advertise state is completely open for business starting next week. this is all despite a rise in cases across the country including texas.

bay and inland neighborhoods and low-50s heading to 7:00 while the coast drops into the 40s. as far as your commute, look at this, everything is clear on the roads. it is clear of rain. it is clear of fog. it is clear of clouds. we've got smooth water if you are out on a ferry. and dry stopped if you are taking mass transit. that is going to change a little through today. rain in so cal. and the rain is going to move in a little quicker. the models are picking up on that. but again these are medium range models. the high resolution models we'll get into those later today and tomorrow. during the afternoon hours friday in the north bay. the rest of us evening and overnight. saturday morning though it looks pretty clear as does sunday. but then look at monday, all with a chance of wet waertd. yesterday we were talking a a half inch of rain. now possibly three times that much. not a march miracle but it is a good start. let's get to jobina and talk about the morning commute.
